OverviewThe Settlement Database (SDB) Data Dictionary is part of an information package designed to aid users’ interpretation of settlement information. The package is designed to address how Settlement Database reports are created, what they mean and how they should be used.

The SDB Data Dictionary contains information regarding the data items available in the SDB. Further information on how to produce and interpret reports using the SDB is available in the following document:

A

Age on ArrivalAge on Arrival refers to a settler’s age when they arrive in Australia. Age on Arrival is calculated from the data collected from settlers about their date of birth, which is recorded by the Department of Home Affairs on a mandatory basis, and their recorded Arrival Date in the SDB.

Reports generated using the Age on Arrival feature will produce numbers of settlers for all of the Settlement Age Range fields/groups. Please see Settlement Age Range in Table 1 for a full list of these fields

Arrival Date Arrival Date refers to the date of arrival to Australia by a settler who holds a Settlement Visa.

For Settlement Visas that were granted onshore (in Australia), the Arrival Date refers to the latest date of arrival prior to the grant of that visa.

For Settlement Visas that were granted offshore (outside of Australia), the Arrival Date refers to the first date of arrival after the grant of that visa.

Arrival Date is the default setting and will collect information on settlers who arrived in Australia within the specified Date Range.

Australian Citizenship A settler can apply for Australian Citizenship when they meet eligibility requirements. For further information regarding Australian Citizenship, please see Australian Citizenship website or call 131 880. For information on SDB reports regarding Australian Citizenship, please see Citizenship.

Australian Standard Geographical Classification (ASGC)Geographic data in the SDB is defined according to the 2011 Australian Standard Geographical Classification (ASGC) Main Structure and Local Government Area Structure, published by the ABS.

The 2011 ASGC Main Structure defines the spatial units SLA, SSD and SD. In the SDB, settler postcode data is used to allocate SLAs which then aggregate to form SSDs, these then aggregate to form SDs. The ABS 2011 ASGC Correspondences are used for this process.

The 2011 ASGC Local Government Area Structure defines the spatial units SLA and LGA. In the SDB, settler postcode data is used to directly allocate LGAs. The ABS 2011 ASGC Correspondences are used for this process.

Figure 1 demonstrates how these two structures are applied in the SDB.

Some postcodes may correspond to more than one SLA and/or LGA. In these cases, the SDB uses the appropriate ABS 2011 ASGC Correspondences file to allocate the postcode by determining that the SLA or LGA which receives the highest percentage of population for a particular postcode will receive all the data for that postcode.

It should be noted that although efforts are made to keep up to date address information for settlers recorded in the SDB, not all location data can be considered as current and for many settlers, no location data is recorded.

Further information about SLAs, LGAs, SSDs and SDs can be found under their individual headings in this dictionary.

Calendar Year of ArrivalCalendar Year of Arrival refers to the calendar year in which a settler who holds a Settlement Visa arrived in Australia. A calendar year is defined as 1 January to 31 December inclusive, of any given year. In the SDB calendar years can be selected starting from 1 January 1991. If a settler has more than one Settlement Visa recorded, generally the arrival date for the first visa is used.

Calendar Year of Arrival generates reports which produce numbers of settlers who have arrived within the selected Date Range. When a report is generated using Calendar Year of

Arrival, the results will be divided and shown in their respective calendar years.

CitizenshipIn the Settlement Database, Citizenship refers to settlers who have been granted Australian Citizenship. More information about Australian Citizenship can be found on the Citizenship website, Australian Citizenship website

The Citizenship feature can be used to produce numbers of settlers who have acquired Australian Citizenship within a specific calendar year. A calendar year is defined as 1 January to 31 December inclusive, of any given year. In the SDB calendar years can be selected starting from 1 January 1991.

Country of Birth COB refers to the country in which a settler was born. COB is recorded by the Department of Home Affairs on a mandatory basis for every person who is involved in a visa application.

The COB can be used to report on the COB Reports will generate numbers of settlers for each selected field. A full list of the COBs is listed in Table 2

Within the SDB, COB data is structured into a three level hierarchy. These are: Settlement World Region, Settlement Sub-Region, COB, where Settlement World Region is the largest grouping, followed by Settlement Sub-Region.

Country of Birth (World Region) The Country of Birth (World Region) generates reports which produce numbers of settlers for all of the Settlement Sub-Regions. A full list of Settlement Sub-Regions is listed in Table 2.

Country of Birth (Sub-Regions)The Country of Birth (Sub-Regions) can be used to produce numbers of settlers for each of the specific Settlement World Regions, Settlement Sub-Regions and Country of Birth Settlement. A full list of the categories under each of these groups is listed in Table 2.

