Irvine Implementation Goals

Build on City Energy Plan and proposed Climate Action Plan

Commit to public/private partnerships

Provide immediate workforce training

Improve operations and maintenance of City facilities

Generate transparent reporting mechanism

Ensure leveraging of utility resources and City funding

Energy Efficiency Conservation Strategy Required

Able to utilize City’s adopted Energy Plan for application

$250K can be used for projects rather than strategy preparation

Existing Energy Plan will enable Irvine to quickly implement use of funds

Procedural Steps for Irvine

Adopted Energy Plan - DONEGenerate Community-wide GHG Inventory - DONEAdopt Climate Action Plan with “enforceable” emission reduction strategies (Nov ’09)Adopt related EIR to address impacts & for tiering for future projects (Nov ’09)Amend General Plan with CAP (Jan ’10)Utilize EECBG to fund training & auditing to educate community (Sept ‘09)

Page 11: Overview of Energy Efficieny and Conservation Block Grants for the City of Irvine

Procedural Steps for Irvine

Provide innovative financing mechanisms for energy efficiency retrofits of community (2010)Create web-based M&V program to report results of compliance with GHG Reduction Target and Energy Plan Goals (end of 2009)

City’s Energy Plan• City Council Approved in July, 2008• GHG inventory to be completed in 2009• Four key goals:

Involve 100% of Irvine residents and businesses

Reduce energy use in buildings City-wide 30% by 2015 compared to 2003 levels

+ % of renewable energy used in new buildings City-wide to 40% by 2015 and to 60% by 2020;

Reduce emissions to 2000 levels by 2010, to 1990 levels by 2020 and to 80% below 1990 levels by 2050.

Four Types of Reduction Strategies

Reductions include:• State actions

– e.g., Renewable Portfolio Standard

• Existing city programs– e.g., 75% C&D Ordinance

• Proposed (unrealized) city programs– e.g., municipal building retrofit program

• New actions– e.g., community-wide building retrofit program
