Lawyer thrashed to death in Lucknow LUCKNOW: A lawyer was al- legedly thrashed to death with sticks by five men at Damodar Nagar in Krishna Nagar here, po- lice said on Wednesday. The accused had called Shekhar Tripathi (32) from his house on Tuesday night and took him away, SP (East) Suresh Chandra Rawat said. The body was found some dis- tance away, he said. The Memorandum of Understanding (MoU) was signed on December 2 during the visit of King Carl XVI Gustaf and Queen of Sweden to the country. An official release said that India and Sweden are both signatories to the Antarc- tic Treaty and to the Protocol to the Antarctic Treaty on Environmental Pro- tection. Sweden as one of eight Arctic States is one of the member states in the Arctic Council whereas India has observer status in council. Sweden has a vigorous scientific pro- gramme in the polar regions, both in the Arctic and Antarctic. India also has sus- tained scientific research programmes in both the polar regions as well as in the oceanic realm. The release said that collaboration be- tween India and Sweden in polar science will enable the sharing of the expertise available with both countries. "Higher Education Secretary Amit Khare and G C Hosur had a meeting with JNU VC at the Ministry today about the efforts being made to restore normalcy on campus. He ( the VC) informed the officials about efforts being made for facilitating semester registra- tion for willing students and a conducive environment for their academic pursuits," a sen- ior ministry official said. The VC was advised to communi- cate more with students and take faculty members into con- fidence, the official added. "Communication gaps create unnecessary doubt. CHANDIGARH: AdditionalChief Secretary, Food, Civil Sup-plies, and Consumer Affairs De-partment Haryana, Mr. P.K Das saidthat in a bid to further strengthenthe procurement mechanism andensuing transparency and to avoiddiversion or ghost purchase of pad-dy, from now onwards the trans-portation of the paddy from Mandisto rice mills will be done by theHaryana Food and Civil SuppliesDepartment and other procurementagencies instead of leaving it to theMillers. The trucks deployed fortransportation of paddy will beGPS-fitted so that their movementcan be monitored.

The Additional Chief Secretaryshared this while addressing a pressconference here today.

Sharing the details about thedata complied after the latest phys-ical verification, he said that tocheck the stock availability and bo-gus paddy procurement, verifica-tion of 1304 rice mills in the Statewas done. The verification process,which was videographed, showed ashortfall of 42,589 metric tonnes(MT) in 1207 Rice Mills. He saidthat the physical verification wasdone for checking stock of6440180.54 MT. However, after theverification, 6400400.28 MT wasfound in the Rice Mills.

The Additional Chief Secretaryfurther shared that show-cause no-tices will be issued to the ricemillers having a shortage in stockand they will be asked to explainthe shortage. He said that after re-ceiving the replies, strict action willbe taken against the wrongdoers.

He said that an expenditure ofaround Rs 90 crores spent on thepaddy procurement will be recov-ered along with interest. The otheroption like blacklisting and regis-tration of FIR will also be started onthe basis of sensitivity of irregular-ity.

Haryana Chief Minister, Mr ManoharLal said that in the general budget ofthe State for the year 2020-2021, fo-cus would be given on education,health, security and self-reliance. InHaryana, the year 2020 has been de-clared as “Sushasan Sankalp Varsh”and under this, for the first time, Bud-get would be prepared and presentedafter discussing different topics withall the MLAs of the state for threedays in the budget session of theHaryana Vidhan Sabha.

Mr Manohar Lal said this whileaddressing the stakeholders related toservice sector and real estate sector inthe Pre-budget Consultation 2020-21in Gurugram today.

He said that Haryana would con-tribute to its fullest to achieve thePrime Minister Mr Narendra Modi'svision of making the Indian economyfive trillion dollars by 2024, for whichgrowth needs to be increased in everysector. Keeping this in view, this timea pre-budget consultation meeting hasbeen organized with five major stakeholders related to the economy beforethe budget. Of these, a consultationmeeting with the service sector andreal estate sector has been organizedin Gurugram. Similarly, discussionswould also be held with the people as-sociated with the Textile Sector in Pa-nipat and Agriculture and Allied Ser-vices in Hisar.

