    DEATHS OF DB. HARI SINGH GOUR AND SHRI B. L. MITTER.Mr. Deputy-Speaker: Before we proceed fiirther, I would like to make

    reference to the deaths of two hon. Members, Dr. Hari Singh Gour and Shri B. L. Mitter.

    Dr. Hari Singh Gour, Barrister, was born on the 26th November, 1872. He was educated at Government High School, Saugor, Hislop College, Nagpur, and Downing College, Cambridge. He entered public life in 1918 and was elected President of the Nagpur Municipal Committee (1918-22). He was a delegate to the Joint Parliamentary Committee on Indian Reforms (1933) and Chairman Quinquennial Conference, Universities of the Empire (1936). He was elected to Central Legislative Assembly in December, 1920, and continued as its Member till December, 1934. He was Leader of the Nationalist Party in the Central Legislature. He was elected a Member of the Constituent Assembly. He died on December 25, 1949, at the ripe age of 7 7 . "

    Shri B. L. Mitter was bom in 1875 in Bengal. He was educated at the Presidency College, Calcutta, and at Lincoln’s Inn, London. Began career as Barrist-er, standing counsel to the Government of Bengal, 1922; Advocate- General of Bengal, 1925. He was made Law Member of the Viceroy’s. Execu-

    ..tive Council, in 1928. He led the Indian Delegation to the League of Nations in 1931 and 1933. He was a Member of the Bengal Executive Council in 1934-37, was Advocate-General of India from 1937 to 1945, and was an exPrime Minister of Baroda State. He was a Member of the Constituent Assembly and resigned his seat on the 13th September, 1947. He died onJanuary 26, 1950. '
