SCOPE OF WORK (a) 33 KV/11 KV M.S.D.S & 11 KV/415V L.T. Sub-stations 1, 2 &3. The work shall consist of round the clock Manning and Minor Maintenance of 33 KV/11 KV M.S.D.S & 11 KV/415V L.T. Sub-station 1, 2 &3 at India Government Mint Plant area and Sub-Station and related equipment at Mint Town ship, at Cherlapally, Hyderabad. The following are the activities under maintenance of MSDS and LT Sub-stations by the

contractor.

1. The following readings are to be noted daily after every 4 hours. Voltage on Relay and

control panel, 11 KV Panel, Battery Charges, DC distributor, A.C. Power Distributor in

MSDS, oil level and winding oil temperature of 5 MVA transformers.

2. KW, KVA, KVArh and M.D. readings on AP Transco’s meters shall be recorded for

every 4 hours. One person shall be present on 21st /22nd of every month when APCPDCL

Div. Engineer comes to take reading.

3. APCPDCL Power failures, any feeder tripling due to fault are to be noted and shall be

brought to the notice of Mint Electrical Engineers.

4. Energizing of new feeders are to be done with the permission of Mint electrical engineers

only.

5. In TRANSFORMERS, Check for: -

a. Transformer oil level is checked daily. If any minor leaks are found, the bolts are to be

tightened during off load. To take up gasket changing with the knowledge of Mint

Engineers.

b. Check for Silicagel dis-colourisation. Reactivate / replace as required.

c. Check the transformer windings / oil temperature indicators during peak load periods to

see that they are within permissible limits.

d. Check oil for dielectric strength and moisture content once in every six months.

e. Carry out visual inspection of Buchholz Relay daily. Check for relay operation once a

year.

f. The explosion vent is to be inspected daily and replace the diaphragm if damaged.

g. Check for proper operation of OLTC of 5 MVA transformer.

h. Changing of Transformer Oil, from time to time as required.

6. Checking for the smooth operation of 33 KV and 11 KV breakers in manual and auto

Mode.

7. Checking for smooth operation of 33 KV AB switch and applying of petroleum jelly as

required..

8. Testing and recording of Earth Pit resistant values. Maintaining of Earth Pits of MSDS

and Lt Sub-stations periodically (pouring water etc...).

9. Checking and rectification of all minor problems in MSDS and LT-Sub stations.

10. Replacing of worn-out and defective parts with new one supplied by Mint.

11. Reporting of any unusual occurrence to the concerned electrical engineer.

12. Maintaining the batteries i.e., periodically checking of electrolyte level and voltage and

topping up with distilled water if necessary.

13. Replacement of fused bulbs in MSDS and LT Sub-stations. Switching the lights ON/OFF

in MSDS, LT Sub-stations and street lighting as required.

14. Ensure that Fire Fighting Safety Equipment is in working condition. If any defect may be

brought to the notice of Electrical Engineer/Safety Officer.

15. All the relay tripping are to be noted with time and reset after consultation with Mint

Engineers.

16. Fuses are to be replaced if fused.

17. To switch the PF capacitors ON and OFF to maintain PF between 0.95 to 1.00.

18. To execute minor electrical works in case of exigencies, at the instructions of duty

engineer.

19. The MSDS shall never be un-attended at any time except when engaged in urgent works at

LT Sub Stations.

20. MSDS and LT Sub-stations shall be maintained neatly by sweeping and removing cob

webs. The panel are to be cleaned with cloth.

21. Duty chart indicating the electricians of the shifts in a week/month to be displayed in

MSDS, Township Sub-Station and a copy forwarded to Asst. Works Manager(Elec.),

I.G.Mint.

22. In case of any accident during the operation/maintenance of equipment, leading to

Injuries/damanges to human bodies/equipnment, or loss of life, the contractor shall be fully responsible for settling all claims arising out of such accidents and indemnify the department from such claims.

