Michael Michael Hancock

SecretaryKentucky Transportation Cabinet

Mike Hancock is Secretary of the Kentucky Transportation Cabinet and a career cabinet engineer. He was State Highway Engineer at th ti th t G B h d i t d hi S tthe time that Governor Beshear designated him as Secretary.

Mike’s experience with the Cabinet includes 10 years in rural and urban transportation planning, 10 years leading the Cabinet’s program management function, eight years as Deputy State Hi h E i f l i d t Highway Engineer for program planning and management, one year as the Cabinet’s Chief of Staff, and one year as State Highway Engineer. He currently serves as president of the Southeastern Association of State Highway and Transportation Officials (SASHTO) and also serves on the Executive Committees of the American Association of State Highway and Transportation of the American Association of State Highway and Transportation Officials (AASHTO) and the Transportation Research Board (TRB).

Having been responsible for preparation of the Kentucky Highway Plan for many years, Mike has worked closely with local, state and national leaders in the area of project needs prioritization and national leaders in the area of project needs prioritization and transportation program funding issues.

He is a native of Princeton, in Caldwell County, and a graduate of the University of Kentucky. Mike and his wife, Marla, have three adult childrenadult children.

Division Administrator Federal Highway Administration‐KY U.S. Department of Transportation

Jose Sepúlveda has been the Division Administrator of the Kentucky Division of the Federal Highway Administration (FHWA) since March 2000. He leads a multi-disciplinary team which administers the Federal-aid highway program in Kentucky.

He joined the FHWA in 1980 as a highway engineer in the former Region 15 Direct Federal Programs Office. Since, Mr. Sepúlvedahas held multiple positions in FHWA, including; safety engineer in the Headquarters Office of Safety and Traffic Operations, Special Assistant to the Region 5 Regional Administrator, Region 5 Emergency Transportation Representative, Technology Advancement Team Leader in the Wisconsin Division, Assistant Division Administrator in Puerto Rico and Territorial Division Administrator in Puerto Rico, and Territorial Representative to the U.S. Virgin Islands. In 1997, Mr. Sepúlvedawas appointed Division Administrator of the Puerto Rico Division.

Mr. Sepúlveda is a 1980 graduate of the University of Puerto Rico h h i d B h l i S i Ci il E i i H where he received a Bachelor in Science on Civil Engineering. He

has received numerous performance awards and has received the FHWA Administrator Superior Achievement Award on three occasions.

Robyn yBancroft

Strategic Project ManagerOhio‐Kentucky‐Indiana

Regional Council of Governments

Robyn Bancroft is Strategic Projects Manager with the Ohio-Kentucky-Indiana Regional Council of Governments (OKI). Her diverse planning background compliments OKI’s transportation planning activities. As S i P j M h id h ’ i l Strategic Projects Manager, she guides the agency’s regional transportation plan updates, freight planning activities, and special-topic transportation studies. She began working at OKI in October 2004 as the Corridor Studies Project Manager. Prior to starting with OKI, Robyn served as Director of The AMOS Project, a Greater Cincinnati social justice, not-for-profit.

Robyn moved to Cincinnati in 2000 from Rockford, Illinois where she served as the City’s first Neighborhood Planner. She was responsible for providing leadership training and planning support to more than 50 citizen-based, volunteer groups. Robyn’s first professional planning position as ith the G eate B idgepo t Regional Planning Agenc in position was with the Greater Bridgeport Regional Planning Agency in Connecticut.

Robyn earned a Masters Degree in Urban and Regional Planning from the University of Illinois at Champaign-Urbana. She holds a Certificate of Preservation Studies from the University of Georgia. She is also a of Preservation Studies from the University of Georgia. She is also a graduate of Florida State University where she earned a Bachelor of Arts degree in the History and Criticism of Art with a Minor in History. Raised in the south, Robyn was born in North Miami, Florida with later years spent in the Anderson, South Carolina area, and Marietta, Georgia.

In addition to her position with OKI, Robyn is a small business owner having operated a Jazzercise franchise in downtown Cincinnati for over six years. Robyn and her husband reside in Amberley Village in Hamilton County, Ohio.

Chip Millard is a transportation specialist with the FHWA Office of Freight Management and Operations. He joined FHWA i M h 2008 Chi i li i idi FHWA in March 2008. Chip specializes in providing “situational awareness” about freight issues for FHWA staff. This includes providing information about current freight economics, emerging freight industry trends, freight infrastructure developments, and other freight-related topic areas. He also manages activities for the FHWA Freight Council, which is composed of FHWA staff from the agency’s headquarters, Resource Center, and state division offices.

Additionally, Chip is involved in FHWA livability efforts, working to ensure freight needs are appropriately considered while promoting livable communities. Prior to joining FHWA, Chip worked as a transportation and land use planner for almost 8 years for the Tri-County Regional Planning Commission in Harrisburg, PA, which provides the staff for the Harrisburg MPO.

Steve Brown was named General Manager of Production Control and Logistics at Toyota Motor Manufacturing, Kentucky, Inc. (TMMK) i J 2010 Hi ibiliti i l d hi l (TMMK) in January 2010. His responsibilities include new vehicle and special project management as well as daily plant control operations & production planning at the Georgetown, Ky. facility –Toyota’s largest in North America.