Date RangeDate Range is used to limit report outputs to selected date ranges. A start date and end date must be entered according to day, month and year. Furthermore, the Date Range selected can be applied to either settler Arrival Date or settler Visa Grant Date. The earliest date which can be selected in the SDB is 1 January 1991. This is because this is when data was first collected by the SDB. Data from the SDB is updated to the SDB on the fifth of each

month. When generating a report requiring the most up to date information the most recent date which can be selected is the fourth day of the given month of the given year.

Data Items available in SDB A subset of data items is available in the data request form Information regarding each specific item is located under its individual heading within this dictionary.

E

English Proficiency EP relates to a settler’s level of spoken English. This information is available only for settlers aged five years and over at the time of visa grant. EP data is collected from various sources depending on the settler’s visa Migration Stream. This can include formal English tests or self-assessments. Updated EP data is recorded from the AMEP Reporting and Management System (ARMS) for settlers who enrol in the AMEP after arrival in Australia.

Reporting on EP may result in a high proportion of ‘not stated’ results, particularly for the Skilled and Family Migration Streams. However, Humanitarian Migration Stream entrants tend to have more complete records for EP. A full list of English Proficiency fields is included in Table 3.

Ethnicity Ethnicity provides a description of the ethnic background of settlers beyond the information available from Country of Birth and Main Language data. There are over 350 ethnic groups recorded in the SDB.

This information is most reliably available for Humanitarian Migration Stream entrants. For the Skilled and Family migration streams collection of Ethnicity data is not mandatory, hence data for these streams has a high level of ‘not stated’ or ‘unknown’ results. A full list of Ethnicity categories is included in Table 4.

Financial Year of ArrivalFinancial Year of Arrival refers to the financial year in which a settler, who holds a Settlement Visa, arrived in Australia. Financial Year of Arrival is determined by settlers’ recorded Arrival Date. A financial year is defined as the period from 1 July to 30 June following year.

Financial Year of Arrival generates reports which produce numbers of settlers for all of the financial years within the selected Date Range. When a report is generated, the results will be divided and shown in their respective Financial Year of Arrival.

Gender Gender information is collected from settlers when completing a visa application.

The Gender generates reports which produce numbers of settlers for all of the gender fields. A full list of the gender fields is included in Table 5.

Local Government Area LGA is a spatial unit defined in the Local Government Area Structure of the 2011 Australian Standard Geographical Classification (ASGC) published by the ABS. LGAs aggregate to form the incorporated areas of State and Territories and as such do not cover the whole of Australia.

In the Settlement Data reports, LGA refers to the area in which a settler resides.

The SDB allocates which LGA a settler resides in based on settler postcode data recorded in the SDB. Some postcodes may correspond to more than one LGA. In these cases, the SDB uses the appropriate ABS 2011 ASGC Correspondence file to allocate the postcode by determining that the LGA which receives the highest percentage of population for a particular postcode will receive all the data for that postcode.

It should be noted that although efforts are made to keep up to date address information for settlers recorded in the SDB, not all LGA information can be considered as current and for many settlers, no LGA is recorded.

The LGA of Residence (Name) generates reports which produce numbers of settlers for all of the LGAs.

Main LanguageMain Language refers to a settler’s recorded main language in the Settlement Database (SDB). In the SDB there are approximately 300 different languages recorded. Main Language data is obtained from a number of different sources.

For settlers who enrol with the AMEP after arrival in Australia, main language data comes from the ARMS database.

Main Language is not recorded for all settlers in the SDB. It may be missing for portions of settlers in the Skilled and Family migration streams. However, this variable is captured well for the Humanitarian migration stream, particularly for more recently arrived settlers.

The Main Language generates reports which produce numbers of settlers for all of the Main Language fields. A full list of Main Languages is listed in Table 8.

Migration Stream A Migration Stream is a collection of related visa subclasses, grouped together by their purpose of entry. At present there are four primary migration streams – Skilled, Family, Humanitarian and Other. For further information on the migration streams, see:

Place of Residence Place of Residence refers to the last known residence of a settler.

In the SDB, Place of Residence information can be reported according to a settler’s State of Residence, SD of residence, SSD of residence, SLA of residence, or LGA of residence. Each of these statistical areas is defined in the 2011 Australian Standard Geographical Classification (ASGC), published by the ABS.

In the SDB, a settler’s recorded postcode is used to determine each of these spatial units. Postcodes are used to form SLAs and LGAs. SLAs then aggregate to form SSDs and SDs

Some postcodes may correspond to more than one SLA or LGA. Religion There are some 140 different religions recorded in the SDB. For the Family and Skilled migration streams, the collection of this data commenced in April 1994 and is not mandatory. It has been collected from Humanitarian migration stream entrants since the start of the 1999–2000 financial year, and is mandatory.

