Reyes said the indigent lit-igants will be assessed if they qualify to the free legal ser-vices program which is “quite similar” with the Public Attor-ney’s Office (PAO).

But he said the IBP pro-gram is also different from the PAO because its standards are more sensitive by “looking into the financial capabilities of poor

litigants and the merit of their cases if they are winnable.”

Reyes said under his lead-ership, the IBP-Pampanga will continue with community ser-vices and help probationers and indigenous peoples (IPs) like Aetas with better legal ser-vices. He also said the chap-ter will go to schools and give seminars on anti-bullying, an-ti-violence against women and children as well as Internation-al Legal Missions in Macau, Hong Kong and Japan to ca-ter to overseas Filipino work-ers (OFWs) who have a hard time getting legal services be-cause of the lack of lawyers in our embassies and consular

As the discerning Ding Cervantes noted in our banner story here yesterday: “Lapid’s press conference initially turned out to be one for his forthcoming movie, together with movie actor Ronnie Rickets and director Baldo Maro, even as local media who were told to proceed to the restaurant venue here as early as 9 a.m. awaited for Lapid’s political declaration. By noon, however, movie reporters were still tackling Lapid’s movie project.”

Yes, both the Kapuso and Kapamilya channels were there, but with their entertainment, not political, reporters. Ang Probinsiyano 3, that is supposed to be the title of Lapid’s movie with Rickets, the earlier Parts 1 and 2 having starred in by the late action king and presidential candidate Fernando Poe Jr.

Shut out of the interviews by the entertainment press, the local media contented themselves with the chicken-leg-cum-noodle lunch. Though some of the young local TV reporters reduced themselves to being movie fans, having their pictures taken with Rickets.

To the point was Ding: “This presages another possible Lapid administration based on script and acting.” So he quoted “one of the local journalists who asked not to be named.” To disabuse some malicious minds, it was not this writer that said it.

The movie mindset extended to the political part of the mediacon.

Lapid introduced his vice gubernatorial candidate, Lea Dizon, as his “leading lady in politics.” The aesthetic value of Dizon, even primed over her intellectual assets honed at the University of Asia and the Pacific and the Universidad de Barcelona.

Lapid made use of flashbacks too – just like in the movies – for dramatic effect: How

it was during his first term, fighting the lahar rampages, wading waist-deep in floodwaters, battling starvation in the evacuation centers, standing up to the national government when it was deemed that “nature should take its own course” to the utter destruction of the towns of Porac and Bacolor. The drama here lent authenticity by Lapid invoking living witnesses to it: the names Perry Pangan, Deng Pangilinan and Bong Lacson, duly called out.

Up close and personal with Lapid in the past – I served as his spinmeister in his 1995 and 1998 gubernatorial runs and as senior consultant on his first term – I discovered that he had (still has?) greater penchant for drama than action. Notwithstanding his patented stunts and somersaults.

Consider his challenge to the then Vice Gov. Cielo Macapagal-Salgado and other critics on the so-called P104-million Maimpis landscam:“Sabay-sabay kaming lumuhod sa harap ng altar at bulagin sana ng Diyos ang nagsisinungaling sa amin. (We all kneel in front of the altar and may God blind whoever is lying).”

Or his campaign spiel: “Hindi ko kailan man dudungisan ang puting lampin na ikinumot sa akin ng aking nanay nang ako ay isilang. (I will never soil the white blanket (of purity) that my mother covered me with when I was born).”

True to dramatic form, Lapid now: “Wala kaming sinaktan na sinuman. Tanging hangad namin ay makapaglingkod sa aming mga kababayan. (We (he and son Mark) did not hurt anyone. Our only wish is to be left alone to serve our people).”

Wish that may be ungranted there. Gov. Eddie T. Panlilio has challenged Lapid father and son to explain to Kapampangans the “missing” P568-million lahar quarry funds during their 12 years at the helm of the Capitol.

Reported Ding: “Panlilio also vowed to pursue the plunder charges he filed earlier this year against Lapid and his son Mark who had been Pampanga governor from 2004 to 2007. The charges were based on allegations that they enriched themselves from the provincial government’s lahar quarrying operations.”

“I will definitely pursue the case either as a public official or a private citizen,” Panlilio vowed.

