PEFC systems with good results in parallelfield-testing of forest certification standards
others for their functionality and practical differences in the abovecountries. The study was undertaken by UPM-Kymmene and an
independent consultant (Det Norske Veritas) carried out the auditing.
WWF (World Wide Fund For Nature) acted as an external observer andprovided technical advice to the process.
Results of the study showed that while some of the standards had criteria
that were difficult to understand or to interpret, the field-tested PEFCendorsed systems FFCS and UKWAS were mentioned for their clearness
and functionality.
The final report also concluded that “based on the knowledge and experience gained in the field test, UPM considers that FSC Draft Finland,
FFCS, FSC Sweden, SFI and UKWAS achieved their objective of
promoting the economic, social and environmental management of forests
in a balanced way .” Details of the study are available at www.upm-

Results from a recent parallel field-testing of different
forest certification systems, carried out in forestsmanaged by the global company UPM-Kymmene in
Canada, Finland and the UK, were announced recently.
Six certification standards, namely SFI in Canada, FSCMaritimes; Finnish Forest Certification System (FFCS);
FSC Draft Finland, FSC Sweden and the UK Woodland
Assurance Standards (UKWAS) were tested amongst

New wine in new PEFC certifiedbarrels
“The Best Barrels Make the Best Wines” says the Seguin Moreau Napa Cooperage, Americanbranch of Seguin Moreau on its website. Its
international headquarters in Cognac in France has
just set out to prove this also for its responsiblesourcing of timber, offering wooden barrels with
PEFC certification. Starting with the year 2005
production, many of the world’s finest wines and
spirits will now mature in PEFC certified oak
barrels.
The International cooperage
Seguin Moreau, which hasbranches in Australia, Chile
and the USA, received itsPEFC Chain of Custody
certification in early 2005. In its
press release announcing itsdecision for PEFC certification, Seguin Moreau
said that by choosing PEFC certification it wants
to “confirm its leadership in responsible and sustainable management of timber resources
and offer an opportunity to its clients to make the
same choice .”
For many years Seguin
Moreau has included
newest scientific research
in its production process
and in an ongoing
partnership with the Bordeaux Faculty ofOenology, has succeeded in shedding new light
on the interactions between wood and wine. This
research, the first of its kind, helped to highlight
the importance of oenological criteria in theselection of forest trees, the benefits of controlled
maturing of the wood outdoors, the nature of theconstituents obtained during barrel toasting and
the ways in which they blend with those of the
wine during the process of ageing.
Following its tradition of making barrels “that are
controlled at every stage of their production ”,
Seguin Moreau has chosen PEFC as a central
element in its production process, to offer wine-
makers around the world a unique
choice for producing trulypersonalized wines.

PEFC National Secretariesexplore future opportunities offorest certification globally
National Secretaries of the PEFC Council
member countries met for a training, information
and experience exchange seminar in Lisbon,
Portugal in May 2005.
National Secretaries from the PEFC member countriesduring their annual conference in Lisbon, Portugal
Topics included current and future promotion and
communication activities of PEFC globally and inthe member countries, the use of the PEFC logo
and recent developments on the inclusion ofPEFC in governments’ public procurement
policies.
Experiences on the new international PEFCChain of Custody and strategic issues for future
planning of PEFC activities were discussed.
The meeting was hosted by PEFC Portugal and
praised as very successful by the participants.

UK Government TimberProcurement Policy continues
to recognize PEFC certifiedtimber
Readers will recall that
following an extraordinary
General Assembly vote in
April, PEFC submitted
changes to its certification
procedures to the UKGovernment (DEFRA) to ensure PEFC certified
timber satisfies the government’s requirements
for “legal and sustainable” timber. Thesubmission was to allow a reassessment of
PEFC to take place before the expiry of a May
deadline set for schemes to meet thegovernment’s requirements.
The changes made were a result of direct talks
with the UK Government, the Central Point ofExpertise on Timber (CPET) and the experts
involved (See PEFC Council Press Release 12
April 2005) and were subsequently assessed by
CPET.
In a press release in June, Environment Minister
Elliot Morley said: “I want to announce the results
of these assessments as quickly as possible, but
some stakeholders are understandably keen to
understand how the results were arrived at and what the implications are for forest management.
Government officials will meet representatives of
UK ENGOs to discuss their concerns prior to an announcement .” Minister Morley also praised the
flexibility of the systems being reassessed: “The
speed with which PEFC and SFI responded to our initial assessment was impressive .”
In the meantime the Government will continue to
accept PEFC endorsed schemes “as assurance of legal and sustainable timber sources .”

