Competition and Cooperation• As separate colleges, we compete.• As a district, we try to work together.

![Page 3: PBI Summit (Planning and Budget Integration Model) August 27, 2010 1.](https://reader030.fdocuments.net/reader030/viewer/2022032707/56649e0f5503460f94afa012/html5/thumbnails/3.jpg)
Competition and Cooperation• Is competing for budget dollars a zero-sum game,
where one player’s gain is another’s loss?
3
![Page 4: PBI Summit (Planning and Budget Integration Model) August 27, 2010 1.](https://reader030.fdocuments.net/reader030/viewer/2022032707/56649e0f5503460f94afa012/html5/thumbnails/4.jpg)
Competition and Cooperation• If that’s true, there’s no reason to cooperate.
4
![Page 5: PBI Summit (Planning and Budget Integration Model) August 27, 2010 1.](https://reader030.fdocuments.net/reader030/viewer/2022032707/56649e0f5503460f94afa012/html5/thumbnails/5.jpg)
Competition and Cooperation• It’s not a zero-sum game.
5
![Page 6: PBI Summit (Planning and Budget Integration Model) August 27, 2010 1.](https://reader030.fdocuments.net/reader030/viewer/2022032707/56649e0f5503460f94afa012/html5/thumbnails/6.jpg)
Competition and Cooperation• Some decisions must be made district-wide.• District-wide cooperation allows successful
strategies that aren’t possible in a purely competitive environment.
• Everyone benefits.
6
![Page 7: PBI Summit (Planning and Budget Integration Model) August 27, 2010 1.](https://reader030.fdocuments.net/reader030/viewer/2022032707/56649e0f5503460f94afa012/html5/thumbnails/7.jpg)
Competition and Cooperation• District-wide cooperation helps students.• About 20% or 6,100 Peralta students per semester
take classes at more than one college, so cooperation among colleges is important.
7
![Page 8: PBI Summit (Planning and Budget Integration Model) August 27, 2010 1.](https://reader030.fdocuments.net/reader030/viewer/2022032707/56649e0f5503460f94afa012/html5/thumbnails/8.jpg)
Competition and Cooperation• How do you create a district-wide planning
environment in which there can be cooperation without fear of being taken advantage of?
8
![Page 9: PBI Summit (Planning and Budget Integration Model) August 27, 2010 1.](https://reader030.fdocuments.net/reader030/viewer/2022032707/56649e0f5503460f94afa012/html5/thumbnails/9.jpg)
PBIM• Establish a representative, transparent structure
with appropriate authority to facilitate district-wide decision-making: PBIM
9
![Page 10: PBI Summit (Planning and Budget Integration Model) August 27, 2010 1.](https://reader030.fdocuments.net/reader030/viewer/2022032707/56649e0f5503460f94afa012/html5/thumbnails/10.jpg)
