About the Pattullo Bridge Replacement ProjectTransLink is building a new four-lane, tolled Pattullo Bridge, expected to open in early 2023. The new bridge will be located just north and upstream of the existing bridge, and will provide:

• A safer crossing with wider lanes and a centre median that separates traffic travelling in opposite directions

• A more reliable crossing, as modern lane widths will provide about 10 per cent increased capacity on the new four-lane bridge

• Improved community connections that will reduce traffic congestion in New Westminster and Surrey

• Pedestrian and cyclist facilities that are separated from traffic on both sides of the bridge

TransLink will continue to engage and inform the public and stakeholders throughout all phases of the project.

Background and Mayors’ Council VisionOpened in 1937, the Pattullo Bridge is one of the oldest bridges in Metro Vancouver. The bridge was designed for a 50-year life, which has now been exceeded by almost 30 years. Consequently, the bridge faces a number of challenges, including safety and structural concerns. Bridge engineers have advised that it may not withstand a moderate seismic event. In addition, the bridge does not meet current roadway design guidelines, including lane widths and curvature, resulting in ongoing nighttime closures of the centre lanes. Pedestrian and cyclist facilities are inadequate and do not provide protection from traffic.

A comprehensive joint technical review and extensive public and stakeholder consultation in 2013 explored 25 specific alternatives, and determined that replacement of the bridge was the most viable solution and then narrowed the alternatives to six. Informed by this work, in its 2014 Regional Transportation Investments: a Vision for Metro Vancouver, the Mayors’ Council on Regional Transportation determined that the replacement bridge will be “a new, four-lane bridge funded primarily by user pricing. The replacement bridge will be designed in a manner so as not to foreclose the consideration of a potential future expansion to six lanes, subject to an all-party agreement and Mayors’ Council approval”. User pricing can include tolls and/or mobility pricing.

Anticipated Project ScheduleThe new Pattullo Bridge is expected to open in 2023. TransLink is currently working with senior government partners and the Mayors’ Council to secure the necessary funding for this critical project.

Accommodating Potential Future ExpansionThe new Pattullo Bridge will be designed in a manner so as not to foreclose the consideration of a potential future expansion to six lanes, subject to an all-party agreement and Mayors’ Council approval.

Goods Movement in the Pattullo Bridge CorridorGoods movement is an important part of the regional, provincial and national economy. Today, about 7 per cent of the average daily volumes using the bridge are trucks.

Concentrations of industrial land uses generate truck trips along the Fraser River, both upstream and downstream of the Pattullo Bridge. These include international trade activities in support of Metro Vancouver as part of Canada’s Asia-Pacific Gateway, as well as regional and local truck trips with origins and destinations within the region.

The design of the new bridge and community connections can help enhance truck movements and reduce the impact of truck travel in local communities. In New Westminster, improved connections between East Columbia Street and the new Pattullo Bridge will reduce truck travel on East 8th Avenue in the Sapperton area. In Surrey, the new Scott Road Extension along 124 Street will provide improved connections for truck movements between Highway 17 and the new Pattullo Bridge while keeping truck traffic out of the Bridgeview residential area.

TransLink is working with local municipalities and stakeholders to study potential improvements to the truck network that could be enabled with the new bridge and new connections.

Interim Rehabilitation Work on the Existing Pattullo BridgeTransLink has substantially completed a rehabilitation of the existing Pattullo Bridge with a focus on essential deck repairs. The rehabilitation program and repairs will keep the bridge operational until the replacement bridge is built. For more information, visit translink.ca/pattullorehab.

TransLink is currently working with the B.C. Environmental Assessment Office (BCEAO) to finalize the environmental assessment (EA) process that will be used for the project. The environmental assessment public comment process is subject to direction from the BCEAO, and is expected to include two rounds of public comment. Once the EA process is established, the public will be notified of opportunities to provide input. TransLink is also working with the Vancouver Fraser Port Authority to meet permitting requirements related to federal jurisdiction of the Fraser River as part of the port authority’s Project and Environmental Review Process.

Pattullo Bridge Replacement Community Connections Consultation June 13 to July 11, 2016TransLink held the Pattullo Bridge Replacement Project Community Connections Public Consultation from June 13 to July 11, 2016. As part of the consultation, TransLink held four open houses and five small group meetings in Surrey and New Westminster to provide information about the Pattullo Bridge Replacement Project and to obtain feedback from stakeholders and the public regarding community connections in Surrey and New Westminster.

Consultation materials, including a Discussion Guide and Feedback Form, were available online. Input received during this consultation was considered, along with financial and technical information, in refining the community connection options for the new Pattullo Bridge.

