The WCDMA system is a self-interfering system. As the load of the system increases, the interference rises. A relatively high interference can affect the coverage of cells and QoS of established services. Therefore, the capacity, coverage, and QoS of the WCDMA system are mutually affected. To solve these problems, the load control function is introduced that controls the load in a cell.Load control aims to maximize the system capacity while ensuring coverage and QoS by controlling the key resources, such as power, downlink channelization codes, channel elements (CEs), and Iub transmission resource, which directly affect user experience.Each cell has its own set of load control functions that are responsible for monitoring and controlling the resources of the cell. WCDMA network load can be defined by four factors:Power, includes DL transmitting power of cell and increased UL interference (RTWP)DL OVSF code of a cell.DL and UL NodeB processing capability which is defined by NodeB credit.Iub transmission bandwidth of a NodeB.The power resource is related to the mobility, distribution of the UE and also effected by the radio conditions. The load control functions, such as OLC and CAC, use load measurement values in the uplink and the downlink. The NodeB measures the major quantities related to load control. After layer 1 and layer 3 filtering, the measurement values are reported to the RNC through the COMMON MEASUREMENT REPORT message.The RNC performs smooth filtering of the measurement values reported from the NodeB and then obtains the measurement values, which further serve as data input for the load control algorithms.The RNC calculates the actual uplink load based on the RTWP, uplink total load, and uplink minimum guaranteed load. The actual uplink load is one of the factors for the uplink load-related algorithms.

User priorities are adopted to provide differentiated services for users. For ease of application, the RNC maps the 15 levels of Allocation/Retention Priority (ARP) that is carried in the RAB ASSIGNMENT REQUEST message from the core network (CN) onto three user priorities, that is, gold (high priority), silver (medium priority), and copper (low priority). If only 3.4 kbit/s signaling traffic is carried on a DCH or HSPA channel, one CE is still needed. CEs have been reserved for common and HSDPA-related channels. NodeB credit resource-based admission is implemented at NodeB level, local cell group (LCG) level (if any), and local cell (LC) level. Cells in an LCG share the CEs of the LCG in the uplink. The NodeB sends the RNC an audit response message, reporting the CE capability of the three levels. The NodeB considers physical and licensed CEs when reporting the CE capability to the RNC. The NodeB-level CEs are the licensed CEs supported by the NodeB.In the uplink, the number of LCG-level CEs are the smaller one between the number of LCG-level physical CEs and the number of NodeB-level licensed CEs. In the downlink, the number of LCG-level CEs are the sum of downlink CEs on all boards of the LCG.
