Golder Associates Ltd (Golder Associates) Is pleased to provide Conrons Corporation (Conros) with this scope of work and cost estimate to conduct a Phase II Environmental Site Assessment (Phase II ESA) at the property located at 500 Howard Street In Oshawa Ontario Ie the Site)

Golder Associates understands that Conros has requested that a Phase II ESA be conducted to address the Issues of potential environmental concern identified In the Phase l Environmental Site Assessment (ESA) that are associated with the Site

It Is our understanding that the Phase It ESA is not required for the purpose of filing for a Record of Site Condition (RSC) under Ontario Regulation 15304 as amended and that this Phase II ESA is required in support of pre-divestiture due diligence activities and prior to the re-development of the Site with the Oshawa Go Station

BACKGROUND Golder Associates understands that previous environmental reports completed by SNC Lavalin (SNC) identified three areas of potential environmental concern for the Site as listed below

1111 Area A - Zinc was reportedly identified in analysed soil samples at concentrations above the applicable standards at two boreholes Identified as BH1 04 and BH11 within Area A of the Site

1111 Area B - Inferred petroleum hydrocarbon soil impacts Identified as free product by SNC were reportedly identified within Area B

1111 Area C - Inferred petroleum hydrocarbon soil impacts at one borehole identified as BH1 07 (identified as free product by SNC) and approximately 0006 m of free product in groundwater in one groundwater monitoring well identified as BH12(MW) An additional well Identified as BH14(MW) Is reportedly located

within Area C but the borehole lqg associated with this borehole was not available for review by Golder Associates

The following provides the scope of work to address the issues identified during the Phase I ESA for the Site

PHASE II ESA- SCOPE OF WORK

Based on the above noted areas of potential environmental concern (APECs) the following Phase II ESA program is proposed

Health and Safety Plan

Health and safety is an integral part of the project and a Site-specific Health and Safety Plan (HASP) will be developed prior to implementing any field work The HASP will be used to brief all staff and subcontractors involved in the Site work and will be modified as necessary over the course of the project to incorporate any unanticipated Site-specific hazards identified during the Site visits The health and safety protocols will Include use of appropriately trained staff use of pre-approved subcontractors daily health and safety tailgate meetings for all Site work and use of appropriate personal protective equipment where applicable

Underground Service Clearances

Prior to initiating any investigative field work Golder Associates will arrange for the identification of subsurface utilities at the Site at all proposed investigation locations This will Involve contacting local utilities responsible for gas hydro phone cable water and sewers A private locator will also be retained to assess for buried services at the proposed test locations A private locator is required since the local utility companies will mark out only the location of public services We have assumed that one trip to the Site will be required prior to carrying out the field investigations to mark out the test locations and to meet with the local utility companies on-Site building supervisor (if available) and private locator Please note public utility locates typically require up to ten business days to complete

The private locator might require access to the mechanical rooms of the Site buildings to confirm were underground utilities entering the buildings

Field Investigation

As part of the field Investigation Golder Associates proposes to complete the following tasks

bull Drilling and installation of seven (7) boreholesmonitoring wells to a depth of approximately 6 m below ground surface (bgs) within the Site

Two 2) of the boreholes I monitoring wells would be completed at inferred downgradient locations of BH-1 04 within Area A to investigate the presence of metal impacts (if any) in soils

Three (3) of the boreholes monitoring wells would be located within the historical petroleum hydrocarbons Impacted portion of Area B to Investigate the presence of petroleum hydrocarbons in soils and free product in groundwater (If any)

Two (2) of the boreholes I monitoring wells would be completed within the historical petroleum hydrocarbons impacted portion of Area C to investigate the presence of petroleum hydrocarbons in soils and free product in groundwater (If any) Two historical wells BH12(MW) and BH14(MW) will be visually inspected to assess if any free product Is present at the wells

During drilling soil samples will be collected at regular depth intervals and retained for visual characterization headspace screening of organic vapours and possible submittal to the analytical laboratory