Stationery manufacturers applyfor PEFC membership
MECSEA, the European Association of
Manufacturers of Educational and Commercial
Stationery, has applied to become anExtraordinary Member of the PEFC Council. The
PEFC Board of Directors has decided to
recommend the PEFC Council member countriesto vote in favour of the application at their next
General Assembly in October 2005.
Extraordinary membership in the PEFC Councilis open to international organisations, which
support the objectives of the PEFC Council.Currently the following organisations are

Assessment of ForestCertification Systems
Nine forest certification systems are currentlyundergoing the PEFC endorsement process.
The SFI system (Sustainable Forestry Initiative)
from the USA has been submitted to the PEFC
Council for endorsement. An independentconsultant is being selected in a tendering
process and a public consultation process will
start shortly.
Lithuania has submitted its certification system
for PEFC endorsement and the independent
consultant Indufor Oy will start the assessmentwork in due course.
Germany and Austria have revised their
national PEFC certification systems after the firstfive-year period and submitted them to the PEFC
Council for endorsement. Consultants for the
assessment are currently being selected.
Public consultation has now ended as part of the
endorsement procedure of the systems from
Brazil, Estonia, Luxembourg, the Slovak
Republic and the re-endorsement of Sweden’scertification system. The assessment reports are
currently being compiled and reviewed and will
be published on the PEFC Council website, after
the PEFC Board and PEFC members have
considered them and voted on acceptance orotherwise of the schemes for endorsement.

PEFC General AssemblyThe next PEFC Council General Assembly will
be held on Friday, 28th October 2005 inBrussels, Belgium. Delegations from the 30
PEFC member countries worldwide, together
with representatives from potential newmembers, other invitees and obvservers are
expected to participate at the Assembly.
Invitations for the General Assembly will be sent
out in due course.

GERMANYGerman Publisher GongVerlag chooses PEFCcertification
The German publishing house Gong Verlag, hasassumed a leadership role among German
publishing houses and attained PEFC
certification at the beginning of June.
The Gong Verlag is the publisher of a number of
very well-known magazines in Germany, among
them the well-known TV Guide “Gong”.

The publishing house based its decision to take
part in the PEFC system, on the fact that PEFCis widely accepted. “Our mainly regional paper
suppliers can more easily meet our demands as two thirds of the German forests are already certified ” [to PEFC], explained Matthias Huber
from Gong.
The Gong Verlag explained that one third of itsannual paper consumption is printed on 100 %
recycled paper and that already half of the paper
with virgin fibres comes from certified forests.
PEFC vignettes for certified companies
Five years after the start

Thüringen, Baden-Württemberg and Bayern
have successfully been
re-audited byindependent certification
bodies. Every
participating forest
enterprise in these
regions has received a
new confirmation ofparticipation together
with a set of car vignettes to be displayed on the
windscreen of cars.
PEFC charcoal for BBQ season
The number of new PEFCcertified and labelled
products is increasing
constantly. The latestexample from Lower
Saxony - and just in time
for the barbeque season - is PEFC certifiedcharcoal produced by the forestry association
Waldmärkerschaft Uelzen near Lüneburg.

CHILE
New CERTFORStandard for Native
Forests
Tackling the real Chilean native forest issue:
small landowners´ practices
Fundación Chile and the Instituto Forestal
(INFOR) have been collaborating to develop the
National Forest Certification system, CERTFOR.
Already in 2001, they had developed a
Sustainable Forest Management Standard for
forest plantations. This initiative, endorsed by thePEFC Council, has so far resulted in 1.6 million
hectares of certified forest plantations in Chile.
As a continuation ofthis work, and
making use of the
experiences acquiredduring the Forest
Plantations Process,
the development of
the “CERTFORForest Certification
Standard for Native Forests” was initiated in2004. At the beginning of this process RegionalWorking Groups were created with
representatives of the various stakeholders
associated to distinct social and environmentalrealities in Chile.
In order to ensure
adequate participationof those sectors that
were marginalized in
other certificationprocesses, a
Thematic Social
Group was created,with representatives
of small and medium-scale forest owners groups.
A second group, the First Nations’ Group, wasformed by representatives of native ethnic
groups, and served as an rapprochement
initiative for their incorporation to the process.
After several months
of work, now almost
50 institutions andover 200 people havebeen asked to
contribute their vision
to the development of
the native forest
standard, in over 35
working meetings.This process has resulted in the first draft for a
SFM Standard for Native Forests.
The creation of a National Technical CertificationCouncil for native forests followed, whose
mission was to validate the technical and political
nature of the first standard draft.
The Council for Native Forests consists of
democratically elected representatives: one from
each regional group, representatives of NGOs,
experts in natural forest management and
representatives of public and private institutions.
Once the Technical
Council had approveda version of the
standard, pilot tests
were implemented for
the Native Forest
Standard. Numerouspersons joined these
tests and were
mobilized in variousregions, involving large companies as well as
forest owners.
The final steps in the development of the nativeforest standard will be a public consultation
process for the final standard approval and the
submission for PEFC endorsement in early 2006.

