Now the organisation is calling for busi- nesses to come on board to help speed up the installation. The camera system will be expanded over the next five years, says Gene Lohrentz, di- rector of the improvement district manage- ment company Geocentric. This will see over R100 000 pumped into securing the business district each year. The cameras will act as a deterrent and will assist in the monitoring of areas that are difficult to or less frequently patrolled by foot patrollers and patrol vehicles, Lohrentz explains. “Other cameras may be installed at areas where we experience high incidents of crime or places where a lot of activity takes place in the public space,” he says. Geocentric has rolled out a similar project in the Maitland Improvement District, which has resulted in a number of successful arrests, Lohrentz continues. “We have also assisted the police in pro- viding evidentiary footage in support of their investigations. Where we have in- stalled our cameras we have seen a signifi- cant decrease in criminal activity,” he says. “In principle, cameras will be placed throughout the SRBID area at strategic loca- tions. And as is the case with Maitland, the network will evolve over time as the crime patterns shift or change.” The Observatory Improvement District recently installed 10 CCTV cameras in a pi- lot project targeting hotspots throughout the area. This increase in security comes after ongoing drug trade in the main roads of the suburb, says chief operations officer Ursula van Stavel. Woodstock police station commander Colonel Duma Ntsezo says CCTV cameras allow police officers to review footage to es- tablish the facts in a crime. Crimes in progress can also be spotted on camera, which allows police to take immedi- ate action, he adds. The SRBID is currently assessing which areas are most in need of cameras, Lohrentz says. “Therefore the total number of cameras has not been determined. Technology and the cost of cameras are also changing all the time and we will finalise a more detailed plan closer to the time when funding is made available,” he says. However, the camera system is in need of support from local businesses, Lohrentz says. “We are hoping to find partial or full spon- sorship from property owners so that we can potentially deploy two or three cameras at key strategic locations before the time if pos- sible,” he says. “Given the fact that we already have a high-site location sponsored by one of the property owners in the area, we are looking at a cost of R30 000 per camera, installed and linked to the control room. The Salt River Business ImprovementDistrict (SRBID) will be rolling out aCCTV camera system next year.

Now the organisation is calling for busi-nesses to come on board to help speed up theinstallation.

The camera system will be expanded overthe next five years, says Gene Lohrentz, di-rector of the improvement district manage-ment company Geocentric.

This will see over R100 000 pumped intosecuring the business district each year.

The cameras will act as a deterrent andwill assist in the monitoring of areas that aredifficult to or less frequently patrolled byfoot patrollers and patrol vehicles, Lohrentzexplains.

“Other cameras may be installed at areaswhere we experience high incidents of crimeor places where a lot of activity takes placein the public space,” he says.

Geocentric has rolled out a similar projectin the Maitland Improvement District,which has resulted in a number of successfularrests, Lohrentz continues.

“We have also assisted the police in pro-viding evidentiary footage in support oftheir investigations. Where we have in-stalled our cameras we have seen a signifi-cant decrease in criminal activity,” he says.

Gun licensing has come underthe spotlight amid calls for thetightening of firearm legisla-

tion.This after the ANC called for a re-

view of the Firearms Control Act.The political party claims the prolif-erationof illegal guns is fuellingvio-lent crimes. The call comes after therecent death of Bafana Bafana cap-tain SenzoMeyiwa and the shootingof ANC MP Jackson Mthembu.Gun Free SA spokesperson Claire

Taylor says since the FirearmsCon-trol Act of 2000 was promulgated,the number of people shot andkilledin South Africa has halved, from 34people a day to 18.“But 18 people a day is 18 too many. As

such, Gun Free South Africa welcomes theANC’s call to review existing gun controlmeasures with a view to limiting access toguns that end up in the wrong hands,” shesays.Crime and mortuary data shows that

handguns are used in the majority of guncrimes in this country, indicating that theemphasis needs to be on significantly limit-ing or restricting access to handguns byraising the barrier for handgun ownership,Taylor says. “Strictly limiting who ownswhat gun for which purpose would help re-duce the leakage of licensed guns into theillegal pool,” she says.South African Gun Owners’ Association

