1. To gain the approval from Mr. president, the commander (May God Protect Him) on the study that had been prepared concerning Fedayeen Saddam according to the modifications that had been instructed by the president, and for the chosen number of weapons that are present and are in need of modification, and in the light of the mentioned modifications:

a. Tanks Battalion (BT76) is available in the Special Republican Guards. b. (BTR60) armored personnel carrier, exist now in Fedayeen Saddam compound

Directorate. c.

2. What is been presented and for being the modern battles becomes movable battles which is depends on the availability of movement in a big range, so most of the world armies resorted to divert most of its foot infantry to mechanized infantry. Therefore, we suggest the diversion of a foot infantry to a mechanized infantry and completion (replenishment) the shortage of armored personnel carriers, which are available in the ministry of defense, the BTR60 armored personnel carrier being the first to be used for chasing the saboteurs in our north, and it proved its proficiency, and success.

Letter from Fedayeen Saddam dated 01/07/1995 / number 640/ to the vice chairman of the revolutionary council command regarding Fedayeen Saddam. Presidential divan letter top secret and personnel 24607-dated 25 Oct. 1995, as your honor the Olympic Committee and its members falls under your supervision by the top divan mentioned letter, I would like to introduce a report on Fedayeen Saddam since the immediate forming on 07 Oct. 1994 until now as follows:

1. Forming Saddam’s Fedayeen which was your idea since the commencement of the formation Saddam’s Fedayeen that believes in god, nation, and the commander was a good initiative, good men were racing with full courageous and enthusiasm for this idea to see the light of the day to participate in building the great Iraq under the victorious command of Saddam Hussein (May God Protect him)

2. Iraqi Youth General Union participated in supporting the initiative with logic and particularity idea in order to execute it successfully.

3. Through the above mentioned and by god’s help, direction from the Iraqi president, and the support of the Iraqi people on diverted the dream of the initiative into reality.

4. We formed a light (small) regiment from Saddam’s Fedayeen in each province with the exception self-ruling provinces and forming three small branches to command and managing these regiments and a main command operation in Baghdad (Basmayah Camp).

5. Arming the regiments with light weapons, light and medium machine guns, and 60 mm mortar. Excel attached with arming regiments

6. We made available number of different vehicles (Waz / Kaz66/Santana/ Land Rover) which had been prepared during the president call and were distributed as attachment C.

7. S ix classes were graduated with a total number of 7256 volunteers of Saddam’s Fedayeen.

8. The Saddam’s Fedayeen were participated as the following: a. Special Forces b. Navy Reconnaissance c. Deep Reconnaissance d. Armored Group e. Intelligence f. Corps of Engineer g. Artillery h. Anti Aircraft

9. Training of these regiment were in his province for the following reasons:

a. To avoid any conflict with there obligation at there units b. Provide transportation time from there provinces to Baghdad c. Reduce the effort that required to provide transportation to Baghdad d. No need for food allowances for being the training will be at the same day e. Normal working day will continue with interruption for f. Regiment commander and sub commander will supervise the training directly
