On October 27, 1969 150,000 GE workers around the country began a strike that would go on to last one hundred and two days. In Lynn, picket lines surrounded the River Works and barrel fires blazed 24 hours a day. Union workers barricaded the Bennet St. gate with wooden shelters and spray painted “scab alley” to shame anyone that might try to sneak back to work. Inside the plant, production lines lay silent. The ‘69 strike was partly a culmination of GE workers frustration with GE’s “take it or leave it” approach to bargaining, dubbed “Boulwarism” after GE’s Vice President of Labor Relations Lemuel Boulware. The company would give unions an initial pro- posal, go through the motions of negotia- tion, and that was it – their first and final offer. GE launched a massive propaganda campaign aimed at workers, their families, and the general public to sway public opin- ion in favor of the company. Boulware hired a washed-up Hollywood actor named Ronald Regan to host a TV show called “GE Theatre” who traveled the country giving speeches on behalf of the company. In those days, the various unions repre- senting GE Workers had no Coordinated Bargaining Committee (CBC). Each union bargained on their own. The unions were divided and tired of being conquered. Six contracts leading up to 1969 were effectively dictated by GE. During this period GE workers lost Cost of Living Adjustments (COLA), and general wage increases went from yearly to every eighteen months. In 1969, four international unions finally came together to form a joint bargaining strategy, to take on corporate greed together. The company’s initial proposal was intolerable and remained unchanged throughout nego- tiations. The final offer consisted of a twenty-cent raise, a scheme to scrap coordi- nated bargaining, and language that re- stricted the right to strike. Not this time. Enough was enough – we walked out. When the company and unions reached a settlement in February 1970, the contract included general wage increases of 6.5%, 4%, and 4%; COLAs, 2-5 days sick time, im- proved vacation time, and hospital expenses covered 100%. Perhaps even more impor- tant than the contractual gains, the strike laid the foundation for the unions progress at GE for years to come. It built unity across the different unions, showed the member- ship their collective strength, and forced the company to respect it. Unity defeated Boul- warism in the 1969 strike. 50 YEARS LATER - THE STRUGGLE CONTINUES Due to declining union density and free trade polices like NAFTA, the union’s bar- gaining position weakened overtime. As jobs left the country, international IUE-CWA leadership agreed to concessions in the name of “staying competitive” – that our local generally opposed. Some local unions were scared of what might happen to their plant if they stood up to the company. Local 201 remained a strong voice, voting down bad National contracts, and watched as some of the plants that accepted the most extreme concessions were closed anyway. In 2011, Lynn voted down the National Con- tract along with our Brothers and Sisters in Madisonville, KY and Evansville, IN. Un- fortunately, it was not enough to reject that contract. We lost pensions for new hires and suffered major cuts to our healthcare. But things have changed. At the GE conference board meeting last month, I learned how union members across the country are struggling with GE’s healthcare, wage stagnation, tiered wages, and retirement benefits. Dear Brothers and Sisters Well it's contract time. The company will claim we have no money. But we all know that’s not the facts. When up-per management has the same health plan we have and a reasonable salary I will believe it. But the fact remains the same, we have to fight for our benefits. The company is not going to give it to us. So don’t make any big purchases or buy anything big. Save your money. Its time to fight for your rights. Now on to LPS matters. There is a new approach by management, the Forman will ask how long a job will take. If Management doesn’t like the time they farm it out. Well we don’t voucher we are indirect not direct. We work 40 hours a week. You pay for us, we are here anyway. Next time they ask you say last time I did it the job took two years. That goes all around. WE ARE INDIRECT.

