Broadband access

G.fast doubles in speed: ITU-T G.9701 Amd.3 increases

G.fast’s capacity to 2 Gbit/s using spectrum up to 212 MHz

40G Fibre to the Home (NG-PON2): First series of

standards to provide broadband access beyond 10 Gbit/s

Rural broadband: ITU-T L.1700 brings broadband to rural

communities, leveraging lightweight optical fibre with a focus

on ease of deployment, cost-efficiency and reliability.

Broaband cable and TV: New standard for 4K UHD TV

set-top boxes with a functional specification of such cable

set-top boxes

Fibre foundations

Revisions to ITU-T G.652 and G.657 extend and

optimize the use of these optical fibres beyond their

current capabilities

Revised ITU-T G.654, which traditionally dealt with the

characteristics of fibres for submarine cables, includes a

new subcategory of fibre (G.654.E fibre) to support

coherent digital transmission systems in terrestrial

optical networks at rates beyond 100 Gbit/s

The new G-series Supplement 59 provides guidance

relevant to the long-term reliability of cabled optical

fibres

FG on network aspects of IMT-2020/5G

FG IMT-2020 concluded in December 2016 with delivery of five

draft ITU international standards and four draft ITU technical

reports

• Draft standards: requirements; network architecture;

FMC; network management requirement and framework

• Draft technical reports: network softwarization; unified

network integrated cloud for FMC;

information-centric networking; terms and definitions

SG13 has initiated 13 new work items, largely based on the

outcomes of the Focus Group – first standards expected mid-2017

Synchronized mobile backhaul networks for 4G, 5G and

beyond (ITU-T G.8272.1/Y.1367.1) enables highly accurate

time synchronization and high reliability

ITU-T Y.3071 provides requirements and capabilities for Data

A new standard provides the requirements for service

New ITU-T H.763.2 "Scalable vector graphics for IPTV

services”

New ITU-T J.302 specifies a system for augmented

reality smart TV service enabling TV viewers to

activate augmented content when desired

SG16 has launched work on Immersive Live Experience

(ILE) systems to bring the sensation of live events to

remote audiences, replicating the experience of being

present at the event venue

QoS of adaptive-bitrate video streaming

New ITU-T P.1203 series provides model

algorithms to monitor the quality of video streaming for

both progressive-download and

adaptive-bitrate video streaming

• SG12 currently is extending the standards to provide

support for ‘4K’ UHD video encoded using ITU-T

H.264, ITU-T H.265 and VP9.

Connecting things

New ITU-T Focus Group on “Data Processing and

Management to support IoT and Smart Cities &

Communities”

• SG20 established the new FG-DPM to research data

processing and management in the context of smart

cities

• One of the group’s key priorities will be to propose

mechanisms supporting the interoperability of

datasets and data-management systems

New ITU-T X.1373 for the security of remote software

Security and trust

• 8th edition of the ITU-T X.500-series, including X.509 digital

certificates

• Two new security standards define the telebiometric

authentication framework using a biometric hardware

security

module, and technical and operational

countermeasures

for telebiometric applications using mobile devices

• The first two ITU-T standards on trust (Y.3051 and Y.3052)

establish the basic principles of a trusted environment in

ICT infrastructure and provide an overview of trust

provisioning in ICT

New ITU-T X.1058 provides a code of practice for the

protection of personally identifiable information

based on ISO/IEC 27002

ITU Workshop on “Security aspects of blockchain” was

held in Geneva, 21 March 2017

Environment

New ITU-T L.1002 provides for environmentally friendly

external universal power adapter solutions for laptops and

other portable devices

New ITU-T L.1325 specifies green ICT solutions for

telecom network facilities to increase energy efficiency and

environmental sustainability

New ITU-T L.1350 provides for the evaluation of the energy

efficiency of a base station site

Environment

New ITU-T L.1504 describes how ICT can assist the

agricultural sector in adapting to the effects of climate

change

SMART (green) cables for ocean & climate monitoring &

tsunami warning

• ITU/WMO/UNESCO-IOC Joint Task Force sent ‘request for

information’ to various organizations at the end of 2016

towards developing a pilot project (so-called 'wet

demonstrator')

