MNAXLP NOTICE OF PUBLIC HEARING Hill County RSIDs #21 and #29/30 Hill County Commissioners will hold a public hearing on a draft Preliminary Engineering Report (PER) for Rural Special Improvement District (RSID) Lift Station #21 and RSID Lift Station 29/30 at 6:00 p.m. on June 9th at the Hill County Fairgrounds Community Center, located at 1676 US-2, Havre, MT, 59501, in order to discuss the draft PER. To assist in financing the cost of projects for these RSIDs, Hill County is considering application for a Treasure State Endowment Program (TSEP) Grant, and a Community Development Block Grant (CDBG) from the Montana Department of Commerce (DOC) for RSID #21. Additionally, the County may seek funds from the Montana Department of Natural Resources (DNRC) Renewable Resources Grant (RRG), along with other appropriate state and federal applications. TSEP grants are a state action subject to the Montana Environmental Policy Act (MEPA). As required by the MEPA and DOC regulations, the County has prepared a draft Environmental Assessment (EA) that evaluates the potential environmental effects and consequences of the proposed projects. This notice also announces the availability of the draft EA for public review and comments as well as the date and time of a Public Hearing regarding the proposed project. The proposed action generally consists of the rehabilitation of Rural Special Improvement Districts (RSID) #21 and #29/30 sewer lift stations. Copies of the draft PER and EA are available for review at the office of the Hill County Commissioners, 315 4th Street, Havre, Montana, 59501. The County will consider all substantive comments received in response to the draft EA. The draft PER and EA are also available at the project website: www.hillcountyinfrastrucure.com. The PER and EA will be finalized following the public hearing by incorporating substantive comments received. At the Public Hearing, the proposed project will be explained, including the purpose and proposed area of the project, activities, budget, environmental issues, and grant issues.