Pedestrians and Cyclists on the New Pattullo BridgeThe new Pattullo Bridge will provide a safer and more accessible crossing for pedestrians and cyclists on both sides of the bridge, separated from traffic with a concrete barrier and steel railing.

Cyclists will travel in the same direction as traffic on each side of the bridge, giving ample room for passing without encountering oncoming cyclists.

Pedestrians will be able to travel in either direction on both sides of the bridge. Viewpoints will be provided along the path to allow for sightseeing and resting. Means prevention barrier fencing will be included in the new bridge design.

Connections to the BC Parkway and Central Valley GreenwayThe new Pattullo Bridge is a key connection in Metro Vancouver’s cycling network, providing direct access to both the Central Valley Greenway and the BC Parkway.

The BC Parkway is a 26-kilometre multi-use path that roughly parallels the Expo SkyTrain Line, connecting Surrey City Centre, New Westminster, South Burnaby, and Vancouver.

The Central Valley Greenway is a 24-kilometre pedestrian and cyclist route that roughly parallels the Millennium SkyTrain Line, running from Science World in Vancouver through Burnaby to New Westminster.

Overview: City of Surrey ConnectionsThe Pattullo Bridge Replacement Project will improve road connections to and from the new bridge in New Westminster and Surrey. The new Pattullo Bridge will connect to Surrey via King George Boulevard.

Key Features – Road Network:• Scott Road will be realigned for a more direct connection to King George Boulevard through a

new interchange

• A new northern extension of Scott Road, called the Scott Road Extension, will be constructed parallel to 124 Street and will directly link King George Boulevard and the new Pattullo Bridge with Highway 17

• The Scott Road Extension will become a new connection for regional and industrial traffic, removing traffic from the local connector roads such as 124 Street and reducing demand on Bridgeview Road

• The existing 124 Street will remain a separated local road for the Bridgeview neighbourhood

• A new direct connection from the Pattullo Bridge to westbound Highway 17 will be constructed, reducing traffic using Scott Road and Tannery Road to access Highway 17

TransLink has worked with City of Surrey staff to develop the community connection options under consideration. Your input, along with further technical analysis and financial considerations, will be considered as the community connections in Surrey are refined.

The Pattullo Bridge Replacement Project will provide direct pedestrian and cyclist connections to and from the new bridge, connecting the New Westminster and Surrey City Centres. The project will also provide connections to existing pedestrian and cyclist facilities in each community.

Topic 2: 125A Street Connection

Three options were presented in the June/July public consultation:

A. Similar to Today. No connectivity across King George Boulevard at 125A Street.

B. Pedestrian and Cyclist Access across King George Boulevard at 125A Street.

C. Vehicle, Pedestrian and Cyclist Access across King George Boulevard at 125A Street.

What We Heard: • Support for pedestrian and cyclist access across King George Boulevard at 125A Street

(Option B)

• Interest in minimizing interruptions to traffic flow along King George Boulevard

• Support for safe pedestrian and cyclist access in the area, particularly in safe routes to deter jaywalking and encourage alternatives to single-occupancy vehicles

• Interest in improved access to the SkyTrain station

What We Are Doing: Building a Pedestrian and Cyclist Crossing at 125A Street TransLink and the City of Surrey have analyzed options for a pedestrian and cyclist connection at 125A Street across King George Boulevard to the Scott Road SkyTrain station to enhance community accessibility and connectivity. The existing pedestrian crossing at 126A Street will be retained to provide additional connectivity to new community amenities planned for the south side of King George Boulevard. The new crossing will:

• Provide convenient access to the SkyTrain station and future planned community amenities such as the new North Surrey Arenas on the south side of King George Boulevard

• Be grade-separated to maintain uninterrupted traffic flow on King George Boulevard and provide safe passage for pedestrians and cyclists across King George Boulevard

Crime Prevention Through Environmental Design Crime Prevention Through Environmental Design (CPTED) is an approach to design that reduces opportunities for crime. An enhanced sense of security can be achieved by designing open and uncluttered spaces that are easy to use and that have no hidden or dark corners. CPTED principles and techniques would be used to design the crossing facilities, and include:

• Ensuring people are visible from outside the underpass and overpass

• Using landscaping treatments that ensure visibility and avoid hiding spaces

• Providing well-lit areas, both inside and outside the passage

• Feature lighting, as opposed to wide open broad lighting, to bring attention to key areas

• Multi-purpose streetscape, to ensure more people are present in the area

Two Options:There are two options for the pedestrian and cyclist crossing at 125A Street.

