BETTER GOVERNANCE FOR A WORLD AT PEACE

The Paris Peace Forum aims at pushing forward new rules and solutions to address the global challenges of our time by bringing together diverse actors who are at the forefront of making change The initiative is based on a simple observation. Global problems without cooperative solutions lead to conflicts. The challenges the world faces – climate change, terrorism, migration, cyber insecurity and the like – ignore borders. Addressing them requires collective action. However, collaboration is increasingly difficult as countries are turning inward. Today, the international community fails at producing the needed solutions. Our world is not going in the right direction States are competing hard for advantage, and populism is undermining the institutions and mechanisms for collective action. Democratic spaces are shrinking, and inequalities are widening. Military expenditures are growing fast while the United Nations budget is cut. International norms, in particular human rights, are disregarded. The Internet is becoming a jungle where data is hacked, and fake news spread. International justice is being questioned. And we are losing the race against global warming. The situation is not conducive to peace. It leads to new conflicts on all continents. Peace is not just the suspensions of war Peace is made up of all the solutions that help reduce international tensions: cooperation to fight climate change and mitigate resource scarcity, institutions to channel power rivalries and better administer global public goods, regulation to address abuses of power and inequalities, intergenerational bridges and gender equality to create more peaceful societies. In other words, peace will only be durable if effective global governance underpins it. The mission of the Paris Peace Forum is to contribute bridging this governance gap. To do so, it convenes all stakeholders to advance concrete solutions where there are none. The Paris Peace Forum’s angle: support and complement multilateral institutions Multilateral organizations with universal membership – UN, WTO, IMF, World Band, and the like – or a regional focus – OSCE, African Development Bank, ASEAN, and others – have legitimate mandates for the creation of rules and mechanisms to solve transnational problems. The Paris Peace Forum picks up the slack when these institutions – or other international organizations – cannot act or when the solutions proposed are insufficient. The Paris Peace Forum is multi-stakeholder. It fosters hybrid coalitions by bringing together old and new actors of global governance: states and multilateral organizations, but also local governance, NGOs, companies, foundations and civil society at large. The Paris Peace Forum is project-oriented. It showcases and supports concrete projects. They are either normative – instruments of law, standards and good practices – or capacity-building – new institutions, mechanisms and solutions.

I – CONCRETE AND INNOVATIVE SOLUTIONS FOR A BETTER ORGANIZATION OF OUR WORLD

The Paris Peace Forum calls on all organizations around the world that wish to develop their solutions to global challenges to apply to join the second edition from 11 to 13 November 2019 at la Grande Halle de La Villette in Paris.

The Paris Peace Forum is centered on those who seek to develop concrete and innovative solutions for today’s transnational challenges.

At its annual event, the Forum provides a space for 120 public and private organizations from around the world to showcase their projects to tackle global challenges in at least one of six major themes:

• Peace & Security • Development • Environment • New Technologies • Inclusive Economy • Culture & Education

Project leaders of the Forum have the unique opportunity to advance their initiatives by increasing its visibility, engaging in debates with policymakers, elected officials, and experts, testing it in front of diverse audiences, as well as connecting with potential partners.

The annual Call for Projects is open online during the Spring to all actors of global governance, such as international organizations, non-governmental organizations, states, companies, foundations, development agencies, religious groups, trade unions, think tanks and universities.

A Selection Committee composed of ten members from different organizations and chosen for their experience and expertise reviews the projects. The Selection Committee uses a rigorous procedure to review project submissions and makes its choice considering the quality of the projects as well as geographical balance.

Key figures of the 2018 Call for Projects

For the first edition, more than a hundred project leaders had the opportunity to present, discuss and develop their initiatives with thousands of global governance actors participating in the Paris Peace Forum.

860 applications from 116 countries and 20 international organizations were received.

121 governance solutions were selected and showcased around 5 themes (Peace & Security: 26 %; Development: 20 %; Environment: 20 %; New Technologies: 18 %; Inclusive Economy: 16 %) by stakeholders from around the world (Africa: 10 %; North America: 11 %; Middle East: 6 %; Latin and Central America: 7 %; Asia: 14 %; Eastern Europe and Central Asia: 1 %; Europe: 32 %; International organizations: 19 %).

