    Industrial Hub

    28

  • Main relevant department is cleansing department and that

    department issues licenses for all different industries

    And also controlled permission of running and stopping of all

    industries

    Water and Sanitation Department is a supporting department

    and making technical cooperation works

    29

  • Three Industries Zones are located in pyigyitagun township

    (southern part of the city) and were established in 1991-1992

    (about 25 years)

    Nearly 1500 Different Industries are running and working in

    these industrial zones

    About (100) different industries generate industrial wastewater

    Mostly Industries cannot treat well their effluent and directly

    dispose to nearest water bodies

    30

  • Concerning with industrial wastewater disposal system, so

    many meetings, discussions and press conferences were

    frequently held with plant`s and factories' owners from

    industrial zones

    From these meetings and discussions , first wastewater

    treatment system and wastewater pumping station was

    established in 1997-1998

    Location - Block No. (590), Taung myint ward

    Waste Stabilization - (6) Pond

    Pond

    Land Area used - (6) acres

    Capacity - 500,000 gal/days

    Sizes of wastewater - Dia; (200mm) (8 inches) and

    Disposal pipe (3) miles length

    31

  • In 2008, many complaint and protest occurred near this wastewater

    treatment system due to its bad-smell so this wastewater treatment

    system was moved and constructed to another place

    Second wastewater treatment system was constructed in 2008 and

    southern part of industrial zone

    Location - (စ်) ward, block No. (lala-22) near No.(6)irrigation over water stream

    Capacity storage - 50000gal

    And also Pa Yam Taw stream, No.(6) irrigation over water stream

    and Lap Khote Pin stream flow into Taung Tha Mun Pond

    These streams are flowing near around industrial zones

  • No specific inspection Team for Industrial Zones.

    Normally inspect with other relevant departments when some

    complaints and Abnormal conditions occured in industrial zone

    Mandalay Regional Government (MRG) organized a joint

    inspection team with relevant department to inspect the industrial

    zones

    Relevant departments are;

    (1) Local Environmental Conservation Dept;

    (2) Directorate of Industrial Supervision and

    Inspection Dept;

    (3) Workers Dept;

    (4) Occupational Health Dept;

    (5) Township Administration Dept;

    (6) MCDC39

  • And then take wastewater sample from plants and factories and send

    to the water laboratory

    According to the result of water laboratory, the cleansing department

    reissue a running permit to the factory and plant owners

    After completion of inspection, the team report their findings to

    MANDALAY REGIONAL GOVERNMENT AUTHORITIES

    40

  • Current disposal system

    All wastewater generated industries are disposing their effluent to

    Doke Htawaddy River through (10) inches main pipe Line without

    any treatment.

    Actually all wastewater generated industrial owners need to construct

    their own treatment system.

    But they don’t do their own treatment system.

    Because of narrow Land Area and High Treatment Costing.

    Finally, MCDC considered and decided to construct central

    wastewater treatment system.

    41

  • Central Waste Water Treatment Plant and Collection System,

    Company Name -Hydrotek Public Co.,Ltd (Thailand)

    Method of Project Implementation - BOT (Built, Operate, Transfer)

    Contract Period of BOT -30 Years

    Type of Process - Up flow Anaerobic sludge Blanket and

    activated sludge system (UASB)

    Extension of Contract Period - 10 Years + 10 Years

    Area of Service - Mandalay Industrial Zone

    Effluent BOD5 after treatment - ≤ 50 mg/l

    Main Power Supply to Central Waste Water - By MCDC

    Treatment Plant and Collection System Area

    Land Required for Construction of - Approx. ( 20 Acres), by paying

    Central Wastewater Treatment Plant rental fee of fixed rate

    Investment Cost - USD$ (18.97) million42

  • To solve many issues and challenges, we need to shareenvironmental knowledge to all industrial owners and residents.

    To explain them clearly and to follow existing EnvironmentalLaws, Rules, Regulations and Environmental Quality EmissionGuide lines.

    To discuss with the people to get understanding who has beenfeeling by unpleasant wastewater smell.

    To explain them about healthy knowledge causes by water borndiseases.

    It’s need to colaborate and to monitor regularly environmentalwater quality and environmental impact assessment together withother relevant departments.

    43

  • Before Issue of EQEG

    MCDC undertakes a major responsible organization and solvedand faced with many issues and challenges.

    Used a lot of Budget for temporary wastewater treatmentsystem.

    Discussed with all wastewater generated industries, industrialzone management committee and protesters .

    After Issue of EQEG

    MONREC become as a major responsible ministry.

    MCDC is not directly concern for wastewater disposal
