An application for the development ofapartment complexes, semi-detachedhomes and duplexes in Heathfield has
been approved.The development at 38a Rochester Road
will be constructed at a cost of R85m.Howard Fisher of DNL, the developer,
says the property is currently used solely forresidential purposeswith themainhouseoc-cupied by the owner.The cottages are inhabited by some of the
owner’s employees.“Theproperty is locatedwithin easy reach
of themain arterial and due to its extent andlocation attributes the property offered a lotof possible development potential,” he says.
Fisher says that a negative factor in termsof future sales or development demand isthat the property is inhabited by some of thestaff members, some of whom have been liv-ing there for more than thirty years.“This might cause some delays in the de-
velopment,” he says.
Open spaceIn a meeting of the spatial planning, envi-ronment and land use committee meetingheld last year in which the application wastabled, councillor Brian Watkyns said thathe was in favour of the development.He pointed out that in the past, in every
case in which the committee had considereda residential development that includedpublic open space, the committee had re-quired that some residential units face onto
the public open space for security reasons.Whenhe looked at the development layout
it appeared that there were no units thatfaced onto open public space. He said hewould like tohave the layout changed so thatopen areas would be located where childrenwould be able to play safely.Fisher says these changes have beenmade
to theplans ensuring that there areopen spa-ces.“The apartment complexes will overlook
theDiep River, therefore residentswill havea beautiful view,” he says.Fisher further says that they will have a
“soft launch”in the coming weeks to seewhether or not they have enough potentialbuyers before any construction begins.“Wewould like to start preparing the land
for development in the next two months.
However, this step depends on the interestwe receive aswell aswhenwe have finalisedthe transfer of the property into our compa-ny,” he says.
PotentialFisher says there aremany stepswhichneedto be taken before any construction begins,but the developer hopes to provide a secure,safe and upmarket development to the com-munity.“The property has a lot of potential and
this is what I saw the first time I set my footon it. With great views, security and the nat-ural surroundings itmakes a beautiful placeto reside,” he says.The development will take place in stages,
but Fisher says they hope to have it complet-ed within a year.

