Welcome to the Middle East’s largest and most diverse telecoms conference. The 18th annual Middle East Com features dedicated conference tracks, top level keynote presentations, incisive interviews with industry leaders, interactive discussion and outstanding opportunities for networking during the 2 day conference and exhibition.

This year’s keynote topic on Government Investment and Initiatives Involving ICT has drawn participation from Dr Saad Al Qahtani,Member of the UN Broadband Commission for Digital Development, and former CEO of Strategic Operations at STC. Dr Saad will detail therole of governments and the private sector in promoting ICT infrastructure in the Middle East. The socioeconomic impact of broadband forall will be identified, together with the key opportunities this brings for solution providers. We are honoured to welcome Minster ofTelecoms in the Lebanon, Nicolas Sehnaoui to a panel discussion on the same topic, bringing first hand detail of government involvement inthe promotion of ICT.

Interest continues in the impact of OTT players on the telecoms industry. While several operators have established their own DigitalServices teams, to counteract the threat posed by the OTT players, others are embracing the opportunities resulting from partnershipswith the likes of Whatsapp, Viber, Twitter, Facebook and Google. Questions remain about the optimum business models for thesepartnerships and the options will be weighed up and discussed during the sessions.

The focussed streams for this year’s event will provide detailed discussion and expertise on: Customer Experience Management, LTE,Network Economics and Digital Services. With the MVNOs Middle East Summit co-located with the conference, and the diverse natureof both speakers and delegates in the audience, the Congress provides the ultimate meeting place for telecoms executives in the region.

Middle East Com 2012 saw 750 attendees through the door, representing 298 companies from 41 countries. The free passesfor operators, regulators, OTT players and content providers guarantee a large and operator-focussed audience. With 54%operator attendance last year, from 62 operator companies and 55% at C-level or Director Level, Middle East Com also drawstop level decision-makers to the well-established conference and exhibition.

NEW GROWTH OPPORTUNITIES EMERGEAS MIDDLE EAST MARKETS MATUREThe Middle East is a diverse region, and its telecoms markets are similarlyvaried in terms of technology deployment, service penetration, macroeconomic profile and infrastructural development.

Despite these variations, the significant liberalization of the Middle Easttelecoms sector over the past few years has resulted in competitivetelecoms markets and this is reflected in subscription growth. The numberof mobile subscriptions in the Middle East doubled between 2007 and 2012,rising from 164.1 million at end-2007 to 331.7 million at end-2012 (see fig.).

TRANSFORMINGNETWORK ECONOMICSFOCUS DAY

Maintaining a Top Quality Network and Minimal CostAs voice revenues decline, the focus turns to data. With the increase in datatraffic, comes the requirement for extra investment in the network. Operatorsare juggling the need to meet customer expectation for a high quality networkwith shareholders restricting the budget. Strategies are being revised tomanage this balance, and maintain a top quality service at minimal cost. This year’s Transforming Network Economics, with a series of tutorials led byindustry experts. The tutorial format will provide more detailed informationand expertise on selected niche topics. Delegates will have the opportunity toattend the tutorial as part of their event experience.

Tutorial One: 12.00 – 13.00Moving With the Times as the Data Revolution TransformsNetwork Economics – Maintaining a High Quality Network atAcceptable CostWith data traffic growing at an explosive rate, and monetisation not matchingup, network operators are assessing strategies to address the balance:increasing revenues, providing a top quality network and keeping costs to aminimum. Data traffic has risen beyond expectation over fixed and mobilenetworks. Key drivers for the growth are the increased useage of mobileinternet, and the huge popularity of smartphones and tablets. The unexpected growth has led to some operators being unable to meet thedemand and consequently periods of low quality network performance. Withthe provision of top quality customer experience a key focus for operators, aless than superior network performance must be rectified – but often withconsiderable investment. This tutorial session will suggest strategies for operators to grow, and becomemore profitable.• Monetising data traffic• Assessing where to invest in network upgrades – which technologies and how?• Ensuring the quality of mobile networks is approaching fixed-line standards• Revising the operating model• Considering partnership opportunities

Tutorial 2: 14.30 – 15.30How are Managed Service Partnerships Optimising NetworkEconomics?Tutorial Presenter: Ahmed Seemab, Tutorial Host:Head of Service Lines, Managed Services Practice, Ericsson Region Middle EastManaged Services / Outsourcing Partnerships havebeen well recognised for the last few years, as keyfor managing costs and enhancing quality. With MSproviders benefitting from economies of scale andglobal experience of network deployment, management and development, many operators relyheavily on their MS partner for strategic direction in addition to technicalexpertise. As Managed Services partnerships have evolved, the impact on networkeconomics has increased. Operators are able to offer a superior service as aresult of network or customer-experience-based outsourcing, and costs canbe more easily managed. With emphasis placed on the partnership as opposed to buyer/seller model, contracts are being devised with win-win, and risk-sharing clauses toincentivise the provider as a true partner. This tutorial will outline the benefits of Managed Services and identify theirimpact on network economics:• How are operators benefitting from MS partnerships?• Reaping the rewards of vendor expertise and reduced time to market of new

services• Leveraging economies of scale and keeping costs at an acceptable level• Determining the crucial KPIs and SLAs to ensure a strong and sustainable

partnership• Key considerations for the contract• Network sharing – where do the risks lie and how can they be overcome?

Tutorial 3: 16.30 – 17.30WiFi Offloading – Ensuring a Seamless Offloading Process andOptimum CoverageWi-Fi offload is an increasingly popular solution to ease mobile networkcongestion. Wi-FI is already integrated in most smartphones, Wi-Fi isubiquitous, and it is cheap. The challenges facing operators centre around howto ensure a seamless transition to Wi-Fi and how to integrate Wi-Fi into thenetwork. It is crucial that subscribers to not experience any reduction ofservice quality as they move from broadband to Wi-Fi network. Operators must provide a consistent experience while easing the congestionon the network, and reducing costs for users. Using Wi-Fi for indoor locationsenables operators to provide a superior experience at low cost. This tutorial will explore the opportunities and challenges surrounding Wi-Fioffload:• Understanding Wi-Fi offload• Establishing the Wi-Fi footprint• How to ensure seamless offload • Improving the user experience when migrating to Wi-Fi networks• Developing the business case• Reducing costs and minimising churn