B i l ibl f N th A i d Brown is also responsible for North American and overseas component part ordering and management, direct and indirect materials ordering and management, packaging development and logistics planning and operations management.

B j i d TMMK T M b i A bl i 1988 h Brown joined TMMK as a Team Member in Assembly in 1988, the year the plant opened. In 1989 he was promoted to Team Leader in Assembly and later that year was named Specialist in Production Control. Brown was promoted to Assistant Manager of Production Control in 1992 and then to Manager in 2000. In 2007, he was named Assistant General Managerhe was named Assistant General Manager.

Brown currently serves as a board member with the Central Kentucky YMCA and is the chairman of the 2010 TMMK United Way Campaign.

He received a Bachelor of Science degree from Georgetown College.

Lynn Potter Ratliff is the Manager of Production Control Lynn Potter Ratliff is the Manager of Production Control Logistics, Systems and Packaging for Toyota Motor Manufacturing, Kentucky, Inc. (TMMK) located in Georgetown, Kentucky. Her areas of responsibility include logistics planning and operations, production control systems and packaging development for the Avalon, Camry, Camry Hybrid and Venza.

Mrs. Ratliff began her career at TMMK in 1988 in Cost Accounting and in 1991 she was promoted to Specialist in Production Control. She rotated through many areas within Production Control and in 2000 she was promoted to Assistant Manager, and in 2007 she was promoted to Manager of Production Control and Central C i th TMMK P t i Di i i I A il 2010 h Conveyance in the TMMK Powertrain Division. In April 2010, she rotated to her current position as Manager of Logistics, PC Systems and Packaging.

Mrs. Ratliff graduated with a Bachelor of Science degree in A ti f G t C ll G t K t k d Accounting from Georgetown College, Georgetown, Kentucky, and she received a Masters in Business Administration from Sullivan University in Louisville, Kentucky. She is a Certified Sherpa Executive Coach and she has served on the board of the local Arts Council. She and her husband, Keith, have one daughter, and they reside in Winchester Kentucky reside in Winchester, Kentucky.

Chief Executive Officer (CEO)Kenton County Airport Board Cincinnati/Northern Kentucky

John Mok became the Chief Executive Officer for the Kenton County Airport Board at the Cincinnati/Northern Kentucky International Airport (CVG) in June 2009. Mr. Mok brings more than 25 years of global airport leadership experience to CVG and the Tri State Region experience to CVG and the Tri-State Region.

Prior to accepting the position of CEO at CVG, Mr. Mok served as the Director of Airport Planning for Parsons Transportation Group, one of the world’s largest Engineering and Construction Management companies in the U.S. He also served as the Director of Port Control (a.k.a. Director of Cleveland Airports)

ibl f th t d ti f Cl l d H ki responsible for the management and operation of Cleveland Hopkins International Airport and Burke Lakefront Airport, Vice President of Planning for Dallas/Fort Worth International Airport, Head of Strategic Planning for the Hong Kong Airport Authority, and several management positions with the Port Authority of New York and New Jersey’s Aviation Department. Earlier in his career, Mok was a Senior Negotiator for an international engineering consulting firm and a Transportation Planner for the New York City Department of firm and a Transportation Planner for the New York City Department of Transportation.

Mok is held in high regard by his peers in the aviation industry. He currently serves on the Airport Council International- North America (ACI-NA) Board of Directors, having previously served on the ACI Pacific Region Board of Directors Chairman of ACI’s Pacific Region Economics Committee and a Directors, Chairman of ACI s Pacific Region Economics Committee and a member of the ACI World Economics Standing Committee. He holds an Undergraduate Degree in Political Science and Graduate Education in Urban Planning from Columbia University in New York.

Internationally recognized for his aviation expertise, Mok has been an invited k t i d t f ld id f Si t B li speaker at numerous industry conferences worldwide from Singapore to Berlin.

Mr. Mok and his wife, Jen, have two sons and currently reside in Northern Kentucky. Outside of Aviation, Mr. Mok enjoys classical music, alpine skiing and scuba diving.

Paul Bingham joined Wilbur Smith Associates’ Arlington, Virginia office in August 2010 as practice leader for economics. He manages and advises on major transportation infrastructure investment studies, fiscal analyses, and economic impact and development analyses related to all modes of passenger and freight movement. He previously worked with IHS Global Insight, an international economic, financial, and political risk consulting firm, where he served as manager of global commerce and transportation He has more than 26 years of experience in multitransportation. He has more than 26 years of experience in multi-level management and policy development leadership, working with complex trade, freight, and intermodal transportation economic analysis and policy research.

Paul is active in transportation industry associations, and served as p y ,chair of the freight systems group with oversight of freight transportation committees for the Transportation Research Board. He is a member of TRB’s trucking industry research committee, and a past member of TRB’s freight modeling task force. He was an original member and served as chairman of the

f h d dTRB freight transportation data committee, and is a past secretary of the TRB international trade and transportation committee. He currently serves on the board of the international trade data users’ group, and is a member of the National Council of the Transportation Research Forum.

Paul’s role at WSA includes managing and growing the firm’s transportation economics practice, as well as well as supporting the growth of the international freight group.
