Volusia County Government Activities Jan. 26 – Feb 8, 2019 Aviation and Economic Resources Daytona Beach International Airport (DBAI) Business Development o Passenger traffic for December was up 7.4% - End of year 2018, up 5.9%, marking a 21-year high for passenger traffic at DAB. o Staff is providing support to the Volusia County Industrial Development Authority (IDA) and their consideration of a request by Antares of Ormond Beach for a TEFRA hearing. The IDA is now scheduled to consider the request at 10 a.m. on Thursday, Feb. 14, in the Dennis McGee Room at DABI. Business Services Information Technology

Water Utility ASE – Information Technology (I.T.) has been working to extend high-speed network connections, known as ASE circuits, to all the water and wastewater treatment plants for the Water Resources and Utilities Division. Only two plants remain to be upgraded, with one scheduled to receive its upgrade by the end of March. The new network connections have increased available bandwidth at the plants by a factor of 50, and are being used to support new services for monitoring usage and performance at the facilities. The previous network connections were insufficient for collecting the amounts of information that are now available.

Central Florida GIS – I.T. coordinated and managed this year’s annual meeting of the Central Florida Geographic Information Systems users’ group. This meeting brought together 94 people from 11 counties and 30 municipalities. Discussions included new web-based services for automating data sharing across the region; the progress being made on a state-wide project to collect elevation and building footprint data; and a vendor presentation on the availability and quality of their new sub-inch resolution aerial photography.

Census 2020 – I.T. has initiated the process of working with agencies throughout the county and municipal governments to collect data for the Census Bureau’s Participant Statistical Areas Program (PSAP). Volusia County was invited to participate in the PSAP in preparation for the 2020 Census. This year-long program will adjust the boundaries of the Census Bureau’s statistical areas, used throughout the next decade for tabulating aggregate data for the American Community Survey and the national Economic Census.

Revenue AirBnb lawsuit – The Palm Beach County Tax Collector has been engaged in litigation with Airbnb for

several years in an effort to compel Airbnb to register as a dealer to collect and remit tourist development tax to the county under the provisions of Chapter 212, Florida Statutes. The case was recently decided in Airbnb’s favor when the court ruled that they are not a dealer under F.S. 212 and cannot be compelled to collect and remit the tax under the current law. The court acknowledged that collection of this tax by Airbnb would be the most expedient and efficient method of collection. An appeal is likely.

Tourist Development Tax Education– As a part of an ongoing effort to educate the public regarding short term rental requirements, the revenue division recently mailed 19,392 informational postcards to non-homesteaded (improved) residential properties, east of the Halifax River.

Tourist Development Tax Audit Findings– Upon completion of the annual tourist development tax account audits, the revenue division compiled a list of common “findings” and the information was mailed to every tourist account holder in an effort to improve taxpayer compliance and record keeping.

Form 1099-INTs are required to be filed with IRS for interest earned by investors on tax certificates when the certificates are redeemed. In keeping with the filing requirement, 231 forms were prepared and mailed to the investors and submitted electronically to IRS.

Tax Deed Warning Letters – After a tax certificate is sold, if the property tax bill is not subsequently paid within a two-year period, the investor who purchased the tax certificate is entitled to begin a tax deed

application, which forces the property to public auction. As this puts the ownership of the property in jeopardy, the revenue division takes an additional, unrequired step to notify the property owner that their property will become eligible for tax deed on April 1 of the current year. Last week, 3,125 such notices were mailed.

Community Services

Inclusionary Leadership Training (ILT) o The Community Services Department is committed to developing its employees in an inclusionary

manner. This year-long leadership program is designed to help employees learn that growing outward is just as important as moving up. In addition, it is necessary to function in an inclusionary manner regardless of promotional opportunity in order to truly succeed not only as an individual, but as a contributing member of our government.

o Applications have been accepted and interviews in process to select the second class, which is scheduled to start in February.

Community Assistance

Housing & Grants o A press release advertising the Wind Hazard Mitigation Program (WHMP) has been posted. The

WHMP provides income eligible households with window and door shutters, upgraded garage doors and gable-end roof tie downs to mitigate damages that may be caused by a hurricane.

o An NSP home for sale in the Holly Hill area is listed and is available to very-low income buyers. Very-low income buyers are targeted as a special funding set aside through the program. The home was purchased as a foreclosed and bank-owned home, rehabilitated and listed for sale.