The Greater Boston LaborCouncil held their annual Leg-islative Breakfast on April 1,2019. This year the locked-outNational Grid Steel Workerswere clearly the main topic. Andrightly so. These were the work-ers who stood up for the nextgeneration of gas workers, whowere unjustly locked out by theirmultinational company for over7 months without healthcare cov-erage and limited unemploy-

ment benefits and who were ableto bring it home with a settle-ment. The state legislatureplayed a large role in this lock-out. They have beenworking on this bill for the past 6months and are planning on lob-bying the State house on May 16and having a rally on May 16from 5-7pm on Boston commonin front of the State house.EVERYONE IS INVITED! Wage Theft was also on theagenda. The building tradeswant to pass legislation on thisissue. The talk sounded very sim-ilar to what was said last year. Idid not get a warm fuzzy feelingthat a bill was forthcoming.Maybe they should come to Lynnand see how it is done. The keynote speaker wasKaren Spilka president of theSenate. Ms. Spilka spoke of herbackground as a social workerand labor attorney (where sheworked as an arbitrator and me-diator in labor disputes). She

comes from a labor background,her grandfather was a laborleader in the garment industry.She said that if she makes apromise, she will keep it. She is amethodical down to earth detailoriented person. Things taketime. I believe she is the rightperson for that job. I attended with steward andeducation committee memberDan Dinan and we met state rep-resentative Pete Capano there.We sat with a group of postalworkers. Their national agree-ment ended months ago and isgoing to arbitration. They arelooking at settlement possibly inSeptember.

The Fund Our Future coalition is a group representing parents,students and educators looking to increase investment in publiceducation in MA. The Massachusetts Teachers Association (MTA)is part of this group and is a driving force for passage of two billsthat would increase funding for all public schools in the state by1.5B per year. The time is now to pass these bills. If they don’t’ getpassed this spring, we will have to wait until 2020. Leaders on Bea-con Hill agree the funding is needed. Getting the bills passed is an-other thing. The MTA is working hard on this process. On May16th they will be at the State House for a final push. At 5pm onthe 16th they are holding a rally on the Boston Common in frontof the State House. Everyone that supports this initiative is invitedto join in. Only Strike Committeemembers, or their designee,will have access to blankchecks. Strike Committee memberswill be responsible for the issuance of the checks and forthe disbursement to Unionmembers. Each Union member will berequired to complete and sign a“CWA Members’ Relief FundStrike Certification Form”(DFR-1). These forms will befiled in alphabetical order. In order for a member toqualify for benefits, he/shemust deposit in a locked ballotbox at the Hall or Picket line, anauthorized picket duty card.(Original A). Picketers shallkeep picket card (Copy B) fortheir records. Picketers must

sign a roster sheet at the picketline before they get their picketcard stamped. On the reverse side of the Strike Certification Form,(DFR-1) the Strike Committeewill attach the picket duty cardso that the Union membersmay be paid. The Strike Committee will en-sure that benefit checks aredrawn on the appropriate ac-count. These checks will includethe following information: checkamount with the (2) signaturesrequired, not valid after 90 days.(Note: to comply with CWArules.) The check log will be in du-plicate-one copy will be re-tained by the Strike Committeeand the other copy will be keptby Local 201 Office Manager, or

a replacement designated bythe Strike Committee. Thecheck log will contain the fol-lowing columns: check number,signature of member, date ofpickup and comments. Each member will be re-quired to present a picture I.D.(badge/license) and sign forhis/her check. The Local 201 Office Man-ager, or a replacement desig-nated by the Strike Committee,will keep a weekly total ofcheck disbursements. In addi-tion, he/she will be responsiblefor checking off disbursementsfor each Union member on amaster roster of Union mem-bers, on a weekly basis. TheLocal 201 Office Manager shallkeep a receipt from the com-puter check writing program to

comply with CWA reporting re-quirements. All check disbursementsand pickups will follow specificguidelines set up by the StrikeCommittee, there will be no ex-ceptions to this procedure.Should the CWA step in to setup an electronic payment sys-tem these rules will govern thechecks for those who do nothave direct deposit. All pay procedures shall bein accordance with CWA rules..

(Note: Total strike payments of$600 or more per striker per yearare subject to federal and statetaxes.)

PROCEDURE FOR PAYMENT OF STRIKE BENEFITS

The following rules shallgovern the administration ofstrike benefits eligibility:1. Every member will picket

or perform weekly alterna-tive strike-related duties byapplying with the StrikeCommittee.

2. An employee must be adues-paying member ingood standing and on anauthorized strike.

3. Eligibility for local strikepayments will begin withthe first week of the dulyauthorized strike, payableon the second week. Eligi-bility for International pay-ments will begin with thesecond week of the fully au-thorized strike, payable onthe third week. (In line withthe International’s strikebenefit policies.)

