● According to the Haitian National Coordination for Food Security (CNSA), 600,000 Haitians face severe food insecurity, and an additional 2.4 million live in moderate food insecurity at the end of 2013. This figure indicates a significant improvement in the food security situation in the country (compared to 1.5 million planned in the HAP 2013) , although the situation remains precarious in 13 communes of the country.

According to the latest figures from CNSA, 600,000 people face severe food insecurity and 2.4 million people face moderate food

● 700,000 of the most vulnerable 1.5 million severely food-insecure people received emergency food and nutritional assistance (47%).

● Distribution of food rations and food coupons, cash for work, and distribution of staple food, vegetable seeds and tuber cuttings and training for agricultural producers.

FOOD SECURITY

● 172,000 IDPs remain in 306 IDP sites and camp-like settlements in Haiti facing deteriorating living conditions and increased vulnerability to violence. They urgently need return solutions and, meanwhile, essential services in camps to meet the most basic standards of protection and dignity.

● 78,000 IDPs living in 103 camps (representing 45% of the IDP population) are at risk of forced eviction. Decreasing capacity for protection activities hinders proper support on this issue (referral, negotiation).

At the date of September, 172,000 vulnerable people remain in camps and face deteriorating living conditions

● Since 2011, more than 63,800 families have benefited from a return solution. Stock pre-positioning and mitigation activities were conducted in preparation for the hurricane season.

● From January to June 2013, mediation efforts helped prevent 1,084 families living in 15 camps from being evicted by private landowners. The referral system for survivors of gender-based violence is strengthened.

required to resolve issues of access, availability and consumption of food; 73,440 children under five suffering from acute malnutrition (moderate and severe) are rehabilitated.

The immediate needs of 320,000 IDPs (September 2013) are met and return solutions are provided to at least 68,000 IDPs; 15,500 remaining victims of Hurricane Sandy receive assistance.

60,000 expected victims of cholera receive adequate treatment; prevention measures to curtail cholera transmission are increased.

Minimum preparedness measures and response capacities are in place to assist at least 225,000 people likely to be affected by hurricanes and requiring assistance.

PREPAREDNESS AND RESPONSE FOR THE HURRICANE SEASON

● Haiti is still very vulnerable to natural disasters.

● Need to strengthen capacity for rapid multi- sectoral assessment.

● Insufficient number of temporary shelters in case of emergency evacuation.

● Stocks of food available for 300,000 people for one month only.

Forecasts for the 2013 hurricane season suggest above-average activity, with 18 named storms, including 9 expected to be hurricanes.

● Preparedness efforts for the 2013 hurricane season in Haiti were conducted. ( NFI pre-positioned in over 20 communes in the country ; preparedness activities in 223 camps (73% of camps to October 2013).

● Government and the international humanitarian community have established joint coordination mechanisms in case of emergency response.

● Institutional fatality rate is higher today than in previous years, due to the decrease in capacity management related to the departure of several players due to lack of funding.

● Rapid response mechanisms for both water and sanitation and healthcare activities need to be strengthened to respond to potential peaks of cholera in each department.

An estimated 60,000 cholera cases are expected by the end of 2013.

● From January to october 2013, humanitarian partners responded to 136 alerts within 48 hours. Efforts to improve water quality in health facilities were stepped up.

● Further activities to combat cholera are being put in place in preparation for the hurricane season. The Haitian Government launched the National Plan for the Elimination of Cholera with 2 year emergency window.

● Key requirements include the need to provide timely and effective care for children and lactating women suffering from SAM and MAM.

● Nutritional assistance for 75,000 children under five suffering from acute malnutrition and for 48,500 pregnant and breastfeeding women.

● Some nutritional screening was conducted by some partners to detect cases of severe malnutrition in camps and outside camps.