Community garden underway at Derbyshire Place o FDOH-Volusia staff recently participated in the ground breaking of a community garden at

Derbyshire Place. o The garden will increase access to fresh vegetables in the Derbyshire neighborhood. o Derbyshire Place is a faith-based community center that provides a safe, caring environment where

children and families can gather for various educational, physical and spiritual activities and support.

o In addition to assisting in garden planning, FDOH-Volusia is providing health education for the garden project and is playing a role in navigating funding opportunities and best practices for sustainability.

o FDOH-Volusia also offers health and wellness classes at the center. o Derbyshire Place is at 962 Derbyshire Road in Holly Hill.

Influenza activity continues to increase statewide o Influenza activity continues to increase across the state. o For week 2 ending Jan. 12 (the most recent published data), influenza-like activity was similar to

levels observed at this time in past seasons. o Mild influenza activity continues in Volusia County. o This season, Volusia County has reported two first influenza or influenza-like illness outbreaks. o Influenza information is updated weekly on the Florida Department of Health’s (FDOH) Florida Flu

o FDOH-Volusia’s Medical Reserve Corps is training all staff in Volusia County’s regional libraries to assist someone who’s injured. The Until Help Arrives program teaches the basic skills to assist citizens who may sustain a life-threatening injury until professional help arrives. Training is being held through June 4.

Library Services

• Grant Series o National Endowment for the Arts Grant – BIG READ - Jan. 19 – Feb. 28. As part of the

celebration for A Wizard of Earthsea, Library Services featured our fourth play with six performances of TA*DA! Two performances were held at the Port Orange Regional Library and we partnered with the Museum of Arts and Sciences, Daytona Beach for four performances with a total of 498 in attendance. The original set design, costumes and props were all designed by library staff, as well as the writing and direction. It featured four local actors and was family friendly. We received positive feedback on social media and through the 146 evaluations that were returned. Feedback included:

o “Local entertainment for all ages. This was a fun way to spend an evening.” o “Loved all the comedy! The part with the Time Machine was awesome – I laughed so hard!

• Events o Park staff is preparing for the Daytona Beach Half Marathon and 5k races scheduled for February 9

- 10. o Completed one in-field renovation in southwest Volusia County. o Completed a history and ecology bike tour from Debary Hall to Gemini Springs. Approximately 15

people attended from all over Central Florida. o Famous author Roger Fulton provided a lecture at Debary Hall regarding safety while hiking in

nature. o Welcomed 104 students from Manatee Cove elementary for an educational visit at Debary Hall.

Deep Creek Preserve o Started the process for the first timber sale of 2019 on Deep Creek Preserve. o Trapped seven hogs on Deep Creek Preserve.

Lake George Wildlife Management o Started mechanical chopping on Lake George Forest.

Marketing o Jan. 30- Votran staff visited Deltona Lakes Baptist Church and New Smyrna Beach Health

Department. Bus schedules, route information and information about the new Routes, 25 in Deltona and 44 in New Smyrna Beach, were distributed.

o Feb. 1 - Staff attended a meeting to provide transit support for the Legends Parade in Ponce Inlet. o Feb. 3- Votran staff have been working hard to promote Route. 25, they have visited numerous

events the past couple of weeks. At the Brunch at The Center at Deltona they discussed the service changes and Route. 25. They also handed out flyers and discussed the new Route 25 at the Market Place.

o Feb. 5- Votran staff visited the Market Place again and various locations in West Volusia. They handed out flyers with information about the new Route 25 and service changes.

Operations – Maintenance o Jan. 23 - On January 23, Votran staff dealt with a bomb threat from a passenger. The other

passengers and the bus operator were evacuated safely and law enforcement notified. Passengers who stayed on the scene were provided transportation, and Votran staff cooperated with law enforcement until the scene was cleared and the bus was released.

o Feb 2 - Votran staff is replacing worn bus stop signs along Route 12.

AG Center

UF Extension/Environmental Management and Veteran Services members met to discuss possibleeducational collaborations.