D Developing purging and sampling the installed monitoring wells and

Submission of selected soil and groundwater samples collected from the boreholesmonitoring wells for laboratory chemical analysis For costing purposes it has been assumed that fifteen soil samples and fifteen groundwater samples will be submitted for one or more of the following analyses OReg 15304 metals and inorganics polynuclear aromatic hydrocarbons (PAHs) and petroleum hydrocarbons fractions F1-F4 (PHCs F1-F4) including a duplicate and a trip blank for quality control assurance The actual number of samples analyzed and parameters of analysis will be decided based on the results of the field characterization task

The analytical results of the selected samples will be compared to the current Ministry of the Environments (MOE) Soil Ground Water and Sediment Standards for Use Under Part XV1 of the Environmental Protection Act April 2011 as amended

PROJECT COST

The total estimated cost to complete the proposed scope of work is $18000 (excluding tax) The following table provides a summary of Golder Associates cost estimates associated with this project as described herein broken down by task

Billing for the work will be on a lump sum basis with any additional out of scope work billed on a time and materials basis according to the attached Schedule of Fees

1111 Work will be conducted during normal weekday business hours

1111 Unrestricted access to the Site is provided

1111 Analytical costs are based on a regular 5-7 business-day laboratory turn-around-time (TAT)

1111 The above cost estimate does not include the provision of reliance on the report to any third party (eg

financial institutions) Please advise us as soon as possible if a reliance letter is required Additional costs for the provision of each reliance letter will apply (ie $500 per reliance letter) Reliance on the report by a third party is at the discretion of Golder and is subject to acceptance of the conditions set out in the reliance letter

m For costing purposes and as noted above we have assumed borehole depths to be no greater than 6 m bgs

bull Our cost estimate assumes that bedrock drilling will not be required

bull The selection of parameters for chemical analysis is based upon our current understanding of the Site The selection of parameters for chemical analysis as well as the number of samples analyzed will be dependent upon observations made in the field during the Phase II ESA program

Borehole drilling well installationrepair and decommissioning are legislated under Ontario Regulation 903 (as amended) of the Ontario Water Resources Act This regulation outlines specific responsibilities for the well contractor (the drilling firm) and for the well owner (Conros) The drilling firm that Golder Associates will retain for this project Is licensed as a water well contractor and therefore is familiar with their legal responsibilities Golder Associates can facilitate communication between well owner and well contractor however it is the well owners responsibility to ensure compliance with the regulation Golder Associates cannot be held liable for failure of the well owner or the drilling finm to understand andor implement their obligations under this legislation

Upon completion of the soil and groundwater sampling and analysis programs the results will be discussed with Conros and recommendations will be provided if required

Excess soil from the borehole drilling will be placed in sealed 205 L drums or in 20 L pails Purged groundwater from the wells will also be contained in sealed 205 L drums Golder Associates can assist Conros with the disposal of the drummed material if required (costs not Included herein)

REPORTING

The findings of the Phase II ESA will be initially reported to Conros Informally (either verbally or via email) Subsequently the findings of the Phase II ESA will be summarized in a report for the Site which documents the methodology and findings of the assessment A draft report will be issued initially in electronic format and finalized upon receipt of comments from Conros Two copies of the bound final report will be provided to Corona

Golder Associates Ltd (Golder Associates) Is pleased to provide Conrons Corporation (Conros) with this scope of work and cost estimate to conduct a Phase II Environmental Site Assessment (Phase II ESA) at the property located at 500 Howard Street In Oshawa Ontario Ie the Site)

Golder Associates understands that Conros has requested that a Phase II ESA be conducted to address the Issues of potential environmental concern identified In the Phase l Environmental Site Assessment (ESA) that are associated with the Site

It Is our understanding that the Phase It ESA is not required for the purpose of filing for a Record of Site Condition (RSC) under Ontario Regulation 15304 as amended and that this Phase II ESA is required in support of pre-divestiture due diligence activities and prior to the re-development of the Site with the Oshawa Go Station

BACKGROUND Golder Associates understands that previous environmental reports completed by SNC Lavalin (SNC) identified three areas of potential environmental concern for the Site as listed below