23. All the spares will be supplied by Mint. The unserviceable items are to be returned

to Mint

24. The following tools are to be maintained always at site. i. Set of spanners from 6 mm to 32 mm. ii. Screw drivers – common and Philips (star) iii. Multi meter. iv. Clamp meter (to test current) v. Test Lamp. vi. Combination Pliers. MANPOWER and SHIFTS 1. The man power requirement for MSDS and LT Sub- stations maintenance is as follows:-

lanterns.

Maintenance of Electrical Installations and Fans in Residential Buildings, Town ship Pump house and STP. a) Township Sub-station has to be manned round the clock, including holidays.

b) Masintenance of residential building clectrics like changing of switches, fan regulators,

Sockets, MCBs, etc.

c) Maintenance of Electrical Motors and Control Panels in Town ship Pump house, STP and

Bore well near 120 Men Barracks.

d) Fault finding in electrical circuits and their rectification.

e) To switch ON the Street Light at dusk and switch OFF at dawn properly daily.

f) Maintenance of Earth Pits at Township.

g) Daily KWh consumption is to be recorded in a Register. All the faults and power break

downs are also to be recorded in it.

h) A Complaint Register should be maintained in Sub-Station, for residents to lodge their

complaints. The registered complaints are to be cleared on day to day basis and obtain

the signature of complainer.

i) A reasonable stock would be kept at Town Ship Sub-Station for day to day use. A Stock

j) Register has to be maintained at Town ship Sub-Station. All the spares issued and

consumption to bee recorcded therein. The unserviceable material has to be returned to

I.G.Mint. Every month the register is to be up dated and submitted to Mint Electrical

Engineer for verification.

PLUMBING

a) Plumbing complaints of residential buildings would be attended by plumber.

b) Plumber would ensure that water is pumped to Over Head Tanks in Town ship area and

Plant area. He has to receive water from Metro Water Works, and coordinate relatd works.

c) Pumps are operated in STP by Plumber as per the direction of Mint Maintenance Engineers.

d) Plumber has to maintain the Pumps in Town ship Pump house and STP by periodic greasing

where ever applicable and cleaning. Take up the bearing change with the help of township

electricians.

GENERAL INSTRUCTIONS:

1. If the contractor changes any shift timings, shifts of any staff, then the same should be intimated in writing to the Department and prior permission for the same should be obtained from concerned Mint Officials.

2. Supervisor shall be present during the General Shift Timings and co-ordinate all the

activities for three shifts. The staff shall co-ordinate and co-operate in all respects with Mint staff / workmen.

3. Supervisor has to overall supervise and coordinate all the activities in Township. He has

to be present in General Shift ie. 9AM to 5.30 PM. He will observe Mint working days.

4. Though the staff is working under the contractor, as and when the instructions passed by Mint Officials shall be followed for smooth performance of the above mentioned maintenance work.

5. The staff shall be polite and obedient. The contractor shall be responsible for the conduct

and behavior of their employees. 6. In the event of any loss caused to the India Government Mint on account of contractor’s

men, the contractor shall make good the loss either by proper replacement or on payment of adjustable compensation.

7. The MSDS shall never be left unattended at any time. 8. MSDS and LT Sub-stations, Town ship Sub-Station, Town ship Pump House and STP

shall be maintained neatly by sweeping and removing cob webs.The panels are to be cleaned with cloth.

9. Duty chart indicating the electricians of the shifts in a week/month to be displayed in

MSDS office, Town ship Sub-Station and a copy forwarded to Assistant Works Manager (Electric), I.G.Mint, Cherlapally, Hyderabad.

11. Electricians would man the township Sub-Station round the clock in shifts including

holidays.

12. One Electrician as reliever to be present in general shift if all the electrician are present and

attend in shifts when others are on weekly OFF.

STUDY OF LOCAL CONDITIONS: The tenderer is advised in his own interest to visit the site of the work and acquaint

himself with nature of work, all local conditions, means of access to the work, etc. The

Tenderer may contact A.W.M. at Phone No.27260242/27265470 before the visit.

