PDEA Academy’s Highlights of Accomplishment for January – June 2015

1. Drug Enforcement Officers Basic Course (DEOBC) Class 15-07

From the 1,137 PDEA agent wannabes from all over the country who took the Qualifying Examinations in 2014, only 93 had succeeded the consequent battery of tests, and made it to the Oath-taking and Opening Ceremonies of the Drug Enforcement Officers Basic Course (DEOBC) Class 15-07 on March 25, 2015 at the PDEA Academy in Camp Castaňeda, Silang, Cavite.

The misfits were further weeded out during the first month of the six-month rigid

DEOBC training, resulting in 71 cream-of-the-crop Agent-Trainees, who are expected to graduate as full-fledged Intelligence Officers 1 come September 2015.

2. Career Courses, Specialized Courses, Skills Enhancement Trainings

Drug Forensic Chemists Basic Training Course 15-01

The Drug Forensic Chemists Basic Training Course 15-01, the first of its kind in the PDEA, was opened on February 2, 2015 and will conclude on July 3, 2015. Five newly hired PDEA chemists are currently undergoing the five-month training at the PDEA National Headquarters.

The Drug Forensic Chemists Basic Training Course is a Specialized Course where the chemist-entrants are taught on techniques in examination of specimens covered by the field of dangerous drugs, and controlled precursors and essential chemicals, since these drug evidence are not normally encountered in the academe. Through this course, the chemists are trained as expert witnesses, in which they are also educated on basic jurisprudence, evidence and chain of custody, as every examination to be conducted in the forensic lab would entail the generation of a laboratory report which would later be presented in court and supplemented by an oral testimony.

Drug Forensic Chemists Basic Training Course 15-02*

The second batch of trainees under the Drug Forensic Chemists Basic Training Course started on March 30, 2015. This batch, which also comprises five new chemists, will finish the course on September 25, 2015.

PDEA Evidence Custodians Course

The PDEA Evidence Custodians Course was held on March 9 – 13, 2015 at the National Headquarters. This course, which focused on the guidelines and practices on proper handling of evidence, based on RA 9165 (Comprehensive Dangerous Drugs Act of 2002) and pertinent DDB Regulations, was participated in by 33 Evidence Custodians and Operations Division Chiefs of the Regional Offices.

PDEA Executive Management Course

33 participants, composed of Directors II and Division Chiefs of the agency, served as beneficiaries of the PDEA Executive Management Course on May 18 – 22, 2015 at the National Headquarters. This Career Course had developed and enhanced the knowledge, skills, and abilities of the participants to effectively and efficiently manage people, the work, and the organization. It also prepared the participating middle managers to assume third level positions in the national or regional offices.

PDEA Anti-Drug Law Seminar for Legal Officers / Trainers’ Training on Case Monitoring

17 regional legal officers were capacitated toward increasing drug case

conviction rate in the country and ensuring more effective monitoring of drug cases on June 22 – 24, 2015, through the conduct of the PDEA Anti-Drug Law Seminar for Legal Officers and Trainers’ Training on Case Monitoring at the National Headquarters.

Seminar on Revised Rules on Administrative Cases in the Civil Service(RRACCS) Primarily anchored to the President’s “Matuwid na Daan” campaign, the

Seminar on Revised Rules on Administrative Cases in the Civil Service (RRACCS) was given to 47 Chief Administrative Officers, designated Administrative Division

Chiefs, and legal officers from the national and regional offices on June 25 – 26, 2015. Such Skills Enhancement Seminar, held at the National Headquarters, hadprovided a practical overview on the recent developments on administrative discipline, and procedures in carrying out disciplinary cases against erring public servants.

3. Foreign-sponsored Trainings

Instructor Development Course The United States (US) Drug Enforcement Administration (DEA) and Joint

Interagency Task Force West (JIATF-W), and PDEA jointly conducted the Instructor Development Course (IDC) on April 27 – May 8, 2015 at the PNP SAF Training Branch in Fort Sto. Domingo, Sta. Rosa, Laguna to twelve select agents and admin-technical personnel of PDEA.

The IDC has built the capacity of the agency by improving its instructors’

abilities to design and implement courses, manage students and be more effective instructors.

Baker Piston 15-1 Counternarcotics Training

45 participants from the Bureau of Customs, Bureau of Immigration, Manila International Airport Authority, NBI, PDEA and PNP were recipients of this year’s first Baker Piston Counternarcotics Training, held on May 11 – 29, 2015 at PNP SAF Training Branch, Fort Sto. Domingo, Sta. Rosa, Laguna. This is a US-government-co-funded program that focuses on joint exchange training with a common goal to wage war on drugs and bring peace and stability to Philippine communities by providing comprehensive counternarcotics training.

The participants were trained on urban operations and law enforcement skill

sets, to include warning and operations orders, patrol operations, advanced rifle and pistol marksmanship, first responder medical first aid, basic intelligence preparation, multi-agency field training exercise and maintenance checks.

Narcotics Investigators Course – Undercover Operations (First Batch)

The Narcotics Investigators Course (NIC), a five-day training on surveillance techniques, interrogation techniques, technical operations and undercover operations, which includes an interactive exercise, where the participants have opportunities to practice the techniques taught to them, was jointly conducted by the USDEA Manila Country Office and PDEA to first batch of select PDEA agents numbering to 21, in support of the Narcotics Enforcement Training Team Program of the JIATF-W.

The NIC was realized on June 22 – 26, 2015 in Quezon City.

4. Trainings for PDEA Counterparts / Partners

Trainer’s Training on Anti-illegal Drug Interdiction for Philippine Coast Guard and Members of National Coast Watch Center

15 participants from the Philippine Coast Guard and the National Coast Watch

Center were given a trainer’s training on drug interdiction on February 17 – 18, 2015 at the PDEA National Headquarters. The training provided them necessary competencies in conducting maritime drug interdiction, at the same time, enhanced their collaboration and harmony with PDEA.

Continuing Seminar on Anti-illegal Drug Operations and Investigation for Tarlac PPO

In the interest of bolstering inter-agency coordination towards the sooner

elimination of the drug menace, the DDB Office and the PDEA have jointly embarked on a series of training programs on anti-illegal-drug operations and investigation for the different Police Provincial Offices (PPO) nationwide.

For the year, the Continuing Seminar on Anti-Illegal-Drug Operations and Investigation was carried out at Tarlac PPO, Tarlac City, to 55 police officers, on April 13 – 17, 2015.

Trainers’ Training on Capability Enhancement Training on Anti-illegal Drug Operations for BJMP

20 jail officers of the BJMP underwent the Trainers’ Training on Capability

Enhancement Training on Anti-illegal Drug Operations for BJMP on June 15 – 18, 2015 at the PDEA National Headquarters.

The four-day training had provided the jail officers necessary competencies in the conduct of search and seizure of dangerous drugs, controlled precursors and essential chemicals, and drug paraphernalia in jail facilities; and enhanced their capabilities in the handling of evidence.

Airport Interdiction Training – Legazpi International Airport

The five-day customized training program on airport interdiction was implemented at the Legazpi International Airport in Legazpi City, on June 15 – 18, 2015, and participated in by 27 law enforcers.

The Airport Interdiction Training was primarily designed to provide necessary

competencies in airport drug interdiction operations to PDEA agents and counterparts or partners assigned in any international airport in the country.

The training has also been an opportunity for all the agencies involved in airport

anti-drug operations to start working cohesively and harmoniously with one another.
