LAKE KIOWA WOMAN’S CLUB CANDIDATES FORUMWe all know what a wonderful place Lake Kiowa is to live and want to ensure
that we have the best leadership possible. That is why the Lake Kiowa Woman’s Club holds an annual Candidates Forum at which time you will have the opportunity to meet the candidates, learn about their lives and hear their views on relevant issues regarding our community.
The Candidates Forum will take place Sunday, Jan. 27 at 6:30 p.m. at the Lodge. The LKPOA Nominating Committee has selected a great slate of board candidates for 2008. A Candidates Forum Question Box has been set up at the Lodge to permit you to submit questions to the candidates about their vision for Lake Kiowa.
For those attending the Forum, we will have a drawing for four $25 gift certifi cates to the Lodge. We would like to encourage everyone to come to this event, as it is especially important in this national election year that we give the same thought to choosing our local leaders.

The Kiowa Homeowners Water Supply Corporation Annual meeting will be held Thursday, Mar. 20. A buffet dinner at 5:30 p.m. will precede the 6:30 p.m. meeting. A drawing for water use credits will be held at the conclusion of the meeting. You need to be present to win. One per household, please.Résumés and pictures of the four above nominees (Jerry Hollon, Joe Dean Mullins, John Seefeldt, and Bill White) are included in this issue of the Lake Kiowa CommuniQue (Résumés on pages 8 and 9). The CommuniQue is available on the Lake Kiowa Web page at www.lakekiowatx.com.
The LKPOA Annual Meeting will be held Saturday, March 8 at 7 p.m. at the Lodge. The results of the February election for new board members will be announced at that time.
Linda Fite, Chair, announced that the Nominating Committee has selected six candidates for election to the Lake Kiowa Board of Directors. The candidates are: Lisa Sundbye, Randy Schmaltz, John Leatherman, Justin McMurry, Jerry Slater, and John Wolek. Additional qualifi ed members have until Jan. 15 to submit their names. Linda also thanked everyone who had submitted a nomination form.
According to the by-laws, the procedures for electing directors are as follows:
6.03 Procedures for Electing Directors.
[a] Nominations for the Board of Directors must be submitted to the Nominating Committee no later than November 15 of each year. The committee will select the best qualifi ed applicants (no fewer than two for each vacancy) and publish their names in the January issue of Association Publication, or include them with members monthly statement.
[b] Thereafter, nominations may be made by the membership at large by submitting the names and qualifi cations
of such nominees to the Election Committee, accompanied by: (1) a statement signed by the nominee that he or she will accept the nomination and serve if elected, and (2) the written endorsement of at least fi fty (50) members in good standing. Such additional nominees also must be members in good standing, and all the Election Committee must receive documents no later than January 15, in order to qualify, have information published in the Association publication and be placed on the ballot.
[c] The names, qualifi cations and pictures of all nominees will be placed in the February issue of the Association publication mailed to all members.
[d] Ballots shall be mailed to all members no later than February 1st.
[e] All voting shall cease on March 1st and all ballots post-marked or received in the Association offi ce on or before said date, shall be acted upon by the Election Committee in accordance with 6.01[c]. The nominees receiving the largest number of votes shall be deemed elected. In the event of a tie, the affected nominees will draw for position in the presence of the Election Committee.
In addition to Chair Linda Fite, Judy Beard, Leroy Becker, Hoot Gipson, Jim Hawkins and Carol Hutchinson comprised the Nominating Committee.
Low water crossing #1 is repaired and back in use. When the repair project began, we found that the water crossing was in much worse condition than expected. The culvert had collapsed and the roadbed was suspended with no support. With the repair that was done, we have tripled the size of the opening to allow more water to fl ow through.
As President Padgham stated, we got this fi xed just in time! A big THANK YOU goes out to the Security team that guided us through the Navajo Gate.
Low water crossing #2 is next on the repair list. Good news: It will NOT be closed as the repairs begin in January, weather permitting. The road will be closed down to one lane for the repairs.
Come to the Lodge and meet our new Chef Craig Singer. Craig is a Certifi ed Professional Chef and a graduate of the Culinary Institute of America in New York. Things are changing; we are receiving good reviews on the food; so come by and try some of the new specials.
This month we saw the front gate get decked out in our holiday lights. The Nativity is now complete with the addition of the Three Wise Men. THANK YOU to Kiowa Woman’s Club, Angler’s Club and Friends of the Lodge for funding the purchase of the Wise Men. I even heard Santa was here and making visits at many homes.

We will be ready to start a new year by the time this paper arrives, and I look forward to another successful and productive year for Lake Kiowa.
Water crossing #1 was repaired “just in time” to avert a potential serious accident. Sometimes a little inconvenience is necessary to avoid a much longer one if repairs aren’t made at the appropriate time. Thank you for being cooperative and patient – and our apologies to all who endured the dust behind San Chez.
When #2 water crossing is under repair, one lane should be open at all times, so everyone will be able to enter and exit Lake Kiowa via the usual route. Won’t it be wonderful to see all the
broken concrete removed and the area cleaned up and safe!
Can you believe we will begin work on next year’s budget sometime in February? Once again a new community manager will have to “jump right in” and face the challenge of putting together a workable budget for our community. We are fortunate to be in such good fi nancial condition and appreciate the cooperation of all departments to help us achieve this goal.

CART PATHS ONLYThe time of the year is approaching for cart paths only—Jan. 7 to
March 3. What this means is the handicap fl ags will be available in the Pro Shop for those persons who have a problem or handicap that prevents them from walking to their ball.
When you receive a handicap fl ag, there are some things that you need to know:
1. The handicap fl ag is for you and only you, NOT the person riding with you.
2. The handicap fl ag MUST be turned in to the Pro Shop after your round of golf.
3. The handicap fl ag does not allow you to drive your cart up next to the tee box or the green. The rule of getting your cart back on the cart path next to the tee box or green is still in effect.
4. When the signs are up at the #1 or #10 tee box, CART PATHS ONLY! This means all carts, regardless of whether or not you have a handicap fl ag. What this means is the course is too wet for cart traffi c and all the carts must stay on the cart paths.

