Discontent is brewing over the “inadequate” replacement for QE II.

Controversy has shrouded the replacement for the former QE II Recreation and Sports since the September 2010 and Febru-ary 2011 earthquakes damaged it beyond repair and it was demolished.

Residents fought to get the Eastern Recreation and Sports Centre built on the site and now they are fighting to get a bigger complex.

A petition by Dallington resident Emma Jamieson (right) has gathered support for the inclusion of an extra 25m pool at the proposed Eastern Recre-ation and Sport Centre – similar to the Jellie Park Recreation and Sport Centre layout in Burnside.

Ms Jamieson’s petition re-ceived 96 per cent support from the 100 Dallington residents she doorknocked over two weeks.

There have been several learnings for the council follow-ing the notification of the Coastal Hazards chapter of the District Plan recently, (aside from the main is-sues of Hazards and Cli-mate Change themselves) including how we engage with our residents.

The question of how we can talk with our resi-dents, rather than at them, has been a recurrent theme in my conversations with local community leaders and representatives in our coastal areas.

My view is that with any communication to resi-dents, elected representa-tives and council staff must put themselves in residents’ shoes. Elected representa-tives and council staff must

work with community lead-ers to review both the pro-cess and the message of issues of significance for their communities before the community receives them.

Along with this, many have talked of the need for the council to run static or mobile hubs in their com-munities. This conversation

has ranged from the desire for the council to set up an information centre in New Brighton Mall to having a mobile hub – for example setting up an information desk at community events such as the Seaside Mar-kets.

Given the complexity of the issues that our residents currently face, they want to have face-to-face conversa-

tions in an easily accessible environment.

This was recognised by CanCERN, which cham-pioned the In the Know hub, which was set up at the Eastgate Mall earlier this year, involving several agencies, with CanCERN organising the community hosts. More than 4000 peo-ple have visited the multi-agency hub, enabling better access to information and greater clarity on issues.

Given the many issues, particularly those seeking information on coastal is-sues, I believe there is real merit in the council operat-ing an information centre in the East.

With the removal of the coastal hazard provisions from the review of the Dis-trict Plan, we need to re-set our conversation with our coastal communities.

Taking the community on board in the first instance over significant issues and communicating more local-ly could be a place to start.

CORRECTIONS FACILITYResidents living near a new Department of Corrections facility in Aranui have been told not to worry. Six people turned up to a public meeting on Wednesday after corrections distributed 600 letters to nearby neighbours to the proposed site at Nga Hau E Wha National Marae on Pages Rd. Burwood-Pegasus Community Board members who attended the meeting said any residents’ concerns were put at ease. The facility at the marae will house programmes for offenders and be a pick up and drop off point for people serving periodic detention sentences. Construction is scheduled to begin early next year.

RECYCLING SPORTS HOUSEAn effort will be made to recover as much of the existing QEII Sports House building as possible, when it is demolished. The Burwood-Pegasus Community Board has supported the recycling of any salvageable materials from the Sports House, which may then be used in any projects in the ward. The demolition will cost $135,800 but about $500,000 will be set aside to rebuild changing rooms.

Bus routes changes in the eastern suburbs have proven unpopular with some people saying it is too difficult to now use public transport.

A survey of public transport showed that since Environment Canterbury made its bus route changes in December, about 81 per cent said it was harder to get to important places like doctors

and schools and shops.MP Poto Williams

This comes at a time where ECan is investigat-ing why patronage of buses is still declining, only 10 months after they made sweeping bus route changes.

About 75 per cent of the bus

routes were changed and touted by ECan as being a way to deliver better bus routes to cater for post February 2011 population movement.

About 1.183 million trips were made on buses last month. This is 4.59 per cent down from last year.

Labour Party MP Poto Wil-liams’ survey was delivered to

4000 residents in the eastern suburbs and asked whether changes to bus routes had been beneficial.