He said that a good budget wouldbe prepared by incorporating the sug-gestions of all the sectors and legisla-

tors. A good budget is the need of thehour and for this, CM (Common Man)to CM (Chief Minister) could alsogive their suggestions. He said that ifthis experiment is successful, it wouldbe further expanded next time. Theaim of the state government is to cre-ate more employment opportunitiesand faster development of infrastruc-tural facilities, he added.

completely opposed to the discrimi-nation in the CAA against certain re-ligious communities, includingMuslims. Despite the nationwidepublic outrage over the controversialCitizenship Amendment Act (CAA),the BJP-led NDA government at theCentre was refusing to acknowledgethe unconstitutionality of the legisla-tion, said the Punjab Chief Minister,

A meeting was held at the headquartersof the factory-affiliated union PACLunion and management over the issueof the closure of a unit of PACL. Giv-ing information about the meeting,President Sanjay Kumar said that themanagement made it clear that all theroutes for closing and running the unitwere open but a final decision wouldbe taken by the board of directors andthe government.

CM directs officers to restoreall essential services in state

Three charred todeath in GhaziabadapartmentGHAZIABAD: A GhaziabadDevelopment Authority (GDA)supervisor, his wife and his brotherwere charred to death at theirapartment in Ghaziabad's PratapVihar, fire department officials said onWednesday. Police had resortedto lathi-charge to disperse thecrowd. The clash in Ahmedabadtook place two days after the JNUviolence in which more than 30students were injured, includingJNUSU president Aishe Ghosh,after a masked mob entered thecampus and attacked them.

Execution ropes from Buxar Jail couldbe used to hang Nirbhaya case convictsAGENCYPATNA, JAN 8

More than a month beforedeath warrants were issuedin the Nirbhaya gangrapecase, a jail in Bihar hadbeen commissioned tomake 10 execution ropeswhich are likely to be usedfor the four convictsscheduled to be hanged onJanuary 22. The Buxar Jail,the only prison in the statehaving the required know-how, had received aninstruction to the effect inthe first week of December.

The four convicts in theNirbhaya gangrape andmurder case will be hangedon January 22 at 7 am inTihar Jail, a Delhi courtsaid on Tuesday. Nirbhaya,a 23-year-old paramedicstudent, was gangraped and

brutalised on theintervening night ofDecember 16-17, 2012,inside a moving bus insouth Delhi by the fourmen, including two others,before being dumped onthe road. She died on

December 29, 2012, atMount Elizabeth Hospitalin Singapore. According toBuxar Jail SuperintendentVijay Kumar Arora, theropes are "strong" but havea "short shelf life as theseare made of unprocessedcotton". They were madeavailable to the prisondirectorate by theDecember 14 deadline."We do not know wherethese are going to be used.But, the Buxar Jail has along tradition ofmanufacturing such ropes,"he had said.

The stakes are evidently high. The government and the rul-ing party are trying to create what is veritably the fog ofwar around Sunday's vicious attack on the jawaharlal

Nehru University campus by a platoon of masked men, amongwhom it seems was also one woman. This is evidently beingdone to make it difficult to uncover the truth, which is that theattack at the premier university seems to have been well-planned and well-orchestrated. Apparently, the exercise playedout at three levels — the political; at the level of the police,which in Delhi is directed by the Union home ministry; andthree, through the use of some in the media whose job was toknowingly sow confusion through spreading the false narrativeof on-campus skirmishing between left and right-wing studentsbeing the cause of Sunday’s monstrous trouble.

A rewinding of Sunday’s events enables us to better com-prehend what happened. Hours before the storm-troopers wenton the rampage, home minister Amit Shah addressed his par-ty’s Delhi state workers at the Indira Gandhi Indoor Stadium.He explicitly spoke of JNU, calling it the nest of the “tukde-tukde gang”, the BJP-RSS’s shorthand for an imagined groupthat seeks to break up the country, and exhorted the faithful todeal firmly with them.

There was no direction to launch a physical attack on JNUnecessarily. But when a political leader of Mr Shah’s standing,who presides over the Union home ministry and is seen as onlynext to the Prime Minister in importance, takes on an institu-tion in this no-holds-barred fashion, the message is that theplace should be taught a lesson.