With the protagonists already cast even as the script is still evolving, Ang Pagbabalik 2010 is one movie worth watching.

AN UNRETURNED comeback – in the Redford context – it was for Lapid, galloping back to Senate at the re-entry of Lilia “Nanay Baby” Pineda into the gubernatorial contest. Subsequently affirming the Commission on Elections’ decision on her electoral protest by burying Panlilio in an avalanche of some 300,000 votes.

PALAYAN CITY – Farmers from different villages here and adjacent city of Cabanatuan urged Pres. Aquino to stop the military from allegedly harass-ing them and taking from them the lands they cultivate for a living in Barangays Caballe-ro and Ganaderia in this city. Paulo Bautista, 78, who came forward to a media briefing Thursday with the receipts showing his father has been paying taxes since 1937 for the parcel of land within the then-Bongabon stock farm, even called on the military to use its might in defending West Philippine Sea from Chi-nese intrusion instead of sup-posedly forcing them out of their ricefields.

He expressed belief that the military, led by Gen. Gre-gorio Pio Catapang, is work-ing against the rice sufficiency program of the Aquino admin-istration by trying to convert the 200-hectare land, being tilled by about 200 farmers, into a housing area for military officials.

This, as a group of 14 farmers challenged before the Court of Appeals a supposed-ly erroneous decision of Re-gional Trial Court Branch 40 Presiding Judge Evelyn Atien-za-Turla which ordered them to vacate the place in a class suit they filed against Cata-pang, Lt. Cols. Benito Doniego Jr. and Alfredo Patarata.

In the suit, the 14 farm-ers said the military under Catapang, with soldiers from Fort Magsaysay, “entered by means of stealth, strate-gy, force, threat and intimi-dation without any authority from the Department of Agrar-ian Reform and the courts of law” since March 2013.

The 14 are Julius Bautis-ta, Carmelita Manayan, Rufi-no Flores, Garvacio Aregan-do and Arsenio Laranang of Barangay Caballero; Florenti-na Juan, Bienvenido Baldem-or, Elizalde Estigoy, Julio Diaz and Wenceslao Bautista, all of Barangay Ganaderia; Carmel-ita Valmote of Barangay Cai-mito, Jose Ginnodela Merced of Barangay Manacnac, all of this city; Dalisay Gadian of Barangay Bangad and Gide-on Acosta of Barangay Kapi-tan Pepe, both of Cabanatuan City.

They are among the 200 farmers tilling a 200-hectare farmland in Caballero and Ga-naderia for at least 10 years, with other farmers claiming even a longer period.

The Department of Envi-ronment and Natural Resourc-es (DENR) described the farm-lands, a titled property owned by the city government, as a

“patrimonial property” or a reg-istered property in the name of the Republic.

Laranang, a retired ser-geant, said he has been tilling his three-hectare land since 1984 when he was still a pri-vate first class. He took the place of original petitioner Flo-rentina Juan who was already deceased.

“Bago sana mag-retire si General Catapang, huwag niya kaming kakalimutan ” he said. A member of the Philip-pine Military Academy (PMA) Class 1981, Catapang retires in July this year.

Catapang and the other respondents said the subject farmlands form part of the mil-itary reservation and that the AFP, through the Army, has long been in legal and physi-cal possession de jure of the entire expanse.

He claimed the Army has been occupying and possess-ing the subject property as far back as 1955 when then-Pres-ident Ramon Magsaysay is-sued Presidential Proclama-tion 237 reserving the area for military purposes and with-drawing them from sale or set-tlement.

The proclamation was amended on March 13, 2006 when then-President Glo-ria Macapagal-Arroyo issued Presidential Proclamation 1033 including the 200 hect-ares among the areas re-served for the off-base hous-ing site for Army soldiers.

The petitioners claimed that Doniego initially told them that they were putting up a de-tachment of the paramilitary group Civilian Armed Forces Geographical Unit (CAFGU) supposedly to guard the for-ests.

Later, however, Doniego told them they would be eject-ed “whether they liked it or not.” Afterwards, they claimed their farmlands were flattened with the use of bulldozers.

The petitioning farmers

then filed a civil case for forc-ible entry before the munici-pal trial court in cities (MTCC) which ruled in their favor in a decision issued on October 8, 2013.