The New Year is upon us, and things at the Lodge are looking up!
This past month has brought many changes to us here at your Lodge. The biggest of these changes is the new addition to our staff. We welcomed Chef Craig Singer at the end of November, and he has already had a huge impact. Craig comes to us with a fantastic pedigree. He is a Certified Professional Chef and graduate of the Culinary Institute of America in New York. He has worked in some wonderful white tablecloth restaurants and brings with him a sizeable catalog of outstanding dishes.
We have had more compliments on the food than any time that I can remember, and there has been a trickle-down effect on the entire staff. Everyone on the staff seems to be taking more pride in their work and, as such, service has also improved greatly.
With these things in place, we feel we have an excellent recipe for increased sales with a decrease in costs. This will be a benefit to the entire Lake Kiowa community. I would personally like to invite everyone to come in and give us a try.
As always, we would like to extend our thanks for the continued support of Your Lodge, and for the opportunity to continue to serve Lake Kiowa.

Professional Chef Craig Singer is our new chef at the Lake Kiowa Restaurant. With more than 12 years experience in the culinary arts and being a graduate of the Culinary Institute of America, Craig has established himself as a leader in the hospitality industry.
For the past eight years he has headed custom catering operations in Texas, Idaho, and New York. These efforts provided him the opportunity to work in a variety of areas, allowing him to learn to appreciate regional influences and the importance of supporting the use of local products. In addition, Craig has been successful in developing a strong cohesive team everywhere he has worked.

LAKE KIOWA DUPLICATE BRIDGE CLUB CHRISTMAS PARTY
The Lake Kiowa Duplicate Bridge Club held its annual Christmas Party Sunday, Dec. 8 at the Lodge. Players snacked and sipped until 5 p.m., when the Lodge restaurant servers presented dinner to all—players and spouses. Despite the poor weather and necessity of driving around the lake to arrive at the Lodge, all enjoyed a good time.
Our friends from Sherman took home the honors: Gene and Judy Kincaid were fi rst in the E/W players, while Bert Dempsey and Frankie Anderson won N/S for the second week in a row.
The Lake Kiowa Duplicate Bridge Club meets Mondays at 12:30 p.m. in the Lodge. Although winners receive points toward their ACBL ranking, it is not necessary to be a member of the ACBL to play in our game. All you need is a partner and the desire to have a fun on a Monday afternoon.

PATRICK W. ALFORD RECEIVES PhD IN BIOMEDICAL ENGINEERING
Patrick William Alford, son of Deborah and Dennis Alford of Lebanon, Illinois, and grandson of Miriam and Bill Beebe of Lake Kiowa, successfully defended his thesis and received a Doctor of Philosophy in Biomedical Engineering from Washington University, St. Louis, Missouri, on Oct 12. Dr. Alford completed his undergraduate studies at Bradley University, Peoria, Illinois, graduating cum laude in mechanical engineering in May 2001. He is a 1997 graduate of O’Fallon High School, O’Fallon, Illinois.
Under the tutelage of Dr. Larry A. Taber, Ph.D., Dr Alford has been conducting research in the biomedical engineering fi eld relating to arterial growth and development. He has co-authored and singly authored several articles published in scientifi c journals over the course of his studies at Washington University. His doctoral thesis consisted of an in-depth computational study of arterial adaptation in response to perturbation in physical loading; for example, hypertension. Dr. Alford plans to continue his work in this fi eld in a postdoctoral fellowship and eventually obtain a teaching/research position at a major research university.

Happy New Year!The celebration of Christmas
and election of new Board members were the main topics of the Chapel Quarterly Business Meeting and potluck dinner held in the Lodge on Dec. 10. The chapel choir started out the evening performing some beautiful Christmas music before sitting down to a delicious potluck dinner and fellowship. During the business meeting, which followed the dinner, it was noted that additional money had been given to the Cooke County Friends of the Family after the last meeting when they shared their services to the community with us. The Christmas Caroling arrangements for Dec. 22 were made. Election of Board members was held with Linda Stroup, Jaqui Stewart, and Dwayne Hopson elected to two-year terms, while Brent Reed and Sharon James will join J. B. Cole, Peggy Coolidge, and June Cloud with one year to serve. Dwayne Hopson thanked Paul Liscom, Shirley Falkenhagen and Phyllis Gardner for their service as they leave the Board.
Regular Sunday morning chapel services are scheduled at 8 a.m. in the Lodge Assembly Room. Rev. John Hare and Rev. J. L. Williams are the pastors delivering their messages on alternate Sunday mornings.
Rev. Williams will deliver the message on Jan. 6 entitled “How To Redeem a Resolution” with text from Psalm 132:2-5.
“Body Parts” is the title of Rev. Hare’s message Jan. 13 with text from I Corinthians 12:12-26.
Rev. Williams’ message on Jan. 20 will be “How To Start Over.” The text of this message will be from Psalm 23:2.
Rev. Hare’s message on Jan. 27 will be entitled “Owls,
Oaks, and Graveyards.” His text will be from I Corinthians 15:12-20.
The Holiday food drive for V.I.S.T.O. resulted in a generous supply of food for the shelves and monetary donations which will continue to fi ll specifi c needs. They are also the recipient of food contributed on the third Sunday of every month and are grateful for any contributions that are made, including monetary.
The chapel choir sings on the third Sunday service of the month. They practice every Monday morning at 8 a.m. in the Lodge. New voices are always welcome so come and enjoy the music and being a part of this special group.
The Lake Kiowa Chapel meets every Sunday morning from 8 to 8:30 a.m. in the Lodge. All residents and guests are welcome. This is an interdenominational service that may precede your regular church service or a round of golf. Casual dress is always welcome. Please come and share this time with your friends and neighbors on Sunday morning at 8 a.m.

Taught and coached in Austin I.S.D. for 3 years. Served 2 years in U.S. Army. Worked for a builder/developer as superintendent of construction for 7 years. Married Sandy Schoenfeld of Houston in 1966. Daughter Kim was born in 1966 and son Andy in 1971. We have six grandchildren. Earned a M.S. from U.T. Austin in 1974. Taught and worked in school administration from 1974 – 1998.
Purchased lot at Lake Kiowa in 1990, built a home in 1996, and retired here in 1998. In the interim, I served 17 years on the Lake Pointe Medical Center Board in Rowlett, Texas. I am a fi rm believer in good water management. It is one of our most precious resources. If elected to the Kiowa Homeowners Water Supply Corp. Board, I will work diligently to see that the community’s water needs are met.