With Delhi’s Assembly elections in the air (it was an-nounced the next day), the home minister’s speech would havegalvanised followers — and they went into action without los-ing time. The police too could not have failed to read the un-mistakable signal — that they must remain mute spectatorswhen the far-right goes into action, and if possible smoothenits path. It was JNU on Sunday. It is possible there may be moreoccurrences of storm-trooper violence before the Delhi As-sembly election on February 8, with a view to polarise opinion.The police took the hint. It seems from news reports and eye-witness accounts that it was present on the campus when thehoodlums entered, their paths not barred by the university’s se-curity. The local security would have taken its cue from the in-action of the police.

Many hours after the mayhem started, the police did a “flagmarch”, but it didn’t arrest a single violence-wreaking gangmember. It will now “investigate”, based on text messages —now flooding the media and the social media — on three sep-arate WhatsApp groups created as in-house communicationssystems by the attackers and their collaborators, one of whomwas JNU’s chief proctor.

Railway Board (RB) andmerge the existing eight serv-ices into one service, the Indi-an Railway Management Ser-vice (IRMS), has been longoverdue but came at the righttime.

Instead of having eightmembers from eight cadresfor engineering, rolling stock,traffic, traction, signal andtelecommunications, finance,material management andstaff, apart from RailwayBoard chairman, the Centrehas now decided to make itfour members, one membereach for infrastructure, opera-tions and business develop-

ment, rolling stock and fi-nance. There will be a few ad-ditional members from out-side the Indian Railways (IR)to provide strategic thinkingand fresh ideas for the devel-opment of the Indian Rail-ways. The as-sertion of the under-40s is ex-traordinary; it is somethingthat no one has ever seen be-fore. The generation that hasbeen described as narcissistand depoliticised seems tohave found a reason for be-coming political and articu-

lating its choices, throughparticipation in protests,posters, slogans, songs andvideos, all shared through thesocial media, creating a uni-verse within which “the peo-ple who can be identified bytheir clothes” are marchingwith other people who too canbe identified by their prefer-ences.

Just as much as the re-gional parties that are now co-alescing around the idea of re-jecting the Citizenship(Amendment) Act and the ex-ercise of listing who is a citi-zen through the entirely inef-ficient process of the Nation-al Register of Citizens, whichhas hopelessly failed in As-sam, the Congress too needs

to find its way out of the mazein which it is trapped.

The regional parties inpower in the states have beencalled upon twice to standagainst the exclusionary prin-ciples and targeted anti-Mus-lim measures of the BJP-NDA government armedwith its 303-seat majority inthe Lok Sabha; once by WestBengal chief minister Mama-ta Banerjee and now by Ker-ala CM Pinrayi Vijayan. MsBanerjee sounded the tocsin;and Mr Vijayan has joinedbattle by suggesting that thejoint resolution passed in theKerala Assembly by 139 toone in a House of 140 seatsshould be adopted and passedby the other 11 non-BJP ma-

jority state Assembles as well.The call is not a mere gestureof defiance. It is a resolve todefend the values of the Con-stitution, its basic structure. Itis a call to protect the idea ofdiversity and secularism thatunderpins the idea of fraterni-ty, the last but not least prom-ise that the people committhemselves to in the Preamblethat prefaces the details in theConstitution of how this is tobe done. The letter to thechief ministers of Maharash-tra, West Bengal, Odhisa,Jharkhand, Puducherry, Del-hi, Rajasthan, MadhyaPradesh, Andhra Pradesh, Bi-har and Punjab, curiouslyleaving out Chhattisgarh, issimple; it requires the statesruled by the anti-BJP Opposi-tion to defend the basic tenetsof the polity which form thecornerstone of India’s democ-racy.

While the non-BJP statesneed to act, and do so deci-sively, setting themselves onthe road to a confrontationthat has no precedents andwill be unfamiliar, it is theCongress Party that needs tofigure out how it will exist asthe biggest party of them all.Its size and footprints put iton the forefront. Its vacilla-tions reflect its insecuritiesand uncertainty on issues andits responses are invariablypartial, hesitant and inade-quate. The Congress has re-duced itself to playing on the

backfoot in every confronta-tion with the BJP. Clearly theburden of its “70 years in of-fice”, albeit inaccurately de-scribed by Prime MinisterNarendra Modi, plunges itinto nervous confusion. Itseems often enough to makeit a sort of near scientific ob-servation that the CongressParty prefers to serve as theBJP’s handmaiden and not asignificant and powerful par-ty with a past that is as variedas the history of the 135 yearsof its existence.

