    The 6th edition of Research andInnovation Week in Val-dOise

    (dpartement 95)was held last April.The purpose of this initiative was topromote innovation and technologicaldevelopment by creating exchangesand collaboration between institu-tions of higher education and busi-nesses (in particular SMEs and SMIs)in Val-dOise in the fields of research,technology transfers and continuoustraining. There were five themes:Eco-responsible development,Biology and advanced technologies,Art, Science & Technology, Embed-ded intelligence, Telecommunica-tions, and Developing innovation.This event has strengthened thedetermination of all industrial andacademic players to implementambitious R&D projects.

    En avril dernier sest tenue la6e dition de la Semaine de la

    recherche et de linnovation en Val-dOise (95).     The report by the DlgationInterministrielle lAmnagement etla Comptitivit des Territoires(DIACT)confirms the appeal of the Paris Region.The Gross Domestic Product (GDP) ofthe Paris Region ranks it far ahead ofLombardy and London at the Europeanlevel, and still in a dominating positioncompared to the other French regions.In addition, people under age 20 find theregion the most attractive for studyingand finding a job. The Paris Region isalso the leading European region whenit comes to research spending, which

    represents 3.1% of its GDP.     MIEUX LA CRISEIn the current tough environment, the 205international corporations polled by theCSA opinion research institute trust Paris(60%) over London (53%).The Paris Region has moved up in 2009:it is now as attractive as London in the eyesof business executives. In addition, it isbuilding on its lead through its ability todeal with the crisis thanks to a diversifiedeconomy and a stable banking sector,unlike London, which nevertheless ranksahead of Berlin, Moscow and Amsterdam.

    The French National Assembly voted a tax credit for foreignproductions, which will attract foreign film shoots to France.This tax credit, intended for executive producers living inFrance and involved in the production of foreign f ilms (noteligible for funding by the National Cinematography Center),allows a 20% decrease in spending on the territory. In 2009,it will generate growth of more than 100 million that couldreach 200 to 250 million in 2010 and 2011. The number ofdays of foreign shoots should rise from 120 to 480, withrelated income of300 million for the restaurant andtransportation sectors. This does not even include theeconomic and tourism revenues generated by the release ofa film.

    840 French and foreign films wereshot on the streets of Paris in

    2008, i.e. a 10% increase over 2007. Onaverage, there were nine shoots per dayin the capital on more than 4,400 sites,for a total of 3,339 days. The earningsgenerated from fees for the use of certainpublic spaces and facilities exceeded650,000, compared to 450,000 in2007. Several points make the capitalspecial: shooting in the streets is free,but lump sums are negotiated for parkingshoot vehicles and the use of municipalfacilities such as museums, schools,parks and gardens. In France, one French

    film out of two is shot in Paris.

    The Cit des sciences et de lindustrie organized the firstAssises Europennes de l Innovation, a European forum

    for innovation. Agenda: issues concerning the financing ofinnovative start-ups, the promotion of public research and thestimulation of European creativity. The creation of a Europeanacademy of science and technology, the creation of a Europeancontest for the emergence of science and technology universi-

    ties, and the streamlining of research funding procedures arethe main proposals for a new innovation policy in Europe. Aspart of this forum, the President of France has earmarked theannual sum of350 million over five years for research onnanotechnologies.

    Contrary to commonly held beliefs,taxes and labor laws in France, and

    therefore in the Paris Region, are nolonger a handicap. French tax lawshave been significantly reformed these

    past few years based on a policy oflower corporate taxes, mainly forforeign investors but also for individu-als, through special arrangements inthe impatriate tax system,emphasizesGuil laume Glon, attorney at Landwell & Associates (PricewaterhouseCoopersGroup).     space industry. There was somethingnatural about the event, given howclosely the Paris Region companies havebeen intertwined in the development ofthis cutting-edge sector over the pastcentury. One century after the creation ofthe first federation, designed to endowan industrial character on what untilthen had been just a sport,the aero-space industry totaled a workforce of120,500 people in France, of which 34 %are based in the Paris Region (source:GIFAS, as of January 1, 2008).In the Paris Region, this technological

    sector is supported by quality train ingprograms, and research & innovation,both employment engines. The strengthof our region is its high capacity andpotential in multidisciplinary research,explains Jacques Lafaye, engineer at theONERA research institute and General

    Secretary of the AsTech cluster.Created on July 5, 2007, the AsTech aero-nautics competitiveness cluster recentlygave a boost to a dynamic already drivenby research centers, universities, SMEsand large French corporations basednear Paris. The creation of the competi-tiveness cluster generated a synergybetween all the companies in the field,pointed out Alain Priou, former head ofthe Paris-10 IUT (university and techno-logical institute) and director of theapplied electromagnetism researchlaboratory. The cluster now includes

    firms in engine manufacturing, spacetransportation and business aviation inthe Paris Region. Today, AsTech joins theAerospace Valley (Midi-Pyrnes) andPgase (Provence-Alpes-Cte-dAzur)clusters in their focus on three areas:business aviation, space transportation

    (Paris-Charles de Gaulle, Orly and LeBourget), today the Paris Region repre-sents the Number One airport hub inContinental Europe. Some of the leadinginstitutions are University of Evry, theUniversity and Technological Institute(IUT) and University Paris-10 at VilledAvray, ESTACA (college of aeronauticstechnologies and automotive manufac-turing), SUPLEC (electrical engineeringcollege), the cole des Mines of Paris, thecole Centrale of Paris and the CFA ofAerospace Trades at Massy and Bonneuil-en-France. The demand meets the supplyand graduates are hired almost imme-diately,confirms Alain Priou.     (CNRS), created in 1939, and the NationalOffice of Aerospace Studies and Research(ONERA), created in 1946, quickly gotinvolved in these challenges.     subsystems to establish an increasinglysolid foothold in the production chain.As the only group in the world to design,produce and build combat aircraft andbusiness planes it is the leader on thehigh-end market Dassault Aviationleans increasingly on specialized SMEs inthe region. The approach is similar forthe blade production excellence site ofEADS Eurocopter which, seeks to createa modernization master plan designed tomake La Courneuve a leading worldinnovation cluster,as explains Jean-Claude Faradian, the site director. Euro-copter is the world lead in helicopterproduction and with the sites rehabilita-tion, the group needs a home that isworthy of its prize products.Today, 950people work on the site where the firstFrench helicopter took off in 1953, includ-ing roughly 200 subcontractors. It washistory in the making, since in 2008,Eurocopter delivered 588 helicopters andthe group plans to double its revenues by2020.

    Who are the cluster members?Qui sont les membres du ple ?A.C.: The cluster consists of some 100 members and includes roughly50 SMEs and 20 large groups including Safran, EADS and Dassault as well as institutions, schools, laboratories and territorial communities.A.C. : Le ple est compos dune centaine de membres, parmilesquels une cinquantaine de PME, une vingtaine de grands groupes dont Safran, EADS, Dassault, e tc. ainsi que des institutionnels,des coles, des laboratoires et collectivits territoriales.

    Could you define the objectives of AsTech?Pouvez-vous dfinir les objectifs dAsTech ?A.C.: Since its creation, AsTech has launched 15 projects. After threeyears of research and work, each objective must produce what is called atechnology demonstrator. Regional SMEs are involved, along with largecorporations, university research labs and research colleges. We expectthe conclusions of the first projects by the summer of 2010.A.C. : Depuis sa cration, AsTech a lanc quinze projets.