A section of the Firearms Control ActAmendment Bill is in the firing line.
The amendment proposes a new trackingsystem for guns by rolling out the use of mi-crodots and ballistic sampling.
Ballistic sampling and microdots will beused on all guns held by official institutions,including the police.
Within a year of the date of the bill, policewill have to have all firearms logged. Theballistic loggingwill then be rolled out to thesecurity industry and lastly to private gunowners during their relicensing.
StriationsBut firearm owner and dealer Alan Mar-
theze says ballistic sampling is a measurethat only works faultlessly on TV shows, asstriations on a cartridge do not remain thesame indefinitely.
Ben Coetzee, arms management projectmanager of the Institute for Security Stud-ies, says the striations on a cartridge willchange with use over time.
“They can also be altered because of rustfrom a lack of maintenance and care or evenby cleaning the weapon with brushes andscrapers that are harder than the surfacesthey are used on,” he explains.
Traceability Solutions’ Kyle Parker, whospecialises in the marking, managementand reporting of weapons, says it is not diffi-cult to purposely alter these striations.
“Even firing pins can be swapped, filedand altered as the criminal wishes,” he says.Cartridges are also often refilled by industryprofessionals and used again, which makesregistering a specific striation to one ownerimpossible, Martheze says.
Parker says: “Part of the amendment alsomentions so much about microdoting,
which I am sure gun owners will not like ei-ther. Thesemicrodots can be removed easilyby criminals by putting the weapon intosome pool acid for a bit and then they aregone.”
Using microdots to trace firearms is justas impractical, Martheze believes, as stan-dard gun cleaning will easily removemicro-dots over time.
ImplementationThe implementation of the amendment
bill poses challenges too, Coetzee believes.Testing firearms will require them to be
brought to a specific testing location.“The most serious concern is the number
of firearms that will be congregated at a spe-cific point for the test to be performed. Secu-rity during these tests will be a nightmare,and every person that is on his way to thetest site will be at risk,” he says.
The manpower to carry out tests is also
lacking. With an estimated 2.5m privatelyowned firearms, it would take years to carryout the process, Coetzee estimates.
This year, a similar law in the UnitedStates was repealed after attempts to imple-ment an imaging database for 15 years. Thelaw was described as “simply not working”.
AlternativesParker believes there are other solutions
that will be easier to implement if manage-ment issues are ironed out.
“All the weapons (over 99%) in the policearemarkedwith our technology. A legal bat-tle with the company that did the softwarethat uses our marking systems means theyare not able to use the solution as it was in-tended. Get a new provider of the platform,use what is marked now and get a tightergrip on the police as well as private securityand civilian weapons,” he suggests.
The proposed sampling will have signifi-
cant impact on legal firearm owners, saysJohn Welch of the South African Gun Own-ers’ Association. “The firearm owner is sup-posed to supply at least five rounds of ammu-nition for ballistic sampling. Some ammuni-tion is priced up to R2000 per cartridge.Collectors’ pieces are to be kept in pristinecondition and are not to be fired,” he says.
“The discharging by the policewill almostcertainly deteriorate the value of the fire-arm and inmany instances the ammunitionis extremely scarce and the ownermight on-ly have a few rounds of original ammunitionfor his collection.”
If the firearm is lost or stolen and thenused in a crime, the owner may be linked tothat crime, Welch says.
Ballistics still neededAlthough the processwill have significant
costs “with little return on investment”,there is still a place for ballistic sampling.
“There are many different uses for fire-arms and taking ballistic samples may helpto recover these firearms or at least contri-bute to the process of linking the firearm toa crime. As prevention, state-owned fire-arms should be sampled because they are ru-moured to be rented to criminals. There areseveral good reasons to start such a pro-gramme and the possible benefitsmight out-weigh the drawbacks,” Coetzee says.
The process may also be a deterrent tocriminals but there is not likely to be a sig-nificant decrease in firearm-related crime,he says. “I cannot reconcile the idea of a le-gal firearm owner lurking about in the darkshooting people and then going home to locktheir registered firearm safely in the SABS-approved safe inhishome. I alsodonot thinkthe criminal will care if the firearm that heobtained illegally was ballistically sampledand I do not think that will deter him fromusing the weapon in any crime.”
Concerns have been raisedabout the effectiveness ofamendments to theFirearms Control Act, whichcalls for ballistic sampling ofprivately owned guns.

Free to generate own power,but mind the neighboursWith more episodes of loadshedding loom-ing, the City of Cape Town has outlined theconditions for residents who are thinkingof buying a generator. According to ErnestSonnenberg, mayoral committee memberfor utility services, all installations of gen-erators must be safe and legal.
Sonnenberg says in a statement that per-mission from the City’s electricity servicesdepartment is only needed if the standbygenerator is going to be synchronised orconnected to the City’s electrical network.If the generator is to be operated in isolationfrom the City’s network, as will be the casein the vastmajority of residential generatorinstallations, permission is not required.
“The City does, however, recommendthat an electrician install it.”
Residents should also ensure that theirgenerators are not too noisy. Care should betaken that noise emanating from their prop-erty doesnot cause adisturbance. If theCityreceives a complaint, a notice to cease willbe issued.
“I appeal to residents with generators toplease take extra care to soundproof theirdevices. In times of loadshedding,when ten-sions are already running high, this kind ofnoise disturbance can test even themost pa-tient among us,” says Sonnenberg.
He adds that residents should also be con-siderate about emissions that their genera-tor might give off. If any resident feels thatthe smell or smoke of their neighbour’s gen-erator is causing a nuisance, they are wel-come to submit a complaint.

