October 29th Malcolm meets with Gary Faehse from WB+ Property Solutions, a potential project manager.

October 30th meeting between Michelle Brown, Zina Prior, Maxinne Bell, Malcolm Price from Community Renewal and Captain Liam Hansen from the ACCAP program.

October 30th presented initial design to Youth Justice group and Coolgaree Youth at Coolgaree Youth Centre.

October 31st Government Steering Meeting proceeded by PI Transport Meeting.

Meeting between CR Staff and Captain Liam Hansen (ACAP Program). This meeting was to discuss ways in which the ACAP program could assist in the building of the proposed Palm Island youth facility and to determine whether there are any other ways the two projects could compliment each other. Key outcomes: • Captain Hansen thought it worth exploring whether

ACAP project could lay the slab of the main building. • ACAP project was not likely to compete for labour

resources on the island so the building schedule of this project should disregard ACAP schedule.

Between October 28th and November 18th Zina Prior approached a range of Palm island groups to get their feedback on the design to date.

The initial sketch design was presented to the Youth Justice group and it had a moderately good response.

November 8th, Malcolm did a tour of 6 PCYC’s North of Brisbane including: Bray’s Park, Fortitude Valley, Zillmere, Sandgate, Redcliff, Deception Bay & Bray’s Park

November 11th - 12th Malcolm work on Scheme 2 for presentation to meeting with PCYC.

November 9th – 10th Shaneen worked up alternative arrangements of Scheme 1, because she was not entirely happy with how scheme 1 was working.

Bray’s Park PCYC The characteristics to note in this facility include: • A large open office connected to reception that includes a

filing compactor. • The building was two stories high with good supervision of

main space. • A naturally lit, well ventilated and externally accessible

training room. • A separate hall for gymnastics (also the case for many of the

PCYCs). • Good provision of change and shower facilities. • A climbing wall at the end of the main hall.

Fortitude Valley PCYC This facility was probably closest of the six PCYCs visited to the size and scale of facility which the Palm Island facility is likely to be, although not exactly the same functional requirements. Characteristics to note in this facility include: • A large multipurpose hall that

was being used for both for ball sports and gymnastics.

• A well equipped weight training gymnasium that included boxing facilities.

• A well supervised indoor/outdoor social “pulse” space.

Deception Bay PCYC This facility was fairly limited in its scope. The use of the hanging dividers in the large space was useful.

Zillmere PCYC The key features of this facility included: • External half-court

basketball courts. • Emphasis on multi-

purpose spaces with room dividers rather then dedicated spaces.

• A centrally located kitchen that could access several spaces.

• An indoor/outdoor Café space.

Redcliff PCYC This was a large sprawling facility that had a broad range of functional spaces. These included: • A large sporting hall; • A swimming pool; • Children’s playgroup; • Extensive bicycle track; • Skate bowl; • Squash courts; • Weight training gymnasia;

Sketch Design Plan - Scheme 2 This second scheme was an evolution of the First Sketch Design Plan, presented on Storyboard 14-15, the main changes were: • Making the space between buildings more generous and workable. • Adding Training Area into compound at Northern end of compound. • Rearrange planning of Boomerang to allow reception area to reside in middle of

boomerang and provide better supervision. • Use of side of Main Space to create one edge of compound.

hall • Band practice room. Despite its design and planning shortcomings, this was quite a vibrant facility with strong membership. Of all of the facilities visited this one was probably the least corporate looking and informal. It included a variety of community murals.

November 11th Shaneen & Malcolm met to discuss broad arrangement of design elements and arrived at arrangement of scheme 2.

November 12th – meeting between PCYC and Community Renewal staff to discuss content of the design.

November 15th – Rob Fiedler from PCYC provided a more considered response to design presented to them on November 12th including a plan of their preferred option.

