ABOUT LABOUR DEPARTMENT
The Labour Commissioner Organization, established in 2000, administers and enforces 33 labour laws (24
are Central legislations and 09 State legislations) to ensure, mainly, provisions relating to social justice and
economic inter-dependency, improvement in working conditions, social security, and protection against
harassment and exploitation of working children, women and men employed in organized sector. Labour
department ensures quick disposal of industrial disputes through its conciliation machinery with a view to
establish harmonious industrial relations amongst the employers and employees, so that along with growth
in industrial production, the interests of workmen are also protected. The department periodically fixes the
minimum wages and ensures their due and timely payment to the workmen. The labour laws are consistent
with fundamental rights of citizen, the directive principles of Indian Constitution, and at international level,
with standards laid down by International Labour Organization through various conventions and
recommendations.
Along with executive functions through its administrative set up, following wings are also established in the Organisation to enforce various labour laws and timely intervention in industrial disputes:
Enforcement and Conciliation
Directorate of Factories and
Directorate of Boilers.
VISION OF THE DEPARTMENT:
To ensure harmonious industrial relations, safe work environment and implementation
of labour laws to guarantee dues and rights under labour legislations.
On line registration, licensing and submission of returns under labour laws to promote investment.
Labour laws reforms and simplification.
KEY OBJECTIVES / GOALS OF THE DEPARTMENT:
To establish harmonious relations.
To ensure minimum wage, guaranteed monetary benefits, due under law, to the workmen.
To provide safe, healthy, and productive work environment and welfare to the workers.
To ensure social security and service conditions of the workmen.
To ensure abolition of child labour and bonded labour and rehabilitation of those.
To encourage and promote zero accident, safe and productive work places.

MEMBER REGISTRATION
The portal can be used for registration, renewal, submission of annual return, viewing of inspection
report for following Labour Acts
The Factories Act, 1948
Motor Transport Works Act – 1961
Uttarakhand Dookan Aur Vanijya Adhishthan Adhiniyam, 1962
Contract Labour Act (Regulation And Abolition), 1970
Inter-State Migrant Workmen Act (Regulation of Employment & Conditions of Service), 1979
Indian Boilers Act, 1923
To use any of the activities (registration, renewal, submission of annual return, viewing of
inspection report), the user must be a member of the portal. For this, following steps must
be performed
A - Click on Register Now button
B – Now the user will fill up the details with username and password and click on Submit button.

The username and password will be sent to the user on email id (specified while entering
the user details), and on mobile no (specified while entering the user details)
NOTE: The member registration of the user is subject to the approval of the department. A
new password will be sent to your email id/mobile by the department after approval of
your membership.

In the Building Plan Approval Section i.e. Step-1, fill up all the details asked i.e. Factory
Name, Factory Type, Address and upload all the required attachments that are asked.

Now, Go to the Step-2: Registration Under Factories Act. Fill up all the details carefully
which includes Occupier’s details, Workers’ details, Power details etc.

Indian Boilers Act,1923
Now select Indian Boilers Act, 1962 from Select Act and then click on Registration
Fill up the Boiler Owner details and Boiler details along with desired date of Inspection carefully
A – If the user is a registered member, then he/she needs to fill the registration number.

ATTACHMENTS
We have gone through the procedure of filling up the application form for registration under all
the acts. The user will also need to upload all the important documents or attachments under the
acts along with the application form. The user will select the acts the same way from Select Acts.
There are different attachments required for different acts

Click on Attachment and the attachment portal will open where the user will have to fill up the
application no generated earlier.
A – After filling up the application no, click on Go
After clicking on Go, the details will be shown. The user can upload the attachments through
Choose File as shown in the next screenshot on the next page

PAYMENT
For payment of the registration or licensing fee the user will have to click on Payment. A payment
portal will open where user will enter his/her application no. The payment can be done by two
modes, either by challan or online.

A – After selecting the online payment mode, click on Proceed to Payment
NOTE – In the Online payment, after clicking on Proceed to Payment the user will be directed to
http://rajkosh.up.nic.in/. The user will have to perform the e-Payment and an e-challan slip number
is generated which the user will need for the future activities i.e. the user will have to enter that
number in the challan no column of the payment details in the next step.

LICENSING
Licensing is applicable only for two acts i.e.
Contract Labour Act (Regulation and Abolition), 1970
Inter-State Migrant Workmen Act (Regulation of Employment & Conditions of Service),
1979
For licensing, click on Licensing. A license application will be shown where the user will have to
fill up the particulars of establishment, name of establishment, name of principal employer
and other important details carefully.
A – For calculating the licensing fee, click on Calculate Fee
B – After filling up all the important details, click on Submit

VIEW APPLICATIONS
A – The user can view all his/her saved applications by clicking on View Application
Your application will remain pending, until it is approved by the department. On approval of
Application, Application status will be shown as approved and Registration no/License no will
be allotted.

Amendment
Once the Application is approved by the department, a new registration no is allotted.
The user will go to the View application and check whether his/her application is approved or
rejected by the department. If the status is approved then a new registration no is allotted to the
concerned application by the department. The user needs to remember or copy the new
registration no for further activities like amendment, annual return or print certificate/license.

A – Click on Amendment to go to the Amendment portal
B – After this the user needs to fill up the new registration/license no and click on GO
Now Registration/License Details will be shown. The user will fill up the Amendment Application
Date and other important details.

The Annual Return form is showcased on the next page where the user will have to fill up all the
required details asked about his/her firm or establishment.

B – Click here after mentioning the details of any fatal/non-fatal accident if occurred in the firm
C – After filling up all the required and important details, click on Submit
PRINT CERTIFICATE/LICENSE
To get the license/certificate, go to View application
The user needs to fill up the new registration or license no allotted by the department after the
approval and click on Go