1111 Area A - Zinc was reportedly identified in analysed soil samples at concentrations above the applicable standards at two boreholes Identified as BH1 04 and BH11 within Area A of the Site

1111 Area B - Inferred petroleum hydrocarbon soil impacts Identified as free product by SNC were reportedly identified within Area B

1111 Area C - Inferred petroleum hydrocarbon soil impacts at one borehole identified as BH1 07 (identified as free product by SNC) and approximately 0006 m of free product in groundwater in one groundwater monitoring well identified as BH12(MW) An additional well Identified as BH14(MW) Is reportedly located

within Area C but the borehole lqg associated with this borehole was not available for review by Golder Associates

The following provides the scope of work to address the issues identified during the Phase I ESA for the Site

PHASE II ESA- SCOPE OF WORK

Based on the above noted areas of potential environmental concern (APECs) the following Phase II ESA program is proposed

Health and Safety Plan

Health and safety is an integral part of the project and a Site-specific Health and Safety Plan (HASP) will be developed prior to implementing any field work The HASP will be used to brief all staff and subcontractors involved in the Site work and will be modified as necessary over the course of the project to incorporate any unanticipated Site-specific hazards identified during the Site visits The health and safety protocols will Include use of appropriately trained staff use of pre-approved subcontractors daily health and safety tailgate meetings for all Site work and use of appropriate personal protective equipment where applicable

Underground Service Clearances

Prior to initiating any investigative field work Golder Associates will arrange for the identification of subsurface utilities at the Site at all proposed investigation locations This will Involve contacting local utilities responsible for gas hydro phone cable water and sewers A private locator will also be retained to assess for buried services at the proposed test locations A private locator is required since the local utility companies will mark out only the location of public services We have assumed that one trip to the Site will be required prior to carrying out the field investigations to mark out the test locations and to meet with the local utility companies on-Site building supervisor (if available) and private locator Please note public utility locates typically require up to ten business days to complete

The private locator might require access to the mechanical rooms of the Site buildings to confirm were underground utilities entering the buildings

Field Investigation

As part of the field Investigation Golder Associates proposes to complete the following tasks

bull Drilling and installation of seven (7) boreholesmonitoring wells to a depth of approximately 6 m below ground surface (bgs) within the Site

Two 2) of the boreholes I monitoring wells would be completed at inferred downgradient locations of BH-1 04 within Area A to investigate the presence of metal impacts (if any) in soils

Three (3) of the boreholes monitoring wells would be located within the historical petroleum hydrocarbons Impacted portion of Area B to Investigate the presence of petroleum hydrocarbons in soils and free product in groundwater (If any)

Two (2) of the boreholes I monitoring wells would be completed within the historical petroleum hydrocarbons impacted portion of Area C to investigate the presence of petroleum hydrocarbons in soils and free product in groundwater (If any) Two historical wells BH12(MW) and BH14(MW) will be visually inspected to assess if any free product Is present at the wells

During drilling soil samples will be collected at regular depth intervals and retained for visual characterization headspace screening of organic vapours and possible submittal to the analytical laboratory

D Developing purging and sampling the installed monitoring wells and

Submission of selected soil and groundwater samples collected from the boreholesmonitoring wells for laboratory chemical analysis For costing purposes it has been assumed that fifteen soil samples and fifteen groundwater samples will be submitted for one or more of the following analyses OReg 15304 metals and inorganics polynuclear aromatic hydrocarbons (PAHs) and petroleum hydrocarbons fractions F1-F4 (PHCs F1-F4) including a duplicate and a trip blank for quality control assurance The actual number of samples analyzed and parameters of analysis will be decided based on the results of the field characterization task

The analytical results of the selected samples will be compared to the current Ministry of the Environments (MOE) Soil Ground Water and Sediment Standards for Use Under Part XV1 of the Environmental Protection Act April 2011 as amended

PROJECT COST

The total estimated cost to complete the proposed scope of work is $18000 (excluding tax) The following table provides a summary of Golder Associates cost estimates associated with this project as described herein broken down by task