The Religion field generates reports which produce numbers of settlers of all the individual Religion fields. It will also include number of settlers for fields ‘Not Stated’ and ‘Inadequately Described’. A full list of Religions is included in Table 10.

Settlement Database The SDB has been developed to provide statistical data for government and community agencies involved in the planning and provision of settlement services. It brings together data from various Department of Home Affairs systems and a number of other sources including Medicare Australia. The SDB is a repository of information on permanent, and some temporary, settlers who have arrived in Australia since 1 January 1991. Data from the SDB is uploaded to the SDB on the 5th day of every month.

Settlement DateThe Settlement Date refers to the date in which a settler is deemed to have settled in Australia. Settlement Date is derived from either a settlers recorded arrival date or visa grant date. For settlers who were granted their current SDB visa offshore, the Settlement Date is their first recorded arrival date into Australia after the grant of that visa. For settlers who were granted their current SDB visa onshore, The Settlement Date is their current visa grant date.

Settlement Target GroupSettlement Target Group is a group of settlers eligible for settlement services. It consists of settlers who meet the following criteria:

Onshore settlers in the following categories are included in the SGP Target Group:

• permanent Humanitarian migration stream settlers;• permanent Family migration stream settlers with low English proficiency;• temporary Family migration stream settlers with low English proficiency living in

rural/regional locations;• dependants of permanent Skilled settlers with low English proficiency living in

rural/regional locations;• dependants of temporary Skilled settlers with low English proficiency living in

rural/regional locations;• settlers holding subclass 151 (former resident) visas and have who have accessed

the Adult Migrant English Program (AMEP).

Settlers are considered to have low English proficiency if:

• their English Proficiency is recorded as Good, Poor or Nil in the SDB; or• their English proficiency has not been recorded in the SDB, and their Birth Country is

classified in the SDB as EP3 or EP4 (see English Proficiency (EP) Country Group for details).

All locations are regarded as rural/regional, except for the following Statistical Divisions (SDs):• Sydney SD• Melbourne SD• Brisbane SD • Gold Coast SD• Perth SD• Adelaide SD• Canberra SD

and the following Statistical Sub-Divisions (SSDs):

• Queanbeyan SSD• Newcastle SSD• Wollongong SSD• Tweed Heads & Coast SSD• Greater Geelong City PrtA SSD• Sunshine Coast SSD

Settlement Visa SubclassesSettlement Visa Subclasses refers to the visa subclasses which are stored in the SDB. For a full list of Settlement Visas Subclasses please see Table 12.

Statistical Local Area SLA is the smallest spatial unit defined in the Main Structure of the 2011 ASGC published by the ABS. SLAs aggregate to from the spatial unit SSD.

In the SDB, SLA of Residence refers to the SLA in which a settler resides.

The SDB allocates which SLA a settler resides in based on settler postcode data recorded in the SDB. Some postcodes may correspond to more than one SLA. In these cases, the SDB uses the appropriate ABS 2011 ASGC Correspondence file to allocate the postcode by determining that the SLA which receives the highest percentage of population for a particular postcode will receive all the data for that postcode.

It should be noted that although efforts are made to keep up to date address information for settlers recorded in the SDB, not all SLA information can be considered as current and for many settlers, no SLA is recorded.

State of ResidenceState of Residence refers to the State or Territory in which a settler currently resides. State of Residence is determined from address information collected by the SDB.

It should be noted that although efforts are made to keep up to date address information for settlers recorded in the SDB, not all State and Territory information can be considered as current. For many settlers, no State of Residence is recorded.

Visa Subclass A Visa Subclass is a three digit code which identifies the visa holder’s purpose in Australia. The SDB only collects data on permanent visas and settlement pathway temporary visas. Some visa subclasses are no longer available. However, reports can be generated for all historical and current visa subclasses.

When producing a report by visa subclass from the SDB the data produced will be for a settler’s most current SDB visa subclass. The SDB cannot produce numbers for a settler’s previously held visa subclasses.

Years of Education Years of Education refers to the number of completed years a settler has attended at school and tertiary institutions (i.e., university or technical/trade colleges) as of the date the visa application was lodged. This information is obtained from several sources, on both a mandatory and voluntary basis. Data is valid as at the time of visa lodgement, and does not include any education that may have been undertaken after the settler arrived in Australia. One exception to this is if a settler registers for AMEP tuition. In such cases further updates are made to the Years of Education data via the ARMS database as the settler undertakes AMEP tuition.

The Years of Education generates reports which produce numbers of settlers for all of the Years of Education (Individual) fields. A full list of the Years of Education (Individual) fields is listed in Table 13.
