Now aid carries disruptive caveats and the peace process is just a circus If there are Palestinian textbooks on the failure of the Camp David talks with Israel in 2000, they ought to carry diagrams illustrating the use of smoke-and-mirrors tactics. In this case, the confusing burst of smoke used by the Israeli side to such spectacular effect was the “generous offer” made by then Israeli prime minster, Ehud Barak – a now mythically impressive peace proposal which Palestinian president Yasser Arafat, it is claimed, both stubbornly and stupidly refused. By this narration, the deal was intended to give back almost all of the 22% of historic Palestine that Palestinians have already agreed to accept as their state. And this airbrushed account has held sway ever since; although patiently taken apart many times, it is still treated as rigid fact within Israel and among its rightist supporters. A decade on, this spin factor has endowed a key Camp David legacy: the perception among Palestinians that talks undertaken by them in good faith are primarily designed to make them look bad. Ask Palestinians in the West Bank about the disastrous summit and the words “trap”, “trick” and “public relations exercise for Israel” keep coming up. According to this view, the rejection of Barak’s manifestly unacceptable offer was deployed by Israel as both proof that there is “no one to talk to” and justification for a subsequent hardline approach. Analysts observe that the failure of those talks created a political vacuum, clearing a space for extremism on both sides. Developments after Camp David read like a chronicle of misery: the violent second Palestinian intifada followed by Israel’s brutal military reoccupation of the West Bank; the continued expansion of Jewish settlements and infrastructure in the West Bank, along with the increase in stifling roadblocks and checkpoints and the construction of Israeli’s choking separation barrier; the devastating split between Palestinian parties Fatah and Hamas, and Israel’s deadly, three-week pounding of the Gaza strip in late 2008. Ghassan Khatib, media director for the Palestinian Authority, says: “Much of the deterioration witnessed in the decade that followed can be attributed to the miscalculation that led to Camp David.” In common with other analysts he says that Palestinians were strong-armed into the “all or nothing” negotiations at Camp David, despite repeatedly advising US mediators that the situation was not ripe for such talks. As a consequence, there is now little faith in the international community as independent arbitrators. Lack of trust is compounded by the fact that, since Camp David, international intervention in the Israeli-Palestinian conflict has been focused on the journey – getting talks to resume – rather than the destination. This endless talks circuit, the status of which shifts from moribund to resuscitated and limping, is viewed as a distracting sideshow, a profiteering circus. As the independent Palestinian MP Mustafa Barghouti puts it: “The peace process became a business and a substitute for peace.” A toxic, humiliating consequence of those peace process years that began with the 1993 Oslo accords has been the creation of an aid economy in the occupied Palestinian territories. Palestinians, who place no less emphasis on education, economy and good business than do their Israeli neighbours, are now ashamed to point out that they are among the most aid- dependent societies. There is no good reason for this: it is absolutely a decision made by the international community, to allay some of the more devastating consequences of Israel’s occupation while refusing to push for a political agreement. Now the aid carries its own disruptive caveats: for instance, USAID feeds funds into swathes of the Palestinian NGO sector, but only on condition that documents are signed to assure that the organisations to be funded are Hamas-free. Observers say that civil society organisations and grassroots groups, pre-Oslo, were far better able to take care of Palestinians than the mushrooming, internationally dependent and politically compromised NGO economy that currently powers Palestine. And despite Israeli and international efforts to thwart Hamas, the party’s position on negotiations has traction in the decade-long shadows of the collapsed Camp David summit. T h e d o m i n a n t q u e s t i o n o neveryone’s mind is when are wegoing to get out. Out of Iraq and outof Afghanistan. Liberals who votedfor Obama with the certainty thatboth wars were the product of someevil plot hatched by Cheney in theWhite House subbasement areconfused and frustrated as to why theUS hasn’t just pulled out. Of coursethose are the same people who werenever troubled by Taliban atrocitiesor Saddam’s rape rooms, and aren’tgoing to be too bothered when theIranian puppet Mahdi Army and theTaliban come back in for a bloodytakeover. And if they do, GeorgeGalloway or Robert Fisk will be byshortly to explain to them that it’s justthe oppressors getting exactly whatthey deserve. The Obama Administration has nocommitment to either war. Much ofthe Administration from the top ondown, shares Jeremiah Wright’sassessment of the last ten years, as acase of the chickens coming home toroost. But it’s also concerned enoughabout its popularity to underwrite ayear or two of bloody battles betweenAll ied forces and the Is lamicinsurgents in both countries, just ino r d e r t o t i m e a M i s s i o nAccomplished pullout before the nextPresidential election. This brand ofamoral cynicism is in some waysworse than that of a Galloway or aBuchanan, since unlike the BushAdministration, Barry, Biden and JimJones are not fighting a war theybelieve in. They’re sending troopsinto battle for a cause they don’tbelieve in, to boost a reelectioncampaign. And so what started out as twostraightforward wars to rout a brutalIslamist gang, capture Al Quedaterrorists, and remove a tyrant,morphed in to nat ion bui ld ingexercises in the Bush era, and havenow become completely detachedfrom any strategic goal, but that of“Re-Elect Obama-Biden in 2012. It’sstraightforward enough to see that themore the real goals drift away fromthat of defeating the enemy, theharder it will be to achieve it. Themilitary is essentially a blunt tool. Itis best used for blunt objectives. Youcan only apply so much finesse with ahammer, until you either break whatyou’re trying to fix, or render thehammer unusable. But for the last 7years we’ve been trying to use ahammer with finesse, and the bodycount has climbed horrifically as aresult. The problem is that we’ve nevergotten over WW2 and its nationbuilding aftermath as a victorycondition. And so we shifted fromw i n n i n g w a r s , t o r e b u i l d i n g