In 1955 married my wife of 52 years, Gwen and had two children, six grandchildren and six great-grandchildren.
Moved to Houston in 1964 and was a Sales Manager and Vice President of US Home Corporation. Upon leaving the corporate world, started a general construction business in the Dallas area. During the following years, I built homes, water treatment plants, water transmission lines, sewer lift stations, hospitals, libraries and was the general contractor for the Club House in Trophy Club, Texas. We did primarily municipal and Federal Government work.
While living in the Albuquerque, NM area, I obtained my real estate license and specialized in mountain property in the Sandia Park, Cedar Crest area.
While looking for a place to retire and return to Texas, we found Lake Kiowa in 1998 and thought we had arrived in paradise and have not found any reason to change our minds. I am active in golf, having served two terms as Assistant Project Chairman and three terms on the Couples Golf Association Board.
I am anxious to “give back” to a community, which has given so much to us, and if elected, will always keep the best interest of the community fi rst.

Leadership Lake Kiowa students in December had the opportunity to learn about various community standing, advisory, and ad hoc committees such as Long Range Planning, Architectural Control, Ways and Means, Rules Enforcement, Lake and Parks, Communications, Golf and others. The group also learned about the CommuniQue, i. e., how this monthly publication came into being originally and how it has developed to its present form.
The fi nal session for this program, the fi fth year of its existence, will take place
Friday, Jan. 4 at 9 a.m. in the Southwest Room at the Lodge. The focus will be on those Cooke County and State of Texas entities that affect the lives of Lake Kiowa residents. Organizations to be represented during the briefi ngs include law and order, emergency management and homeland security, Commissioners Court, and health care, among others. In addition, representatives from various Lake Kiowa organizations will discuss what their groups accomplish for the community.

new residents of Lake Kiowa, having moved here from Carrollton in December 2006.
My business career spans 34 years in the corporate world, all of it in middle management in the Information Technology (IT) discipline. I worked for two organizations – Hardin-Simmons University and GTE/Verizon Telephone.
I graduated from Hardin-Simmons University in Abilene, Texas in 1972 and managed the University computer center operations for six years.
In 1978, I accepted a position with GTE Telephone and went “back home” to San Angelo, Texas. I held various technical and managerial positions at the phone company headquarters. In 1981, I earned an MBA in Management from Angelo State University.
In 1989, I transferred to Irving, Texas when GTE consolidated all their regional phone company operations into a “national” headquarters. I spent 3 years in IT Planning, concentrating on business process management.
In 1992, I transferred to the GTE Yellow Pages division. I held a strategic planning position for 3 years and then managed various groups of computer programmers and system analysts for

to Lake Kiowa in January 1994. We consider Lake Kiowa one of the best places in the world to live as we moved a lot during the 42 plus years that I worked for Babcock & Wilcox Co. My work in the Power Generation Division included construction, fi eld service, design, project management, sales and management. I sold a lot of fossil fueled plants for both industrial and utility plants and made proposals on nuclear utility plants. I held a Professional Engineer’s License from the State of Texas and was a member of the American Society of Mechanical Engineers (ASME).
I grew up in Wichita Falls, TX and after high school graduation went on to Texas A&M, graduating with a BS in engineering. After a short time with Babcock & Wilcox I received orders to report for active duty during the Korean War. Following active duty I served an additional 10 years in the reserves and then received an honorable discharge with the rank of Captain.
I have served on the Long Range Planning Committee and am currently serving on the Architectural Control Committee and the Ways and Means Committee. Presently we are in the throes of doing a complete rewrite of the ACC manual.
I served for 6 years on the Appraisal Review Board for the Cooke County Appraisal District. It is not an easy task
to make everyone happy but we strived for fairness and complete honesty with all who protested their appraised property value. I had the privilege of getting to know a lot of folks who live in Cooke County.
One of my joys is teaching a Sunday school class for singles and parents without partners at the First Baptist Church of Gainesville.
Johnnye and I have been married for 57 years and have three children, nine grandchildren, and four great-grandchildren. We moved to Lake Kiowa from Richardson, TX because it was close to all our grandchildren and had amenities such as a golf course, lake, security and an opportunity to make friends easily due to all the activities that Lake Kiowa has to offer.
To serve is an honor, and if elected I will do my utmost to insure that Lake Kiowa has and maintains a steady water supply.
11 years. As a Systems Manager, I was responsible for groups ranging in size from 10 to 25 employees, with salary and expense budgets from $1 million to $3 million.
I remained with GTE (which later became Verizon when GTE and Bell Atlantic merged in 2000) until my retirement in December 2006.
The management philosophy I developed during my career was very simple – “people” & “process.” I always tried to remember that the employees I supervised were people fi rst and employees second. And my 30+ years in corporate America convinced me that the key factor in management is the “process.” Regardless of the business function involved, the key to running a business smartly is defi ning, understanding and executing the business processes.
Now that I’m on permanent recess (to use the term I heard from a golf buddy), I spend my time on the golf course and helping my wife with her business, Arbor Electronics. The job title on my business card is: “Mail Boy Extraordinaire (when not golfi ng)”. The key part is “when not golfi ng” — one must keep their priorities in order.
As far as accomplishments, I would say my proudest accomplishment is helping to raise a son who has chosen to serve his country as a United States Marine. Whatever else you do today (and tomorrow), please remember all our troops in your thoughts and prayers.

The Lake Kiowa Computer Club held its annual Christmas party on Thursday, Dec. 13 at the Lodge. After considerable socializing and warming up, President Jerry Vernon called the meeting to order to announce the slate of offi cer nominees for 2008. After the membership approved the offi cers by acclimation, he transferred control of the meeting to new President Fred Bradley. Fred thanked the members for their support, and emphasized the importance of their continued and consistent support in the New Year.

The Lake Kiowa Couples Bridge meets on the second Saturday of each month at 6:30 p.m. at the Lodge. The ladies of the Lake Kiowa Quilting Bee made and donated a beautiful quilt to the 2007 Rally for the Cure®. This quilt was raffl ed off after the Rally golf tournament luncheon.
Marilynn Openshaw of Greensboro, North Carolina won the raffl e. She was here at Lake Kiowa visiting her sister Bonnie O’Neil and purchased a ticket at our Fourth of July Festival. Marilynn is thrilled with the quilt and has taken it to her local quilting groups for them to see.