Meeting Tuesday 12th of November Present: Stephen Pyne (Queensland Police); Owen Page (PCYC); Rob Fielder (PCYC); Michelle Brown (CR); Lawrence Swann (CR); and Malcolm Price (CR) There were two key areas of discussion. Management Issues • Management of the facility. In the context of talking about putting together a management committee on Palm Island for the proposed facility, PCYC stated that they would seek to use their corporate management structure for the new facility. Under this structure they would set up an advisory management committee which would be subject to direction from the PCYC Board. The committee would direct the running of the facility, but is always subject to the direction of the board and can even be dismissed by the PCYC board. (Although this usually only happens when the local organisation gets into financial difficulty.) PCYC will supply Community Renewal and Palm Island Council with a copy of its corporate guidelines. • Ownership of Facility While the facility and land it is owned by Palm Island Council, PCYC would own the lease and be legally responsible for managing the facility. • Name of Facility PCYC stated the facility would be called the Palm Island PCYC, with the provision that the facility could have a sub-name as specified by the Palm Island Community. Michelle Brown stated that she believed this would be an issue that required further discussion with the Palm Island Council given that the proposed facility will be the key community gathering space for sometime to come. A competition to name the centre has been suggested. Design/ Planning Issues PCYC staff had been through all of the Storyboard pages 1-15 so understood the development of the scheme to date. The discussion related to the scheme presented on Storyboard 14 & 15 and an updated plan (see page 18) which Malcolm had just completed. Malcolm began by stating the rationale of the scheme in relation to security/safety. • Security/safety of people in this case was primarily dealt with by providing excellent

supervision for all people both from outside and inside the centre, which is a far more culturally sensitive strategy for aboriginal people then making enclosed spaces.

• Security/safety of equipment was dealt with by making multiply levels of lockdown spaces so that even if the compound was broken into it would still be difficult to break into secure storage facilities.

Key criticisms/suggestions from PCYC were: • They were happy with position and location of PCYC offices and reception (as

presented in Storyboard 14 & 15), with addition of a meeting room. • Two conjoined Multipurpose spaces need to be larger, suggested adding Multipurpose

Room/Computer to the end. (Malcolm pointed out separating this room was to provide a safe room near offices where kids could do homework after school.)

• Thought kitchen might be better if it related to Double MPS rooms as well, to allow easier catering.

• The primary concern with the design was a perceived lack of security. In particular ease of getting into compound and the ease with which drugs or alcohol could be passed through the fence. (Michelle suggested application of CTPED principles, )

• There was also a concern over the main space getting wet in driving rain. PCYC to conduct further review and will get back to CR by end of week.

PCYC Design Suggestion The PCYCs preference for the new facility is that it be contained in a single enclosed building rather then an open compound, there reasons for this are their belief it will provide a more easily managed facility and that it will be a more secure facility. Their design suggestion also indicates they would prefer a completely stand alone facility without Coolgaree or any provision for other services being located within the new facility they manage.

November 22th – Michelle Brown from Community Renewal wrote a letter to PCYC setting out Community Renewal position in relation to development of the design.

Key Issues raised in letter written by Michelle Brown (Director of CR) to PCYC • Given the location of the Centre on a remote Indigenous community, with no other existing community, sporting, cultural or recreational facility and no prospect

of another major capital development in the foreseeable future, it is fundamental that this development be seen as much broader than the construction of a PCYC. In communities such as Yarrabah and Mornington Island, community halls and recreation centre co-exist with the PCYC. However, there is no community hall or recreation centre on Palm Island. Community Renewal will therefore not be prepared to support the construction of a facility which is designed simply as a PCYC, without regard to the broader needs of the Palm Island community for a community gathering place.

• Given the history of the Island, it is fundamental that the project adopt a consultative and inclusive approach to development of the design for the Centre. This is critical to the Community Renewal approach to any project. For this reason, Community Renewal would not be prepared to endorse a design that failed to incorporate the key concerns and input from Palm Islanders.