Billing for the work will be on a lump sum basis with any additional out of scope work billed on a time and materials basis according to the attached Schedule of Fees

Borehole drilling well installationrepair and decommissioning are legislated under Ontario Regulation 903 (as amended) of the Ontario Water Resources Act This regulation outlines specific responsibilities for the well contractor (the drilling firm) and for the well owner (Conros) The drilling firm that Golder Associates will retain for this project Is licensed as a water well contractor and therefore is familiar with their legal responsibilities Golder Associates can facilitate communication between well owner and well contractor however it is the well owners responsibility to ensure compliance with the regulation Golder Associates cannot be held liable for failure of the well owner or the drilling finm to understand andor implement their obligations under this legislation

Upon completion of the soil and groundwater sampling and analysis programs the results will be discussed with Conros and recommendations will be provided if required

Excess soil from the borehole drilling will be placed in sealed 205 L drums or in 20 L pails Purged groundwater from the wells will also be contained in sealed 205 L drums Golder Associates can assist Conros with the disposal of the drummed material if required (costs not Included herein)

REPORTING

The findings of the Phase II ESA will be initially reported to Conros Informally (either verbally or via email) Subsequently the findings of the Phase II ESA will be summarized in a report for the Site which documents the methodology and findings of the assessment A draft report will be issued initially in electronic format and finalized upon receipt of comments from Conros Two copies of the bound final report will be provided to Corona

Golder Associates Ltd (Golder Associates) Is pleased to provide Conrons Corporation (Conros) with this scope of work and cost estimate to conduct a Phase II Environmental Site Assessment (Phase II ESA) at the property located at 500 Howard Street In Oshawa Ontario Ie the Site)

Golder Associates understands that Conros has requested that a Phase II ESA be conducted to address the Issues of potential environmental concern identified In the Phase l Environmental Site Assessment (ESA) that are associated with the Site

It Is our understanding that the Phase It ESA is not required for the purpose of filing for a Record of Site Condition (RSC) under Ontario Regulation 15304 as amended and that this Phase II ESA is required in support of pre-divestiture due diligence activities and prior to the re-development of the Site with the Oshawa Go Station

BACKGROUND Golder Associates understands that previous environmental reports completed by SNC Lavalin (SNC) identified three areas of potential environmental concern for the Site as listed below

1111 Area A - Zinc was reportedly identified in analysed soil samples at concentrations above the applicable standards at two boreholes Identified as BH1 04 and BH11 within Area A of the Site

1111 Area B - Inferred petroleum hydrocarbon soil impacts Identified as free product by SNC were reportedly identified within Area B

1111 Area C - Inferred petroleum hydrocarbon soil impacts at one borehole identified as BH1 07 (identified as free product by SNC) and approximately 0006 m of free product in groundwater in one groundwater monitoring well identified as BH12(MW) An additional well Identified as BH14(MW) Is reportedly located

The following provides the scope of work to address the issues identified during the Phase I ESA for the Site

PHASE II ESA- SCOPE OF WORK

Based on the above noted areas of potential environmental concern (APECs) the following Phase II ESA program is proposed

Health and Safety Plan

Health and safety is an integral part of the project and a Site-specific Health and Safety Plan (HASP) will be developed prior to implementing any field work The HASP will be used to brief all staff and subcontractors involved in the Site work and will be modified as necessary over the course of the project to incorporate any unanticipated Site-specific hazards identified during the Site visits The health and safety protocols will Include use of appropriately trained staff use of pre-approved subcontractors daily health and safety tailgate meetings for all Site work and use of appropriate personal protective equipment where applicable

Underground Service Clearances

Prior to initiating any investigative field work Golder Associates will arrange for the identification of subsurface utilities at the Site at all proposed investigation locations This will Involve contacting local utilities responsible for gas hydro phone cable water and sewers A private locator will also be retained to assess for buried services at the proposed test locations A private locator is required since the local utility companies will mark out only the location of public services We have assumed that one trip to the Site will be required prior to carrying out the field investigations to mark out the test locations and to meet with the local utility companies on-Site building supervisor (if available) and private locator Please note public utility locates typically require up to ten business days to complete

