Britt, Sr. Boulevard and measured approximately 8.64 acres. The applicant is seeking site plan approval to construct a 41,809 square foot family entertainment center containing bowling alleys, sports bar, laser tag and restaurants in addition to an 18-hole miniature golf course. Traffic counts were performed on July 25, 2013, which was near the end of the summer session. The intersection in question (Highway 6 at Ricky D. Britt Sr. Boulevard) is west of the Links and Thacker Road, both of which occupy a large number of students. Given that the majority of students have no reason to travel west any further than the Links, I do not feel that the results are comprised by the fact that the counts were conducted during the summer. The traffic study makes recommendations regarding improvements that could be done to US Highway 278 (MS Highway 6), which falls under the jurisdiction of the Mississippi Department of Transportation. The developer and the City have independently spoken with the MDOT regarding ways to improve the intersection at Ricky D. Britt Sr. Boulevard. The City has requested that the developer present a plan for improvement to MDOT for approval. Public Works recommends any approval be contingent on the developer constructing any crossover improvements allowable by the MDOT. The applicants met with the site plan review committee on June 26, July 17 and August 21 and have made all necessary revisions. Recommendation: Approve the site plan for ‘The Forum’ a family entertainment center based on the following conditions: 1. If required by MDOT, the construction of any crossover improvements to Highway 6.
