A public park in Retreat has become the“playground for drug dealers andgangsters”.
According to residents who frequent thepark, often with their children, people arebeing threatened and robbed daily.
A resident who spoke on condition of ano-nymity in fear of being victimised, says that“gangsters and drug dealers” are making itdifficult for children to enjoy the park.
“We have to watch our children while theyplay in the park while the drug dealers open-ly do their business and if we dare confrontthem they intimidate us with threats of hurt-ing us,” she says.
She says the park used to be a safe placeand parents did not have to sit and watchtheir children with concern or fear.
“We have lost all hope and do not knowwhat to do anymore. But what we do wantis for the police to intervene and to patrolin this area. I am sure their presence willmake a difference,” she says.
Ward councillor Kevin Southgate says thepark “is currently being used by a numberof youths smoking drugs”.
“They then interfere and harass pedestri-ans, often threating to rob or assault them.It is also alleged that they are selling drugsfrom the park. The drugs are apparently hid-den below the school fence,” he says.
Southgate says the youngsters “have be-come so brazen” that they use drugs in fullview of the public.
“What was of further concern to residentswas that a police patrol vehicle just aimless-ly drove by without addressing the situa-tion. It is this apparent lack of response bylaw enforcement agencies that is creating
the negative perception in the communitytowards law enforcement agencies,” he says.
Southgate says that “reports show a highconcentration of patrols in other areas ofsubcouncil 20 as opposed to Retreat”.
“Although I have reported this matter onmore than one occasion, residents should beencouraged to register their complaints bysending an SMS to 31373 or calling law en-forcement,” he says.
Serious situationHe further says that this “delinquent be-
haviour by the youth should not be tolerat-ed”.
“I’m afraid the longer we wait to deal withthis situation the more serious it will be-come. Residents deserve to live in an envi-ronment that is clean, safe and secure andwe have to do whatever we can to ensurethat,” he says.
Another resident who also forms part ofan informal neighbourhood watch says shehashadenoughof thebehaviourof theyouthin the area.
“They come and disturb the neighbour-hood. They make us feel unsafe. We have tomonitor our children all the time and some-times they can’t even play in the park andit is unfair,” she says.
She says she has received threats – messa-ges passed onto her through the childrenwho play in the park.
“These messages come from the gang-sters. I have been told that they will hurt meif I try to stop them from doing their busi-ness. It is sad because many of them are chil-dren I used to care for when they wereyounger,” she says.
She also urges the police to take action andto come out when they are called by resi-dents.

As public participation opens on the up-coming fishing rights allocation process,
transformation of the industry is taking cen-tre stage.
The department of agriculture, forestryand fisheries is holding consultation ses-sions on 10 sector policies, which are set toexpire this year, as well as a policy on fishprocessing.
For the inshore sectors – which includelobster, net and abalone fishing – rights willbe split between small-scale fishers andlarge-scale companies. This portion has yetto be decided, project manager Sue Middle-ton says, but is expected to be announced inOctober or November.
Always a controversial topic, says Middle-ton, is the balance between awarding rightsto historical holders and encouraging trans-formation.
“It’s about balancing new entrants and
current rights holders. The fishing sector isaging and needs to let the youth and new peo-ple in,” she says.
One of the criteria used to promote transfor-mation is allocation according to race. Thiswill see the majority of rights allocated toblack-owned businesses, with less than atenth going to coloured owners.
Hout Bay resident Davina Jonathan saystransformation is happening through BEE inall sectors, but coloured communities are notbeing adequately included.
“Why are only 9% of the rights being givento coloured fisherman? They should be in-cluded under the Constitution,” she says.
The process is also excluding small busi-nesses, Jonathan believes, as they can’t com-pete with commercial fisheries.
“Small businesses are often in the form ofa co-op working with only two boats. Theycan’t pull in the same tonnage as a commer-cial enterprise. The current system is exclud-ing the small man,” she says.
At a public meeting in Sea Point last week,
Armin Weimar of the Wild Benguela Har-vest company, who had been in the indus-try for 43 years, suggested that four catego-ries should be created for applicants.
He believes categories should be createdfor those who previously owned rights, ap-plicants with rights in other sectors, com-pany applicants and new entrants. Thesecategories should be scored differently.
Up for comment are also draft applica-tion forms and application fees, which
have increased by 26%. This is because therehas been no increase in the last ten years,Middleton explains. However, small-scalefishers will not be required to pay these fees.
The results of the application process willbe announced in February next year.V Public consultation meetings will take place at themultipurpose hall in Ocean View and the Hout Baycivic centre on Monday 20 July between 10:00 andnoon. On Tuesday 21 July a meeting will take placein Fish Hoek between 10:00 and noon.