The case was elevated to the Palayan City Regional Trial Court (RTC) Branch 40 which reversed the MTCC de-cision in its ruling on Decem-ber 9, 2014.

The farmers assailed the decision and filed a motion for reconsideration but their coun-sel, Feliciano Buenaventura, suffered an ailment and later withdrew for health reasons.

Later, they filed a petition for review with the Court of Ap-peals saying the RTC grave-ly erred in reversing and set-ting aside the MTCC decision and in ruling on the basis of issues relating to ownership, land registration and recovery of possession instead of forc-ible entry.

It said that the court also erred in ordering the petition-ers to vacate the farmlands in spite of the fact that this relief was not prayed for by the re-spondents.

“Instead of limiting itself to determining who is entitled to the physical possession of the subject parcels of . . . land, the RTC delved into issues relat-ing to acquisition and owner-ship in violation of prevailing rules and jurisprudence,” the review petition read.

It further added that the case of forcible entry they filed against respondents was different from possession in ejectment cases.

“…(P)ossession in eject-ment cases means nothing more than actual possession, not legal possession in the sense contemplated in civ-il law. In a forcible entry case, prior physical possession is the primary consideration,” it further stated.

Assuming the Army may claim ownership of the farm-lands, the respondents should have filed an accion publici-ana or accion reivindicatoria against the petitioners instead of unlawfully forcibly evicting or dispossessing them, the re-view petition further stated.

The farmers also called the attention of Aquino on the ex-isting multi-million peso hous-ing project of the Army in Sitio Pinaltakan, Barangay Caballe-ro which is a “a total waste of money.” “Bakit paaalisin kami sa sinasaka namin para sa housing ay may housing na sila doon na walang nangya-yari,” Bautista said.

Seventeen Aeta families who were relocated in the place by the government after the eruption of Mt. Pinatubo are also at the receiving end of the military’s “intimidation.”

Arcenas was re-portedly the boyfriend of the younger sister of Manaloto identified as Malou. Arcenas report-edly volunteered to bring home Anne from a party and allegedly started to molest her while inside his vehicle. But Anne re-sisted Arcenas’ sexual advances. Arcenas re-portedly mauled Anne after he got rejected.

After 14 years, on July 5, 2011, Arcenas was finally convicted of the same charge by Mu-nicipal Trial Court (MTC) 3 Judge Gemma There-sa B. Logronio.

Arcenas applied and was granted probation on No-vember 15, 2011 since “his case was probation-able,” according to Chief Parole and Probation Of-ficer Isagani Villena.

“We are still waiting if new charges will be filed against him which will automatically mean a vi-olation and cancellation of his probation,” said Villena.

“We were also sur-prised of the news be-cause he was very active in the therapeutic com-munity (TC) program,” he said.

Arcenas’ four-year probation is set to expire on November had he not figured in the murder of his wife, according to Vil-lena.

He also said Arcenas was reporting regular-ly to him and was even present in the TC activity on June 8. But Arcenas already failed to report to the office on June 24 for a seminar, said Villena.

MissingDee went missing on

June 21 after reportedly agreeing to meet Arce-nas in this city a day ear-lier. Reports said Dee went to see Arcenas who allegedly told her he will give her a car.

after she went missing which immediately went viral.

On the night of June 20 at around 6 p.m., a CCTV footage showed Dee entering Niji Japa-nese Restaurant located along Don Juico Avenue just outside the Clark Freeport’s south perim-eter fence. Two minutes later, Arcenas also came into the restaurant.

Dee and Arcenas were caught several times by the CCTV until they finally left together at around 7 p.m. It was the last time that Dee was ever seen alive by anyone.

Relatives and friends of Dee posted her pic-ture on facebook after she failed to come home.

Dychioco said Arce-nas returned the keys of

the said house last June 26 and revealed that she knows a certain Tania Dee who was reported missing since June 20 as the ex-wife of Arcenas.

Dychioco also dis-closed that Dee might al-ready be dead and bur-ied at the backyard of the said house.

CIDT provincial head, Chief Insp. Ferdinand DG Aguilar, said he im-mediately formed a team and together with the Scene of the Crime Op-eratives (SOCO) went to the house.

At about 1 a.m. on June 28, Aguilar said they found the body of a woman buried about three feet below the ground.

