Objectives of Social Accountability Initiatives of LEG…..

Empower local communities to hold local governments to account for delivery of basic services including infrastructure creation; and

Build the capacity of Local Government System to leverage ICT-driven tools to elicit citizen feedback on service delivery and provide timely and focused responsive actions.

2. Objectives of the TOT Program

Develop a pool of Master Trainers in application of eCRC in the Eastern Province

Institutionalise eCRC process within the Local Government system in the Eastern Province

Strengthen the monitoring and guidance mechanism of CLG/ACLGs to effectively link the citizen feedback and LA responses

Build capacity of LG system to use and apply ICT based tools

3. Training Plan

Day 1 : Introduction to the TOT Program Day 2 :

• Introduction to eCRC• Questionnaires • Interaction with Citizen• Using Tabs

Day 3 : • Sampling and Survey• Mock Interviews • Pre-testing internally • Closing Event

Day 4 : • Planning of field testing • Planning of pilot eCRC application

4. Implementation Strategy for Institutinalisation of eCRC in East

CDOs should lead the data collection process CDOs in the province collectively should engage in the data

collection through survey, periodically Assistance from volunteers could engage in data collection in

support for CDOs In such cases, CDOs should train the volunteers Master Trainers play major role in training fellow CDOs and

others

Responsibility – Data Management

CLG/ACLGs should involve in ensuring the data quality and impartial in the survey process

Could use designated staff for this purpose but with effective supervision

Poor quality of data and survey process hamper the results expected through CRC

Responsibility – Analysis and Reporting

CLGs/ACLGs should lead in analysis and reporting Analysis and reporting is key for transferring the results of

CRC to achieve the objectives of CRC Reporting by CLG/ACLGs encourage LAs to make decisions

to satisfy citizens

5. Significance of the eCRC application

First time in Sri Lanka, Tabs are introduced in the LG sector First time in Sri Lanka , eCRC to be introduced First time in Sri Lanka, realtime monitoring at CLG/ACLG

level to be introduced First time in the region , CRC to be introduced within the

TOT program ends by 4th Sept 2013, with lunch Closing event is on 3rd Sept 2013, with dinner All the participants are expected to follow the TOT fully Fieldtesting will be held on 5th September 2013 All the participants, especially CDOs, are expected to

takepart in the field testing All the trained CDOs need to participate in the pilot testing of

eCRC in Batticaloa MC and Kalmunai MC

Way Forward…..

Replication of eCRC to the Province and then countrywide Use of Tabs for eCRC is just a start Android based applications will be introduced for

• Revenue Management • Inspection of eating places and hotels • Complaint handling

Realtime monitoring at CLG/ACLG levels

Our expectations…..

Two specific results are anticipated through this initiative• Implementation of eCRC in the Eastern Province • LAs effectively use the findings of the eCRC in the

resource allocation Role of DLG especially CLG and ACLGs are crucial for

• Successful implementation and replication of eCRC and other tools

• Encourage the LAs to address the findings through using their own revenue

Role of CDOs as key facilitators is another crucial factor • Accommodating the new requirement • First to use ICT directly in the field

LEG will assist with technical and financial support to the DLG to achieve the desired results
