• Permissions in system to offer PHBs to people • Quick wins – Joint funded budgets, Children in

transition• Established Market place access via Local Authority

Challenges

• Scale and Pace – notionally signed up without understanding the requirement and the need to allocate sufficient resources medium/longer term

• Language used causes barriers to integration• Leadership within the systems need to be fully

committed to change the culture

safeguarding perspective• Understanding the flow of funding around the