Aguilar said the corpse was “in a semi-fe-tal position clad in maong denim pants and striped shirt.” The head of the corpse was “wrapped in a plastic trash bag with tape and bath towel,” he added.

“It was just a matter of formality in the process of approving the bud-get,” Guiao said, as he expressed confidence that bidding for the termi-nal project could be done within this year.

Guiao said that the new terminal would cost a total of P12 billion when finished and not merely P7.2 billion as being re-ported earlier. It was de-signed by the Aeroporte de Paris.

“There were initial moves to downgrade the design to bring down the

P1.2-B for new Clark terminal...From Page 1 cost, but we pushed for

the adoption of the en-tirety of the French de-sign because we insisted that it took into consider-ation all factors of how a truly world-class interna-tional passenger termi-nal should be. So now, the original design will be done,” Guiao said.

Guiao noted that the proposed release of the initial P1.2 billion for the project already passed the scrutiny of the In-vestment Coordination Committee (ICC) of the National Economic and Development Authority (NEDA) and the Cabinet Cluster on Transportation and Communications.

“The June 30 NEDA board meeting, head-ed by the President and composed of all cabinet members, was slated for the approval of the P1.2

billion as a matter of for-mality. The fund is in the bag and the next step would be to bid out the project,” he said.

Guiao said that the P1.2-billion should be bid out so that the proj-ect could start within this year so as to avoid the fund being reverted back to the national treasury.

“We expect that enough funds would be allocated in the next years for the oth-er phases of the project so it would be finished in four to five years,” he added. The new terminal would be able to process as many as 13 million passengers annually.

Guiao cited the “ur-gency” of upgrading the Clark airport amid con-gestion at the Ninoy Aquino International Air-port (NAIA) and the in-

creasing size of aircraft, as well as the increase in international flights over the coming years.

The new terminal is expected to boost the development of Clark airport by attracting more airlines and inves-tors to operate at the 2,367-hectare Clark Civ-il Aviation Complex and the rest of Central Luzon.

The volume of pas-sengers using the Clark airport is expected to grow 150 percent to three million over the next two years from 1.2 million passengers per year.

Last year, a P417-mil-lion improvement project of the existing passen-ger terminal building in-creased Clark airport’s annual passenger ca-pacity from 2.5 million to four million yearly.

“If there are any doubtful scenes in the CCTV tapes that would hint of under-the-ta-ble arrangements, I will have it investigated im-mediately and I will let you know of the result of investigation,” Castro assured.

NATURAL lang yung very excited si MeganYoung sa Marimar . This is her first starring role after she won as the first Filipina who won in the Miss World pageant. It is scheduled to start taping this weekend, with Tom Rodriguez playing the leading man, Sergio.

Obviously, GMA7 doesn’t think it’s wise to pair her with her real life squeeze, Mikael Daez. “I’m excited pero siyempre, may kaba rin, may pressure, kasi we all know how successful the first local Marimar was, which launched Marian Rivera to superstardom,” she says. “I just wish I won’t be compared with Marian or even Thalia kasi we’re different persons naman. Basta I will promise I will do my best para hindi ako mapahiya sa GMA for giving me this very big project. Our director, Dominic Zapata, says we will have a fresh new take on the story of ‘Marimar’.

“Last year,” say ni Kring Kring, “may konting celebration pa rin pero tahimik lang, walang activities masyado, naka-focus kami sa rebuilding, actually, hanggang ngayon naman, pero para sa amin naman, itong fiesta, bongga siya pero makakatulong naman sa tourism, makakatulong sa ekonomiya, so isa ’yun, ’di ba?

“Siyempre, ’pag maraming tao, maraming festivities, gagastos sila dito, o di everyone happy, lahat ng concessionaires, mga tindahan, marami silang sales, everyone’s happy, so it helps, it’s a win-win situation.

“Another is ’yung psyche ng mga tao na to move on, leave what’s past behind, bangon tayo, move on, move forward, kumbaga, nakakatulong ’yun, eh, sa positive outlook ng mga tao na huwag na tayong tumingin sa mga bad na nangyari, ganyan.

“So, nakakatulong. Parang nanu-normalize na rin ang kanilang outlook like if you go to Balyuan Convention Center, gabi-gabi (may show), like now, it’s Rock Steady para ’yung mga tao, nagsasaya na, nagkakainan, nag-iinuman, lahat. Parang normal na,” dagdag ni Kring.