spokesperson Advocate John Welch be-lieves the call of the ANC is based on senti-ment and not on fact.“Accordingly we reject all calls to further

restrict the lawful possession of firearms.While we mourn every death and injury ofall victims of crime, we believe that peoplewho commit crimes must be hunted down(legally) and brought to book in accordancewith the criminal justice system,” he says.However, the organisation disagrees that

anymeasures aimed at the reduction of fire-arms in the hands of the law abiding willcontribute significantly to a reduction in vi-olent crime. “Criminals source their fire-arms from legal owners, the police andmili-tary and theymake them their own. Not on-ly should the police focus their attention onthe reduction of unlicensed firearms, civilsociety should take responsibility to be-come obedient to the law,” he says.The Firearms Control Act provides limit-

ed circumstances under which people maypossess firearms, such as self-defence, hunt-ing, sport shooting and as collectors. All

these peopleundergovery strict pro-cedures to become competent and toobtain licences, Welch explains.“The law currently provides that noperson may possess more than onehandgunor shotgun for self-defence.In any event, all indications showthat the bare minimum of crimes iscommitted by lawful firearm own-ers,” he says.“Despite the carnage on our roads

no-one calls for the banning of vehi-cles; despite the many drowningsno-one calls for the banning of swim-mingpools or the sea.Criminalswillalways obtain guns to commit theiratrocities with, while the disarmingof the law abiding will merely causethem to become easier targets.”Licensed guns are diverted into

the illegal pool of weapons throughsmuggling from neighbouring countries,loss and theft from licensed gun owners orfraud, corruption and poor implementationof the firearms licensing system, Taylormaintains.“This final contributor highlights that a

law is only as good as its implementation.GunFree SouthAfrica urges the impendingreview of the Firearms Control Act includea commitment to cleaning up the problemsat the Central Firearms Registry to ensurethat no short-cuts are taken,” she says.Strengthening of gun control legislation

in South Africa must include a coordinatedcampaign to mop up the pool of illegal gunsin the country, Taylor adds.“This would include declaring a national

amnesty, encouraging the public to reportillegal guns, search and seizure operationsand public destructions of all weaponsseized or handed in.”

Kensington residents have started a pe-tition over the planned relocation ofinformal settlement dwellers from

Dunoon.Around 500 residentsmet last week after

the Kensington and Factreton Ratepayers’Association received reports that shackd-wellers, illegally living on Transnet prop-erty, are to be moved to land surroundingthe Century City station.They plan to march against what they

are calling aviolation of democratic rights,saying no community consultation hastaken place regarding the relocation.Thousands of residents in Dunoon’s Si-

yahlala informal settlement were report-edly told they would be relocated (“Confu-sion over relocation of Dunoon residents”,People’s Post, 28 October).During negotiations with the City of

CapeTown regarding the relocation, it wasreported that Transnet suggested it handover land situated 10m or more from therailway line to council, who would thenprovide basic services.Additional landwould then have to be al-

located for those residents living within10m of the railway line.

But the City was reportedly unwilling toassist in finding additional land and thecase was taken to the High Court last year.The City of Cape Town’s Mayoral Com-

mittee member for Human Settlements Si-yabulela Mamkeli says no decision hasbeen taken on Transnet’s proposal.“The City can confirm that Transnet

brought an application for the eviction ofthe Siyahlala community from its rail re-serve in Dunoon. The matter was referredformediationand themediation is ongoingbetween these parties,” he says.“In mediation, alternatives must be

looked at and hence, the site was proposedby Transnet. Investigations are underwayto determine whether it is even a reasona-ble alternative proposal. Due process istherefore being followed.”Ken/Fac Ratepayers’ Association secre-

tary Mariam Oliver says “total disrespectand disregard” have been shown to thecommunity in the absence of a consulta-tion process.“We are tired of the tactics of govern-

ment who get people from poor communi-ties to fight one another for access to landfor housing. Kensington and Factreton areof the first and oldest townships in theWestern Cape, and in 40 years not one sin-gle house was built in this community,”

she says.Residents have confirmed some of them

have been on the housing waiting list forover 30 years, Oliver points out.She maintains housing for the Kensing-

ton community should be established be-

fore any informal settlements are accom-modated. “TheymustmoveDunoon peopleto open land in Pinelands and Constantia,”she says.Transnet failed to comment at the time

of going to press.