2.1 Pedestrian and Cyclist Overpass. This would be a standard pedestrian and cyclist overpass. It would be approximately 7 metres high and 3 metres wide with open railings, providing good visibility. Ramps on either side would make it accessible for bikes and those with mobility challenges.

Considerations

• Good visibility and natural light

• Ramps on either side of the overpass would make access less direct across King George Boulevard

• The overpass would add approximately 300 metres in additional travel distance

2.2 Pedestrian and Cyclist Street-Level Underpass. This would be a wide street-level underpass. In this location, King George Boulevard would be elevated, allowing for a street-level passage for pedestrians and cyclists. The underpass would be approximately 3 metres high, and at least 6 metres wide. The passage would be approximately 20 metres long. It will be well-lit and designed using CPTED principles.

Considerations

• Access across King George Boulevard would be more direct, easier and more convenient

• While the design of the underpass will incorporate CPTED principles, the underpass will be less visible and less open than the overpass

• Future development planned for the area means there will be more activity – more people and more eyes – increasing visibility, which is a key CPTED principle

Surrey – Bridgeview Community Access

With the creation of the Scott Road Extension, the project provides opportunities for new connections between 124 Street and both the industrial and residential areas of the Bridgeview neighbourhood.

TransLink and the City of Surrey have analyzed options for connectivity between the Bridgeview residential neighbourhood and the adjoining industrial area. The following two options were presented in the June/July public consultation:

A. Construct an internal connection between 112 Avenue and 124 Street under the new Scott Road Extension to improve access between the residential neighbourhood and the industrial area within the Bridgeview community.

B. No internal connection between 112 Avenue and 124 Street under the new Scott Road Extension.

What We Heard: • Support for local connectivity and local road access (Option A)

• Concern about neighbourhood impacts, including noise, increased local traffic, pollution, safety and drivers cutting through the neighbourhood

What We Are Doing: • Connectivity will be maintained for Bridgeview residents via 124 Street to 112 Avenue under

the Scott Road Extension. 112 Avenue will be a two-way street and the Scott Road Extension will be elevated to go over King George Boulevard

• A new one-way King George Boulevard frontage road will allow westbound access from King George Boulevard at 125A Street to 124 Street. This will provide access to the properties north of King George Boulevard in this area

City of New Westminster Connections Selection of Option A: Similar to TodayAs part of the June/July public consultation, participants were asked about their level of agreement with, and additional comments on, two connection options in New Westminster. Option A would be similar to today, with an improved direct connection to and from East Columbia Street. In Option B, the bridge approach would follow the McBride Boulevard alignment, with a relocated connection from Columbia Street to Royal Avenue. Access between the bridge and Royal Avenue would be provided through a larger signalized intersection at McBride Boulevard.

What We Heard: Consultation Input from June/July 2016• More agreement with Option A, with participants citing improved traffic flow and less impact

on the Victoria Hill neighbourhood

• Less agreement with Option B. Many participants were opposed to traffic stopping at McBride and Royal Avenue, citing increased noise and safety issues with speed and the volume of vehicles travelling through the intersection. Some participants noted a desire for an underpass for both northbound and southbound traffic in Option B

An underpass for both northbound and southbound traffic in Option B is not technically feasible due to the steepness of the hill

• General concern about local impacts in New Westminster, including potential increased traffic noise and congestion, limited access to local roads and residences, air pollution, decreased property values or loss of green space

The feedback received, along with technical and financial information, was categorized into the evaluation criteria listed to the right. This evaluation criteria helped TransLink and the City of New Westminster analyze the two options, leading to the decision to proceed with Option A.

Technical Evaluation Criteria and FindingsA comprehensive technical evaluation was performed on both Option A and Option B using the following criteria:

Pedestrian, cyclist and traffic safety

• Option A is safer for pedestrians, cyclists and vehicle traffic, as this option has fewer major “traffic conflict points” or potential traffic collision locations

Pedestrian and cyclist accommodation

• Both options provided equal accommodation for pedestrians and cyclists. Factors considered included path grades, alignment, directness of routes, and proximity to vehicle traffic

Noise impacts

• Option A will have less traffic noise compared to Option B, due to higher traffic volumes near the Victoria Hill neighbourhood in Option B

Visual impacts

• Option A will affect the view of fewer residents, compared with Option B

Air quality and greenhouse gas emissions

• Option A is anticipated to result in fewer greenhouse gas emissions, due to reduced vehicle travel time related to less traffic congestion

