GENERAL CONDITIONS OF THE TENDER
1. Tenders in sealed covers superscribed as” TENDER FOR SUPPLY,INSTALLATION AND MAINTENANCE OF PUBLIC ADDRESS SYSTEMCOMPLETE WITH ALL ACCESSORIES FOR THE ANNOUNCEMENTPURPOSE AT ALL CLASSROOMS OF DDCE , UTKAL UNIVERSITYUNDER TWO BID SYSTEM “ are invited from Manufacturers / AuthorisedDealers so as to reach the office of the Director, DDCE , Utkal Universitynot later than 5.00 p.m. on 18.03.2014.
2. Eligibility Criteria:
i) Experience of having successfully completed similar work during the last 5years till the date of opening of the tender. A Notarized copy of any one ofthe following work orders in the name of the Tenderer shall be enclosed.Each work order shall indicate complete Break-up details of each item andtheir values. The work orders not indicating Break-up details and theirrespective values will not be considered for determining the Tenderer’sEligibility.
ii) The bidder should be a registered firm with Sales Tax Authority. The biddershould furnish the registration certificate, TIN certificate, VAT registrationcertificate, PAN detail, Audited Balance Sheet and Profit and Loss Statement
(amount in Rupees) for last 3 years, Income Tax Returns of last 3 precedingyears along with the tender paper. The bidder’s firm must be a financiallysound having minimum average turnover of more than FIVE LAKHS perannum during last three years In the absence of such certificate, the Bid isliable to be rejected.
3. Tender must be sent in One Main Cover containing Two separate coversand EMD and Cost of Tender paper . These two covers shall besuperscribed as “ Technical Bid - Cover-I” and “ Price Bid - Cover-II”respectively . All covers shall be addressed to Director, DDCE, UtkalUniversity and sealed properly. Names , addresses and Phone Number /
Mobile Number and E_mail ID of the Tenderers shall also be written onall the covers.
4. a) The Earnest Money Deposit for this tender is Rs.10,000/- (Rupees ten
thousand only). The amount may be in the form of Demand Draft/Pay order
on any Nationalized Bank payable at Bhubaneswar only in the name of
Director, DDCE , Utkal University.
b) The cost of tender paper for this tender is Rs.1,000/- (Rupees One
thousand only). The amount may be in the form of Demand Draft/Pay order
on any Nationalized Bank payable at Bhubaneswar only in the name ofDirector, DDCE , Utkal University.

c) The Demand Draft / Pay Order as mentioned above shall be kept in main
cover and shall not be sent separately.
d) Tenders which are not accompanied by the Demand Draft / Pay Order will
be summarily rejected and the concerned Tenderer and/or his Authorised
Representative will not be permitted to attend the Tender opening.
e) The tender document should be submitted duly signed at the bottom
of each page.
f) Authorized Service Centres of the products should be inBhubaneswar . List of the same to be provided .
5. SITE VISIT
All tenderers are required to visit the site ( DDCE, Utkal University ) and
prepare a layout of the tender work and submit an estimate of minimum
number of items to be fixed in rooms for announcement before submission
of tender paper .
6. RIGHT TO ACCEPT / REJECT TENDERS
DDCE, Utkal University reserves the right to accept or reject any or all
Tender(s) and part thereof at any time without assigning any reasons and
without any liability or any obligation for such acceptance / rejection.
DDCE, Utkal University do not bind themselves to accept the lowest or any
tender or part thereof and reserve the right to accept or not accept any or all
of the tenders either in whole or in part thereof without assigning any
reason.
DDCE reserves the right to seek any Technical and commercial clarifications.
7. Warranty / Gurrantee
The Products to be supplied must have comprehensive 3 Years
Warranty / Guarantee .
8. SECURITY DEPOSIT
The successful tenderer has to submit a Performance Bank Guarantee equal to 25% of total tender cost before release of payment .