The Fifth Annual Bake Sale was held Nov. 21 despite “Ole Man Winter’s” appearance. People bundled up and braved the cold to purchase delicious homemade breads, pies, cakes, preserves, pickles and candy. The Fire Department received numerous pre-orders for the infamous Turkey Cookies, homemade breads and pies.
The LKVFD would like to thank those who donated baked goods. Thanks also to those who donated freshly canned preserves and pickles. We have great bakers at Kiowa.
A huge thank you to everyone who braved the cold to purchase items during the sale and those who pre-ordered! Deliveries were made as far away as Frisco and Muenster. Your donations and purchases help fund your Fire Department.

Although our regular monthly sales will not resume until March (weather permitting), we will have sales on an intermittent basis throughout the winter. We receive items frequently, so, if you are in need of or looking for something specific, give us a call. We’ll be happy to arrange a time to meet with you.
The OUTPOST “THRIFT STORE,” a major fundraiser for your Fire Department, generates money through donations of gently-used items to resell at our monthly sales. Items we accept must be clean and in working condition. We do not accept clothing, soiled or broken furniture, dirty non-working appliances, and by law, we cannot accept used plumbing fixtures such as toilets, sinks, faucets, etc. If you wish to donate
and are unsure as to what is acceptable, please give us a call. Remember: all donations to the OUTPOST “THRIFT STORE” are tax-deductible.
To donate items, call Dee at (940) 665-4046, Peggy at (940) 665-7977, or the fire station at (940) 665-9321. Be sure to leave your name and a brief message and we’ll return your call as soon as possible. In order to keep the Fire Department’s property free from clutter, we ask that you do not drop off your donated items at the fire station.
Due to the nature of services the Fire Department provides, it is sometimes difficult to adhere to a strict timetable so please be patient and we’ll pick up your donated items as soon as possible.

Hattie, a black tricolor Australian Shepherd and Dawn Budner, her owner and handler, won their AKC MACH (Master of Agility Championship) title Friday, Nov. 30 at the Myers Event Center in McKinney, Texas. Six-year old Hattie and her best buddy, Dawn, have been working to earn their MACH title over four years, earning over 750 points and 20 double qualifi cation rounds to achieve their goal.
AKC dog agility competition takes place on a course consisting of from
13 to 22 obstacles, including weave poles, tire, teeter totter, dog walk, A-frame, broad jump, tunnels, chutes, and other assorted jumps arranged in a specifi c way to run for a specifi c time to achieve. Dogs with a high drive potential including Border Collies, Welsh Corgis, Jack Russell Terriers, Australian Shepherds, and Heelers especially love the sport, but any dog can achieve the skill and enjoy the sport. “I’ve been competing in Agility for 12 years and the adrenalin rush from this competition with your best buddy is more exhilarating than you can imagine,” Ms. Budner shared. “Even when you make a mistake, it’s still a blast!”
Ms. Budner also competes in AKC Dog Agility with her Welsh Corgi, Labrador retriever, and Blue Merle Australian Shepherd, but this is her fi rst MACH title with AKC. The only titles bigger are the Nationals and the Worlds. “But the best fun is playing agility right in my own backyard every day. I had a total knee replacement this year and was competing with my buddies eight weeks after the surgery, and...I’m over 60!”

Thank you to everyone who supported the Frank Buck Zoo by attending the second annual Zoo Lights celebration Dec. 1. Over 450 Zoo Lights attendees were treated to the sounds of a GISD student choir, lighted Christmas displays, a snowman blowing fake snow, hot chocolate and cookies, Radio Disney contests and giveaways, meet and greet with Cletis the camel and CJ the donkey, ornament decorating, coloring, and most importantly an opportunity to visit with Santa and Mrs. Claus. A big thank you
goes out to the Frank Buck Zoological Society Board that supplied both the cookies and volunteers to staff both the refreshment and crafts tables.
Although there was much speculation and concern about the weather the week leading up to the annual Gainesville Chamber Lighted Christmas Parade and Zoo Lights, when the time came, we were blessed with great weather. events were wonderful. The Lodge was beautifully decorated for the season thanks to Pat Jessee, Mary Bingham, Marilyn Wickersham, Betty Sue Vickery, Audrene Robison and their committees. A special thank you to R.D., Georgia and Rita of our maintenance staff who helped hang all the wreaths and garlands.
The Tour of Homes was a great success thanks to the hard work of Chairs Jackie Schmaltz and Katherine Thacker and all the hostesses who helped at the homes. Of course, particular appreciation goes to the six home owners who graciously shared their homes with us: Sam and Susan Baldwin, Tom and Elaine Blackwell, Mike and Donna Erwin, Jack and Patty Oppel, John and Janice Seefeldt and Glenn and Christy West.
I hope you had a chance to drive around Lake Kiowa to enjoy the holiday lights and decorations. Names and photos of our holiday lighting winners are included in this issue of the

The annual Christmas Bridge/Canasta Card Party was a huge success. Jan Thompson and Peggy Carpenter are to be commended for once again producing another great event.
I felt very satisfi ed with the results of the Christmas Tree Card Holder that I made in Arts & Crafts in December. I was also “satisfi ed” with the great food at Garden & Nature’s Christmas Potluck Brunch held at Katherine Thacker’s home. I am sure I ate more than I should, just as I did at the Gourmet dinner at Lantana that over 85 attended. The holidays are just not a good time to diet. Hope you did better than I.
You missed a great review if you did not attend Book Review in December at Linda Ford’s lovely home. Jo Ann Gill did such a fabulous job with insightful comments that I certainly intend to read “Same Kind of Different Than Me.” . . At our Dec. 13 meeting, ten of our members had the fun of playing “dress-up” for a Victorian Style Show that Cynthia Dronberger and LeAnne Morlan presented. Garden & Nature had a Christmas Social at Katherine Thacker’s house. Amid all the decorations and Christmas carols, we did a little bit of business and decided to continue with the Remembrance Garden at the Lodge. We also had interest in cleaning up the Little Fox Garden. Ideas are still welcome on these projects. We collected two boxes of food and almost $200 for V.I.S.T.O. But, the best part was all the great dishes everyone brought for the potluck brunch. Yum!
In January we will meet in Jane Outlaw’s home at 915 Kiowa Drive West. Master Gardener and Habitat Ambassador Tawana Stafford will share information on these programs.