ECan public transport man-ager David Stenhouse said they had met with Ms Williams to discuss the survey.

He said the information would be used in the ECan’s bus in-vestigation and is likely to take place early next year.

Customers get certainty on ILV land damageMost of the 8,500 green zone customers who last year received a letter from EQC that their property potentially has Increased Liquefaction Vulnerability (ILV) land damage will be contacted in the next two months to confirm whether or not this is the case.

“The first qualification packs have gone out this week and we expect to give certainty to all affected customers by early next year at the latest”, EQC Head of Canterbury Land, Keith Land says.

Settling claims for ILV land damage is a world first and has involved a significant amount of geotechnical research and engineering assessments by EQC’s engineers Tonkin and Taylor.

“We acknowledge it’s taken time to get to this stage and we would like to thank our customers for their patience. We’re confident all the work that has been done to date has contributed to a robust assessment process which should give homeowners confidence that all properties have been assessed fairly and consistently,” Mr Land says.

The engineering assessment methodology, which was developed by Tonkin and Taylor, was peer reviewed by an independent expert review panel, comprising world-leading liquefaction researchers.

EQC will use a two-stage approach to advise customers what EQC’s ILV settlement decision is for their property. This reflects feedback received from customers who said they want to hear from EQC as soon as relevant information about their properties becomes available.

“The next stage of the process will be to send those customers whose properties do qualify a settlement pack, with detailed information on the

basis of the settlement and payment amount. The settlement packs will be sent out throughout 2016,” Mr Land says.

EQC will cash settle ILV land damage and not manage the repair of ILV land, which is in line with how EQC has settled claims for other types of land damage caused by the Canterbury earthquakes.

Cash settlements for ILV land damage will be based on one of two approaches: cost of repair or the reduction in market value of the property due to ILV land damage, also called Diminution of Value (DOV).

“How exactly it’s going to look in terms of the settlement approaches and the amount for each of the qualifying properties is something we are working through now,” Mr Land says.

Later this year and early next year EQC is holding a number of community meetings around Christchurch for homeowners who receive confirmation from EQC about whether or not their property has ILV land damage.

“We want customers to have an opportunity to hear from us and our engineering advisers Tonkin and Taylor face-to-face, so that they can get a good understanding of what‘s been involved in making the qualification decision for their property,” Mr Land says.

QUESTIONS AND ANSWERSHow does a property qualify as having ILV land damage?

To qualify for ILV land damage, a property must meet engineering criteria which confirms the insured land does not only have material vulnerability to liquefaction damage after the Canterbury earthquakes but the vulnerability has also materially increased as a result of ground surface subsidence of the land caused by the Canterbury earthquakes. In addition, the increase in liquefaction vulnerability must have caused a reduction in the market value of the property.

It is possible a property experienced significant liquefaction induced damage as a result of the earthquakes but will not qualify for ILV land damage. A property will only qualify for ILV where subsidence to the insured land has caused it to become materially more vulnerable to liquefaction. If the insured land was already prone to liquefaction before the earthquake and the vulnerability has not materially changed, it won’t qualify.

What information was used for engineering assessments of a property?

The qualification decisions are based on a number of sources of information, such as ground surface levels derived from aerial surveys (LiDAR), groundwater levels monitored through around 1,000 wells, and soil characteristics data from extensive geotechnical investigations involving 18,000 Cone Penetrometer Tests (CPTs), 4,000 boreholes, and 6,000 laboratory tests.

How will you decide which properties will have their settlement based on DOV or on repair cost?

EQC’s general preference is to settle ILV claims based on the repair cost together with any DOV of the insured land that is not remediated by the repair methodology. In general, EQC will adopt a repair methodology that remediates the land damage under and immediately around the house in line with the MBIE Guidance. This means there will be an area of the insured land that will not be remediated so the settlement may include an amount to reflect any DOV for this area.