Confidence Qosi struggled to tie his shoesevery morning, needing his wife’s assist-ance for two years.His constant pain made working as

a waiter a daily challenge.However, thanks to a new partnership

between the Groote Schuur Hospital andbroad based economic empowermentcompany Unipalm, 58-year-old Qosi re-ceived a hip transplant.

Reducing numbersThe partnership is aimed at reducing

the waiting list for hip and knee trans-plant surgery.There are around 1200 patients current-

ly on the provincial waiting list.Groote Schuur spokesperson Alaric

Jacobs says due to pressure caused bytrauma surgery operating time, electivesurgeries such as hip and knee replace-ments are often delayed.In April, Unipalm approached the hos-

pital to offer to assist in alleviating thelong waiting period for hip and knee sur-gery, including the implantation of hipand knee prosthetics.The company funds part of the cost of

the resources required to perform the hipandknee replacement surgical procedure,such as the cost of the joint.Director Ragavan Moonsamy says the

company has a strong focus on poverty al-leviation, running a number of social cor-porate investment projects.

Counting costsKnee and hip replacement surgery can

cost between R50 000 and R60 000 in thepublic sector, Jacobs says.Around 80 knee replacement surgeries

are performed every year, with 180 hipsreplaced.

Some patients wait years for a trans-plant.Shireen Edwards is one of the lucky pa-

tients to benefit from the partnership. “Icouldn’t walk and was constantly on painmedication. I couldn’t do any houseworkandhad to sit on a chair to cook,” she says.The 66-year-old is thoroughly enjoying

her new-found mobility.“I’m able to go for walks in the park and

shopping at malls. These are things Icouldn’t do before,” she says.Mariam Bassdien is now able to play

with her grandchildren after receiving aknee transplant.

“I don’t know how long I would havehad towait if not for this partnership,” the78-year-old says.“I am now able to do all the housework

– even the windows! Before the surgery,I couldn’t walk to the shop or play withmy grandchildren,” she says.The partnership will see up to 40 trans-

plants completed in the coming weeks.

When the beat at the Hot Summer Groovegets going at the GrandWest Arena on Sat-urday 6 December, not many will realisethat some of the stars featured have a histo-ry that binds them since childhood.Alistair Izobell, RamaineBarreiro, Louk-

maan and Emo Adams are no strangers tothe stage in South Africa. Their stories allhave their roots in Mitchell’s Plain sometime in the 1980s with a drama group calledKinders vannie Ses (Children of DistrictSix).Barreiro remembers those times with

fondness, especially thememory of the fourof them forming Nu Fancy. “Wow!What anexciting time for four laaities from the‘Plain,” she says, looking at a photo of thefour of them at the time.“I think I was about 12 – basically a hun-

dred years ago! We were all part of a localdrama group called Kinders vannie Ses[they are still running today]. From whatI remember, the Rockets called us in torecord and before we knew it we were tour-ing with them.”Emo was only 12, Alistair was 14 and

Loukmaan 15. “We were travelling all overSouth Africa, Namibia, little halls in everydorpie and we used to rock Club Fame inElsies River.”Ramaine also reflects that being part of

this group gave them a good foundation inthe entertainment industry. “We weretaught the old school way. Work hard andyou’ll get what’s coming to you. Looking atwhere we all are is proof of that.”Ramaine was living out of town for a few

years but relocated back home about a yearago, starting her ownmanagement and pro-duction company. She takes another look atthe photo with those young faces smiling ather, and remembers that none of it wouldhave been possible without some fantasticsupport. “Weall hadparentswho supported

what we do, we always had people aroundus who had already been doing this foryears to learn from andwe had each other,”she says fondly.Getting back to 2014, she says she is very

excited to be part of the show in December.Along with these four, People’s Post and

Town will travel to Pretoria to face the University ofPretoria at Tuks Stadium tomorrow (Wednesday 5 No-vember).

The Urban Warriors, who are still in second placeon the log, will be determined to improve on their pre-vious outing – a 4-1 defeat at the hands of Orlando Pi-rates in the Telkom Knockout Cup.