November 18th to 26th Sketch Design – Scheme 3 was a natural development from Scheme 1& 2 and it attempts to incorporate police concerns around security. It attempts to follow Crime Prevention Through Environmental Design principles (see later Storyboard page for more detail)

Site Plan This site plan is an attempt to incorporate many of the features which have been asked for by young people while connecting the proposed new youth facility with the Master Plan.

Coolgaree Youth Centre In this scheme it has been physically separated from the new facility however it has now been located orientated to the North and is centrally located within a larger youth precinct, including the football field and teenage adventure sports area.

Football Field Suggested Upgrades include: • Some regrading to make

surface more level. • Sub-ground irrigation for

playing surface (The stormwater run off from the new Youth Centre could potentially provide some water for irrigation.)

• Shaded grassed bunding (small mounds) surrounding field to provide comfortable shaded seating areas.

• Some car parking. • Limit vehicle access to

field.

Life Cycle of Palm Island One of the suggestions of young people for this project was to create a trail that links art installations representing different parts of the life cycle of Palm Islanders. Rather then this occurring only in and around the new facility (as shown in Scheme 1), the installations could be linked by a track around the football field, also linking elements like the proposed re-creation of the Town Square as a turtle.

This area need not involve much actual construction or expenditure of money. It is more the allocation of a space for young people to use as they wish, this may be as simple as providing piles of dirt which young people can shift and use as they wish for BMX. The existing building could have repairs done so it can be used as a clubhouse. This space could be completely designed and developed by young people as part of an employment program.

Energy System Solar Panels and wind turbines form part of onsite energy system, that is connected to local energy grid.

Bunding to provide casual seating to view football and make vehicle access to edge of building more difficult

Stage This feature is double sided so that theatrical performance can be movies can be viewed from both within or outside the new facility.

Wind turbine/ ventilator, both ventilates and produces energy.

Stormwater System Small built rocky creek provides stormwater runoff system. Water can be stored in underground tanks (recycled existing tanks) and the water can be recycled back into water playground or into irrigation system for sporting field.

No roofs have gutters, most runoff directed into centre and moved off site by artificial rocky creek

Playground Designed in the shape of the impression left by a turtle laying its eggs, it can be either wet or dry playground, water can be provided by recycled stormwater

Storage Wall The back wall of the Boomerang is a secure storage area with no windows. The outside of the wall is textured and would have the appearance of a Coral wall. This is a great opportunity to create a series of artworks.

Training Area/ Change Rooms Semi caged enclosure for weight training etc. Change rooms are located to provide access to Main Space, Stage, Training Area and football field.

Boomerang Shaped Building This building contains all of the community auxuilary spaces including: • Management Offices, • Two additional office suites • Café hangout space, • Commercial kitchen, • Meeting rooms, • Pulse space (pool tables, video games)

Disco/Music/AV multipurpose space • Art/ craft multipurpose space • Training Room with computers, • Elders Place, • Radio station.

Main Space Large undercover space suitable for a range of ball sports, gymnastics and large meetings or theatrical performance. There are also a number of storage spaces.

Elders Place A special place close to old peoples home including a small Yarning Circle. The room has external access as well as a sink and fridge for tea and coffee making.

Sketch Design -Scheme 3 The reasons for the change of arrangement between this scheme and the two previous schemes are: • To make the compound more secure and

easier to supervise. • Make orientation of design elements toward the

North so that buildings are more energy efficient, thermally comfortable and less expensive to run.

• To provide a better, more useful courtyard space for the provision of a well supervised children’s playground.

• To make the building less easy to break into. • To include CTPED principles in design.

Sketch Design -Scheme 3 The reasons for the change of arrangement between this scheme and the two previous schemes are: • To make the compound more secure and easier to

supervise. • Make orientation of design elements toward the

North so that buildings are more energy efficient, thermally comfortable and less expensive to run.

• To provide a better, more useful courtyard space for the provision of a well supervised children’s playground.

• To make the building less easy to break into. • To include CTPED principles in design.

This Entry Forecourt as it is at the end of Mango Lane may be a good location to create a sort of memorial to Palm Island people who were incarcerated and died on Palm Island