SCHEDULE OF THE 2019 CALL FOR PROJECTS

• 5 March 2019 | The Selection Committee meets for the first time.

• 13 March 2019 | The Call for Projects is launched, and the application platform is open on the website of the Paris Peace Forum.

• 18 April 2019 | The first Selection Committee reviews the applications received between 13 March and 13 April.

• 13 May 2019 | The Call for Projects and the application platform close.

• 10 May 2019 | The second Selection Committee reviews the applications received between 13 April and 30 April.

• 13 June 2019 | The third Selection Committee reviews the applications received between 30 April and 13 May.

• 18 June 2019 | The projects selected to participate in the Paris Peace Forum 2019 are announced.

II – AN INCUBATOR TO ADVANCE THE MOST PROMISING GOVERNANCE PROJECTS All year round, the Pari Peace Forum supports ten governance projects selected among those showcased at the event.

The Paris Peace Forum is designed not only to convene actors for discussion and exchange, but to inspire ideas and encourage their onward growth.

The Forum selects ten projects from those presented at the event to receive additional follow-on support through the Scale-up Initiative. There projects are selected for having the highest potential of development while tackling governance issues.

Through the Scale-up Initiative, projects receive ongoing customized support, for example with advocacy, communications, or organizational development.

A Scale-up Committee, composed of ten experienced and influential personalities representing members of the Executive Committee, the Steering Committee and the Circle of Partners, provides advice and recommendations to support the projects in their implementation activities.

The 10 selected projects in 2018 At the closing ceremony of the first edition, ten projects were selected by a jury composed of both members of the Scale-up Committee and the Selection Committee. The following criteria applied: quality of the project; importance and relevance of the project to current global governance issues; feasibility of the project or its potential for progress; level of actual support as well as diversity of origin and of organization:

III - A SECOND EDITION TO CONTINUE MOBILIZING ALL ACTORS OF COLLECTIVE ACTION

The Paris Peace Forum continues to act as a convening power to bring together all committed actors.

Every year, the Paris Peace Forum places global governance at the top of the international agenda.

On 11-13 November at la Grande Halle de La Villette, it bings together diverse actors from accross specialties, sectors, and regions who are at the forefront of making change.

This second edition will rely on the elements that contributed to the success of the first edition and made it a truly unique event:

- Goals: encourage international cooperation and collective action for a world at peace.

- Means: showcase, discuss, and advance new, concrete solutions.

- Focus: strengthen, update or create new rules, standards, and good practices, especially in the “new commons”, such as cyberspace and artificial intelligence.

The annual event is more than a conference. It is also a fair, a congress and a summit. It is made up of three spaces.

• Space for Solutions: where all organizations can showcase and advance a new governance project.

• Space for Debates: where stakeholders discuss projects, initiatives, and ideas to address the challenges of our world.

• Space for Innovation: where experts help create the technological solutions for the world of tomorrow.

The Forum is also a launchpad for flagship initiatives: New major mechanisms or soft-law instruments that have the potential to help address a global challenge at scale.

More generally, it is the place where stakeholders discuss global governance issues and cooperate on solutions. It also offers opportunities for networking, bilateral meeting, and track-two exercises.

IV – AN INDEPENDENT ORGANIZATION FUNDED BY INTERNATIONAL DONORS As a global and multi-stakeholder initiative, the Paris Peace Forum ensures its independence through funding from international partners, mostly non-governmental.

The Paris Peace Forum is an NGO founded in March 2018, and organized around three bodies: The Executive Committee, the Steering Committee and the Circle of Partners.

The Executive Committee is composed of the eight founding members of the Paris Peace Forum. They decide on the overall organization of the annual event as well as oversee the implementation of activities of the Paris Peace Forum.

The Steering Committee is composed of sixteen international experts with specialization in various aspects of global governance, with balanced gender and geographical representation. They support the Executive Committee in defining the strategic orientation of the Paris Peace Forum.

The Circle of Partners is composed of benefactor, institutional and media partners. They are invited to contribute recommendations to the Executive Committee on the strategic orientation of the Paris Peace Forum.