The nature of ILV land damage means that a repair methodology may not be technically feasible; able to be lawfully undertaken; or able to be undertaken, given the high costs and practicality of making the repairs. In these circumstances, EQC will settle the ILV land damage based on DOV.

Where a property with ILV land damage has been sold since the earthquakes, the settlement will also be based on DOV.

EQC may settle ILV land damage based on the repair costs where a repair methodology is available and the customer intends to undertake the repair of the land within a reasonable period of time using that methodology. When determining whether there is a repair methodology for a particular property, EQC will consider several factors, including whether it would be recommended by a prudent engineering advisor and whether it could be practically carried out on the property.

The ILV Policy outlines how EQC will decide between repair or DOV settlement for a property and a copy of the Policy can be found on EQC website at www.eqc.govt.nz/ILV.

$1500 LIKELY FOR CHILDCARE CENTRENorth Beach Commu-nity Childcare Centre could receive a $1500 grant from the Burwood-Pegasus Community Board. The grant is for equipment, but it must be proven to the board that it will be a community asset and available for use by all. The funding is earmarked to come from the community board’s Discretionary Response Fund.

STOPPING RESTRICTIONS APPROVEDThe Burwood-Peagasus Community Board has approved the installa-tion of new stopping restrictions on the corner of Pinaster Place and Radiata Ave, Parkland, in a bid to increase the safety of children walking to and from Queenspark School. The board revoked all old stopping restrictions and painted yellow lines.

BRIDGE LANDSCAPINGSouth Brighton’s Bridge St Bridge could be getting a new look. The Bur-wood-Pegasus Commu-nity Board has asked city council staff to investigate landscaping options for the bridge. Repairs to the bridge were slated to cost $10m but ballooned to $16.6m. The bridge was completed in March.

TIDAL BARRIER STUDY SCRAPPEDLarge scale investigations into a tidal barrier on the Avon–Heathcote Estuary will not go ahead following a city council decision on Thursday. City councillors unanimously rejected proceeding to the full assessment stage for a tidal barrier, which would have been placed in one of two spots – the Shag Rock option, or the Redcliffs option. A study found a tidal barrier would cost up to $350 million to build, have major impact on the estuary environment and not remove the need for other additional defences against flooding.

Residents on the fringes of the residential red zone who feel iso-lated have received a much needed boost.

The Wainoni-Avonside Commu-nity Services Trust visited residents in Dallington with a morning tea gift pack to boost their spirits.

Wainoni Avonside Community Services Trust co-ordinator Betty Chapman said many in the area feel isolated with the abandoned red-zoned areas as their neigh-bours.

“These streets are feeling a bit isolated and cut off in their com-

munities, with areas around them all being red-zoned, and a lot of their roads being re-routed,” she said.

The project was part of Neigh-bourhood Week, which ended on Sunday.

WACST also put on an “earth-quake-themed” lunch for neigh-bours last Monday, which featured a “liquefaction dip.”

The event was funded by a $100 grant from the Burwood-Pegasus Community Board.

Mrs Chapman said it is always a very positive event to do in the area where it is well received by neigh-bours and local businesses.

Queenspark Primary School was overrun by weird and wonderful characters as part of their dress-up day. Queen Elsa from the movie Frozen, The Incredible Hulk and Darth Vader all made special appearances on October 23. The children dressed up as their favourite TV and film characters and had lots of fun.

INSPIRED: Waitakiri School pupils have transformed a school boiler room wall into a colourful tribute to a Dutch artist. Based on their learnings of Dutch painter Piet Mondrian, children from three classrooms created a geometrical painting on the wall. Part-time art teacher Seanne James said the children completed their own paintings. These were so successful that the next step was a large painting on the “boring boiler room wall”.

New Brighton schoolgirl band Out Loud won the Rapid Storm Band Competition on October 25.

Out Loud came on top when they competed against various music artists and bands from

across Canterbury to win the musical competition.