infrastructure and winning the heartsand minds of the population. In 1939,the conventional wisdom was that ifonly an isolationist America hadagreed to stay on in Europe, thewhole mess of WW2 would havenever happened. But while thatconventional wisdom might not bewrong, it ignores the fact that wedon’t know what would havehappened if the US had made thekind of investment that Wilsonwanted. Or the kind of investment wedid make after WW2, maintainingbases for generations, and become thepermanent guarantors of Europeansecurity. History would probablyhave turned out differently, butthere’s no way of knowing exactlyhow. In 1948 the conventional wisdomcertainly said that we had to saveWestern Europe by rebuilding it inorder to keep the Commies out(except for the conventional wisdomcoming f rom the l e f t , whichdemanded that we get our imperialistasses out and let the “people’sparties” who had resisted the fascistbeast claim their right to rule). And sowe did just that. We saved WesternEurope from the Commies– only tohand i t over to the Is lamists ,rampaging in to the senescentremnants of what had once been greatnations, who had forgotten how tostand up for themselves. But is itt yp i ca l enough o f t he FDR-Eisenhower era that the people incharge could never comprehend that ananny state turns men and womeninto children. And that protectingothers too much weakens them so thatthey are unable to protect themselves. What implications does this have forIraq and Afghanistan? Once again werepeated the same mistake we madein Vietnam, cultivating tame uselessarmies of soldiers who won’t standand f ight , because they knowAmericans will do the real fightingfor them. We’ve schizophrenicallytried to set up or back governmentswhose only real agenda is stashingaway the dollars we’ve injected intotheir economy with our nationbuilding efforts. And we have no ideahow to fix any of that, because none

of it is fixable. For one thing our goals arecompletely detached from reality.Creating stable working governmentsis a long and painful process. Even inthe United States, it took a long timeto get to the Constitution, and we hadto discard a previous system asunworkable. And that was in acountry which had a tradition ofworking local governments. Whilewe’re dealing with regions where theonly form of power is either tribal ortyrannical, usually some combinationof both. Despite all the horrors of postWW2 Europe, we were still dealingwi th count r ies tha t had beenreasonably functional and understoodh o w d e m o c r a t i c s y s t e m s o fgovernment worked, and were ourequals in most areas. That is again notthe case in Iraq and Afghanistan,where we are not rebuilding, so muchas trying to recreate them into shapesthat we find acceptable. And withoutan extensive colonial project, that issimply not going to happen. But none of that even mattersanymore. As a former resident of theMuslim world, Obama understandsthese things himself already. He’ssimply pandering to the Americanswho don’t, and throwing away thelives of American soldiers, in order towithdraw on a high note. Obamadoesn’t expect to break the Taliban,only to demonstrate enough resolveso they’ll cut a deal that will avoidany mobs chasing after departingembassy helicopters. He’s deluded onthat note, because where the Talibanmight have cut such a deal withMcCain, they won’t with Obama,who is just too weak to be takenseriously. Obama’s outreach to theTaliban turned Karzai into a loosecannon, further destabilizing thenetwork of tribal alliances, andmaking it even more impossible toget the job done. But what is the job anyway? As ablunt tool, the military was never agood choice for winning the heartsand minds of the population. Norshould that have been the goal in thefirst place. The leftover ideas fromWW2 about nation building mightseem fine in theory, but are virtually

