A high level Master Plan has been developed for Paga Hill Estate, incorporating a vision that sees the site becoming the focal point of Port Moresby.

The site has been zoned to allow for a mixed-use development in line with this Master Plan design, securing bulk earthworks and environmental approvals.

Paga Hill Development Company secured the site through a 99-year lease, subsequently adding value through a substantial underwater lease around Paga Point.

The PNG Government has recognised the potential of Paga Hill Estate by declaring it a ‘Project of National Significance’.

Situated in a prominent position, uphill from a luxury 6 star hotel, with vantage points in all directions to the coast and harbour, the National Cultural Centre will be the forum to promote all of PNG’s rich and unique culture, flora, fauna, traditions and attractions across all provinces.

Incorporated into the design is a museum that will showcase PNG’s history, with a particular focus on and link to the adjacent World War II gun emplacements and sites of interest, as well as memorial plaques, all of which have significant tourist potential.