The private locator might require access to the mechanical rooms of the Site buildings to confirm were underground utilities entering the buildings

Field Investigation

As part of the field Investigation Golder Associates proposes to complete the following tasks

bull Drilling and installation of seven (7) boreholesmonitoring wells to a depth of approximately 6 m below ground surface (bgs) within the Site

Two 2) of the boreholes I monitoring wells would be completed at inferred downgradient locations of BH-1 04 within Area A to investigate the presence of metal impacts (if any) in soils

Three (3) of the boreholes monitoring wells would be located within the historical petroleum hydrocarbons Impacted portion of Area B to Investigate the presence of petroleum hydrocarbons in soils and free product in groundwater (If any)

Two (2) of the boreholes I monitoring wells would be completed within the historical petroleum hydrocarbons impacted portion of Area C to investigate the presence of petroleum hydrocarbons in soils and free product in groundwater (If any) Two historical wells BH12(MW) and BH14(MW) will be visually inspected to assess if any free product Is present at the wells

During drilling soil samples will be collected at regular depth intervals and retained for visual characterization headspace screening of organic vapours and possible submittal to the analytical laboratory

D Developing purging and sampling the installed monitoring wells and

Submission of selected soil and groundwater samples collected from the boreholesmonitoring wells for laboratory chemical analysis For costing purposes it has been assumed that fifteen soil samples and fifteen groundwater samples will be submitted for one or more of the following analyses OReg 15304 metals and inorganics polynuclear aromatic hydrocarbons (PAHs) and petroleum hydrocarbons fractions F1-F4 (PHCs F1-F4) including a duplicate and a trip blank for quality control assurance The actual number of samples analyzed and parameters of analysis will be decided based on the results of the field characterization task

The analytical results of the selected samples will be compared to the current Ministry of the Environments (MOE) Soil Ground Water and Sediment Standards for Use Under Part XV1 of the Environmental Protection Act April 2011 as amended

PROJECT COST

The total estimated cost to complete the proposed scope of work is $18000 (excluding tax) The following table provides a summary of Golder Associates cost estimates associated with this project as described herein broken down by task

Billing for the work will be on a lump sum basis with any additional out of scope work billed on a time and materials basis according to the attached Schedule of Fees

1111 Analytical costs are based on a regular 5-7 business-day laboratory turn-around-time (TAT)

1111 The above cost estimate does not include the provision of reliance on the report to any third party (eg

financial institutions) Please advise us as soon as possible if a reliance letter is required Additional costs for the provision of each reliance letter will apply (ie $500 per reliance letter) Reliance on the report by a third party is at the discretion of Golder and is subject to acceptance of the conditions set out in the reliance letter

bull The selection of parameters for chemical analysis is based upon our current understanding of the Site The selection of parameters for chemical analysis as well as the number of samples analyzed will be dependent upon observations made in the field during the Phase II ESA program

Borehole drilling well installationrepair and decommissioning are legislated under Ontario Regulation 903 (as amended) of the Ontario Water Resources Act This regulation outlines specific responsibilities for the well contractor (the drilling firm) and for the well owner (Conros) The drilling firm that Golder Associates will retain for this project Is licensed as a water well contractor and therefore is familiar with their legal responsibilities Golder Associates can facilitate communication between well owner and well contractor however it is the well owners responsibility to ensure compliance with the regulation Golder Associates cannot be held liable for failure of the well owner or the drilling finm to understand andor implement their obligations under this legislation

Upon completion of the soil and groundwater sampling and analysis programs the results will be discussed with Conros and recommendations will be provided if required

Excess soil from the borehole drilling will be placed in sealed 205 L drums or in 20 L pails Purged groundwater from the wells will also be contained in sealed 205 L drums Golder Associates can assist Conros with the disposal of the drummed material if required (costs not Included herein)

