Since the digitization of this long-standing savings and investment vehicle, savings bond sales declined from 6.8 million EE bonds worth $1.7 billion in fiscal year 2011 to 400,000 bonds sold in 2013, a 94 per-cent reduction. Paper-based federal benefits checks, Social Security earnings statements and even tax forms have also been subject to elimination or minimization, making these critical services difficult or impos-sible for millions of Americans, all without congressional approval

In addition, the Food and Drug Administration in December proposed that the pa-per informational insert specifying dosage and contraindications in-cluded in pharmaceutical packag-ing be eliminated and replaced by on-line references. AF&PA advocacy on paper options is part of our mis-sion to support member interests. We are increasing efforts focused on policies that protect citizens’ rights to paper-based information and services. Through combining AF&PA efforts and resources with others, including the Consumers for

Paper Options coalition and the Pharmaceutical Literature Asso-ciation, we are making a difference. Our advocacy contributed to the Social Security Administration rein-stating the mailing of Social Security Earnings statements. In addition, we have provided education and informational tools for congres-sional leaders to work with us in challenging an FDA-proposed rule for digital-only distribution of prescribing information for pharmaceuticals. As we address new challenges in 2015, AF&PA will be an effec-

tive voice for congressional and executive branch support of federal policies protecting a citizen’s right to choose paper-based in-formation and services through advocacy, education and commu-nication. We will inform lawmak-ers about the negative trade-offs of excluding paper options, as well as seek opportunities to include paper options in legislation. In addition, the Consumers for Paper Options coalition has been restructured, with AF&PA taking a leadership role in the strategic direction of the coalition and serving as the Chair of the Government Affairs Committee. A key advocacy focus will be edu-cating legislators about the faulty economic logic of going digital. While government agencies are touting the cost savings of elimi-nating paper and printing, identity theft and fraud is rapidly escalat-ing and costing the government billions. The Treasury Inspector General for Tax Administration, for example, reported that some 270,518 taxpayers were affected by identity theft in 2010. In 2011, this figure more than doubled, and doubled again in 2012, and through the first half of 2013 there were 1.6 million taxpayers affected by identity theft. AF&PA advocacy will include research that supports our positions as we engage policymakers. A 2013 national survey by Infotrends con-cluded that an overwhelming ma-jority of American adults across all demographic groups believe that consumers should not be forced to receive information in a digital format. In that study, 73 percent of respondents say it is wrong to ex-pect everyone to go online to inter-act with government agencies, and 84 percent say it is not OK for the private sector to initiate a forcible shift to digital information. The sur-vey also revealed that more than 90 percent of young people share the belief that paper options should be preserved, with 92 percent respond-ing that paper format bills, state-ments and information should con-tinue to be provided to those who want it, free of charge or penalty. Americans deserve unfettered access to government information, services and benefits. AF&PA will be working diligently to firmly establish their right to choose between digital and paper formats and preserving access for millions of citizens who depend on the ability to make that choice.

What Mixed-waste MRFs Mean for Recovered Fiber Industry Leadership Session: CEO PanelCommunities around the U.S. are

increasingly facing proposals to build mixed-waste materials recovery facilities (MRFs), which would take in and separate recyclable material from organics and other waste. Supporters of mixed-waste MRFs present these facilities as a solu-tion to low recycling rates in certain communities as well as a valuable resource for parties interested in re-covering energy or engineered fuel from waste materials. Detractors, however, claim that since the waste is comingled before it heads to the MRF, the process degrades both the quantity and quality of recyclable material, and may divert otherwise recyclable fiber from use in prod-ucts to energy production.

Impact on the SupplyAF&PA has a goal to ensure a con-tinuing, expanding domestic re-covered fiber to help meet glob-al demand. To determine how mixed-waste MRFs impact the U.S. recovered fiber supply, AF&PA com-missioned research from leading recycling and solid waste systems consulting firm Reclay StewardEdge (RSE). RSE’s research concluded that concerns about mixed-waste MRFs are justified because they can reduce the supply of mill-quality

recovered fiber available to make new products. Mixed-waste MRFs sometimes fail to separate fiber for recycling. Due to high quality specifications and the ensuing risk of having loads rejected, processing fiber is costly. Operators are often contractually bound to meet diversion goals. To meet the goals, recyclable paper may be diverted to options such as waste-to-energy and engineered fuel production.