To help and provide guidance to childrenwith the aim of improving their quality
of life. This is exactly what a Retreat resi-dent is doing throughhis non-profit organi-sation.Randall Manasse established Kick Start
in 2012 in an effort to transform and impacton the lives of people in his community aswell as Lavender Hill and Khayelitsha.“The organisation was formally regis-
tered last year and we have continued toprovide people with opportunities for posi-tive personal change while focusing partic-ularly on childrenand the elderly,” he says.The organisation provides a number of
services, including a feeding scheme tohand out balanced meals to the “defence-less and vulnerable children and the aged”.“We provide the elderly with food ham-
pers monthly and assist children withschool supplies, uniforms, shoes and schoolbags. We also assist tertiary students byproviding food, hygieneproducts and cloth-ing,” he says.Manasse says the organisation’s mission
is to empower poor communities to becomeself-relient through education and opportu-nities to succeed.“We believe that children thrive best in
their own homes, so we provide families inneed with the care and support to ensuretheir children’s safety and well-being in aloving environment,” he says.Through Kick Start, Manasse hopes to
empower the youth by providing job oppor-tunities and making them more “attract-ive” to employment providers.The children are exposed to the Kick
Start programmes on a one-to-one basis.Weekly activities and sessions promot-
ing cultural, artistic and sports skills areheld.“This gives the children a sense of be-
longing while doing something fun whichbuilds their skills and knowledge. Our ob-jective is to facilitate and encourage youthdevelopment through the after-school ac-tivities in our homework club three timesa week,” he says.Manasse says the club reduces the risk
of the children getting involved in criminalactivity and, instead, helps “develop a gen-eration of children who realise their futuregoals”.“Wedo this by offering the children skills
training and opportunities to learn work-able skills.“We also keep the elderly involved in the
community by making available pro-grammes that enhance their living condi-tions,” he says.Currently the organisation supports
about 210 children and 30 adults throughthe feeding scheme, reading programme,skills training and sports activities whichare held once a week.

Youth ‘scaredstraight’ in prisonPupils from Lavender Hill Secondary
School were the latest to participate inthe “Scared straight” initiative.
About thirty Grade 8, 9 and 10 pupils at-tended the excursion to Pollsmoor prison
led by the City of Cape Town’s metro policeon Wednesday last week.
JP Smith, mayoral committee memberfor safety and security, says it is a partner-ship between the metro police and variousother organisations, including the WesternCape education department and the depart-ment of correctional services.
“Our policing approach involves law en-forcement, which is largely reactive anddeals with existing criminal elements. How-ever, in the last few years, we have alsostarted focusing on more proactive crime-prevention projects aimed at helping youthat risk,” he said.
Smith says the metro police has startedyouth camps and does ongoing anti-drugand crime-prevention awareness pro-grammes at schools.
The department has also implemented a“neighbourhood safety officer project” andit officially launched its youth academy ear-lier this year. “The Pollsmoor excursionsform part of these social crime-preventioninitiatives,” he says.
The “Scared straight” initiative is aimedat highlighting the realities of criminal andgang association by exposing pupils to aprison environment, but also allowing themthe opportunity to interact with inmateswho share their stories and life lessons.
“We have a massive challenge in manycommunities where young people idolisegangs and the perceived lifestyle. They arealso recruited from a young age and drawninto a life of crime from which it is very dif-ficult to escape,” he says.
Smith further says that the metro policeare therefore taking a more hard-hitting ap-proach by bringing pupils face to face withothers who have walked dangerous paths.“The programme is not guaranteed to workfor every single pupil whom we takethrough the gates at Pollsmoor, but if wemake a difference in the lives of just a hand-ful of pupils at a time, that is still worth-while progress.”
Since the start of the project in Augustlast year, 80 young people have been on theexcursion to Pollsmoor prison.
Sporting time to fight crimeSeven police stations and 28 sports teamscame together in a sports tournamentaimed at combating crime.
NGO Sport Against Crime and the Mitch-ell’s Plain police cluster held a seven-a-sidenetball and soccer tournament on Saturdayin which about 300 children participated.
The event, held at Rocklands High School,brought children from all over the area to-gether to interact and play sport. The initia-tive is aimed at channelling youngsters’ en-ergy into healthy activities to keep themaway from gang influences, officials say.
The Steenberg, Grassy Park, Mitchell’s
Plain, Lentegeur, Lansdowne, Athlone andPhilippi police stations were each responsi-ble for two u.14 soccer teams and two u.14netball teams that competed in matcheslasting 10 minutes each.
Vincent Daniels, president of SportAgainst Crime, says he hopes to take theproject to many more areas affected bycrime and will continue to work with theteams made up of primary school childrenfrom the respective policing areas.