REPORTING

The findings of the Phase II ESA will be initially reported to Conros Informally (either verbally or via email) Subsequently the findings of the Phase II ESA will be summarized in a report for the Site which documents the methodology and findings of the assessment A draft report will be issued initially in electronic format and finalized upon receipt of comments from Conros Two copies of the bound final report will be provided to Corona

The following provides the scope of work to address the issues identified during the Phase I ESA for the Site

PHASE II ESA- SCOPE OF WORK

Based on the above noted areas of potential environmental concern (APECs) the following Phase II ESA program is proposed

Health and Safety Plan

Health and safety is an integral part of the project and a Site-specific Health and Safety Plan (HASP) will be developed prior to implementing any field work The HASP will be used to brief all staff and subcontractors involved in the Site work and will be modified as necessary over the course of the project to incorporate any unanticipated Site-specific hazards identified during the Site visits The health and safety protocols will Include use of appropriately trained staff use of pre-approved subcontractors daily health and safety tailgate meetings for all Site work and use of appropriate personal protective equipment where applicable

Underground Service Clearances

Prior to initiating any investigative field work Golder Associates will arrange for the identification of subsurface utilities at the Site at all proposed investigation locations This will Involve contacting local utilities responsible for gas hydro phone cable water and sewers A private locator will also be retained to assess for buried services at the proposed test locations A private locator is required since the local utility companies will mark out only the location of public services We have assumed that one trip to the Site will be required prior to carrying out the field investigations to mark out the test locations and to meet with the local utility companies on-Site building supervisor (if available) and private locator Please note public utility locates typically require up to ten business days to complete

The private locator might require access to the mechanical rooms of the Site buildings to confirm were underground utilities entering the buildings

Field Investigation

As part of the field Investigation Golder Associates proposes to complete the following tasks

bull Drilling and installation of seven (7) boreholesmonitoring wells to a depth of approximately 6 m below ground surface (bgs) within the Site

Two 2) of the boreholes I monitoring wells would be completed at inferred downgradient locations of BH-1 04 within Area A to investigate the presence of metal impacts (if any) in soils

Three (3) of the boreholes monitoring wells would be located within the historical petroleum hydrocarbons Impacted portion of Area B to Investigate the presence of petroleum hydrocarbons in soils and free product in groundwater (If any)

Two (2) of the boreholes I monitoring wells would be completed within the historical petroleum hydrocarbons impacted portion of Area C to investigate the presence of petroleum hydrocarbons in soils and free product in groundwater (If any) Two historical wells BH12(MW) and BH14(MW) will be visually inspected to assess if any free product Is present at the wells

Borehole drilling well installationrepair and decommissioning are legislated under Ontario Regulation 903 (as amended) of the Ontario Water Resources Act This regulation outlines specific responsibilities for the well contractor (the drilling firm) and for the well owner (Conros) The drilling firm that Golder Associates will retain for this project Is licensed as a water well contractor and therefore is familiar with their legal responsibilities Golder Associates can facilitate communication between well owner and well contractor however it is the well owners responsibility to ensure compliance with the regulation Golder Associates cannot be held liable for failure of the well owner or the drilling finm to understand andor implement their obligations under this legislation

Upon completion of the soil and groundwater sampling and analysis programs the results will be discussed with Conros and recommendations will be provided if required

Excess soil from the borehole drilling will be placed in sealed 205 L drums or in 20 L pails Purged groundwater from the wells will also be contained in sealed 205 L drums Golder Associates can assist Conros with the disposal of the drummed material if required (costs not Included herein)

REPORTING

The findings of the Phase II ESA will be initially reported to Conros Informally (either verbally or via email) Subsequently the findings of the Phase II ESA will be summarized in a report for the Site which documents the methodology and findings of the assessment A draft report will be issued initially in electronic format and finalized upon receipt of comments from Conros Two copies of the bound final report will be provided to Corona

Golder Associates understands that Conros has requested that a Phase II ESA be conducted to address the Issues of potential environmental concern identified In the Phase l Environmental Site Assessment (ESA) that are associated with the Site