Recovered materials produced by mixed-waste MRFs tend to be of lower quality than those produced by systems where recyclable ma-terials are separated from munici-pal solid waste prior to collection. Comingled waste streams lead to increased risk of contamination of fiber, which can render it unsuitable for recycling. This increased contamination — from sources such as moisture, food waste, film plastics and other mate-

rials — also results in mixed-waste MRFs recovering a lower percent-age of marketable fiber than single-stream processing facilities.

AF&PA’s PositionAF&PA is in favor of market-based solutions that increase both the quantity and quality of paper recov-ery and provide flexibility for local implementation. AF&PA is in favor of collection, processing and utilization of recov-ered fiber in a way that enables it to go to its highest value end use as feedstock to manufacture new prod-ucts, and is against the diversion of recovered paper from use in manu-facturing products. Separating dry recyclable mate-rial from wet or organic solid waste is important to ensure high-quality recovered fiber. Therefore, AF&PA opposes collection and processing systems that increase contamina-tion of fiber because of the para-mount importance of the quality of the industry’s products, especially food contact paper and packaging. AF&PA is educating policymak-ers about mixed-waste MRFs’ po-tential to degrade the recovered fiber stream and ensure that fiber will go to its highest value end-use as a feedstock to manufacture new paper products.

Appvion Launches First Thermal Receipt Paper Made Using Vitamin C

Expera Specialty Solutions Announces Triple Chain-Of-Custody Certification

Appvion recently launched a new thermal receipt paper made with vitamin C instead of phenols like bisphenol A (BPA) and bisphenol S (BPS). The new receipt paper is now available to stores nationwide.

“Appvion understands that some consumers care about what’s in their receipt paper, not just what is printed on it. In response to demand for a more natural receipt paper, we now offer Alpha® Free, which is manufactured using vitamin C and meets the needs for people who are concerned about phenols like BPA,” said Dave Pauly, product manager for thermal receipt paper at Appvion. According to Appvion, Alpha Free receipt paper is the first to use vitamin C in place of traditional phenol-based thermal develop-ers like BPA, BPS or controversial

phenol substitutes. A recent survey commissioned by Metroland Media suggests that a significant majority of Ontario con-sumers (97% of those surveyed) continue to rely on flyers for making purchasing decisions. The study, produced by BrandSpark Interna-tional, also indicated that, despite many marketers feeling pressure to move to digital advertising and on-line flyer options, many consum-ers still look to print for informa-tion about shopping, even among younger demographics.

advertising is real and the research indicates that many consumers view print flyers as indispensable.” Highlights from the Ontario con-sumers surveyed include:• 97% read flyers (only 3% report

‘never’ reading flyers)• 94% of grocery consumers and

88% of mass merchant consumers read flyers

• 73% of consumers use flyers to learn about new products

• Consumers spend more time read-ing print flyers compared to online and email flyer

Print flyers remain strong as a source for identifying sales, maxi-mizing value and finding new prod-ucts. For example, survey results suggest that consumers look to print flyer advertising significantly more than store websites to research in-formation, including what deals are happening (3.3 times more), com-paring price and value options (twice as much), researching the range of products available (1.6 times more) and researching which stores carry a product (1.6 times more). Consumers surveyed told Metro-land that flyers allow them to discov-er new products. 71% of consumers surveyed say they are more likely to visit a retailer that sends them flyers. Additionally, 72% say that flyers im-pact their purchase decisions, and more than half say that flyers are a valuable part of their life. More than half (51%) have visited a store’s web-site after reading a flyer.