Thieves in hot waterA man and a boy were both detained at
theMuizenberg police station after theywere found in possession of a stolen geyser.The suspects are aged 16 and 20 years and
are both residents of Overcome Heights in-formal settlement. The arrest was made onThursday last week after a resident alertedpolice to the suspects.Captain Stephen Knapp, spokesperson of
Muizenberg police station, says the arrestswere made after sector 3 manager Consta-ble ShaunMostertwas contacted by amem-ber of the local neighbourhood watch andinformed of two suspicious persons carry-ing what appeared to be a geyser in theMa-rine Estate area.“Officers followed up on the information
and located the suspects in Prince GeorgeDrive, in possession of a hot-water cylin-der,” he says.Knapp says after an intensive investiga-
tionandquestioning, itwasdiscovered thatthe geyser had been ripped from the ceilingof a residence inYarmouthRoad inMarineEstate.The suspects gained entry into the home
after forcing open a sliding door.The suspectswere charged for possession
of stolen goods as well as a house break-in.In a separate incident two men were ar-
rested for being inpossessionof a suspectedstolen car and driving with false numberplates.The arrest was made on Wednesday last
week at about 17:30 when the Muizenbergpolice crime prevention unit held a vehiclecheckpoint in Vrygrond Avenue.Knapp says a routine checkof awhiteVW
Fox showed that the registration and li-cence disc numbers were not correspond-ing.“The driver of the car, a 37-year-old man
from Lansdowne, could not provide the po-lice with a reasonable explanation and wassubsequently arrested, along with a 35-year-old occupant of the car,” he says.
Both suspects were detained at Muizen-berg police station on charges of possessionof a suspected stolen car and driving withfalse number plates.Colonel Ismail Daniels, station command-
er of Muizenberg police, reiterated the vitalrole that neighbourhood watches play in thefight against crime and encouraged the com-munity to continue providing information topolice. “It is only with their help and supportthat meaningful successes can be achieved,”he says.

the country, the City of Cape Town isleaving no stone unturned in trying to cre-ate job opportunities.
In the current financial year the munici-pality hopes to help thousands of unem-ployed residents with short- to medium-term jobs through its expanded publicworks programme (EPWP).
According to a statement the City aims tocreate 42 500 temporary jobs through theEPWP programme which will see 2500 morepeople being employed – up from 40 000 inthe previous financial year.
The EPWP is a national government initi-ative launched in 2004, with the aim of giv-ing unemployed South Africans a hand upthrough temporary jobs to earn some formof income, but also to acquire skills thatcould make them more employable.

partments are required to submit plans asto how they will contribute to the EPWP em-ployment scheme every year.
“Our biggest contributor is utility servi-ces, in particular the solid waste manage-ment department where a number of the jobseekers are accommodated. Transport forCape Town, human settlements and com-munity services are the other three top em-ployers within the City for the programme.In fact, these four directorates were respon-sible for nearly 75% of all work opportuni-ties created in the last financial year.”

administrative help, community care, riverand alien vegetation clearing, stonemason-ry work, general work supporting existingservice delivery projects such as cleaningand minor maintenance as well as youth de-velopment work.