unworkable in reality without turninginto a vast multi-generational colonialproject on the British model. Andsuch a project would change us, asmuch as it would change them. Andthat is the twist in the hook. Becausethe war we are fighting has alreadychanged us. It has imported Islamicand Middle Eastern culture in a waythat we are mostly not aware of. Thatis the flip side of all such efforts, thatthey change the conquerors almost asmuch as the conquered. Colonialism is not an Americanproject. On the other hand destroyingthe ability of our enemies to harm us,is. And a strategy that hinges onkeeping the I s lamis t s ou t byreconstructing their countries plays totheir strengths, while exposing ourweaknesses. We don’t need multi-generational nation building projectsto stop them. We had the Taliban onthe run in the first wave of attacks,and we removed Saddam with veryfew casualties. Our mistake wastrying to step in and take over theirjobs. Our strength is not runningbackward third world countries, it’smaking it clear that if they pose athreat to us, we will destroy enoughof them to end that threat. It’s hard tobui ld WMD’s or invade yourneighbors when you lack basicinfrastructure. And tribal leaders whosupport the Taliban should know thatwe will bomb them without regard forthe collateral damage. It’s crude. It’sblunt. And it creates a stalemate thatfavors us. Beyond that our real war was not inAfghanistan, which was a stagingground for the Islamist proxies of oilrich Middle Eastern states and thePakistani intelligence service. We’vebeen suckered into fighting a proxywar, while the emissaries of the realenemy in Saudi Arabia take meetingsat the White House, and advise us onhow we can lose. The enemy is beingarmed and funded with our money.The money that we send overseas inexchange for oil that was ours tobegin with, before a bunch ofburnoosed thugs seized it and used itto fund their own terror armies. Forevery billion that we spend, all theyhave to do is spend a few thousand tokeep us on the ropes. The same thing goes for the Shiiteside of the equation, where JimmyCarter’s support for the Ayatollah hasculminated in the ascension of theRevolutionary Guard to the de factorulers of Iran, with an Allah sentmission to expand and confront theGreat Satan. The bulk of our troublesin Iraq come from Tehran. Ourpas s iv i t y i n t ha t r ega rd ha semboldened Iran to push on intoAfghanistan. Iran is now regularlycarrying out ambushes in Iraq,whether of US troops, Americanbackpackers or Kurdish guerrillas.And treating this as a problem that wec a n s o l v e w i t h m o r e I r a q i

In one of them,an IDF soldier has been indicted forkilling a ‘Palestinian’ woman. The Military Advocate General hasdecided to indict a number of officersand soldiers for their conduct duringthe operation. In one case, an IDFofficer at the rank of LieutenantColone l was summoned to adisciplinary hearing for havingdeviated from military directivespertaining to the prohibition on theuse of civilians for operationalactivity. In a second case, the MilitaryAdvocate General indicted an IDFStaff Sergeant for manslaughter. In athird case, the Military AdvocateG e n e r a l o r d e r e d a c r i m i n a linvestigation following his review ofa field investigation in order to clarifythe circumstances of a specificincident. In a fourth case, disciplinaryaction was taken against an IDFCaptain for his failed professionaljudgment in authorizing an attackagainst a terror operative.… Lt. Gen. Ashkenazi ordered anexamination of IDF conduct, and theethical aspects thereof, in fullconfidence of the moral justness ofthe IDF, its officers and soldiers, aswell as of the IDF’s ability toexamine any incident, to draw thenecessary conclusions, and to takelegal action as necessary. More than150 incidents have been examinedand nearly 50 investigations havebeen launched by the Military PoliceCriminal Investigations Divisionsince the operation’s conclusion.Furthermore, the report of the United

Nations fact finding mission on theGaza conflict (i.e. the “GoldstoneReport”) was published in September2009, presenting 30 specific incidentsrelated to the IDF, most of whichwere already familiar to the IDF andwere in various stages of examinationprior to the report’s publication. Read the whole thing. JPost adds: IDF Military Advocate General Maj.-Gen. Avichai Mandelblit decidedTuesday to charge a soldier withmanslaughter for allegedly shootingand killing a Palestinian womanduring Operation Cast Lead in theGaza Strip last year. The incident took place on January 4in Juhar a-Dik, near Gaza City, whena group of about 30 Palestiniancivilians, including women andchildren, approached an Israelimi l i ta ry pos i t ion . The group,according to several eyewitnessaccounts, was waving white flags.

At a certain point, one of the IDFsoldiers from the Givati Brigadeopened fire at a woman who wasmarching together with the group. Amother and daughter – 35-year-oldMajda Abu Hajiji and her 64-year-oldmother Salama were killed in theincident, although it is not clearwhich of them died from the Givatisoldier’s fire. The incident was laterthoroughly investigated by B’Tselemand mentioned in the GoldstoneReport. During a military probe shortlyfollowing the incident, one soldierwas picked out as responsible foropening fire at the group of civilians. Why Israel cannot make peace withthe ‘Palestinian Authority’ BarryRubin explains thy it’s not likely thatIsrael will make peace with the ‘Palestinian Authority’ anytime soon. So what if the PA failed? Wouldconventional wisdom in Washingtonswitch to saying that Israel had noreal alternative for peace and thus USpolicy should back Israel or wouldthe PA merely find some newgimmick? Even if it succeeded inc rea t i ng a marve lous s t ab l e ,prosperous, democratic (does thatmean elections that Hamas mightwin?) entity, would that mean it wasready to make a real and lasting peacewith Israel? Not necessarily. Becausethe issue is not whether there is moremoney or less corruption but whetherthere is a Palestinian readiness to endthe conflict, teach their people to giveup their dream of getting all of Israel,provide security guarantees and bewilling to resettle refugees in the stateof Palestine.

Why should Israel give up territoryand security to the PA merelybecause it prosecutes corrupt leaders(don’t hold your breath) and is moreprosperous?