New UF Master Money Mentor program (FMMM) interviews are underway; mentor background checks are required. Mentors complete six hours of training. In return, through UF/IFAS Extension Volusia County, they provide a minimum of 50 hours per year supporting financial/credit workshops for Volusia residents at no cost. Residents learn improved financial practices, setting and achieve financial goals.

The Florida Master Naturalist Program completed two of six week Core Training in “Uplands Habitats.” Collaborations with Lyonia Environmental Learning Center, Volusia County Environmental Management personnel and volunteers, enhance the educational value.

Collaboration is underway with the Urban Horticulture program, a Home Owner’s Association (HOA), UF/IFAS Center for Landscape Conservation and Ecology, Volusia County Environmental Management and the SJRWMD are investigating a research project evaluating effectiveness of post-construction urban soil improvements. Anticipated results are improved property values, decreased water and nutrient runoff.

New Master Gardener training continues. Master Gardener Plant Clinics scheduled are at nine library locations. The Green Industries Best Management Practices class is March 1. This class is designed to improved

landscape maintenance practices. Government landscape maintenance employees are encouraged to attend.

Saturday’s 4H County Events had 65 youth participate. In the Speech Contest, 17 youth presented on a variety of topics and even more submitted horticulture, flower arranging, crafts, exhibits, posters, graphic arts, over 141 photographs, sewing, canning and baked goods demonstrations. Fashion Revue and Variety Show acts were included.

SPIN and STEAM Initiatives: Youth from six to 16 learned how to program Ozobots, build simple electrical circuits and hydraulic machines

FNP met with the School Health Advisory Committee (SHAC) Wellness Policy team finalizing nutrition and food promotion of the Volusia County School's Wellness Policy. Compiled changes will be presented to the School Board. School Gardens: Second graders at Westside Elementary reaped their hard work rewards by harvesting carrots, kale, bush beans, tomatoes, sweet peppers, cabbage and collard greens, and were consumed on site. They will be preparing their seven raised beds for new spring vegetable crops.

Volusia County League of Women Voters: On Monday, Jan. 28, Clay Ervin presented an overview on how Volusia County plans for growth and funds infrastructure, such as county roads. This was joint presentation with Lois Bollenback, Executive Director of the River to Sea Transportation Planning Organization. The presentation was at the Volusia County Regional Library in New Smyrna Beach, Florida.

Public Outreach (Explore Volusia)

o On Jan. 29, Explore Volusia led a guided hike of Clark Bay. o On Feb. 5, Explore Volusia led the Blue Springs Paddle outing.

Public Outreach (Lyonia Environmental Center) o On Jan. 26, the LEC hosted Jay Walking, teaching attendees about scrub jays and their habitat, and

Scales and Tales, teaching attendees about the differences between venomous and nonvenomous snakes.

o On Jan. 28, Feb. 1, 4, and 8, the LEC hosted a Scrub Stroll, an educational hike, teaching participants about the scrub habitat.

o On Feb. 2, the LEC hosted Tiny Trekkers for children ages 2-5. Participants were able to go on a short hike, create a take home craft, and listened to a story. The LEC also hosted a Valentine Wreath Craft session, allowing participants to make a wreath from grapevine.

Conservation o On Feb. 1, staff conducted the Florida winter shorebird survey at Disappearing Island in Ponce Inlet.

Meetings o On Jan. 29, the environmental management director attended the Project H2 executive committee

meeting. o On Jan. 30, the pollution control manager attended a St. Johns River Water Management District

water conservation coordinators meeting. o On Feb. 5, the pollution control manager attended the Indian River Council Management Board

Staffing o The Planning and Development Services Division welcomed a new Real Estate Specialist on Feb. 4.

Ocean Center

• February Events – o The JVC Daytona Beach 100 volleyball tournament took place from Jan. 31- Feb. 3, with 31 courts spread

throughout our entire facility. The Sprayfoam Polyurethane Alliance Show 2019 Convention & Expo loaded in the same weekend and Feb. 4-7 took up both the ballroom, meeting rooms and the exhibit hall with over 1,200 attendees.

o Feb. 8-10 the Ocean Center will host 2,000 Gymnasts and spectators for the Daytona Beach Open in the exhibit hall. The Florida Gun Show will be in our Arena with over 3,000 attendees. We are also hosting Daytona Beach’s Sweetheart Ball, a sold-out Father-Daughter Dance.