After qualifying through the heats, the girls won the final at the Lincoln Youth Centre, and took home a cheque for $1000, to be shared between them.

The band, made of up 14 to 16-year-olds from high schools around Christchurch, was formed by Amplify School of Music – a part of the Youth Alive Trust in New Brighton.

Amplify co-ordinator Josiah Dayo said: “I’m so proud of these girls, (they have) put in so much hard work in their prac-

tices and at home. They’ve be-come more than just musicians, (they are) performers too.”

Lead guitarist from South New Brighton, Jade Harrison-Best said: “Music is a big part of my life, and I love jamming with these girls – my friends. The prize money is certainly a bonus and we’ve all got our plans with what we’re going to spend our share on.”

Amplify is currently fundraising to renovate two purpose-built music rooms, which will also have recording facilities.

Girl band makes its presence heard

COMMUNITY WARRIOR NOMINEENorth New Brighton resident Amy Burke (above) has been named as a finalist in the Mana Toa 2015 New Zealand Post Community Warrior awards for her work with the city’s home-less people.

The national award ac-knowledges people who have brought inspiration, leadership or “invaluable support” to the community.

In 2014, Ms Burke started a Facebook page called Help for the Homeless to get basic clothing and bedding for the homeless after she found them curled up and shivering in the doorways in the central city.

Support quickly grew, with Ms Burke now managing a

MERIT AWARDS A group of year 10 Avonside Girls High School students re-ceived a merit award in the 2015 Transpower Neighbourhood Engineer Awards for their work on a piano shelter. The students worked with members of the community to design the shelter, so that the pianos can be used outside. Thirty-nine projects from around New Zealand were entered, and around $16,000 in prize money was awarded, including $1000 awarded to the Avonside students.

An Avonside Girls’ High School student was highly commended in the Zonta Sports Awards.

Basketballer Fuatai Lai Kong was a finalist in the most valued contribution to a team by a young sportswoman award at the Zonta Sports Awards and was highly commended in her category.

The awards ceremony was held on Thurs-day at the Hornby Working Men’s Club.

The Zonta Club of Christchurch South in conjunction with School Sport Canter-bury have held the awards for 23 years.

Fuatai received her award for her

achievements in basketball, netball, ath-letics and volleyball.

The winner of Fuatai’s category was Maddie Abell, of Christchurch Girls’ High School, for her achievements in dragon boating.

Five students from Shirley Boys’ High School, one from Mairehau High School, Fuatai and an Avonside Girls’ dragon boating team were all named as finalists for the awards.

However, Fuatai was the only student from the eastern suburbs to earn a highly commended award from judges Mike De Bono, Dave Harrison, Jono Peters, Anita Sutherland and Aaron Webb.

Coastal Spirit crashed out of the U19 Lotto Tournament, held on home turf, on Labour Weekend.

Coastal took away the trophies for both the boys and girls tournaments last year, but this time, both sides crashed out of their pools and ended poorly.

The boys’ team finished last in Pool A after taking no points from their three matches. Back to back 2-0 losses and a 2-1 loss saw them battling for ninth to 16th spots.

But the boys went on to win their final three games, including a 4-1 victory over Nelson side Richmond, meaning they finished ninth out of the

16 teams entered.The girls’ side managed a win, draw

and a loss from their three Pool E games, meaning they qualified for a quarter-final matchup against eventual winners, Cash-mere Technical.

It’s been quite a quiet week so it’s time for a little lecture.

We have spent the last 25 years extol-ling the virtues of smoke alarms. We still do. And we’ll never know for sure the numbers of times a working smoke alarm has saved a life.

We do know that statistics tell us we have fewer fire deaths now than then and we like to think smoke alarms are a sig-nificant part of that.

But smoke alarms only are just half of the story. Sleeping with bedroom doors closed is strongly recommended.

I know of two incidents where young children have died where I am absolutely certain they would have survived the in-cident by having the bedroom door shut.