It Is our understanding that the Phase It ESA is not required for the purpose of filing for a Record of Site Condition (RSC) under Ontario Regulation 15304 as amended and that this Phase II ESA is required in support of pre-divestiture due diligence activities and prior to the re-development of the Site with the Oshawa Go Station

BACKGROUND Golder Associates understands that previous environmental reports completed by SNC Lavalin (SNC) identified three areas of potential environmental concern for the Site as listed below

1111 Area A - Zinc was reportedly identified in analysed soil samples at concentrations above the applicable standards at two boreholes Identified as BH1 04 and BH11 within Area A of the Site

1111 Area B - Inferred petroleum hydrocarbon soil impacts Identified as free product by SNC were reportedly identified within Area B

1111 Area C - Inferred petroleum hydrocarbon soil impacts at one borehole identified as BH1 07 (identified as free product by SNC) and approximately 0006 m of free product in groundwater in one groundwater monitoring well identified as BH12(MW) An additional well Identified as BH14(MW) Is reportedly located

The following provides the scope of work to address the issues identified during the Phase I ESA for the Site

PHASE II ESA- SCOPE OF WORK

Based on the above noted areas of potential environmental concern (APECs) the following Phase II ESA program is proposed

Health and Safety Plan

Health and safety is an integral part of the project and a Site-specific Health and Safety Plan (HASP) will be developed prior to implementing any field work The HASP will be used to brief all staff and subcontractors involved in the Site work and will be modified as necessary over the course of the project to incorporate any unanticipated Site-specific hazards identified during the Site visits The health and safety protocols will Include use of appropriately trained staff use of pre-approved subcontractors daily health and safety tailgate meetings for all Site work and use of appropriate personal protective equipment where applicable

Underground Service Clearances

Prior to initiating any investigative field work Golder Associates will arrange for the identification of subsurface utilities at the Site at all proposed investigation locations This will Involve contacting local utilities responsible for gas hydro phone cable water and sewers A private locator will also be retained to assess for buried services at the proposed test locations A private locator is required since the local utility companies will mark out only the location of public services We have assumed that one trip to the Site will be required prior to carrying out the field investigations to mark out the test locations and to meet with the local utility companies on-Site building supervisor (if available) and private locator Please note public utility locates typically require up to ten business days to complete

The private locator might require access to the mechanical rooms of the Site buildings to confirm were underground utilities entering the buildings

Field Investigation

As part of the field Investigation Golder Associates proposes to complete the following tasks

bull Drilling and installation of seven (7) boreholesmonitoring wells to a depth of approximately 6 m below ground surface (bgs) within the Site

Two 2) of the boreholes I monitoring wells would be completed at inferred downgradient locations of BH-1 04 within Area A to investigate the presence of metal impacts (if any) in soils

Three (3) of the boreholes monitoring wells would be located within the historical petroleum hydrocarbons Impacted portion of Area B to Investigate the presence of petroleum hydrocarbons in soils and free product in groundwater (If any)

Two (2) of the boreholes I monitoring wells would be completed within the historical petroleum hydrocarbons impacted portion of Area C to investigate the presence of petroleum hydrocarbons in soils and free product in groundwater (If any) Two historical wells BH12(MW) and BH14(MW) will be visually inspected to assess if any free product Is present at the wells

During drilling soil samples will be collected at regular depth intervals and retained for visual characterization headspace screening of organic vapours and possible submittal to the analytical laboratory

D Developing purging and sampling the installed monitoring wells and

Submission of selected soil and groundwater samples collected from the boreholesmonitoring wells for laboratory chemical analysis For costing purposes it has been assumed that fifteen soil samples and fifteen groundwater samples will be submitted for one or more of the following analyses OReg 15304 metals and inorganics polynuclear aromatic hydrocarbons (PAHs) and petroleum hydrocarbons fractions F1-F4 (PHCs F1-F4) including a duplicate and a trip blank for quality control assurance The actual number of samples analyzed and parameters of analysis will be decided based on the results of the field characterization task