Yea, it’s fi nally time for the Watercolor Classes!! We have 16 Woman’s Club members participating in this Arts & Crafts venture. This is the fi rst such program for Arts & Crafts and has been well received. We have been delighted with the response and the enthusiasm of the participants. The class is now closed to additional members.
Our fi rst class will begin Jan. 8 at 10 a.m. at the Lodge. We’ll keep you posted in the event we fi nd we have a Rembrandt or Michelangelo right here at Kiowa! We are looking forward to the classes and expect they will be a fun experience, even if we don’t have a Rembrandt or Michelangelo!
Arts & Crafts will meet Feb. 5 at 10 a.m. at the Lodge. The projects for that meeting will be beads—beaded jeans
and bead bracelets. Jonnie Hall will demonstrate how to make beaded jeans. Becky Branham will be back by popular demand. If you recall, Becky helped us make a unique, beaded bracelet last year. Becky provides the beads and supplies. You select the beads of your choice. Generally the cost of the bracelet is $5. Look for the samples and a sign-up sheet at the January meeting. The Out-to-Lunch groups of Gourmet met at Lantana’s in Pilot Point for the Christmas get-together.
The purpose of Kiowa Woman’s Club is “to promote social and cultural activities for the members and community of Lake Kiowa.” Our December meeting was a fi ne example of how the Book Review Department embodies the club’s purpose. We wish to thank Linda Ford for opening her beautiful home to us, and Judy Beard and Barbara Mock for furnishing us with lots of delicious refreshments. The holiday atmosphere enhanced our social time.
Jo Ann Gill presented a truly outstanding review of Same Kind of Different As Me. Even those who had
already read the book teared up as Jo Ann related the stories of Ron Hall and Denver Moore, an international art dealer and modern-day slave. She transported us back to the ignoble days of brutal racism and then brought us forward with the possibilities of life-altering love. Thank you, Jo Ann, for an unforgettable morning.

Our last WGA meeting and luncheon for 2007
was held Dec. 5 with 64 ladies in attendance.
Yo l a n d a Arronte was present and received a standing ovation from all the members. Audrene told her that she was an inspiration to all of us at Lake Kiowa.
After the Pledge of Allegiance, it was stated that the minutes were posted in the Pro Shop Rest Room and the Treasurer’s Report was on our tables. The WGA Board must approve the 2008 Budget next year.
Audrene did announce that the by-law change was defeated 21 to 14. Therefore, there will be no change to the by-law.
Our Bronze Girl Golf Statue is now in place by the Men’s Tee Box on #4 Hole and she looks great!!!
Judy Neal was thanked for the great job she did on the Workers Appreciation Chili Luncheon held Monday, Dec. 3. Judy thanked all of those who donated desserts and corn bread.
Membership renewal forms were sent out with your POA statements. Please complete them and get them back to Mary Polk or drop them off at the Pro Shop.
Judy Penland announced that she had sold over 90 tickets for the the Dinner/Dance on Dec. 8.
Genny Koziol and Neta Stutzman announced the 9- and 18-Hole Playday winners for the month of November.
Betty Becker was Birdie Tree and
Chip-In Board Chairman this year. She announced that the 9-Hole winners were Genny Koziol and LaNelle Little, who tied with Chip-ins at four each. Dale Griggs had the most birdies. Audrene Robison and Maxine Patillo tied for Local Chip-ins. For the USGA, Neta Stutzman had the most Chip-ins and Ruth Robinson had the most birdies.
Carol Haywood was awarded a Broke 100 pin for the round she played Aug. 8. Paulette Andrews and Monica Botha were presented Hole-In-One plaques for their feats.
Most Improved Golfer in Local Handicap of 40.5 and above went to: First Place, Beverly Ross; Second Place, Fran Faulkenburry; Third Place, Paulette Andrews. Most Improved Golfer in the USGA winners were: First Place, Carol
Haywood; Second Place, Kathy Pliler; Third Place, Charlotte Winter.
All winners will receive 1/6th of the total money put in for the Most Improved Golfer when we paid our dues last year, so each winner will receive $32, plus their prize.
Neta presented Audrene with a beautiful Christmas cactus for stepping in and doing such a wonderful job this year. Audrene thanked the Board members for all their work, especially the 9-Hole and 18-Hole Tournament Chairmen.

The Annual Workers Chili Tournament was held Dec. 3. We were blessed with a beautiful day for golf and a nice group of 42 players (10 teams) competing in a straight scramble.
Many thanks to the members of the WGA who hosted the chili lunch before play began. The ladies provided the

We have had the last tournament of the year, the Workers Chili Tournament. I would like to thank the volunteers who have worked on the course throughout the year, both from the MGA and WGA. A big thanks goes to Judy Neal and all the ladies of the WGA for providing the food to all.
I would like to remind everyone that the tournament is for all that worked on the course, to include taking care of flowerbeds, weed-eating, filling divots, etc. Even if you not a member of the MGA or WGA, we would like for you to come out and play in the tournament. Thanks again to one and all!!

GOLF COURSE WORKERS CHILI TOURNAMENT
DID YOU KNOW ...Every golfer is responsible for their individual score, regardless of
who is keeping the scorecard. You should check your scoring record to make sure that all of the scores entered are your scores. If you find you have a score that is not yours then you should utilize the edit sheet in the Handicap Notebook that is lying next to the computer. The Handicap Committee can make the necessary corrections to your record.
Each month the Handicap Committee meets and goes over the records of our golfers using the Handicap System. What we look for are the obvious mistakes that we all make.
One of the most common errors is the date. We will enter our number, the date comes up and we start entering our hole-by-hole scores. When we notice it we go on through the program and enter the scores where they should be and we fail to correct the date. When you catch yourself doing this, you should back completely out to the main menu, using the minus key, and start over.

The December MGA Playday was held Dec. 8, closing out this year’s schedule. We had the largest turnout that we have had in several months; 92 golfers participated in a Rotor’s Revenge Scramble. Draft beer, nuts and snacks were provided at the end of play.
If you don’t know what a Rotor’s Revenge Scramble is, ask someone who played. It was quite a mixer, but diffi cult to explain in print. If you have ever thought about how diffi cult our golf course could be at its toughest, you missed the chance to experience it. All the tees were at the back tips and the pin locations were the toughest to reach or putt. It was different and fun in a warped sort of way.
The next MGA Playday will be Jan. 12, beginning with lunch and meeting at 11:30 a.m. followed by a 1 p.m. shotgun start. The 2008 schedule has not been fi nalized at this time. The format for January will be announced before sign up begins. (Poor quality of photos below due to location.)