EU Requests WTO Dispute Settlement Panel over Russia’s Excessive Import Duties The EU on Feb. 26 requested the establishment of a dispute settle-ment panel at the World Trade Organization (WTO) in Geneva concerning Russia’s excessive im-port duties on different groups of products including paper products. This request follows EU efforts to find a solution with Russia since it joined the WTO in August 2012, including through formal WTO consultations that were held in November, states the European Commission. Upon joining the WTO, Russia committed to keep its import du-ties below the limits expressed in the accession documents. However, according to the opinion expressed by the EU Commission, it has con-tinued taxing a number of products across various sectors more heav-ily than agreed. Currently, this is still the case for certain products of interest for the EU. Russia deviates from what was decided at the time it was joining the WTO — it applies a higher duty rate, up to 15% instead of 5%. The request for the estab-lishment of a panel will be discussed for the first time at the

meeting of the WTO Dispute Set-tlement Body (DSB) on March 10. At that meeting Russia can, under the dispute settlement rules of the WTO, object to the establishment of the panel. In case the parties don’t reach any agreement the following DSB meet-ing will be held on March 25, Russia will be unable to block the request and, consequently, the panel will be established. The following step after the establishment of the panel is the composition of the panel by the parties and/or the WTO Director-General, by selecting three per-sons serving as panelists, who will then start the actual adjudication procedure.

Atlas Paper Mills Merges with Atlas Southeast PapersAtlas Paper Mills, LLC recently com-pleted a merger with Atlas Southeast Papers, LLC, forming a multi-facil-ity integrated manufacturer of tis-sue paper products. The combined company will be known as Atlas Pa-per Holdings, Inc. Jim Brown, CEO of Atlas Paper, said, “We’re very excited to add At-las Southeast to the Atlas Paper fam-ily. The demand for our tissue prod-ucts continues to strengthen, and the stellar production capabilities of the Atlas Southeast facility will help further expand our growth, diversify our end-markets, and provide high quality virgin and recycled tissue products to our customers.” Affiliates of Peak Rock Capital, an Austin, Texas based private equity firm, acquired Atlas Paper in May, 2013 and Atlas Southeast in Septem-ber, 2014, respectively. Headquartered in Miami, Florida, Atlas Paper is a manufacturer of tis-sue products, utilizing both virgin and recycled fiber. The company supplies private label and branded bath tissue, facial tissue and tow-els, along with cocktail, dinner and dispenser napkins to a diversified mix of customers in the away-from-home and value retail channels.

Finnpulp Progressing with Plans to Build 1.1 Million Tonne Pulp Mill in Finland

Mohawk Launches New Skytone Swatchbook

Finnpulp Ltd. announced that it is progressing with plans to build a EUR 1.4 billion pulp mill in Kuopio, Finland. The proposed pulp mill would have an annual production capac-ity of 1.1 million tonnes of softwood pulp, 60,000 tonnes of tall oil (a by-product of the Kraft process of wood pulp production), and 0.8 TWh bio-electricity to the national grid. Finnpulp explained that long-fiber softwood pulp is used in the produc-tion of tissue paper and packaging paper grades, which are forecast to maintain steady growth. According to Finnpulp, the pulp mill project planning began in 2012

and the company was founded in May 2013. A feasibility study was completed in February 2014. Finnpulp said that it intends to start an environmental impact assessment in spring 2015, after which the company can apply for an environmental permit. Investment decisions will be made as the project progresses, and proj-ect funding negotiations are ongo-ing with domestic and international investors, Finnpulp added. Finnpulp noted that the planned pulp mill will be carbon neutral and meet all the latest standards of Euro-pean legislation.

The program relies on the input of members to ensure ongoing value. For example, in 2014, AF&PA member committees provided guidance on the redesign of our annual Capacity Survey. The new survey now pro-vides a more comprehensive view of industry capacity and operating rates, and includes fiber consump-tion detail. The Capacity Survey is used by members, analysts and others as the foundation for indus-try analysis. Additional enhancements were recently implemented in the prod-uct sectors to make reports more in-formative and valuable to members. For example, paperboard reports now include shipment data, along with the traditional production and inventory detail; three printing-writing reports have been combined to streamline the data related to im-ports and exports; and an executive summary incorporating key eco-nomic indicators has been added to the suite of containerboard reports. AF&PA members provide the insights, feedback, and detailed data needed to make the AF&PA paper and packaging data a robust industry resource and set the stan-dard for data publication. Georgia-Pacific to Receive Multiple Financial Incentives for Upgrades to Muskogee MillAccording to an article in the Muskogee Phoenix (Oklahoma), port authority directors awarded multiple incentives worth up to $500,000 to subsidize improvements planned by Georgia-Pacific during the next three years at its Muskogee mill. G-P plans to upgrade its bath tissue and paper towel manufac-turing operations in Muskogee. Com-pany officials identified $135 million worth of projects — approved and proposed investments — they expect to undertake beginning this year. Some improvements planned for the local mill are intended to help it meet “existing and projected demand” for its product lines. Others will “help im-prove employee safety, environmental performance, reliability, and quality.” The local incentives are being made available through the Muskogee City-County Port Authority’s strategic investment program. Program incen-tives are available to local companies that plan to add qualified jobs or make eligible investments in new equipment or facilities and plant expansions. The performance-based incentive awarded to G-P falls under the latter category, but the contract approved