New PEFC brochures forprivate and communal
forest owners PEFC Luxembourg has
developed a new set ofbrochures for private and
communal forest owners.
The material providesinformation on the
advantages and basic
requirements of PEFCcertification; how to participate in PEFC;
certification costs, obligations for forest contractors;and gives guidance for the development of PEFC
management plans and maps.

Minister Boden presents PEFC Luxembourg
The Luxembourg certification system was
officially presented to the public in a pressconference hosted by the Luxembourg Minister
for Agriculture, Viticulture and rural Development,
Mr Fernand Boden, at the end of April.

ITALY
Tetra Pak choosesPEFC certified Pallets
Tetra Pak chooses PEFC Pallet
Tetra Pak Italy and PALM S.p.A. have taken a
further step towards sustainable development.
Tetra Pak Italy (www.tetrapak.it), one of theworld's largest suppliers of packaging systems
for liquid and solid food, has decided to use
PEFC certified pallets for its “green supply chain”
produced by PALM S.p.A. (www.palm.it).
Raw materials, spruce
and fir, coming from
certified PEFC Austrian
forests, are provided to
PALM S.p.A. by Stora-
Enso, a well-known
international firm involved in good environmental
and forest management. The whole chain ofcertified wood suppliers and the choosing of
PALM pallets, which are designed according to
the eco-design principles - in order to save spaceand raw material - give final customers the
guarantee of Tetra Pak’s commitment to the
environment in every phase of the production.

transportation of 80%
of global goods and
are with the products
during everyproduction step.

Two more companies obtain PEFC Chain of
custody certification in Italy
Holzhof has obtained the PEFC Chain of
Custody certification using the physicalseparation approach. The wood used by Holzhofcomes from Finland. Holzhof will put the logo on:
street furniture, playground furniture and wooden
lamellar beams. Holzhof has always paidattention to the environmental aspects for its
production, but now green public procurement
has given new impulse to companies, that wishto do business with public administration
authorities. For more information see

Ettore Reni S.p.A has also chosen PEFC
certification. At the moment the poplar wood
used for its production comes from France, but
as soon as the pilot study on poplar certification
is completed in early 2006, PEFC certified poplar

MALAYSIA
Continued growth ofMalaysian system
Following the finalisation of the new standard,Malaysian Criteria and Indicators for Forest
Management Certification [MC&I (2002)], MTCC
has taken the necessary actions to prepare theAssessment Procedures.
In order to provide
informationpertaining to the
scope and
requirements of
the MC&I (2002)
Forest
Management Units
(FMUs) have to comply with, briefing sessions for
forest managers were conducted in Peninsular
Malaysia, Sabah and Sarawak in February to
April 2005.
With effect of January 2005, the assessment of
all new applicants for forest managementcertification will be conducted against theMC&I (2002). So far, nine FMUs covering a total
of 4.73 million hectares of Permanent Reserved
Forests have been awarded the Certificate for Forest Management .
The certified area represents about 33% of the
total Permanent Reserved Forests in Malaysia.Eight of the certified FMUs are in Peninsular
Malaysia (the FMUs: Johor, Kedah, Kelantan,
Negeri Sembilan, Pahang, Perak, Selangor andTerengganu), while the remaining FMU (Sela’an
Linau FMU) is located in the Ulu Baram region of
Sarawak. As of May 2005, 66 timber companies
have been awarded
the Certificate for
Chain-of-Custody ,which allows them
to manufacture and
export MTCC-certified timber
products.The export of MTCC-certified timber productshas increased significantly over the last years,
particularly to European countries. By April of this
year, 31,294 m³ of MTCC certified sawn timber, mouldings, laminated finger-jointed timber and
plywood have been exported to the Netherlands,
Belgium, Germany, the United Kingdom, France
and Australia.