A Heathfield resident suspects that twomen who came to her house, presenting
themselves as police investigators, did sounder false pretences.And she now wants to warn others from
falling for their story.The resident, who asked not to be identi-
fied, says a couple of weeks ago two mendressed in civilian clothing came to herdoorstep and told her that they were policeinvestigators from the local police station.“They toldme –with police docket in hand
– that theywere there to enquire about a car.
However, I was taken aback by their appear-ance. The one had an afro and they were notdressed as I would believe a police investiga-tor should be,” she says.“They looked untidy,” she adds.Themenaskedher if theywere at the right
address and said that this specific case aboutthe carwas passed onto them from theClare-mont police station.As the resident was speaking to the men,
her son and husband came out to join theconversation. The men abruptly ended theconversation without explanation and left.“I think they were using the police docket
as an excuse in case their plan – whateverit may have been – would be interrupted. I
believe my son and husband had put themoff, which is why they left,” she says.She further says that they did not provide
any identification to prove that they werepolice investigators.“As they drove off we could see that they
were not driving in a police van or markedvehicle, which also made me suspicious oftheir behaviour and intentions,” she says.She believes that the men were there to
commit a crime, but were put off.“I am glad that I followedmy instincts and
did not let them in. I can’t imaginewhat theywould have done if I had,” she says.Now she wants to warn other residents
about her experience.
“I have become more vigilant. We need tohave our guard up if we are to protect our-selves and our homes,” she says.Constable Zodwa Kedama, spokesperson
of the Steenberg police station, says that en-quiries were made about this specific caseand that the Steenberg police were not is-sued with a docket from Claremont and nopolice officerswere sent to that address. “Wedo advise that residents be vigilant at alltimes and not open for strangers, especiallyif you did not call the police,” she says. Keda-ma suggests that if the police come to yourhouse, take down their names, ask for theirappointment certificates and take down theregistration number of their car.

Taxis take Boundary to the limitASTRID FEBRUARIE

Taxi drivers using Boundary Road in Re-treat are doing so illegally and have resi-
dents fuming.They claim that the taxi drivers are ag-
gressive and have on a number of occasionsdriven people off the road.
A resident who asked to remain anony-mous says the taxi drivers speed down theroad and have little to no care for other mo-torists or even pedestrians.
“They are reckless and drive down thisroad illegally. Although traffic services haveconducted a number of traffic stops this hasnot deterred some drivers from using theroad,” he says.
What is more concerning to the residentis when parents drop their children off atthe school on the corner of Boundary and Re-treat roads.
“Parents need to park, then cross the roadwith their children because it is so danger-ous for them to cross the road on their own.I have seen taxi drivers drive right througha red light,” he says.
He fears the day that a child or a pedestri-an gets knocked over.
“Should someone first get seriously hurtbefore anything is done? Will this stop someof these taxi drivers from being reckless andirresponsible? I hope not,” he says.
Basil Nagel, chairperson of the RetreatTaxi Association, says he is aware of taxidrivers going off route and using Boundary.Road, but none of his drivers are involved.
“I have not received any complaints fromresidents with regard to taxi drivers who are
registered with my organisation,” he says.Nagel says the Retreat Taxi Association is
no different from other taxi associations.“We must all adhere to the same rules and
regulations set out and if found that taxidrivers are going off route law enforcementagencies must fine those drivers. They havethe authority to act – there are no excuses,none whatsoever,” he adds.
Ward councillor Kevin Southgate says theresidents are currently busy with a petitionto highlight their plight.
“As a community they can only do so
much. The current situation in which com-muters now wait for the taxis along Bounda-ry Road is totally unacceptable,” he says.
Southgate says residents have reportedbeing threatened by taxi drivers when theyapproach them.
“I have also recently spoken to a repre-sentative of the Retreat Taxi Associationwho assured me that the offending driverswere from ranks that are not supposed to beoperating along this route,” he says.
Southgate says this matter is further com-pounded by a recent complaint regarding
taxis operating from Heathfield station,which is not a taxi rank.
“This state of lawlessness needs to be ad-dressed as a matter of urgency in order toprevent taxi associations from confrontingeach other,” he says
JP Smith, mayoral committee member forsafety and security, says the City has re-ceived complaints about taxis going offroute and using Boundary Road.
“The most common complaint is that taxisare speeding in the vicinity of Square HillPrimary School and avoiding the trafficcalming measures (speed bumps) by drivingaround them,” he says.
Smith says that the City can confirm thatthe taxis are not allowed to use BoundaryRoad.
“We have had at least three operations inthis specific area where at least seven taxiswere impounded for being off-route,” hesays.
Smith says should signs be erected, itwould mean that taxi drivers could be finedfor disobeying the signs or have their taxisimpounded if it is determined that they areoff-route. However, enforcement operationsare being done in the area.
The City is, however, unware if any acci-dents involving taxi drivers along BoundaryRoad.
“Enforcement is being done on an ad hocbasis. Unfortunately, public transport in-fringements are common all over the city.The City’s traffic service conducts enforce-ment operations in as many areas as possi-ble. However, given our finite resources, weare not able to be everywhere all of thetime,” he says.