by port authority directors cites job retention as another anticipated outcome. Eric Miller, director of the port authority’s business and economic development division, described G-P as “a corporate and civic stalwart in Muskogee.”

According to the contract approved by port authority directors, G-P will “make commercially reasonable ef-forts to commence the physical con-struction of improvements ... within 180 days.” It must “proceed to com-pletion ... without interruption of a material duration.” In exchange, the port authority will make payments in an amount equal to 1% of G-P’s capital investments up to $500,000. Incentive payments will be made annually once G-P’s capital expenditures have been certified.

A Valmet-supplied tissue line recently started up at Syktyvkar Tissue Group’s new site in Semi-bratovo, Yaroslavl region, Russia. The new Advantage DCT 100HS machine adds 30,000 tons of tissue per year to the company’s current production of bathroom tissue, napkin and towel grades. The new machine has a width of 2.7 meters and a design speed of 2,000 m/min. Valmet’s delivery included a com-plete tissue production line along with basic and detailed engineering, process equipment, as well as the supervision of the installation and training of the new tissue line. Metso delivered an automation package with a process control system. Syktyvkar Tissue Group employs 385 people and produces approxi-mately 45,000 tonnes of tissue per year.

Overseas shipments account for about 70% of global wood chip trade, with pulp mills in Japan and China being the major destinations, reports Wood Resource Quarterly (WRQ). This trade is handled by specialty made wood chip carriers predominantly built in Japan and China. Many of the older and smaller vessels are like-ly to be scrapped in the next few years, and with new and larger ships being ordered, the aver-age chip vessel is becoming larger. International trade of wood chips has steadily increased over the past decade and will likely reach a re-cord high of approximately 36 mil-lion tons in 2014, according to WRQ. This has occurred because pulp and wood panel production capacity has increased in regions with a lack of sufficient supply of domestic wood fiber at competitive costs, and be-tween neighboring countries when opportunities exist for pulp mills to cross country borders in search of marginal wood fiber volumes. This type of inter-continental trade flow can be seen between the US and Canada, Russia and Finland, and the Baltic States with the Nordic countries. However, as much as 70% of the global chip trade is overseas with the major consuming countries being

in Asia. This trade, valued at over 4.5 billion dollars, is handled by vessels that are specially built for carrying wood chips. There are currently 145 of these specialty ships circling the globe with a majority of them either sailing towards or en route from ports in Japan or China, WRQ noted. The oldest chip vessels are from the

1980’s, but it is ex-pected that within a few years the world’s entire woodchip fleet will be less than 20 years old, accord-ing to the wood chip

ship-brokering firm Arc Chartering. Looking ahead towards 2017, the chip vessel fleet will not only be younger, but will also contain fewer ships, and the average ship will be bigger than in 2014. Between 10–15 smaller older ships are likely to be scrapped in the next few years, while roughly 5-10 new larger vessels may be built during 2015-17. With a declining number of chip vessels traveling the seas, there are currently fewer spot shipments and a high utili-zation of the existing fleet. Historically, wood chip carriers have been built in Japan for Japanese trading houses and forest companies. However, in recent years Chinese ship-yards have also built large vessels for Chinese customers.