On hearing a smoke alarm somewhere in the house and touching the closed door you will know if it is dangerously hot on the other side.

If the door is cool, kneeling or bending and cracking the door will ensure if there is smoke, if so it is likely to be above your head. If the way is clear you go and in-vestigate. It might be no more than toast cooking.

A second way out, via the window needs to be planned for. Once out you should let everyone in the house know there is danger by shouting and banging.

Having a meeting place means all oc-cupants will be aware each other is safe. And phoning 111 from that safe place or the neighbour’s finishes it all.

It’s called a home escape plan. Have one!

Linwood College achieved second place in the Waitaha Secondary Schools Regional Kapa Haka Competition held this month, reserving them a space in the Nationals which will be held next year in Hawkes Bay. This is Linwood College’s first time to achieve this prestigious placing.As a combination of schools were the first place winners, through achieving second place in the competition, Linwood College was the top school to stand alone. The judges made particular note of Linwood College students’ great heart and presence throughout their performance.

During the recent term break, current and past CPIT Trades’ students upgraded many facilities across the Linwood College site. This included painting our Gymnasium Block (inside and out), our Technology Block as well as outdoor seating areas.

These students are participants in the He Toki ki te Rika course offered at the CPIT Sullivan Avenue Campus which offers training scholarships to students of Mãori and Pasifika descent. We are very grateful to CPIT and to Rev. Fitifiti from the Sullivan Avenue Campus for providing resources and coordinating this project.

With a large crowd in attendance, Linwood College’s annual Sport and Physical Activity Awards ceremony on 22 October was a very successful evening. Our guest speaker Shea Crotty, (ex-Tall Fern and current Canterbury Wildcats’ team member) gave an inspiring speech. We would like to thank the Linwood College community and Linwood College Board of Trustees for their continuous support as we continue to pursue sporting excellence. Top awards were presented to the following accomplished students.

Since starting Robotics at Linwood College seven years ago Mrs Atkins has seen many teams succeed and this year was no different. She was pleased to be able to present two teams with their awards during the recent Sports Awards evening.The senior team with George Armstrong and Cole Barrie won the Vex Robotics Regionals this year against tough competition from other Christchurch Schools. George was awarded the ‘Most Valuable Player’ and Cole was presented with an iPhone 6 for his ‘Contribution to Junior and Senior Robotics’. The junior team of Toby Bell-Ramsay, Seth Owen and Harley Smith came third at this year’s RoboCup held in Christchurch. The senior teams will compete in the Vex Nationals to be held in March in Auckland.

Linwood College’s Fabric Technology student Navneet Narayan (Year 12) entered the 2015 Brother Design Stars Competition. This is a national fashion competition offered to secondary school students and aims to encourage emerging designers.Navneet won the Peoples’ Choice Award having designed and constructed a five-piece garment. Earlier this year, Navneet won a sewing machine for his entry in a previous competition.

On Top of the World

The Year 12 Outdoor & Sustainability Education class experienced a day tramp on Mount Grey where snow levels on the foothills made conditions more challenging under foot than expected. However, on the plus side, this beautifully transformed the landscape. Learning techniques to survive in snowy conditions was the intention of the snow trip onto the Craigieburn Range. The students slept overnight in snow shelters which they very capably constructed. No one was eager for a second night in these but students were pleased to have had the experience and gained some well-earned NCEA credits in the process. The igloo built by the boys .

The three pharmacists also offer a range of other services for customers. They include free blood tests for patients that are taking warfarin, and the provision of medication blister packs.

“These are a big part of our service,” says Steve. “They are very useful for helping people remember to take their medications at the right time.”

In addition, the pharmacists offer emergency contraception and are qualified to supply treatment for minor bladder infections in women.

“We also have a good range of health supplements and vitamins, and our staff

are always happy to offer friendly advice to customers about these products. I encourage the staff to engage with people as that’s an important aspect of our role in being part of the community,” Steve says.