Vice President John Wolek called the meeting to order at 8 a.m. All members were present except Jack Thies, Joe Mullins, and Brown McCrory.
Meeting Notes: The minutes of the November meeting were approved.
Treasurer’s Report: Lee Kilgore, Treasurer, submitted the fi nancial statements for November with a summary report as follows. The beginning balance was $18,433.75, monthly receipts were $1,004.96 and expenses were $977.17, leaving the month-end cash balance of $18,461.54. Balance amount includes committed funds for the hole in one pot of $3,780.00.
Membership: Bob Hey reported one new member. 2008 membership applications were included with the LKPOA monthly billing at the end of November. A number of them have been returned already with payment of 2008 dues.
Public Relations: Jerry Penland had no new information to report. He will include the membership renewal information in the next CommuniQué.
Projects: Jim Williams noted now that cooler weather has arrived we will discontinue workdays on every Monday morning and call them only for special needs. Review of outstanding projects
is needed. R.J. Stroup will convene a meeting with Jim Williams, Jay Titus, Jim Lewis, and David Long to prioritize the project list.
Tournaments: Our Dec. 8 playday, “Rotors Revenge,” was well attended and well named! It was interesting to play the course truly “from the tips” to some interesting hole placements.
The board has begun discussions on the Beautifi cation Tournament so the players in the tournament will see specifi cally where the funds are going.
Old Business: Status of the warm-up practice area around #1 tee box needs to be confi rmed with the LKPOA board.
The by-law change will be presented voted at the December meeting and also the recommended slate of new offi cers.
Update: The by-law change was approved and the following new offi cers were elected to the board for 2008: Jay Titus, Jim Lewis, Jim Hawkins, Izak Botha and John Beck. R.J. Stroup was elected to a second term.
New Business: The proposal for the practice area has been taken to the board and tentatively included in David Long’s budget for next year.

following fi shing limit recommendations. These recommendations have been given careful consideration to keep a thriving ecological habitat for Lake Kiowa. The Angler and Conservation Club has fully endorsed the following fi shing guidelines for Lake Kiowa:Rainbow Trout: 5 Per Day, Per PersonBlack Bass: Keep Black Bass between 10-13 inches; 5 Per Day, Per Person. Release all other Black Bass under 10 inches and over 14 inches.Crappie: Keep over 10 inches; 10 Per Day, Per Person. Release all under 10 inches.White Bass: Otherwise known as Sand Bass. No Limit. Remove all you can.Perch: No Limit.Channel Catfi sh: Keep fi sh over 14 inches; No Limit. Release all under 14 inches.Drum: No Limit. Remove any caught from lake.Carp: No Limit. Remove any caught from lake.

The LKACC would like to wish each and every one of you a Happy New Year! With the occasional changes in temperatures, the fi shing has remained good. History has shown that many record bass are caught in the winter months. Don’t let the cool temperatures keep you off the lake.
The club hosted its annual Christmas party on Dec. 20. We made a few changes this year and presented our annual fi shing awards during the Christmas party. Danny Belcher was presented awards for Angler of the Year, Men’s Division and Big Bass of the Year; his big bass weighed 6.8 pounds. Paddy Merolla took fi rst place in the Women’s Division and Ben Fisk fi nished on top of the Youth Division. Congratulations to the 2007 winners.
Many thanks go to Brett and the Lodge staff for their service. Due to the timing of our Christmas Party, more details shall be forthcoming.
The year 2007 was a great year for our club. The club added new artifi cial cover in many areas of the lake. Among other positive impacts, placement of this cover will help give the fi sh additional habitat that will help the fry survive. The LKPOA and the LKACC jointly acquired Pond King’s services to install a new dock near the #13 tee box. This will provide the community much- needed lake access to these restrooms.
The 2008 schedule of events and membership applications will be included in an upcoming LKPOA statement. Your paid membership helps the club provide several events throughout the year as well as conservation and management of our lake and lake assets. Some of these events include the Boys and Girls Club of Gainesville’s day of fun at the lake and youth fi shing events. Information regarding membership and club events will be posted on the Anglers and Conservation Club page on the Lake Kiowa Web site under the Clubs and Associations tab.

Public Works would like to thank Joe Bob Fikes, Don DeField, and everyone else who helped with the Christmas decorations at the Front Entrance. The Kiowa Woman’s Club added the new Wise Men to the Nativity scene and thanks go to them as well.
The Lake Kiowa offices will be closed on Dec. 24 and 25 for the Christmas holidays. The office will also be closed on January 1, 2008 for the New Year holiday.
PARKS AND LAKEBids have been received for the repair
project at the #2 water crossing and work will begin shortly.
The lake level has remained at 698.90 for the last few weeks; the normal pool elevation is 700.00.
Rebuilding of the East Beach bathroom and construction of a 20- by 30-foot Pavilion is scheduled to begin as weather allows.
ROADS AND BRIDGEThe new box culvert at the #1 water
crossing has been completed. Thanks to everyone for their patience during the project. There still remains some water company road cuts to be redone.

During the Dec. 17 LKPOA Board meeting, a resident requested clarification of the do’s and don’ts regarding refuse collection. The homeowner wondered why some of the items he put out for pickup recently were taken while other identical items were not. What follows is delineation of present procedures as reflected in the extant refuse collection contract that Public Works Manager Don Hoover provided. In addition, Section 1.11 and paragraphs 4.3.1.h.(2), 4.3.4.g, and 4.3.6.c of the LKPOA Rules and Regulations (see the Web page under Documents) provide additional information on this subject.
REFUSE COLLECTION OVERVIEW1. A residential unit within Lake Kiowa Property Owners shall be defined as when the final electrical inspection is
complete.2. The contractor shall collect refuse not less than 1 time per week.3. Contractor required to pick up refuse and rubbish generated from a residential unit provided that same is properly
prepared, bagged, and stored for collection.4. Garbage Containers—cans or containers designed to store waste, plastic bags with strength to maintain integrity when
lifted by top: maximum capacity 35 gallons and total weight of 50 pounds.5. Brush and Grass Clippings—Tied and bundled brush in bundles not exceeding 40 pounds in weight shall be collected by
contractor. Grass in bags up to 40-gallon capacity and a maximum of 40 pounds in weight. Residents with multiple bags over 40 will need to call the contractor and arrange for special pickup with direct billing.
6. Bulky waste such as furniture, water heaters, refrigerators, and other appliances shall be picked up by contractor by appointment up to 6 times per year.
7. Hazardous Wastes—It is specifically understood and agreed that the collection and disposal of hazardous waste (tires, batteries, paint, chemicals, etc.) by the contractor is prohibited.
8. Christmas Trees will be picked up by the contractor.9. Holidays with no pickup will be Christmas Day and New Year’s Day.10. Community Manager to be Referee—To prevent misunderstandings and litigations, the LKPOA
Manager shall decide any and all questions which may arise concerning the quality and acceptability of the work and services performed, the sufficiency of performance, the interpretation of the contract provisions and the acceptable fulfillment of the contract.
11. Spillage—The contractor shall not be responsible for scattered refuse unless the same has been caused by its acts or those of its employees.