4. A member is ineligible ifhe/she is on a previouslyscheduled vacation, leave ofabsence or lack of work forthe duration of that leave.

5. A member is ineligible ifhe/she is out on Worker’sCompensation or on Short-Term/Long-Term Disabilityuntil their disability benefitshave ended, the strike ben-efits would start as per (3).

6. A member is ineligible ifhe/she retires.

7. Any appeal MUST be madein writing within thirty (30)days of the denial, and thedecision of the Strike Ad-ministrators is final, subjectto the Local Union constitu-tional provisions.

A. You MUST register forstrike benefits on forms pro-vided. A member is ineligi-ble for weeks of benefitspaid prior to registration.Registration on a weeklybasis for the duration of thestrike is required subject toapproval of the Board ofAdministrators.

B. When the strike fund check-ing account falls below abalance of 1 week’s strikebenefits for the applicablebargaining unit, the Localwill make a deposit into thefund of the needed strikebenefits from the Local’sStrike Fund

C. Payments will be in the sumof $300.00 per week per Ex-ecutive Board and member-ship approval. This moneywill be $200.00 from the

International and $100.00from the Local Strike Fundcommencing on the 15thday of the strike. Paymentscommencing on the 29thday of the strike will be$400.00 per week per Exec-utive Board and member-ship approval. This moneywill be $300.00 from the In-ternational and $100.00from the Local Strike Fund.Payments commencing onthe 57th day of the strikewill be $500.00 per week per Executive Board andmembership approval. Thismoney will be $400.00 from the International and$100.00 from the LocalStrike Fund. Any of theseamounts may be adjusted.

Recently at the 2019 SpringConference Board, I was able tomeet with Union Safety Leadersfrom across the country. We wereexpected to share experiencesour Safety Teams have encoun-tered in the past, as well as bestpractices we’ve learned over theyears. Among the many learninglessons was an inspiring speechfrom Local 82161 member KenDudley out of G.E. Salem, VA.Before coming to G.E., Kenworked in a shop lacking thesafety protections we advocatefor through our joint Health &Safety program. A series of ma-chine related hazards combinedwith the fact that he was put on ajob without proper training re-sulted in a life altering injury ul-timately costing him his lefthand. Ken was faced with thechoice of becoming a result of hisinjury or to rise above the situa-tion to create the future hewanted for himself. Ken decidedto seek a new career in training,

specializing in electrical controlsystems while enhancing hisspeaking skills in order that oth-ers might benefit from hearingabout his experience. The entireconference room was gripped byKen’s story which not only spokeabout human perseverance, butto the many Union Leaders pres-ent, he spoke about the need andproven benefit of having memberled safety programs and hazardrecognition tools to preventtragedies before they happen.Local 201 leadership took meas-ures as far back as 1968 designat-ing Stewards to function as anaccident investigation teampaving the way for memberdriven Health and Safety Com-mittee’s and ultimately partici-pating in joint laborhealth and safety ef-forts in 1991. We havea proud history ofhealth and safetymilestones here inLynn and I was proud

to represent and share them withUnion Leadership in attendance. On a separate note, manymembers who have previouslyhad medical shoe vouchers havecontacted me with a new letterfrom their PCP or medicalprovider. We have had no issuesgetting approvals for membersand I urge those currently inneed to reach out to your EHSleader, Elected Safety Represen-tative, or I will facilitate this per-sonally for you, call me at617-462-7310. On the advice of IUE-CWA's General Counsel, Tom Cochrane, the SaugusPublic Library recently withdrew its complaint of bad faith bargaining; acomplaint that was originally filed by Business Agent Bill Maher with theDepartment of Labor Relations in late 2017. "We achieved what we neededto so there was no reason to waste more time and resources," said the li-brary's chief steward, Jackie Miller. "The town finally signed the agreementand I doubt they will ever think of us as the “quiet" union group again.The staff and I would like to thank everyone at Local 201 and AmberBrooks, IUE-CWA Staff Rep, for all their help over the last three years thatwe've been working on this contract. As I have said to the library's unionmembers many times as negotiations dragged on, "Just think how man-agement would treat us if we were not part of a union."