The Tender should be valid for 60 days from the date of opening of the tender. The

quotations should be accompanied with an EMD of Rs.25000/- in the form of DD drawn in favour

of M/s. Security Printing & Minting Corporation of India Ltd., Unit, I.G.Mint, Hyderabad otherwise

quotation will not be considered. The prices should be mentioned only in the Price Bid form enclosed

herewith.

GENERAL CONDITIONS OF THE CONTRACT AND INSTRUCTIONS TO THE CONTRACTOR 1. The tender should be accompanied by the following documents.

a) Latest Income Tax clearance certificate b) List of firms to whom similar services have been provided by the Contractor with

testimonials c) Solvency certificate from Bankers or copy of audited accountd in support of financial

standing. d) Earnest Money in the form of Crossed Demand Draft drawn on any nationalized bank

in favour of M/s.India Government Mint, Hyderabad ( Unit of SPMCIL) for Rs.25000/-.

e) Copy of the Electrical Contractor license.. f) Copy of the PF & ESIC registration certificate with the appropriate authorities.

2. Tenders received after due date and time will not be considered for whatsoever reasons. Tenders received by FAX/Open will not be considered.

3. The rates are required to be quoted invariabelly for all the items which shall be indicated both in words and figures separetely. In case of any discrepancy between the rates, lowest of the two rates will be considered.

4. The firm has to ensure the payment of Minimum wages and other statutory obligations such as PF & ESI. Etc., to its deployed employees (as on date, and revised from time to time)

5. The General Manager, India Govt. Mint, Hyderabad reserves the right to accept or reject any tender without assigning any reason and his decision will be final.

6. The rates quoted by the Contractor may be accepted in full or in part and notwithstanding that the tender has been accepted in full, the Contractor shall be bound to accept such work as was assigned by the Mint.

7. Registration of PF code and ESIC No. in the name of the firm with appropriate respective authorities.

8. Tender entries with corrections erasures or alterations will not be considered unless attested by the signing authority.

9. The contractor is responsible for the safety of his employees during the course of work and in transit.

10. The contractor should maintain required Registers like attendance register, a register for leave with wages as per Factory Act, Payment registers etc. of the workers and the same should be shown to the concerned Mint Officials and to take certificate for satisfactory completion of work.

11 The contractor shall arrange for Group Insurance scheme coverage for the employees employed by him by any number.

12. The crew engaged by the Contractor should be covered by all the Laws and regulations of the State Labour Department as amended from time to time and benefits the there under like EPF, ESI Policy etc. by the Contractor himself. Any lapse in this regard, the contractor shall be responsible.

13. The Rate of minimum wage to be paid as per the Minimum Wages Act(as on date, and revised from time to time).

14.In the event of any loss caused to the I.G.Mint on account of the Contractor’s men, the Contractor shall make good of the loss either by proper replacement or on payment of adjustable compensation.

15. The contractor shall pay all the statutory payments on or before 15th of every successive month. The copy of challan of such payment shall be submitted along with flollowing month’s bill as proof of payment.

16. The Contractor shall submit along with the tender the name of his banker as well as the latest Income Tax clearance certificate issued by the Income Tax Officer of the Circle concerned under the seal of Income Tax office.

17. The quotation will be valid for a period of 60 days from the date of opening of tender during which period tender shall be finalized. The accepted rates shall be valid and be firm during the entire period of currency or contract which shall normally be for a period of One year at the first instance from the date of the contract and the same may be extended for further period of six months/one year on the same price, terms and conditions. The contract will stand automatically terminated on expiry of the period unless renewed/extended by MINT.