Kiowans adapted well to the inconveniences posed by the recent closing of #1 low water crossing. Actually, having to find and utilize the Navajo Gate was a good exercise for West Side residents as future emergency situations could possibly necessitate the evacuation of the community through that gate. But I think I speak for the Security Department and residents alike when I say we are very happy that this little exercise did not last any longer than it did. Security patrol effected 20 traffic stops during this reporting period, issuing two citations for speeding.
Three motorists were given assistance and one auto accident was investigated. In an action atypical for this time of year, two Jet Ski operators were stopped for not wearing life jackets. Security personnel were sent to two residences for welfare concerns, responded to a 9-1-1 hang-up, investigated a residence alarm, removed an illegal sign and secured an unlocked door. Patrol also attempted to locate a missing person, a prowler, a suspicious person, a suspicious vehicle and a trespasser.
The Security Department received two complaints of disorderly conduct
and one of disturbing the peace. The Cooke County Sheriff’s Department lent assistance with both of the disorderly conduct incidents. The Constable’s Office gave invaluable assistance in the successful resolution of a complaint involving soliciting and contractor fraud. Security documented two more incidents of mail being taken from mailboxes and received a report of the theft of a mailbox ornament. The Cooke County Sheriff’s Department does have the names of suspects connected to the
above-mentioned theft of mail and the investigation is ongoing.
Animal Control Officers responded to 21 stray dog calls and 3 loose cat complaints. Four varmints were dealt with, as was a loose cow. Two citations were issued for leash law violations and one dog was taken to Noah’s Ark Shelter in Gainesville. Guardhouse personnel monitored 17 LKVFD emergencies. Three ambulances were escorted to residences within Lake Kiowa.

BOARD MEETING MONDAY NOVEMBER 19, 2007CALL TO ORDER: President Peggy
Padgham called the meeting to order at 6:03 p.m. All were present except John Davis and Lee Skinner.
REPORTS: Jerry Parr from the Communications Committee presented a proposal for the guidelines and usage of the Electronic Sign Board. The Board will take the proposal under advisement.
Facilities – Wayne Shearer provided a revised update on the East Beach Project and there was discussion on the items. Wayne Shearer made the motion that the Board approve the revised budget of $65,972 to complete the East Beach project; $43,452 from CARF and $22,520 from AARF. Bill Dalton seconded the motion. All were in favor.
The term for new member LaVerta Burhans on the Long Range Planning committee will be for 3 years.
Cooke County Planning Association, represented by Virgil Musick, Bob Kalina and Frank Peiczynski, reported that a recently formed organization is
beginning efforts to plan and coordinate Cooke County community activities for the next 25 years and suggested Lake Kiowa support and adopt the proposed proclamation.
Wayne Shearer made the motion to adopt the following proclamation. Bob Bingham seconded the motion. All were in favor.
PROCLAMATION RECOGNIZING THE COOKE COUNTY PLANNING ASSOCIATION
WHEREAS, Cooke County desires to improve the quality of community life; and
WHEREAS, in our current global economy, clusters of communities become foundations of economic competitiveness and prosperity and therefore requires that communities work cooperatively to enhance the region’s wealth, skills and resources; and
WHEREAS, research demonstrates that North Central Texas is experiencing a transformation in which the region must take an active role to insure that it becomes economically competitive and attractive for residents; and
WHEREAS, the County and related
governmental bodies can potentially benefit from a voluntary planning association to foster sound regional development to strengthen the whole area by recognizing opportunities and eliminating unnecessary duplication of efforts; and
WHEREAS, all jurisdictions in the County have been invited to collaborate, recognizing that many of the initiatives will require broad participation to impact the region significantly;
BE IT THEREFORE PROCLAIMED that Lake Kiowa Property Owners Association Board of Directors recognizes the efforts of Cooke County Planning Association.
ADOPTED this day November 19, 2007.

bid packages for #2 water crossing. There was discussion following the presentation. Wayne Shearer made the motion to submit the package for bids. Kathy Reed seconded the motion. All were in favor.
Don Hoover presented the schedule for the repair of water crossing #1.
Following discussion, repair of water crossing #1 is to start 12/3/07. The Navajo Gate will be open from 6 a.m. to 8 p.m. and will be manned by Security.
At 6:58 p.m. the meeting recessed to the Assembly Room.
CALL TO ORDER: President Peggy Padgham called the meeting to order at 7:04 p.m. She led the assembly in the Pledge of Allegiance. There were no new members in attendance.
MINUTES: Secretary Linda Moore read the October 15, 2007 minutes. Bob Wickersham made the motion to approve the minutes as read. Kathy Reed seconded the motion. All were in favor.
Secretary Linda Moore read the November 12, 2007 minutes. Bill Dalton made the motion to approve the minutes with the correction of the spelling on Ronnie Young. Bob Wickersham seconded the motion with the correction. All were in favor.

