Governance and Organization

Parkville operates under a Mayor-Board of Alderman-City Administrator form of government. The Board consists of the Mayor and eight Aldermen, with each Alderman representing one of four wards and serving two-year terms. The City Administrator reports to the Mayor and Board of Aldermen and serves as the chief administrative officer, managing all operations within the guidelines established by the Board. The City Administrator enforces all laws, ordinances, and administrative policies, supervises employees, and oversees the preparation of the annual budget. In addition to these duties, the City Administrator is responsible for overseeing economic development, community development, planning, finance, human resources, parks, police, public works, streets, and sanitation.

The City of Parkville provides its residents with high-quality services and exceptional customer service. The City has a total operating budget of $12.5 million and has 48 full-time employees.

Ideal Candidate

The City of Parkville seeks a driven and energetic local government professional to be its next City Administrator. It will be important for the next City Administrator to maintain an environment of trust and credibility and to foster positive and productive relationships with the Board of Aldermen.

The chosen candidate will optimize the City’s development opportunities and guide it on the path to sustainable growth. Economic development and municipal finance skills are needed to ensure development opportunities are sought and implemented using fiscally responsible processes and procedures that make the best use of the City’s resources. The City Administrator will need to successfully merge new developments with existing developments without compromising the unique historical charm of the City.

Previous budget and accounting experience will be required to skillfully guide the City in setting budgets, identifying new sources of revenue, implementing cost-saving techniques, and meeting current and future fiduciary responsibilities. Because the City Administrator must manage multiple projects simultaneously, the ideal candidate will be a multi-tasker with plenty of project management experience and proven strategic planning skills.

The successful candidate will be a “bridge builder” and possess exceptional communication skills, with the ability to effectively and articulately present pertinent information to the Board, City staff, residents, business community, county legislators, and other stakeholders. The City Administrator will handle sensitive issues with tact, diplomacy, and discretion. The city administrator shall be an excellent communicator, be versed in municipal operations, with the ability to listen and convey information to all parties. The ability to listen well and clearly convey information at all levels will be essential.

The City Administrator will provide consistency in management throughout the organization, delegate to staff with authority, and clearly communicate expectations to ensure employee success. The ideal candidate will maintain a harmonious, positive work environment and continue unification of departments through employee engagement. The selected individual will support a culture of accountability within the organization and provide employee development and enrichment opportunities that improve performance.

The ideal candidate will be highly visible and involved in the community. The candidate should be congenial, accessible, and at ease in a variety of social settings. The chosen candidate should also be an active participant in professional activities such as the state municipal league, professional associations, and other local government organizations. It is important to maintain positive relationships with community organizations such as the Park Hill School District, Parkville Chamber, Main Street Parkville Association, the Parkville Economic Development Council, and the Platte County Economic Development Council.

Education and Experience

The selected candidate must hold a bachelor’s degree in public administration, business administration, finance, or a related field and have at least five years of experience as a city administrator/manager, assistant city administrator/manager, or similar executive level position. A master’s degree in public administration and ICMA credentialing are strongly preferred qualifications.