Executive Board member BillHolm and I have helped (alongwith Jeff Francis) several of ourmembers retire in the last month.One of the glaring take awaysthat we see is the loss of the lifeinsurance policy. If you retireafter June 1, 2019 you lose the lifeinsurance policy that was alwaysa part of your benefit package. Itamounts to app. $15,000.00. Ifyou are considering retiring thisis usually not a deal breaker butit is good to be aware of. The twosupplements that act as a bridgeto social security are also negoti-ated benefits. Meaning they willcome up during contract negoti-ations in June. One other thing toremember is that you can only re-tire on the first of the month. Ifyou want to go before the nextcontract the last opportunity isJune 1, 2019. The CBC (coordinated bar-gaining committee) spent a weekin Lynn working on the upcom-

ing contract. Over 30 people“took over” the Local 201 hallwith all day meetings. The PolicyBoard met with lead negotiator J.Carney to listen to his take on up-coming negotiations and to listento our concerns. We concludedthe visit with a tour of the RiverWorks. Buildings 42,63 and 74were toured. It went quickly andout guests appreciated the hospi-tality. Thank you to everyone thatwent out of their way to talk tothe negotiating team. Our national negotiating con-tract tee shirts have arrived. Thisshirt was designed by membersfrom the CBC to be “The” na-tional contract shirt. The designpay’ homage to the 50th anniver-sary of the 1969 Strike whenunion members were on strikefor 102 days. The goal of this shirtis not to incite members to “strikeGE” but to remember the 50thanniversary. My message to 201 members

wearing the contract shirt is wearit proudly in remembrance of thepast. And pay attention to all thatis coming up regarding contract2019. As we near national negotia-tions one of the items on our “todo list” is to have members signStrike Authorization cards. Thesecards are needed for the local topay its members if we go out onStrike. Stewards will be goingaround talking to members andexplaining the process. Once wehave cards signed, we will lockthem up at the union hall. (sincethey have sensitive informationon them). In the union lexicon the word“strike” is probably the mostpowerful. It is never to be takenlightly and never to be usedlightly. And it is always the lastweapon in our arsenal when “ne-gotiating” a contract. When I talkto people that are not familiarwith unions and I tell them I aman officer of a union the firstword that pops into their head isthe word “strike”. They equateunions with strikes. I guess thatis natural enough. I would like tothink that there are more to

unions than that. We are the or-ganization that fights for work-ing family values. Theorganization that seeks to raisethe standard of living for all andto treat all people with dignityand respect. No special deals, nofavorites. A level playing field.This may not always be the wayit works but it should be and itswhat we are trying to do. The Declaration of Independ-ence states that “all men (andwomen) are created equal”. Thatis the ideal we strive for in thiscountry. Is it the way it works? No,not always. The union organization/labor movementstrives in a similar way to do thesame thing. Give everyone anequal opportunity.

Being a part of a union is somethingI’m unfamiliar with but being able to be apart of something I’m passionate about isamazing. The union gave me an opportu-nity to attend the IUE CWA NationalWomen’s Program in Atlanta. This expe-rience has helped guide me on how tolead and educate my fellow union broth-ers and sisters. What caught my attention the mostwas Melissa Matos’ interactive presenta-tion on the Myer-Briggs test on “how toapproach different personalities”. This isa tool that can be use in our personal andprofessional lives. Working in amanufacturing setting you seeeveryone, but it taught me how

to get out of my comfort zone and ap-proach them. Walking out of the confer-ence I felt inspired to help bridge the gapand bring back unity on our shop floors.