KIOWA HOMEOWNERS WATER SUPPLY CORPORATION
WEDNESDAY, NOVEMBER 14, 2007
INVOCATION: Brent Reed opened the meeting with a word of prayer.
CALL TO ORDER: The meeting was held at the Kiowa Homeowners Water Supply Corporation Office and was called to order at 9 a.m. by President Brent Reed.
ESTABLISHMENT OF QUORUM: There was a quorum, even though J.A. Samples, Al Arronte, and Jack Skinner were not present.
APPROVAL OF THE MINUTES OF THE OCTOBER 10, 2007 MEETING: The minutes of the October 10th meeting were approved on a motion by Don Howeth and a second by Brent Reed. All were in favor.
MANAGER’S REPORT: Ronny reported one new tap installed on lot 929 for Rio Vista Homes.
Robert and Gary each had 15 hours
of overtime due to one main break and seven tap blow-outs.
Ronny said the plastic pipe used for service tap installations in the 60’s and 70’s is breaking. Forty-five or so such breaks have already been repaired and more are expected.
The auditors have been sent all the information for the 2006/2007 audit.
The office staff is busy trying to move everything over to the new General Ledger, Accounts Payable and Payroll system.
Ronny reported residents’ complaints about buzzards around our four-legged water tank. We know no reason for them gathering around the tank, nor how to get rid of them. Ronny is researching ways to get them removed.
DISCUSSION AND APPROVAL OF FINANCIAL STATEMENTS AND AUTHORIZATION OF PAYMENT OF BILLS: Joan Carroll made a motion to approve the financial statements and authorize the payment of the bills. It was seconded by Don Howeth and all
were in favor.COMMITTEE REPORTS:Long Range PlanningThe final engineering report is waiting
for Gainesville to determine water rates for surface water from Moss Lake that they want to sell.
DISCUSSION AND POSSIBLE ACTION ON MANAGEMENT PAY PLAN: Quorum Compensation Group has sent us forms to fill out for their study. Ronny has filled out the forms for all our employees. Ronny shared the form with the Board.
DISCUSSION AND POSSIBLE ACTION ON RESOLUTION IN FAVOR OF A COOKE COUNTY GROUND WATER CONSERVATION DISTRICT: Ronny presented us the following resolution:
The Kiowa Homeowners Water Supply Corporation Board of Directors at its November 2007 meeting requests that the Cooke County Commissioners place before the voters of the county an option to create a Ground Water
Conservation District to help guide the preservation of our crucial ground water sources.
Jan Thies made a motion to send this resolution to the Commissioner’s Court. Joan Carroll seconded it and all were in favor.
REPORT OF NOMINATING COMMITTEE: Jan Thies presented a slate of four candidates to stand election for the Board to replace Jan Thies and Don Howeth.

Padgham called the meeting to order at 6 p.m. in the Southwest Room of the Lake Kiowa Lodge. Bill Dalton and Bob Bingham were absent; all other members were present.
REPORTS: Facilities – Wayne Shearer reported
East Beach parking area paving is complete. Bumper blocks and striping are to be completed soon. Restroom update to start immediately.
Covenants – Lee Skinner reported 711 lots have responded.
Architectural Control Committee – Chair Lee Skinner reported the committee is in the process of updating and working on consistency of the handbook.
Golf Committee Proposal – Boyd Carnley reported no further justification is needed. David Long explained the USG spec green. Full cost of the project is $48,968.00 with the MGA able to fund $10,000.00. David Long explained that the $48,969.00 is turnkey from the contractor. This project will be considered for next fiscal year budget.
Water Crossing #2 – 3 people have picked up the bid package that is due
back 12/7. Paul Whaley will review the bids to insure specs are met.
Water Crossing #3 – no new information has been received.
Culverts on residential property – President Padgham will ask Leslie Sweet about responsibility and financial obligation on upkeep and cleaning.
President Padgham recommended Bob Bergbower as chairman of the committee for the Operations Manual for the Lake Kiowa Owners Association and committee members: Larry Ragan, Bob Hey, Julia Mayo and Alice Barnfield. Bob Wickersham made the motion to accept the committee. Wayne Shearer seconded the motion. All were in favor.
MINUTES: After discussion about when the Board approves the minutes; we decided to approve them at the next following meeting so they can be posted on the Web site earlier.
Bob Wickersham made the motion to accept the 11/12/07 minutes. Kathy Reed seconded the motion. All were in favor. Lee Skinner and John Davis abstained.
EXECUTIVE SESSION: Kathy Reed made the motion to enter executive session. Lee Skinner seconded the motion. All were in favor. the rising cost of fuel will affect our budget. Wayne Shearer replied as the cost go up the Department Heads are aware of this and there may be some imbalance on fuel cost.
DEPARTMENT HEAD REPORTS (see complete reports in CommuniQué)
Don Hoover reported the paving project is complete. There will be some patching done due to water leaks that the Water Department has been repairing. Drainage and cart paths at Little Fox Pond have been repaired.
Don Hoover read David Long’s report. We need to use mats at driving range.
Bob Bergbower, lot 351, commented on the drainage at #8, the concrete pouring that will be done at water crossing #1 and that this black top is the very best he has seen since he has lived out here. Also a very good job was done of the paving of the parking lots.
Gary Davidson cautioned residents to make sure they have mail and packages picked up daily while they are out of town. Some mail was taken from a porch while the residents were away.
Brett Wilson reported on activities at the Lodge. If you fill out a comment card when dining at the Lodge, you might win a dinner for 2.
LODGE AND TAVERN CORPORATION: President Bob Bergbower explained that this is the annual meeting of the corporation formed in 1970 to hold the Private Club Liquor License. The action item for the annual meeting is the election of officers: Bob Bergbower, President; Bob Hughes, Vice-President; Joan Carroll, Secretary; Bob Wickersham, Director. President Bergbower asked for nominations from the floor. Bill Burhans made the motion to close the nomination. The motion was seconded.
All were in favor. Bill Burhans moved to accept the Board by acclamation. The motion was seconded. All were in favor.
ADJOURN: President Padgham thanked everyone for attending and invited them to join us as we finish up our business. The meeting adjourned at 8:03 p.m. and reconvened at 8:06 p.m.
Golf Proposal was sent back to the Golf Committee to get the justification. President Padgham had sent the Golf Tournament Schedule for the Board’s review. Bill Dalton made the motion to approve the schedule as presented. Wayne Shearer seconded the motion. All were in favor.
Trailer storage fence. Bob Bingham made the motion to table this discussion. Bill Dalton seconded the motion. All were in favor.
West Beach fishing dock buoys. The Board had looked at the buoys placed at 80 and 100 feet. There seemed to be enough interest in the Anglers going forward to get costs and look at doing this project down the road. Bobby Andrews and Bob Bingham will bring some cost figures forward to the Board.
LODGE AND TAVERN: Kathy Reed reported the commercial carpet cleaner for the Lodge had been ordered.
