    The budget statement pre-

    sented to Parliament last

    week had its own merits and

    demerits. Lie all budgets, it

    takes time before the full

    thrust settles in. Usually

    there are gaps between ini-

    tial reactions and nal reac-

    tions. During a time when

    the people digest the con-

    tents, it is important that the

    media, intellectuals, interest

    groups, the academia, think

    tanks ad of course give guid-

    ance, give interpretations as

    to what the consequences of

    the budget are. At a time

    when the nation awaits such

    a guidance, the Members ofParliament have once again

    shown that they are pre-

    pared to relegate issues of

    national interest to the bot-

    tom drawer as they pursue

    personal ends, in this case, as

    has always been, they want

    their allowances and CARS.

    It was reported that the MPs,

    in their collective wisdom, or

    absence of servant leader-

    ship, have connived to throw

    spanner into works and hold

    the same survey should also

    be made to ascertain, within

    the region, how much the

    civil servants get, the ordi-nary worker and the pen-

    sioner. Looking at the earn-

    ings of the legislators only

    would not give a good pic-

    ture. It can also be further

    argued that the earnings of

    the legislators is reective of

    the health of the economy.

    Not the sick looking and

    fragile Zim economy. To a

    certain extent, the legislators

    themselves are following a

    cue from what the executive

    has been doing since the

    inception of the unity gov-

    ernment in March 2009.

    They have been buying top

    of the range vehicles. The

    mentality shown by taking

    this as cue is that the MPs

    are not worried about whatthe demands would do to

    the economy. A delay in

    passing the Finance Bill may

    come at a cost. This causes

    unnecessary pnic in an al-

    ready fragile economy.

    would be very intellectual, very muchunlike a villager. This is after rodentscalled lemmings, which follow each oth-er as they charge to their deaths intoraging rivers or even o clis. This is apsychological and not intellectual phe-nomenon. There was literally a stam-pede to try and praise even the mostawkward of things that would havebeen brought for discussion. I was soliloquising, soto say, as I continued to try and sift

    through the seemingly unending tons ofstupid comment and silly and stupidslogans which some wanted us to passfor reason. It was then that I realisedthat PMTZ was also on facebook. I then

    went to our page. I have to admit thatI was stunned by the level of debate. Itmay sound like I want to atter themembers but it was intellectually stim-ulating, thought provoking and veryhonest. Take the debate on sanctions asan example. The various opinionsshowed intellectual eort and for that

    KUDOS/BRAVO. I was told there was atime when what I had observed on oth-er groups had crept before it was nippedin the bud by the administrators.Thanks to you guys for pruning thegroup. Rather have ve members con-

    budget and will denitely say some-thing next time. What I want t knowis how much more was set aside forCDF, which our MP lied was his ini-tiative. When one naughty universi-ty student asked what he had done

    with the CDF, he answered that itwas the fund. Then the naughty andvigilant student, who said was read-ing political science at the collegeturned to the stunned singing andululating villagers and told us it wasnot his initiative but it was anamount that wa set aside by thestate for constituency development.He reminded me how the CDF wasused in my in-laws constituency.The MP did the electricity tubing forseveral houses without connectingthe electricity.     I do not want to sound sophisticatedbut I am going to do some bit of

    very intellectual eort in this instal-ment. This instalment is informedby an anger that welled in me after Ispent some time last week surngthe net, here in the village. My sis-ters daughter had successfully con-

    vinced me to sign up on facebookand it was an exhilarating experi-ence ascertaining where old school-mates were. I realised that most ofthe people I was in class with wereon facebook. Please do not ask

    which year! Then my muzukuru/umzukulu, went a step further andasked me to join some of the groups.

    At rst I wanted to join a mature,yes mature as in the contents, butthere were some innocent lookinggroups which I latter realised were

    wolves in sheep skin. Then whenthis muzukuru/umzukulu got tiredand left me on my own, I quickly puton my naughty garb and startedlooking for real stu. It was thenthat I stumbled upon these groups

    purporting to discuss politics andrelated events on Zimbabwe. Onething I deducted from the discus-sions on the groups and also threads

    was what is termed Lemminghoodin psychological terms. I told you I

On theMDC issue, i have not saidMDC is a party of saints nordid i say it is a panacea forthe challenges that we arefacing as Zimbabweans.What i said is that the solu-tion lies in addressing issuesof governance, especially

    leadership issues. Now, thismeans Zimbabwe needs alegitimate leadership, notone that comes as a result ofthe extensive and intensiveuse of violence or one thatcomes out of a negotiatedsettlement (GNU). Zimba-bwe needs a leadership thatis democratically and legiti-mately elected and it is thisleadership that can help uschat the wayforward onsome of the issues that weare debating on, be theyissues of indeginisation,

    sanctions etc. What ZANUPF wants us to do is to focuson these other issues with-out addressing the leader-ship issue which i feel isfoundational. On why i didnot raise the same issue withMDC on this forum, i didnot see MDC people tryingto wood-wink us into believ-ing that their party is per-fect. If they do that on thisforum, i will be the rst one

Again, some-times you deliberately dierwith people to get morereaction. Maybe I would beagreeing with you in totality.I agree Zanu Pf should ad-dress the succession issueand they have no right togive their supporters thesame candidate electionafter election for the past 30years. That is not acceptableand its not politically cor-rect. Again MDC which yousaid are forced to gravitateto is also no saint in this

    respect.