• Capital Projects o Arena Barrel Roof – Work is complete on the north and east side of the arena. Application of coatings

is now complete on the south and west sides. Minor repairs will be made to roofing sections where scaffolding was placed to support workers for the coating project. All phases should be completed by mid-March.

o A1A Marquee – The old marquee is now removed. Soil testing and preparations for the pouring of new concrete footings for the new marquee are in progress.

o Parking Contract – The new project team from LAZ met with Ocean Center staff again this week and a master punch list is in progress with regard to the transition. Hand-off of parking management is still slated for March 1. New signage and equipment will be installed on surface lots prior to that date with equipment installation in the Parking Garage beginning in March. LAZ Staff have begun attending regular Ocean Center planning meetings relative to event activities to make the transition as seamless as possible for our clientele.

Beach Safety

Information for week of Jan. 21– Jan. 27: o Jan. 21 – Jan. 27: Beach Safety responded to 910 different calls for service, which include Lifeguard,

Emergency Medical Services, Law Enforcement and Environmental issues. o Jan. 21 – An in house ATV class for was held for the seasonal employees. Six earned ATV

certification. o Jan. 23 – Jan. 25 Staff attended the Public Information Officer Workshop and Symposium in

Daytona Beach. o Jan. 25 – Staff attended the University High School EMS-Military Expo in which over 2000 high

school students attended. Beach Safety staff was able to interact with approximately 200 students which also provided a recruitment opportunity.

o Jan. 26 – Beach Safety won the Sponsors H2 Lighting’s Choice award for the Lifeguard Vehicle and Jet Ski entry at the 14th Annual Central Florida Law Enforcement Car show; “Cops and Car” in Oviedo. This event also provided recruitment opportunities.

Information for week of Jan. 28– Feb. 3: o Jan. 28 – Feb. 3: Beach Safety responded to 960 different calls for service, which include lifeguard,

EMS, law enforcement and environment issues.

Corrections

The average daily population for week ending Jan. 29, was 1,387 inmates. o Jan. 25 - Corrections Division began a new partnership with Halifax Hospital. The partnership

provides for the Correctional facility to be the primary location for inebriates to be taken that would normally be taken to the hospital for intoxication. This new procedure was made with the hope of reducing the number of emergency room beds being occupied for intoxication.

o The IT cabling project began the first phase of a five year project on January 28. This phase will focus on enhancing the IT and camera infrastructure within the Branch Jail and the Correctional Facility.

o The I-Dignity event was held at Corrections and provided 17 inmates with an opportunity to obtain an identification card or birth certificate while in custody. I-Dignity provides inmates assistance in obtaining Florida ID cards and licenses, birth certificates, Social Security cards, replacement immigration records and various other documents.

The average daily population for week ending Feb. 5, was 1,409 inmates. o The Corrections Division conducted its annual volunteer renewal application process in which 238

volunteers attended. This was an increase of approximately 60 new attendees this year. o Jan. 31 - Goodwill Industries conducted their fourth consecutive inmate training session in which 16

inmates participated. The intent of the program is to assist inmates with finding employment prior to their being released from jail.

o The Florida Licensing on Wheels (FLOW) bus, which provides identification cards and other forms of identification to inmates prior to their release supported 41 inmates last week.

representatives to view a new program for tracking narcotics. A 30 day trial was also received and will be started Jan. 28.

Pending/Ongoing o Direction received at the Feb. 5 County Council meeting regarding the disposition of the Certificate

of Public Convenience and Necessity (CoPCN) application process for alternative transport services (Ferreras Transportation and Crown Transport). A draft ordinance is being finalized for discussion with the public protection director.

o Feb. 4 - Medical directors have rolled out the first response agency scene release (patient awaits ambulance arrival alone) and working with the public protection director’s EMS response plan group to include safeguards for delayed ambulance responses.

o Working with internal stakeholders (Information Technology, Purchasing, EMS, and Accounting) to address concerns and questions relating to the ZOLL project slated under the EMS trust fund for fiscal year 2019.