The analytical results of the selected samples will be compared to the current Ministry of the Environments (MOE) Soil Ground Water and Sediment Standards for Use Under Part XV1 of the Environmental Protection Act April 2011 as amended

Borehole drilling well installationrepair and decommissioning are legislated under Ontario Regulation 903 (as amended) of the Ontario Water Resources Act This regulation outlines specific responsibilities for the well contractor (the drilling firm) and for the well owner (Conros) The drilling firm that Golder Associates will retain for this project Is licensed as a water well contractor and therefore is familiar with their legal responsibilities Golder Associates can facilitate communication between well owner and well contractor however it is the well owners responsibility to ensure compliance with the regulation Golder Associates cannot be held liable for failure of the well owner or the drilling finm to understand andor implement their obligations under this legislation

Upon completion of the soil and groundwater sampling and analysis programs the results will be discussed with Conros and recommendations will be provided if required

Excess soil from the borehole drilling will be placed in sealed 205 L drums or in 20 L pails Purged groundwater from the wells will also be contained in sealed 205 L drums Golder Associates can assist Conros with the disposal of the drummed material if required (costs not Included herein)

REPORTING

The findings of the Phase II ESA will be initially reported to Conros Informally (either verbally or via email) Subsequently the findings of the Phase II ESA will be summarized in a report for the Site which documents the methodology and findings of the assessment A draft report will be issued initially in electronic format and finalized upon receipt of comments from Conros Two copies of the bound final report will be provided to Corona

PHASE II ESA- SCOPE OF WORK

Based on the above noted areas of potential environmental concern (APECs) the following Phase II ESA program is proposed

Health and Safety Plan

Health and safety is an integral part of the project and a Site-specific Health and Safety Plan (HASP) will be developed prior to implementing any field work The HASP will be used to brief all staff and subcontractors involved in the Site work and will be modified as necessary over the course of the project to incorporate any unanticipated Site-specific hazards identified during the Site visits The health and safety protocols will Include use of appropriately trained staff use of pre-approved subcontractors daily health and safety tailgate meetings for all Site work and use of appropriate personal protective equipment where applicable

Underground Service Clearances

Prior to initiating any investigative field work Golder Associates will arrange for the identification of subsurface utilities at the Site at all proposed investigation locations This will Involve contacting local utilities responsible for gas hydro phone cable water and sewers A private locator will also be retained to assess for buried services at the proposed test locations A private locator is required since the local utility companies will mark out only the location of public services We have assumed that one trip to the Site will be required prior to carrying out the field investigations to mark out the test locations and to meet with the local utility companies on-Site building supervisor (if available) and private locator Please note public utility locates typically require up to ten business days to complete

The private locator might require access to the mechanical rooms of the Site buildings to confirm were underground utilities entering the buildings

Field Investigation

As part of the field Investigation Golder Associates proposes to complete the following tasks

bull Drilling and installation of seven (7) boreholesmonitoring wells to a depth of approximately 6 m below ground surface (bgs) within the Site

Two 2) of the boreholes I monitoring wells would be completed at inferred downgradient locations of BH-1 04 within Area A to investigate the presence of metal impacts (if any) in soils

Three (3) of the boreholes monitoring wells would be located within the historical petroleum hydrocarbons Impacted portion of Area B to Investigate the presence of petroleum hydrocarbons in soils and free product in groundwater (If any)

Two (2) of the boreholes I monitoring wells would be completed within the historical petroleum hydrocarbons impacted portion of Area C to investigate the presence of petroleum hydrocarbons in soils and free product in groundwater (If any) Two historical wells BH12(MW) and BH14(MW) will be visually inspected to assess if any free product Is present at the wells

Upon completion of the soil and groundwater sampling and analysis programs the results will be discussed with Conros and recommendations will be provided if required

Excess soil from the borehole drilling will be placed in sealed 205 L drums or in 20 L pails Purged groundwater from the wells will also be contained in sealed 205 L drums Golder Associates can assist Conros with the disposal of the drummed material if required (costs not Included herein)