Fewer pipe bursts across cityThe City of Cape Town has heard of fewer
pipebursts in the first fivemonths of theyear.
This, the City says, is thanks to its pipereplacement programme, intensifiedmain-tenance efforts and pressure managementinitiatives.
Fewer than last yearIn total 2330 pipe bursts were repaired
by the City from July last year to the endof May – 614 fewer than the same period in
the previous financial year. The City alsoreported that 24 bursts per 100km of pipingwere reported over the 2014/2015 financialyear, compared to 31 per 100km of pipingin 2013/2014. The City says the good newscan been put down to its focus on both pres-sure management and pipe replacementand rehabilitation.

Water-scarce city“The City’s replacement programme has
seen the replacement of a total of nearly37km of our network so far this year. Thepipeline replacement programme im-proves service delivery as new pipes mini-mise the number of pipe bursts and waterdisruptions. Cape Town is a water-scarcecity and ourwork to repair, replace and up-grade water pipes has helped us secure wa-ter in Cape Town for the foreseeable fu-ture,” concludes Sonnenberg.

· Maintain daily registers and controls· Prepare and capture journals and transactions· Notify superior of any suspicious or potentially
fraudulent payments· Prepare and complete reconciliations of customer
accounts· Verify and follow up on invoices, statements and

16-year-old Dannon Siljeur from Retreatis a Grade 10 pupil at Reddam HouseConstantia and is the People’s Post/Su-
persport Let’s Play Sport star for June.Dannon is currently competing overseas
in Malta as a member of the u.16 South Af-rican schools water polo team. He has al-ready represented Western Provinceschoolswater polo at u.13, u.14 andu.15 lev-els.He is also an accomplished hockey play-
er, having earned WP colours.Asked why he prefers hockey and water
polo to more popular sports like rugby,cricket and soccer, he says he did play soc-cer when he was at primary school. Butwhenhemoved fromStGeorge’sGrammarSchool to Cannons Creek IndependentSchool, soccer was not offered, so he tookup hockey.“I played hockey in Grade 2 at St Ge-
orge’s so the sport wasn’t new to me andI moved straight to the u.13A team. I feltthis sport was right for me as it was kindof like soccer, but with a stick.“Water polo was new at Cannons Creek
and I started this in Grade 6. By Grade 7I was playing in the Western Provinceu.13A team. I think water polo was easierfor me because of my history in swim-ming.”Dannon says that despite his hectic
training schedule, he makes time for aca-demics as that is very important to him. “Itry to complete schoolwork as soon as I getit, sometimes sacrificing my breaks to dowork. Being a good sportsman is in myblood as almost everyone in my family
played their sport at provincial level. Somanypeople make the excuse that they can’t com-plete work because of their sport, but it all re-ally comes down to time management,” hesays. He trains every day. “I have hockey byday andwater polo from 17:30 to 19:00. The on-ly real rest day I have is on Saturday and Ispend half of the day at the gym and the otherhalf with friends.”When asked where he sees himself in five
years’ time, he has an interesting view. “Iknowmost people that are good in sportwouldsay stuff like playing for their country andearning tonsof cash, but I value educationandbelieve you should always have something toreturn to in case the sporting career doesn’twork out.