Approximately 30 Students and 35 instructors from the Southern Area Engine Academy (SAEA) attended the Wildland interface training at the Volusia County Sheriff youth ranch. Participants included local, state, and Federal agencies from Florida and South Carolina.

Public Works

Coastal

Beach Ramps – The gates at the Harvard Road beach ramp in Ormond Beach and the 3rd Ave. beach ramp in New Smyrna Beach were replaced with an updated design.

Off-Beach Parking – Repair of the seawall and construction of the promenade at Mary McLeod Bethune Beach Park was completed.

Off-Beach Parking – The Argosy Park Off-Beach Parking Lot is now open to the public. Boat Ramps – Coastal Staff initiated a discussion with Canaveral National Seashore staff to coordinate public

use of the Apollo Beach public boat ramp in the event of future federal government shutdowns. ICW Dredging - The U.S. Army Corps Intracoastal Waterway maintenance dredging operations have moved

into in the downtown area of New Smyrna Beach. Coastal staff have worked to notify the public of this ongoing operation.

Engineering & Construction

Roadway & Trails

o Veterans Memorial Bridge project in Daytona Beach: Placed final arch segments on the bridge. Completed east side approach wall. Continued installation of concrete for the pier columns and caps.

o Turnbull Bay Bridge project in New Smyrna Beach: Completing the sidewalk, flume, and guardrail installation. Beginning planning and grooving the entire deck surface. Traffic shift to continue approach work on north side of the bridge. Finishing rubble installation around the base of the structure.

o West Park Avenue widening project in Edgewater: Continued City of Edgewater utility installation, excavation of two ponds, and the construction of 1500 feet of roadway on the east end of the project.

o Doyle Road Paved Shoulders project in Deltona: Continued sidewalk placement, driveway construction and shoulder base work for widening.

o New York Avenue sidewalk project in Orange City: Sidewalk completed. Final grading and sodding remain. Contract cancelled and taken over by Philadelphia Insurance Companies. County has supplied bonding agency with quotes to complete the project from contractors on County Master Agreements.

o Shell Harbor Park project: The contractor’s plan to remove approximately 3,600 square yards of subsurface unsuitable material in the proposed parking area is under review.

o Hope Place Library project: Interior trim/MEP/drywall complete. Storefront delayed due to glass manufacturer delays. By the end of week Library services will begin bringing in furniture/shelving.

o VCSO Evidence Building project: Building 99% complete. Shelving installation complete. The ribbon cutting is set for Feb. 21. Rear storage building foundation installation in process.

o Highbridge Park Restroom project: Construction portion of project is complete. Contractor finishing punch list items. Completed septic tank installation. Potable well conversion underway.

o Branch Jail roof project: Whitecap installation continuing. The next two pods planned to begin the week of Feb. 18.

o Corrections chiller replacement project: Contract approved by County Council on Feb. 5. o Votran IT Buildout project: Preparing mezzanine deck slab. o Votran Hardening project: Pre-con meeting held. Permitting in process. Construction start scheduled

for late April due to lead time for ballistic storefront systems. o Fire Station 36 project in Osteen: Building 99% complete and set for mid-February for completion. o Fire Station 23 project in New Smyrna Beach: Electrical service relocated. Structural engineer review

indicated he cannot certify slab for reuse. VCFS investigating use of modular systems that can meet 155mph wind load requirements.

o Marine Science Center project: Pre-construction submittals being reviewed by architect. Electrical plans are out for bid with a bid closing date of Feb. 14.

o City Island HVAC project: Chillers shipped Feb. 14. Pre-con scheduled for Feb. 7.

Mosquito Control

Operations o Received a grant from the Centers for Disease Control and Prevention (CDC) through the Florida

Department of Agriculture and Consumer Services (FDACS) for $52,000 to be used for mosquito control operations.

o On Jan 31, Mosquito Control hosted a Chemical Spill Training by Sigma Consulting and Training at Beach Safety in Daytona Beach. Staff from Mosquito Control and Road & Bridge attended to review chemical spill procedures and receive continuing education units for their licenses.