Last month, I attended the first part of the nationalIUE-CWA mentorship program in Dayton Ohio. I washonestly very impressed with the entire program. Ourfirst night there, we attended the graduation of the 2018mentorship class at the Dayton locals union hall. Each in-dividual got up and spoke about their takeaways from theprogram. It was a great way to start off and to give us anidea of what was in store for the upcoming year and forthe training sessions. I was blown away with the diversity of people attend-ing the 2019 class. The union includes everyone fromhourly workers to shop stewards and even the presidentsof some locals that are taking part in the program. WithIUE-CWA being such a large national union, it was veryeye opening to speak to everyone and learn about whatthey do. We discussed how their shops operate and howthe union impacts their work environment as well as dayto day lives. One common denominator that I learnedfrom speaking with everyone was that no matter their in-come, job title, age, gender or position in their company,we all have the same goals. We all want to have a safeworkplace, fair and even treatment to all employees andto be paid a fair wage for the work we produce in orderto be able to provide a good life for ourselves and our fam-ilies.Together, we learned of the history of the IUE-CWA inAmerica and how it helped build and protect the workingforce over decades. We spent ample time going over the“Right to Work” law that is it currently enforced in 27states, including some of the plants that will be voting inour upcoming G.E. contract negotiation. Even though itdoesn’t affect us here in Lynn now, I encourage you to takesome time and read into it. It is detrimental and threaten-ing to the union way that we all know. I look forward to the next part of this program in July.I expect to gain more knowledge, experience and infor-mation to help me become a better steward. In addition, Iwill continue to share the information with my brothersand sisters here at local 201.

The IUE-CWA Local 201 Policy Board voted on April 2, 2019,to endorse IUE-CWA Division President Carl Kennebrew forelection at the IUE-CWA Division Conference on July 28, 2019. ThePolicy Board recommendation will be referred to the membershipfor approval at the April 23rd Membership meeting.

GE & AEROSPACE CONFERENCE BOARD The GE & Aerospace Conference Board was held in DeerfieldBeach, FL during the week of March 18th. IUE-CWA Local 201 pre-sented three Step III grievances on March 19, at the Headquarterslevel. President Kaszynski, along with Business Agent Maher, at-tended both the Step III Grievance Meeting and Conference Boardmeetings. IUE-CWA Local 201 Safety Director Carmen DeAngelisparticipated in the IUE-CWA Health & Safety training.CBC MEETS WITH COMPANY IN CINCINNATI The Coordinated Bargaining Committee (CBC) met in Cincin-nati, OH on April 2-3 for the GE-CBC Pre-Negotiations Meeting.The Company provided Power-Point presentations on Compen-sation and Benefits on Day 1. GE & Business Updates followed onDay 2, where Supply Chain V.P.’s Tony Aiello (Aviation), TommyMitchell (Healthcare), and Richard Simpson (Power) pitched thecurrent state of the businesses, and Shane Wright (COO & CFO –Aviation) presented the GE Corporate financial update. The CBCwill discuss the take-away from the meeting in Dayton, Ohio onApril 16-17th.

CBC TOUR CONTINUES• The CBC will meet at IUE-CWA Headquarters in Dayton on

April 16-17th, to finalize proposals for the 2019 Collective Bar-gaining Agreement Negotiations that commence on June 3rd.Contract expiration is June 23, 2019 at midnight.

• Schenectady, NY – IUE-CWA Local 301 will host a meeting,plant tour and rally on April 23rd.

• The final site visit will conclude with a visit to Arkansas City,KS, better known as “Strother”, to those of us in Lynn. The visitwill be from May 16-18th.

MARKET BASED WAGE NEGOTIATIONS IUE-CWA Local 201 met with the Company on April 9th (afternewspaper print deadline) to submit proposals regarding the GE-Lynn MBW Agreement. Kudos to Local 201 member JustinCiampa for his well-written and on-point explanation of the up-grading process under the MBW structure, published in lastmonth’s newspaper. We will share updates on MBW negotiationswith stewards when available.

Our twotop bargaining priorities – wages and healthcare - were in the topthree bargaining priorities of surveyed locals. The unity was palpa-ble – and so was the frustration with concessionary contracts. We have new leadership at the National level. With the supportof IUE-CWA President Carl Kennebrew, and acting GE and Aero-space Conference Board Chairman Jerry Carney our negotiatingcommittee has changed up their strategy – giving it more trans-parency. The company’s chief negotiator has reportedly begged ourleadership to back down from these new policies, to no avail. I hopethat following this contract, our international leadership continuesto shake things up, principally by making a firm commitment to or-ganize the tens of thousands of GE workers without a union in theUnited States. We are stronger together.