• Several positive responses were received and are now

under study

7th Green Standards Week (GSW-17) in Manizales, Columbia,

3-5 April 2017, concluded with the adoption of the Manizales

Manifesto

• Manifesto expresses the shared commitment of the event's

over 950 participants to the development of resource-

Electromagnetic fields (EMF)

Several new and revised standards in the ITU-T K-series provide

EMC resistibility and safety limits of ICT equipment and

infrastructure

Three new standards (ITU-T K.118, K.119, K.120) define

requirements for lightning protection of fibre to the distribution

point equipment, as well as earthing for radio base stations and

miniature base stations

New ITU-T K.121 defines the EMC requirements for electrical

systems in telecoms facilities

Economic and policy issues

WTSA-16 approved 5 standards:

• ITU-T D.52 “Establishing and connecting regional

Internet Exchange Points (IXPs) to reduce costs of

international Internet connectivity”

• ITU-T D.53 “International aspects of Universal Service”

• ITU-T D.271 (revised) “Charging and accounting

principles for Next-Generation Network (NGN)”

• ITU-T D.97 “Methodological principles for determining

international mobile roaming rates”

• ITU-T D.261 “Principles for market definition and

identification of operators with significant market

Digital Financial Services

ITU Focus Group on Digital Financial Services (FG

DFS) concluded in December 2016 with the delivery

85 policy recommendations and 28 supporting

Conformity and interoperability

• A new guideline defines the ITU-T Conformity Assessment Steering

Committee (CASC) procedure to appoint ITU-T technical experts

• ITU-T CASC continues to collaborate with existing Conformity Assessment

Systems and Schemes such as IEC and ILAC

• ITU-T CASC is currently developing guidelines to detail collaboration

mechanisms with accreditation bodies such as IECEE and ILAC

• ITU-T CASC established a list of ITU-T Recommendations - subjects for

future joint certification schemes (e.g. ITU-T P.1140, ITU-T P.1100, ITU-T

P.1110 and K.116)

• ITU’s ‘ICT product conformity database’ contains more than 500 entries

covering e-health devices, mobile phones and Ethernet services

Conformity and interoperability

• New ITU-T Y.1545.1 provides guidance to assist regulators to monitoring the

QoS of IP network services offered by Internet service providers

• New Recommendation ITU-T Q.3960 “Framework for Internet related

performance measurements”

• SG16 started a new pilot project of conformity assessment against ITU-T

H.700-series IPTV

• SG16 has established an IPTV testing team for conformity testing of IPTV

• The IPTV testing team and Keio University conducted successful

conformance testing on ITU-T H.721 at the January 2017 meeting of SG16

• Collaboration agreement between ITU-T SG11 and ETSI TC INT is in force

since December 2015

3rd ITU Secretary-General's Academia Consultation,13

November 2016, offered feedback on the planned

establishment of an ITU scholarly, professional, peer-

reviewed and freely available online Journal

Collaboration

ITU and the NGMN Alliance cooperation agreement formalizes mutual

commitment to the development of next-generation mobile broadband

technologies and affirms NGMN’s support for ITU’s international

standardization of 5G systems.

The 16th meeting of the IEC/ISO/ITU World Standards Cooperation

(WSC) took place on 16 February 2017 and was hosted by ITU.

• The theme of World Standards Day 2017 (14 October) will be

“Standards make cities smarter”

ETSI and ITU continue to enjoy successful collaboration involving SGs 5,

11 and 17

ITU cooperation agreement with the European Committee for

Electrotechnical Standardization (CENELEC) and the European

Committee for Standardization (CEN) to cooperate on standardization

activities on IoT and Smart Sustainable Cities, Intelligent Transportation

Systems, and Trust, data protection and cybersecurity

ITU has partnered with the World Bank and the Bill & Melinda Gates

Foundation in establishing the new multi-partisan

Financial Inclusion Global Initiative (FIGI 3x3x3)

Collaboration

ITU and UNECE have launched the United for Smart Sustainable

Cities (U4SSC) initiative to advocate for public policy ensure that

ICTs play a definitive role in smart sustainable cities. U4SSC is

supported by 16 UN agencies and programmes.

3rd Global Standards Symposium (GSS) on 24 October 2016, in

Hammamet, Tunisia, established government and industry leaders’