18. EARNEST MONEY DEPOSIT a) The tender must be accompanied by the Earnest money deposit in the form of Demand Draft or in shape of Bank Guarantee of any Nationalised Bank in favour of the General Manager, India Government Mint, Hyderabad. Earnest Money Deposit shall remain undischarged for such period as may be specified for keeping the tender open. If the tenderer after submitting his tender resiles from his offer or modifies the Terms and Conditions thereof in a manner not acceptable to MINT the E.M.D. shall be forfeited. Tenders not accompanied by the Earnest Money Deposit will not be considered and summarily rejected. The E.M.D. of the unsuccessful applicant will be returned only after finalization of the contract work.

b) Should the successful tenderer fail or refuse to duly sign the contract within the period fixed by MINT or fail/refuse to furnish the 10% Security Deposit, the Bank Guarantee shall be enforced without prejudice to his being liable for any further loss or damage incurred in consequence by MINT. The bank guarantee shall be suitably extended, if such a necessity arises, by the successful tenderer till the date fixed by the MINT for furnishing the Security Deposit. c) The E.M.D paid at the time of tendering will be returned after the submission of Security Deposit within the prescribed date / time. If the Security Deposit is not submitted before the date prescribed the tender will be rejected and the E.M.D submitted will be forefeited.

19. The tender must be signed – a) in the event of the tenderer being a sole proprietary concern, by the sole proprietor or by an

Attorney duly authorised to enter into and sign agreements on his behalf including agreements to refer disputes arising under or relating to such agreements to arbitration, by a power of attorney signed by the proprietor and authenticated by a Notary Public or Magistrate;

b) in the event of the tenderer being a partnership firm, by the Managing partner/duly

authorised person or by an Attorney duly authorised to enter into and sign agreements on behalf of the partnership Firm including agreements to refer disputes arising under or relating to such agreements to arbitration by a power of attorney duly executed by the partners and authenticated by a Notary Public or a Magistrate.

c) In the event of the tenderer being a Limited Company, under the common seal of the

Company, or by an attorney duly authorised to enter into and sign agreements to refer disputes arising under or relating to such agreements, to arbitration by power of attorney executed under his common seal and authenticated by a Notary Public or Magistrate ;

d) In the event of the tenderer being a Hindu Joint Family concern, by the karta of the Joint Family.

When the tender is signed by an attorney of the Sole proprietor of a Concern or when the tender is signed on behalf of the firm by an attorney of its partners as provided in sub-clause (a) and (b) above, the original power of attorney, appointing him as such an attorney shall be supplied with the tender or if the tender is executed on behalf of a limited company by its attorney as provided in Sub-clause (c) above, the original power of attorney along with a resolution (if it is so required under its Articles of Association) authorizing the affixation of its common seal on the power of attorney and a copy of its Articles of Association shall be appended with the tender.

20. In the even of the death or insanity or insolvency or imprisonment of the tenderer in the case of

individuals or where the tenderer being a partnership firm dissolved or goes into liquidation, voluntarily or otherwise the contract may at the option of the General manager be terminated by notice in writing.

21. Failure on the part of the tenderer to comply with the instructions contained in the above

clauses in submitting the tender shall be liable for rejection. 22. Mint reserves the right to terminate the contract at any time and without assigning any reasons

whatsoever by giving 30 days notice in writing to the contractor and the contractor shall not be entitled to any compensation by reason of such termination.

23. PARALLEL CONTRACT :

Mint reserves the right to enter into parallel contracts with any other party as and when considered desirable and necessary during the currency of the contract.

24. If the contractor fails at any time to render the services under this contract to the satisfaction of

the General Manager, whose decision in this regard shall be final and binding on the Contractor, he may at his option get the work done by other parties. In such a case, the contractor is liable to reimburse the loss/extra expenditure incurred by MINT in this regard.

25. SECURITY DEPOSIT :

Within 10 days of issue of Letter of Intent(LOI) after the date of acceptance of the tender, the Contractor shall submit the security deposit of 10% of the Contract value. The amount may be deposited in the form of Demand Draft drawn in favour of the General Manager, India government Mint, Hyderabad. The security deposit can also be in the form of a Bank guarantee from any Nationalized bank valid for a period of six months beyond the date of expiry of the contract period or extended period of contract, if any. Cheque will not be accepted All compensation or other sums of money payable by the contractor under the terms and conditions of the contract may be deducted from the Security Deposit or from any sums which may be due or may become due to the contractor from Mint on any account whatsoever.

Without prejudice to any rights or remedies under any of the provisions of this contract, MINT has the right to forfeit the Security Deposit for breach of any of the terms and conditions of the contract by the Contractor.

