U.S. Naval Bases aroundthe world provide criticalservices and support forservice members, staff, andtheir families. At NSANaples, as with manyOCONUS installations, weoperate on leased propertyand work with local con-tractors who do things thatwe can’t do ourselves due tofinancial, legal, or govern-mental concerns. Thesefunctions include things like waste disposal, IP services, general maintenance, and custodial services. NSANaples monitors contractor performance to ensure U.S.tax dollars are being used efficiently, and that our com-munity members are receiving the services we pay for.One very important contract, the housing maintenancecontract, is currently held by an Italian company namedMirabella. NSA Naples has a long standing partnershipwith Mirabella, and we have focused our efforts over thepast few months to implement new initiatives aimed atimproving the quality of service and the quality of life onSupport Site. On Monday, I assigned five Seabees to as-sist with oversight and follow-up of service callsthroughout Support Site Housing as the first of theseinitiatives. Other plans include reducing the amount ofrepeat service calls and improving the performance ofHVAC systems, like heating and air conditioning. Yourfeedback via the chain of command, ICE, or town hallmeetings is very important to me, and it helps to betterunderstand the issues and develop plans to improveservice. This week I sponsored a two-day partnering session

with leaders from Mirabella, NAVFAC, the Public WorksDepartment, the Housing Office, and NSA Naples to ad-dress quality of service, develop plans for improvement, and to strengthen the relationship between Mirabellaand the Navy. A wide range of subjects were discussedincluding improvements to communication, conflict reso-lution, repeat service calls, air conditioning, customerservice, trash disposal, and facility recapitalization. Thediscussions were positive and produced a number ofjoint action items that will result in an improved experi-ence for Support Site residents.Sunday marked the first day of November, and with

that the beginning of Native American Heritage month. Each year the Navy reflects on the profound way thefirst Americans shaped our Navy’s character, culture, and attitudes about diversity and inclusion. NativeAmericans have served in uniform for more than twocenturies, from the Revolutionary War to the ongoingconflicts in Iraq and Afghanistan. In fact, Defense De-partment statistics show that Native Americans havethe highest per-capita population of any ethnic groupserving in the armed forces. I encourage the entire NSANaples community to celebrate diversity every day byrecognizing the contributions we all bring to the table, regardless of our color, creed or faith.November also marks the beginning of the holiday sea-

son, and it is hard for me to believe how fast the yearhas flown by. You may have noticed a new tree near themain gate of the Support Site. Have a great weekend, and don’t forget to say thanks to our Security forces andfirst responders who are always ready, seven days aweek, 24 hours a day. Thank you!

Leading up to the American Revolution, a com-mittee of the Continental Congress met to drafta resolution calling for two battalions of Mari-nes able to fight for independence at sea andon shore. On November 10, 1775, the Second

Continental Congress in Philadelphiapassed a resolution stating that “twoBattalions of Marines be raised” forservice as landing forces with the fleet. This resolution established the Conti-

nental Marines and marked the officialbirth date of the United States Marine Corps.Captain (later Major) Samuel Nicholas becamethe first commissioned officer in the ContinentalMarines. He remained the senior Marine officerthroughout the American Revolution and isknown as the first Marine Commandant. As his first order of business, Nicholas needed

to recruit Marines to fill those two battalions. He visited numerous public inns and tavernsthroughout the city of Philadelphia to begin re-cruiting. One of his first recruits was a well-known local patriot Robert Mullan, who wasowner of Tun Tavern, which became crucial toNicholas’ recruiting efforts. Eventually Tun Ta-vern became part of military legend as the bir-thplace of the Marine Corps.Serving on land and at sea, these first Marines

distinguished themselves in a number of impor-tant operations, including their first amphibiousraid into the Bahamas in March 1776.The belligerent British were storing large sup-

plies of gunpowder at Fort Nassau in theBahamas. Nicholas and 234 Marines sai-

led with the Continental Navy on amission to capture the fort and itssupply of gunpowder and munitions.Within minutes of their arrival onshore, the British troops surrendered

to the Marines. Their first challenge andsuccess paved the way for greater opera-

tions to come. The Treaty of Paris in April 1783 brought an

end to the Revolutionary War and as the last ofthe Navy's ships were sold, the ContinentalNavy and Marines went out of existence.Following the Revolutionary War and the for-

mal re-establishment of the Marine Corps onJuly 11, 1798, Marines saw action in the quasi-war with France, landed in Santo Domingo, andtook part in many operations against the Bar-bary pirates along the “Shores of Tripoli.”For two-and-a-half centuries spanning our

nation’s history, U.S. Marines have been thefirst to enter many conflicts in an attempt tobring peace and stability around the world, while defending our nation’s shores. Happy bir-thday and Semper Fi to the United States Ma-rine Corps.