Japanese companies currently own approximately 75% of the world’s chip vessels, while Chinese compa-nies own about 14% of the fleet, while other countries such as South Korea,

Turkey, Thailand and Indonesia account for the remaining 11%, WRQ said. The share of non-Japa-nese owned chip carriers is likely to increase in the coming years.

Sustainability Awards Honor Exemplary ProgramsAF&PA honored five of its member companies for their commitments to sustainability with 2014 AF&PA Sustainability Awards. The awards support AF&PA’s Better Practices, Better Planet 2020 sustainability ini-tiative and are designed to recognize sustainability successes in the paper and wood products manufacturing industry. RockTenn received a Leadership in Sustainability Award for Sus-

tainable Forest Management for its Internal Fiber Supply Chain Cer-tification program. They achieved their sustainability goal to achieve fiber chain-of-custody certification to credible third-party forestry cer-tifications at all their North Ameri-can wholly owned manufacturing facilities by 2020 early, in 2013. The company initiated a dual purpose effort to bring all their non-certified facilities to the same certifications

and to combine all their existing cer-tifications into one enterprise-wide multisite certificate. Evergreen Packaging was also awarded a Leadership in Sustain-ability Award for Sustainable Forest Management for their Certified Suc-cess – Evergreen Forest Certification program. This group certification program meets the standards of the American Tree Farm System (ATFS) and Forest Stewardship Council (FSC®), and allows multiple land-owners to be certified under a single group certificate – a cost-effective way for landowners to have their forests certified to internationally recognized standards. In its first year (2013), the program grew to include nearly 60 landowners comprising approximately 40,000 acres in North and South Carolina. Expera Specialty Solutions was recognized with the Leadership in Sustainability Award for Safety for the Care Enough to Act program in their Nicolet Mill located in De Pere, Wisconsin. The Nicolet mill intro-duced initiatives to identify safety hazards, reinforce safe behaviors, and put company-wide best prac-tices into place. This atmosphere of cooperation, accountability, and self-discipline led to all-time high safety improvements. NewPage Corporation (now Verso Corporation) received two Leader-ship in Sustainability Awards. The first was the Leadership in Sustain-ability Award for Paper Recovery for Recycling for the Duluth Mill Re-cycling Recovery Program at their Duluth, Minnesota mill. In this in-novative recycling program, partici-pating entities learn about recycling and receive funding for their organi-

zations, and the mill receives clean, high-quality, recyclable paper. The program has recovered 2,900 tons of paper and contributed $500,000 to over 120 participating groups. The second award was the Lead-ership in Sustainability Award for Water for the Escanaba Mill Water Reduction Initiative. The Escanaba, Michigan mill carried out a compre-hensive program of repairs and op-timization, resulting in measurable water reductions throughout mill area operations. The reduced water use led to reduced costs required for the heating, pumping, and treatment of water and supports ongoing resource conservation efforts at the mill. Domtar received the Leadership in Sustainability Award for Energy Efficiency and Greenhouse Gas Re-duction for their Barge Unloading and Conveyor Project. This one-mile-long conveyor belt from the banks of the Ohio River straight into their Hawesville, Kentucky mill enabled Domtar to directly de-liver wood chips to the mill, elimi-nating 54,000 wood chip delivery truck trips and drastically reducing truck traffic and related congestion and pollution. Domtar also was awarded the In-novation in Sustainability Award for their BioChoice Lignin — an ex-ample of our industry’s potential to produce new value streams out of existing resources. Domtar lever-aged their Plymouth, North Carolina mill’s existing infrastructure to start a lignin separation plant — the first of its kind in North America in over 25 years. Modern technology allows lignin to be made into a wide range of sustainable products, including coatings, natural binders, plastics and resins. AF&PA sustainability award applicants are considered in two primary categories. Projects that support the sustainability goals within Better Practices, Better Planet 2020 qualify for recognition in the “Leadership in Sustainability” cat-egory, which has five subcategories that correspond to the goals: Paper Recovery for Recycling, Energy Effi-ciency/Greenhouse Gas Reduction, Sustainable Forest Management, Safety, and Water. The “Innovation in Sustainability” award is reserved for projects that merit recognition for their contribution to sustainable business practices, not one of the goals specifically.