vandalised has put the pupils and staff ina vulnerable position.This is according to school principalLam-
eez Rabbaney. “Is it our own communitywho is breaking down our school or crimi-nals from another area?” she asks.Rabbaney is now asking people to “step
up” and report those who are responsiblefor the damage to the fence.“We call on the community to inform the
school and police of people who are makingit unsafe for our children at school,” Rab-baney says.“Sometime over the weekend thieves cut
two sheets of our newly erected fence,” shesays. It looks like the thieves are busy dig-ging out the poles “in the hope of comingback sometime later”.“We were assured that this fence has
hardly any scrapmetal value but it makesfor very safe burglar bars, fence and gates.The value of the fence in rands and centsis virtually nil according to the service pro-
viders but there is valuewhenused asmate-rial for other structures,” she says.“This is the first time that we have had
this happen since the fence was installed,”she says.She says the community of Prince George

Now in its 17th year, the festival will see23 bands share the stage between tomorrowand Saturday.
Bands from Bergvliet and Heathfield HighSchool will be performing with the Delft BigBand tomorrow.
The Sans Souci Jazz Cats, Beau Soleil Mu-sic Centre, the Stellenbosch Youth Jazz Bandand Sacs Junior School and High School’s ju-nior and senior jazz bands will be on stageon Thursday.

Creatinga safe and secure environment forthe community is the main objective of
the police.This is according to Captain Angie Latch-
man, spokesperson of Wynberg policing ar-ea.Latchman says, however, this task cannot
be accomplished by the police by themselves– “it needs the assistance and support of itsexternal stakeholders, and in this respectthe neighbourhood watches of Wynberghave defiantly aided in the delivery of thisvision”.“All over the world police agencies have
come to realise, in view of the complex anddiverse nature of crime, and their limited re-sources, the involvement of communitypartnerships is part of a holistic and, ulti-mately, more effective approach to crimeprevention,” she says.Latchman says the community police fo-
rums (CPFs) and neighbourhood watches intheWynberg area have been in existence fora number of years and they have proved tobe extremely successful and supportive.“The police have embarked on a sector po-
licing concept whereby the area is brokendown into smaller areas, thereby bringingpolicing closer to the community,” she says.She explains that each sector has a mini-
CPF known as the sector community forum,consisting of members of the CPF, neigh-
bourhood watches and street committees.“The neighbourhood watches are closely
linked to the sector police forums. The im-portanceof communityparticipationcannotbe expressed sufficiently,” she says.Latchman says these bodies form part of
the eyes and ears of the police. “We rely ontheir information and feedback when plan-ning our crime combating strategies. TheCPFs and neighbourhoodwatches are a partof all crime awareness and crimepreventionprojects at their respective policing areas,”she says.Latchman further says that neighbour-
hood watches play a role in crime-scenepreservation.“While only trained police officials are au-
thorised to be on crime scenes we urge thecommunitynot to tamperwith a crime sceneas it can have detrimental effects on the in-vestigation process,” she says.Latchman says when you come across a
crime scene you must not touch or moveanything as you could be destroying evi-dence. “At all times a crime scene must bepreserved for it contains valuable evi-dence,” she says.
Steps to preserve a crime scene. Cordon off the scene and determine whathas taken place and who is required on thescene, for instance photographers, mediapersonnel and traffic.. Identify possible evidence. Protect evi-dence from being removed from the scene.

per month, of which 60% include rape vic-tims, focuses on forensic issues related to ac-
cidents, victims of rape, emergency casesand the medico-legal management of survi-vors of sexual offences of an area covering22 police stations in Cape Town,” says Mari-anne Tiemensma, the unit’s forensic doctor.The unit has been in operation since 2006,
and offers a 24-hour service to patients whoseek healthcare relating to accidents, sexualassault, injuries and trauma. “Most of oursurvivors from sexual offences are children,teenagers and young adult females, and weare able to offer counselling via our RapeCrisis counsellors after receiving a healthgrant last year September,” says Tiemens-ma.She says to care for a rape survivor is a
sensitive procedure, and “we follow a strictprocess of examination when the survivorvisits the unit”.The survivor is seen to by the unit’s staff,
and offered counselling by the Rape Crisiscounsellor. After that a medical doctor andnursing staff attend to the survivor.