Reducing energy waste from your electronics

ENERGY CONSERVATION

From the NSA Naples Energy Management Team

Activating the power-savefunction on your com-puter is a super-easyway to shave up to$90 a year off yourutility bills. Exactlyhow much you savedepends onwhether you use alaptop or a CPUand a monitor andhow long you cur-rently leave yourcomputer on for. Low power mode

also helps equipment run cooler so it lasts longer. Getinto the habit of turning off your monitor when youwalk away for 20 minutes and your computer whenyou leave your desk for more than two hours, andyou’ll rack up even more savings. Reduce the brightness setting of your television. Se-

lect the “home” mode because the “retail: or “vivid”mode (the default setting for most TVs) uses up to 25percent more power, according to the Natural Re-sources Defense Council. While you’re at it, activate the energy- and power-

saving modes on your TV and other appliances andsave around $40 a year. Video game consoles, such as the Sony PlayStation 3

and Microsoft Xbox 360, use nearly the same amountof power when they are turned on and left idle as theydo when you are actively playing a game or watching amovie. Save more than $100 a year by remembering to turn

off your gaming system whenever you’re not using it.

The Navy Standard Integrated Personnel Sys-tem (NSIPS) will be performing technical up-grades, Nov. 5-10, during which the system willbe offline. The upgrade outage begins at 6 p.m. Central

Standard Time, Nov. 5, and the system is sched-uled to come back online at 8 a.m., Nov. 11. For users, the upgrade will result in a menu

change. Currently, the menu is displayed onthe left side of the page, but it will move to thetop of the page as a drop down menu. Addition-ally, there will be expanded training capabili-ties allowing for self-paced, computer-basedtraining with multiple playback modes. The impact to ships is that the central person-

nel and pay processing site will be shut down

during the aforementioned time frame, sotransactions going to corporate systems (DJMS,OPINS, NES, etc.) will be delayed for that pe-riod, as will feedback from the corporate sys-tems. The transactions processed on the ship'sNSIPS servers will be queued for processingonce the central system is back online and notransactions will be lost. All Sailors are encouraged to make sure

England and France, where an unknownsoldier was buried in each nation’s highestplace of honor (in England, WestminsterAbbey; in France, the Arc de Triomphe). These memorial gestures all took place onNovember 11, giving universal recognitionto the celebrated ending of World War Ifighting at 11 a.m., November 11, 1918 (the11th hour of the 11th day of the 11thmonth). The day became known as“Armistice Day.”

Armistice Day officially re-ceived its name in Amer-ica in 1926 through aCongressional resolu-

tion. It became anational hol-

iday 12 years later by similar Congres-sional action. If the idealistic hope had beenrealized that World War I was “the War toend all wars,” November 11 might still becalled Armistice Day. But only a few yearsafter the holiday was proclaimed, warbroke out in Europe. Sixteen and one-halfmillion Americans took part. Four hundredseven thousand American service membersdied; and of these, more than 292,000 inbattle. In 1954, Congress passed a bill that Presi-

dent Eisenhower signed, which proclaimedNovember 11 as Veterans Day. “Let us solemnly remember the sacrifices

of all those who fought so valiantly, on theseas, in the air, and on foreign shores, topreserve our heritage of freedom, and let usreconsecrate ourselves to the task of pro-moting and enduring peace so that their ef-forts shall not have been in vain,”Eisenhower said.Although most federal holidays are cele-

brated on Mondays, to ensure that federalemployees can enjoy three day weekendswith their friends and families, Veterans Daycontinues to be observed on November 11, re-gardless of what day of the week on which itfalls. This observance of Veterans Day onNovember 11 not only preserves the his-

torical significance of the date, buthelps focus attention on the im-

portant purpose of VeteransDay: A celebration to honorAmerica’s veterans for theirpatriotism, love of country,

and willingness to serve and sac-rifice for the common good.

The men’s and women’s teams, led by cap-tains Rohan Merrill and Shiloh House-worth, trained hard each week and racedevery Saturday to prepare for this day. The women’s team finished 6th overall

Cross Country Coach Francis “Chip” Noo-nan optimistic for next year.“Last year’s team was the best women’s

team we’ve ever had. But we only had 2runners back from last year’s top seven. The fact that this young team ran this welland we’ll have everyone back next year hasme optimistic about the future. This year’steam was good, but I think next year they’llbe phenomenal.” The men’s team raced to their fastest

team average (18:39) and highest Division Ifinish (5th place) in team history.“This is the best European Championship

performance by our men’s team sincechampionships began to be held at

Baumholder in 2012,” Noo-nan said. “We were only 4

points away from Kaiser-slautern. It’s been challeng-ing to be in Division I. But at

the same time, it’sforced us to trainharder and racesmarter. This Satur-
