KABUL - At least 28 people were killed, including 11 security forces, and 83 others, including 19 security personnel, wounded during 192 in-cidents of violence throughout the country on Saturday, an official said.Interior Minister Wais Ahmad Bar-mak said most of the attacks con-ducted on polling stations. MAZAR-I-SHARIF - Four people tasked to observe the ballot process of a candidate have been killed after they were kidnapped in the Nahr-i-Shahi district of northern Balkh prov-ince, officials said on Sunday.Afzal Hadid, a member of provincial council, told Pajhwok Afghan News the four young men served as observ-ers for Israr Tashqurghani, a Wolesi Jirga runner.He said the observers had been gone to Afghania Township to observe the voting process but lost their way in return.He added the four individuals had been killed after being kidnapped in Taliban-controlled area and their car also taken away on Saturday night.Police chief Mohammad Akram Sa-mee confirmed the death of the four men and said their identities were not yet known. 1. The Islamic Republic of Afghanistan, Ministry of Energy and Water, has received financing from

the Asian Development Bank (ADB) toward the cost of Water Resources Development Investment Program – Project 2. Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.The National Procurement Authority (NPA), acting on behalf of Ministry of Energy and Water, invites sealed bids from eligible and qualified bidders for Rehabilitation of Lower Kokcha Irrigation - Zone II: Archi Main Canal (AMC), LKIP/AMC 0+018 to 20+450 km Canal Lining and Civil Works

2. Works (the Works). Construction period is 1095 days. The Bidders may bid for whole activities indicated in Part II, Section 6: Employer’s Requirement. Bidders shall quote for the complete requirement on a single responsibility basis.

3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures in accordance with ADB’s Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible countries of the ADB as described in the Bidding Document.

8. margin of preference for certain activities performed domestically shall not be applied. 9. Qualification Requirements of bidders for Post Evaluation Purpose are as below:

a) Submission of audited financial statements for the last five (5) years. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive;

b) The Bidder shall have a minimum average annual construction turnover (calculated as total certified payments received for contracts in progress or completed) within the last five (5) years of at least USD 8.50 million;

c) Bidders must demonstrate sufficient financial resources defined in FIN-3 (usually comprising of Working Capital supplemented by credit line statements or overdraft facilities and others) less its financial obligations for its current contract commitments defined in FIN-4, meet or exceed the total requirement for the Subject Contract of USD 1.422 million;

d) The Bidder shall have participated in at least one contract within the last ten (8) years that has been successfully or substantially completed and that is similar to the proposed works, where the value of the Bidder’s participation exceeds USD 8.53 million. The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics as described in Section 6, Employer’s Requirements;

e) Experience in construction of canal intake or canal structures. Additional details are provided in the Bidding Documents. Bidders are requested to refer to Section 3 of the bidding documents for a full range of criteria prior to submitting bid.