Road & Bridge

Construction and Maintenance o Road and Bridge Traffic Operations Crews installed new stop bars, painted arrows and pedestrian

crosswalk signage along South Atlantic Ave. in the New Smyrna Beach area. o Road & Bridge Drainage Ditch Crews cleaned roadside ditches in Daytona Park Estates in De Land and

the Village of Pine Run in Ormond Beach. This work was initiated from citizen requests and performed to ensure proper flow of the ditches.

o Road & Bridge Ditch Maintenance Crews removed and replaced approximately 400 linear feet of damaged sidewalk on Minnesota Ave. in DeLand and North Clyde Morris Ave. in Daytona Beach.

Solid Waste

West Volusia Transfer Station Site Study – The design capacity for a 10-hour operating day is 900 tons and currently the average daily incoming tonnage is 795 tons. The Solid Waste Division will be bringing forth a task assignment for a facility site review. The review will include the possibility of adding a fourth transfer bay, upgrading the site traffic flow, improving the yard waste mulching area, modification of the

Litter Enforcement –Solid Waste Management Compliance Officers continued to actively patrol State Road 415 and State Road 44, conducting secured load inspections. Twenty-two educational warnings were issued to address windblown littering from unsecured waste loads.

Traffic Engineering

Construction and Maintenance o Staff attended the Transportation Systems Management & Operations Consortium meeting. o Signal staff completed a signal controller cabinet upgrade at Howland Blvd. and Forest Edge in

Deltona. o Completed the signal upgrade project at Plymouth Ave. and Stone St in DeLand. o Illuminated street name sign repairs in Deltona have been completed by signal staff.

Planning & Development Review o Staff attended the Regional Transportation Commission / Transportation Planning Organization

(RTC TPO) Board meeting. o Staff coordinated with Engineering and Construction Division to review current projects and discuss

potential new projects on the River to Sea Transportation Planning Organization Priority Lists. o Staff met with the All-Aboard Storage (Taylor Road in Port Orange) developers to discuss county

comments regarding their plans. o Staff met with the proposed 7-11 developers at the Kepler Road and State Road 44 intersection to

discuss access. o Staff met with the Central Parc (Williamson Blvd. at Airport Road intersection, Port Orange)

developers to discuss access and the Traffic Impact Analysis (TIA) methodology. o Staff attended a meeting with City of New Smyrna Beach staff and GeoSam developers to discuss

two parent tract Transportation Impact Analysis methodologies required for their Coastal Woods and The Palms developments.

o Staff provided final comments on the Victoria Park DRI Modeling and Monitoring Study for Phase 3A.

o Staff approved the Alternative Impact Fee Study methodology submitted by Minto Communities. o Staff held a stakeholders LPGA Subarea Network meeting with Engineering and Construction,

Daytona Beach and Ormond Beach.

Operational Studies o Staff approved a multi-way stop controlled intersection at West Fern Road and Azalea Lane. o Staff participated in the West Volusia Community Traffic Safety Team meeting held at the DeLand

FHP office. o Staff collected traffic data and performed field analysis for the City of DeBary to investigate

speeding issues on Grande Vista Street and Sight Distance issues at the intersection of Donald E. Smith Blvd. and Hammock Oak Circle.

Meetings o Staff participated in the Sheriff’s Office Crossing Guard Subcommittee meeting. o Staff met with the FDOT and Daytona Beach regarding the US 92/East ISB enhancement project

from the Halifax River Bridge to State Road A1A/S Atlantic Ave. Staff again requested that FDOT demonstrate operations of the proposed roundabout and beach toll operations.

o Staff participated with Volusia County’s Engineering and Construction, Coastal, and Parks & Recreation on RTC TPO’s “Call for Projects.”

Utilities

Construction and Maintenance o The Advanced Metering Infrastructure (AMI) project for water meter reading kicked off in the

southwest service area. Utilities is currently in the second year of a three-year project to convert all water and reclaimed meters to the newer AMI technology as a water conservation initiative, benefitting customers and enhancing distribution system efficiency.

Engineering and Design o Staff has received from JonesEdmunds the preliminary design information for the Deltona North lift

station and force main project. The purpose of this project is to pump all wastewater from the Deltona North service area to the Southwest Regional Wastewater treatment plant for advanced wastewater treatment.