Mas dumami pa nga raw ang mga nagtayo ng negosyo ngayon sa kanilang bayan.“Dumami ang mga hotel, dumami ang mga kainan, dumami ang mga store, lahat. Of course, masama

Thankful din si Kring sa mga filmmaker na pumupunta sa kanilang lugar para gumawa ng pelikula about Yolanda at ang isa nga rito ay siya pa ang kinuhang isa sa lead cast, ang pelikulang Yolanda.

Tatalakayin ng pelikula ang buhay sa Tacloban before and after the storm. Tatlo silang bidang babae at ang dalawa pa ay sina Councilor Kate Coseteng at ang Sectetary General ng Philippine Red Cross na si Gwendolyn Pang.

Ito ang comeback film ni Kring after a very, very long while. Tinanggap daw niya ang indie film dahil hindi naman daw ito masyadong heavy at mga 10 shooting days lang naman daw.

Tungkol naman sa politika, wala pa raw definite plan sa ngayon kung tatakbo siya pero ini-encourage raw siya ng mga Taclobanos at mga kaalyansa ni Mayor Alfred na mag-take over sa posisyong iiwanan nito since last term na rin ng asawa bilang alkalde.

“Gusto niya rin siyempre na kung ano ’yung mga plano niya na inumpisahan, matuloy din namin. That’s ’yung parang magiging reason namin if we decide to run. Pero wala pang final talaga. I’m still thinking about it,” she said.

Si Mayor naman daw ay pinapatakbong governor ng mga kaalyansa nila pero wala pa rin daw final na decision.Pero nang makausap naman namin si Mayor, he hinted the possibility of retiring muna from politics.“It’s not yet clear, eh. I wait what’s my calling, but I don’t see it yet, so most likely, I will retire from politics,” deklara ni Mayor.Hindi pa naman daw official announcement ito at kumbaga, sinasabi lang niya ang present status. Sakali naman daw na talagang magri-retire na siya ay itutuloy

pa naman daw niya ang pagtulong sa Tacloban at kung sakali naman daw mai-elect na mayor si Kring ay tutulungan na lang daw niya ito from behind at may mga anak din naman daw silang dapat asikasuhin.

“Siyempre, mahirap din namang pareho kaming nasa politics, so magpapahinga muna ako. I’ll be with my children, but through private foundations and friends from the Philippines, we have plans for Tacloban, so that will continue,” pahayag ni Mayor Alfred.

Samantala, mas bongga ang fiesta ngayon sa Tacloban dahil ma nadagdagan pa ang mga activities. Ang ilan sa highlights ng celebration ay ang Sangyaw Festival at Parade of Lights.

Mahusay kumanta ang grupo at talagang kulang lang sa exposure so that they could create a name for themselves. Sa panahong uso ang mga boybands, handang makipagsabayan ang Boyce Generation dahil nga bukold sa mga guwapo naman, andun pa yung charisma nila sa masa.

And did you know na multi-awarded ang boyband na ito. Sa tulong nga ni Mateo Adi, kahit mahirap, naitagyod ang grupo kung kaya nakakuha sila ng awards gaya ng Dangal Ng Bayan Award, Gawad Musika Award, Asia Pacific Music Award at ilan pang puwedeng magpatunay na talaga namang puwedeng-puwede sa mainstream ang boyband na ito.

And speaking of Aces Runaway, magpapaligsahan din sa pagrampa ang mga models ng Aces na kinabibilangan nina Chad Malit, Kenneth Mendoza, Jasper Namit at iba pang mga modelong may pangalan na sa industrya.

ny in Yangon, Myanmar where he oversaw its thrust into opening the country’s budding ho-tel market. He also had significant stints with in-ternational chains Hyatt Hotels and Hilton World-wide, where he honed his craft.

As Widus gener-al manager, Nowell will oversee the hotel’s

$100-million expansion, which includes the im-pending construction of a third tower that will more than double cur-rent room capacity.

He is also in charge of the daily operations and overall performance of Widus Hotel, the only deluxe property in the Clark Freeport Zone and part of an integrated lei-

sure complex that in-cludes a 50-table casino and a 700-sqm conven-tion center.
