Members Present: Terry Whitt, Rebecca Smith, Gene Homer, Jake Geer, Todd Jacobs Others: Terrance Dougherty, Superintendent, Substitute District Clerk, Jennifer Gill, Jackie Beamer, Director of Pupil Personnel, Lothar Holbert, Wayne Highlands Representative Absent: Julie Bergman, K-12 Administrator Terry addressed the board to discuss the extreme nature of the current fiscal situation and future implications. He discussed the HCSD cash position moving forward, unappropriated/under-assigned fund balance, carrying 4% will not be prudent or sufficient moving forward. He discussed with the BOE that the district carries more than 4% to account for un-anticipated expenses and uncertainty moving forward. It was suggested that the district reserves be fully funded, specifically reserves that are fluid and mobile. Homer moved, with a second by Geer as recommended by Superintendent Dougherty to adopt the following: BE IT RESOLVED, the Board of Education, Hancock Central School District, does hereby approve the following Consent Agenda resolutions: 1) Approved the minutes, Regular, Re-Org and Executive Meeting, July 13, 2020. 2) Approved the extension to the memorandum of agreement to provide additional facilitation services for the Hancock Central School District Wildcat Reset initiative. Yes 5; No 0-Motion Carried Smith moved, with a second by Homer as recommended by Superintendent Dougherty to adopt the following: BE IT RESOLVED, the Board of Education, Hancock Central School district, does hereby review and approve the Wildcat Reset Plan for the 2020-2021 school year to be submitted due to COVID-19 requirements. Homer moved, with a second by Smith as recommended by Superintendent Dougherty to adopt the following: BE IT RESOLVED, the Board of Education, Hancock Central School district, does hereby appoint of Gregory Gill, be approved as follows: The Superintendent, having advised the Board that a conditional appointment is necessary in relation to the appointment of Building Maintenance Aide and the prospective employee having filed a statement regarding criminal convictions and the Superintendent having forwarded to the State Education Department an application for conditional appointment and the fingerprints of the prospective employees, and on recommendation of the Superintendent, it is resolved that the conditional appointment is hereby made for Gregory Gill as Building Maintenance Aide on a 26 week probationary appointment effective August 3, 2020 at a rate of $28,080 (plus night shift differential) prorated per the CSEA contract.

Geer moved, with a second by Homer, as recommended by Superintendent Dougherty to adopt the following: BE IT RESOLVED, the Board of Education, Hancock Central School District does hereby approve the School Tax Levy Warrant for school year 2020-2021 in the amount of $4,122,819.

Homer moved, with a second by Smith, as recommended by the School District's attorneys and having had an opportunity to consider the proposed settlement to adopt the following: BE IT RESOLVED, the Board of Education, Hancock Central School District does hereby approve the settlement in the Matter of the Hancock Housing Redevelopment Company, L.P., Petitioner v. The Assessor for the Town of Hancock the Board of Assessment Review for the Town of Hancock, and the Town of Hancock, Respondents, and the Hancock Central School District, Intervenor-Respondent, Delaware, New York, Index No. 2016-609, 2017-593, EF2018-685, and EF2019-543.

Homer moved, with a second by Smith to go to Executive Session to review CSE recommendations with Superintendent Dougherty. President Whitt commenced the Executive Session at 8:55 PM.

Geer moved, with a second by Jacobs to terminate Executive Session. President Whitt terminated Executive Session at 9:07 PM and declared the meeting in Open Session.