The Security Deposit does not carry any interest and will be refunded after expiry of the

contract period including extensions, if any, subject to the satisfactory performance of the Contractor after expiry of six months period from the date of contract expires.

26. All the formalities, Rules and Regulations imposed by the state or Local Authority connected

with the work should be complied with by the Contractor. The contractor shall abide by Municipal by-laws, Rules and Regulations and also the by-laws of the State and Central Government in force from time to time pertaining to the Contractor's establishment including those employed by him directly or through a sub-contractor. Any penalty or fine levied on account of negligence and breach of any Laws/Rules/Regulations in force shall be borne solely by the Contractor.

27. In case of emergency situations like labour unrest at Mint, etc., the contractor shall make all

efforts to run his buses normally. 28. PENALITY: In the event of unsatisfactory service or any failure at any time on the part of

Contractor to comply with the terms and provisions of this contract to the satisfaction of Mint, the General Manager shall be the sole judge and whose decision shall be final and binding. The contractor shall be liable to be fined as deemed fit on every single occasion on the sole discretion of the General Manager.

29. Further more in case of repeated failure/unsatisfactory performance on part of contractor, it shall be open for Mint to give a show cause notice to the Contractor for replying for such failures/unsatisfactory performance within 10 days and in case of MINT being not satisfied with the reply of the contractor the contract can be terminated immediately. In the event of such termination of the contract, MINT shall be entitled to (1) forfeit the security deposit as it may consider fit, (ii) got the balance work done at the risk and cost of the contractor by making an alternative arrangement as deemed necessary and (iii) recover from the contractor any extra expenditure incurred by MINT in getting the work done and damages with MINT may sustain as a consequence off such action.

30. SUBLETTING/SUBCONTRACTING OF THE CONTRACT The contract or any part shall not subcontract/sublet shares or interest of the contract, not to be transferred or assigned by the contract directly to any person or persons whomsoever without the consent of the General Manager.

31. REVISION OF RATES No request for revision of rates will be entertained during the period of currency of

contract.other than the statutory payments. 32. PAYMENT

Payment will be released on monthly basis by account payee cheque only. Your bills should be submitted on following 1st of every month. Any delay on submission of bill will entail corresponding delay in making payment by Mint. he payment for the month shall be released within 30 days of receipt of pre-stamped and pre-receipted bill in duplicate. Appropriate Statutory levies will be recovered as per rules.

33. Except where otherwise provided in the contract, all disputes and differences concerning this

contract or arising out of the terms and conditions of this contract whether during or after the

expiry of the validity of this contract shall be referred to the sole arbitration of the General Manager, India Government Mint, Hyderabad or person nominated by him.

It will be no objection that the arbitrator so appointed is a government servant, that he had to deal with matters to which the contract relates or that in the course of his duties as a Government servant he had expressed view on all or any of the matters in dispute or difference. The Arbitrator to whom the matter is originally referred being transferred or vacating his office or being unable to act for any reason, the authority as aforesaid shall appoint another person to act as an arbitrator in accordance with the terms of contract. Such person shall be entitled to proceed with the reference from the stage at which it was left by his predecessor.

Subject as aforesaid the provisions of the Arbitration Act, 1996, or any statutory modification or re-enhancement thereof and the rules make thereunder and for the time being in force shall apply to arbitration proceedings under this clause.

It is also a term of the contract that the party invoking the arbitration shall specify the dispute or disputes to be referred to arbitration under this clause together with the amount claimed in respect of each such dispute.

34.The Courts situated in R.R.District or the Honorable High Court of A.P. will have

jurisdiction to adjudicate the matters arising out of this contract . 35. The work to be carried out should be in accordance with the Indian Electricity Rules 1956. All

safety gears made mandatory under this rule have to be arranged for by the Contractor. 36.DEFINITIONS :

The term Contract shall mean, the communication signed on behalf of the President of India by an officer duly authorised intimating the acceptance on behalf of the President of India and the terms and conditions mentioned or referred to in the said communication accepting the tender or offer of the contractor.