The moment calls forsimplicity. The moment is onewhen political parties have tochoose about being with theBJP, or against it. The past isthe BJP’s weapon that itwields to weaken every partythat has ever been in power.The noisiness of its attack andthe aggression it displays hascertainly stupefied the politi-cal class. The fact that theBJP has also been a party ofgovernance, with all the fail-ures and flaws that strain thecredibility of other politicalparties who have also been inpower, seems to be forgotten.The Congress, in particular,scuttles away every time theBJP uses the 70-year gambitto demolish its credibility.

It is not enough that theCongress in Kerala and inWest Bengal have joinedforces with the ruling Opposi-tion party. In Kerala, the reso-lution asking for the repeal of

the CAA and NRC was origi-nally proposed by the Con-gress and was adopted andsupported by the CommunistParty of India (Marxist) andits Left allies. In West Bengal,the Congress has shared aplatform with the TrinamulCongress. In Punjab, the AamAadmi Party has called onCapt. Amarinder Singh toconvene an all-party meetingto reject the CAA, NPR, NRCand defeat the BJP’s politicsof instigating division and en-couraging strife. The Con-gress needs to spell out exact-ly how it intends to take thefight forward and what it pro-poses to do. It has to leadfrom the front lines.

For the regional parties inopposition to the BJP, or atleast not friends with theSangh Parivar, it is a matter ofsurvival. If each of them sep-arately and all of them collec-tively do not resist the relent-less pressure of the BJP toconform to its plans for a ma-joritarian state, the partieswill be systematically deci-mated. With extinction facingthem, this is the moment forthe regional parties to make alast stand. The Congress, onthe other hand, is a necessityfor the BJP, for the time be-ing. Its existence or rather itshistory justifies the BJP’sagenda of establishing themajoritarian state, now that ithas a 303-seat majority in theLok Sabha.

The government willoffload 49.78 per cent equityshareholding in MMTC, 10.1per cent in NMDC besides0.68 per cent in MECON andBHEL each to a strategicbuyer after a two-stageauction procedure. Besides, itwill sell 12 per cent stake inIndustrial Promotion andInvestment Corporation ofOdisha Ltd (IPICOL) and

20.47 per cent in OdishaMining Corporation (OMC)in Neelachal Ispat NigamLimited (NINL). NINL is ajoint venture company inwhich four central publicsector enterprises -- MMTC,NMDC, BHEL and MECON-- besides two state PSUs ofthe Odisha state government -- IPICOL and OMC -- areshareholders. "The proposedstrategic disinvestment ofNINL will unlock resourcesto be used to finance thesocial sector anddevelopmental programmesof the government benefitingthe public," according to anofficial statement. Capital grant for North EastNatural Gas Pipeline Grid okayed

NEW DELHI: The Cabinet Committee on EconomicAffairs (CCEA) on Wednesday approved the North East GasGrid Project of Indradhanush Gas Grid Ltd (IGGL) withviability gap funding at 60 per cent of the estimated cost ofRs 9,265 crore. The quantum of viability gap funding willinclude interest during the construction and not be linkedwith upward capital cost variation. The Ministry ofPetroleum and Natural Gas (MoPNG) will identifymilestones for major activities of the project and link thereleases of capital grant. The total length of the pipeline is1,656 km. The gas pipeline grid will be developed in eightstates -- Arunachal Pradesh, Assam, Manipur, Meghalaya,Mizoram, Nagaland, Sikkim and Tripura. The project willensure reliable and uninterrupted natural gas supplies toconsumers, according to an official statement. "Availabilityof natural gas across the region is expected to boostindustrial growth without impacting the environment andoffer a better quality of life to the people in general due touse of cleaner and green fuel," said the statement.

When asked about the idea of four-day Tests, Patil's initial reaction was"it's non-sense". Asked further to elaborate, Patil, a part of the 1983 WorldCup winning Indian team, said, "I am from the old school and like SachinTendulkar has put it so nicely and correctly that in five-day Tests, the first daybelongs to medium pace bowlers and Test cricket itself is a test of character.You are taking away those characters and those tests. "Why it is called a'Test'? It's because it is the test of an individual.