Traffic operations

• Option A provides better neighbourhood access, smaller and less busy intersections for neighbourhood residents, less congestion and gridlock for both local and bridge traffic, and overall time savings for drivers

Navigation impacts within the Fraser River

• While the placement of bridge piers is to be determined, Option A will have fewer river navigation impacts, due to the alignment of the bridge. The Fraser River is a major shipping route, and accommodation and safe navigation of ships and barges is an important consideration

Constructability and costs

• Option A will have fewer construction-related impacts on local area residents and bridge users. Cost of both options is estimated to be similar

Property impacts

• Option A requires slightly more property than Option B

What We Are Doing:

Option A: Similar to Today – Improved Direct Connection to and from East Columbia StreetThe new Pattullo Bridge will connect to New Westminster via a similar bridge approach onto McBride Boulevard. Improvements to existing road network connections will provide more efficient access to and from the new bridge from Royal Avenue and East Columbia Street. Option A: Similar to Today, has been selected and will continue to be refined based on input received during this round of consultation, along with financial and technical information.

Key Features – Road Network:

• The road network remains similar to today, with improvements to better suit New Westminster’s urban context

• The new direct connection from the bridge to East Columbia Street removes traffic destined to East Columbia Street from the McBride Boulevard and Royal Avenue intersection

• The new direct connection to the bridge from East Columbia Street will reduce truck traffic on East 8th Avenue

• A free-flow exit ramp from the bridge to Royal Avenue will be replaced with a signalized intersection, providing a controlled crossing for pedestrians and cyclists on the north side of Royal Avenue

• Bridge access from East Columbia Street will have a direct ramp connection that will be grade-separated from the intersection at the lower portion of McBride Boulevard and Columbia Street

• Lower McBride Boulevard between Royal Avenue and Columbia Street will be reduced to a single lane in each direction, serving non-bridge traffic

• The right turn from eastbound Royal Avenue onto the Pattullo Bridge would have pedestrian-activated flashing lights to improve the safety at this crossing. Alternatively, the pedestrian crossing of the vehicle right-turn lane could be grade-separated (pedestrian bridge over lane) See page 22 for more information.

Topic 4: Pedestrian Crossing – Royal Avenue On-RampTo maintain pedestrian connectivity on the south side of Royal Avenue, two crossing options are proposed for the new Pattullo Bridge on-ramp.

Two Options:4.1 Street-Level Special Crosswalk with Pedestrian-Activated Flashing Lights. This would be

a street-level crossing, with pedestrian-activated flashing lights. Warning lights would signal drivers to stop for pedestrians and cyclists entering the crossing.

Considerations

• Would provide a direct connection for pedestrians and cyclists

• Pedestrians and cyclists would not be grade-separated from vehicle traffic

• A pedestrian-activated signal could lead to potential queuing on Royal Avenue if many pedestrians and cyclists are using the crossing

4.2 Pedestrian Overpass. This would be an overpass over the Royal Avenue on-ramp and main bridge approach.

Considerations

• Pedestrians would be separated from vehicle traffic

• The overpass would be about 60 metres south of Royal Avenue; having the access further south means the climb on either side of the overpass is not too steep for pedestrians

• The overpass would add approximately 200 metres in additional travel distance

• Fencing along Royal Avenue would be required to prevent people from using a dangerous shortcut along the Royal Avenue traffic lanes

Royal Avenue/McBride Boulevard IntersectionTransLink and the City of New Westminster are evaluating further refinements to the proposed intersection at McBride Boulevard and Royal Avenue. Our goal is to create a more pedestrian-friendly intersection, while also recognizing that the preferred route for pedestrians and cyclists is the new multi-use path connecting the Victoria Hill neighbourhood with the proposed Agnes Street Greenway.

Some considerations to help guide the refinements are:

• Length of crossing distance

• Length of crossing time

• Number of conflict points between pedestrians and vehicles, particularly relating to the right-turn lanes with the bridge off-ramp onto Royal Avenue

This would be a standard pedestrian and cyclist overpass. It would be approximately 7 metres high and 3 metres wide with open railings, providing good visibility. Ramps on either side would make it accessible for bikes and those with mobility challenges.

The underpass would be at least 3 metres high, and at least 6 metres wide. The passage would be approximately 20 metres in length. It will be well-lit and designed using Crime Prevention Through Environmental Design (CPTED) principles.

• Access across King George Boulevard would be more direct, easier and more convenient

• While the design of the underpass will incorporate CPTED principles, the underpass will be less visible and less open than the overpass

• Future development planned for the area means there will be more activity – more people and more eyes – increasing visibility, which is a key CPTED principle
