The BTC Fisheries and Aquaculture Sciences program is a two-year technical program focused on finfish and
shellfish aquaculture production, as well as fisheries monitoring. Our students work with a variety of local
organizations in class, as interns, and as volunteers. We also host K-12 tours at the Whatcom Creek Hatchery in
Maritime Heritage Park and are looking to expand this program next year.

Brief Overview of 2018-2019 Outreach Programs
We provide education and outreach support for all of the City's Natural Resources programs, including
Stormwater, Habitat Restoration, Lake Whatcom, Climate Action and Water Conservation. Some of our specific
projects include regional efforts such as Don't Drip and Drive (promotion of fixing vehicle leaks), and Wash Right
(educating about good car washing practices). We also have lots of great local programs such as We Scoop
(incentivizing proper dog waste disposal), the Homeowner Incentive Program (HIP), restoration work parties and
outdoor water conservation. Additionally, we work with all Bellingham 5th grade classrooms through Water
School, a program focused on teaching youth about watersheds and our water system. Our outreach supports
the City's NPDES phase II permit as well as the Lake Whatcom TMDL Implementation Plan. We have lots of great
resources to support stormwater best management practices and water conservation efforts and we would like
to share these with the community, please reach out if you are interested in what we can provide or if you want
to collaborate on a new effort.

Nooksack Salmon Enhancement Association
Brief Overview of 2018-2019 Outreach Programs
Students for Salmon: Hands-on, science education program aligned to NGSS and offered to all Whatcom County
fourth grade classes at no cost.
Stream Stewards Program: Community volunteer prostitutes to restore salmon habitat throughout Whatcom
County. All ages and abilities welcome.
Nooksack River Steward Program: Education/outreach Program held along the headwaters of the Nooksack
River (mainly N. Fork). Volunteer Nooksack River Steward Interns educate residents and visitors of the area
about Nooksack River salmon, habitat, and stewardship. Specifically, River Stewards focus on recreators
including, but not limited to, fishing, hiking, and boating. This program includes outreach booths, community
presentations, family events, guided river walks, work parties/clean up, citizen science opportunities, and
rafting talks in partnership with local rafting companies.

In addition to all of our usual programs, this year we wanted to take the time to celebrate milestones and focus
on increasing access and engagement to public lands for all. 2018 is special because it marks the 50th anniversary
of the establishment of the North Cascades National Park. While the park is so close to us all, it is one of the least
visited National Parks in the entire US. North Cascades Institute seeks to celebrate and salute this park and the
many people who have championed their protection—it’s because of earlier generations’ forward-thinking

Pacific Shellfish Institute - Garden of the Salish Sea Curriculum
Brief Overview of 2018-2019 Outreach Programs
Garden of the Salish Sea Curriculum is an action based K-12 environmental science program. A Salish Sea
Stewards Challenge uses shellfish as a vehicle to teach science and stewardship. Hands-on learning and field
experience inspires a practice watershed healthy habits that empowers pursuit of conservation and science

RE Sources for Sustainable Communities
Brief Overview of 2018-2019 Outreach Programs
Clean Water Team and North Sound Baykeeper Program educates the community through beach naturalist
events, citizen science training, citizen stakeholder groups, and sharing information through blog posts, e-
newsletters, and social media.
Water Supply outreach & listening sessions – to engage citizens in dialogue around our local water supply issues
and to inform our own work with a broad perspective of how certain policies may impact various water users in
the community. We have a questionnaire, and will be tabling at various events around the County to promote
involvement. We also hope to conduct listening sessions around the County, hopefully in collaboration with
other organizations.
Lake Whatcom Water Quality (engage on policy and complement the work the City and County are already
doing), and other water quality issues in Whatcom and Skagit County.
We have marine monitoring volunteer opportunities from intertidal to marine debris to green crab
monitoring. For more dedicated stewards, our North Sound Stewards program provides formal citizen science
training and requires volunteers to contribute 50 hours over a one-year period.
Policy and Legal work around the Clean Water Act, land use regulations, etc, when education, cooperation, and
policy enforcement fail. Clean Energy
Working with the City and County towards 100% Clean energy policies
RE Sources is part of an over 200 organization coalition supporting I-1631 (Clean Energy initiative) “Protect
Washington Act” – we are helping with signature gathering until end of June and then will be working to
promote the initiative after it makes the ballot.

YEP (Youth for the Environment and People) – for high-schoolers who want to take action on issues. Green
Classrooms – Elementary Schools conservation education
Young Water Stewards program reaches out to high school students in rural Whatcom County to help our future

Mobile Watershed educational trailer with a removable 3D topographic lid depicting Whatcom county from
Mt Baker to Bellingham Bay and an interactive sand table with flowing water demonstrating a variety of
hydrologic processes. Lessons can focus on the interplay of freshwater, terrestrial and marine habitats, water
cycling, land use impacts and restoration efforts tying together the human and wildlife communities and their
reliance on water. Where: The mobile watershed would be trailered to your school. It is 4’ x 6’, is
maneuverable, and could be used in a parking lot, in a playfield, under the covered area, or in the gym.
Whatever works with the weather and your schools space. We have large tents for cover as well.

Whatcom County Public Works
Brief Overview of 2018-2019 Outreach Programs
Pollution Identification & Correction (PIC) Program - The PIC program uses fecal coliform water quality data to
identify priority areas for improvement. PIC provides community outreach and education, technical and
financial assistance, and coordination with community partners. Current outreach programs include: pet waste
pick up, urban wildlife management, and septic system maintenance.
Stormwater (NPDES Permit) Outreach Programs - Whatcom County co-sponsors the Gardening Green:
Sustainable Landscaping Class with the City of Bellingham. The free, six-session class is offered every spring and
fall and is open to everybody. Participants learn to apply sustainable residential landscaping practices that
benefit stormwater management and water quality. Private Stormwater Facility Maintenance - Whatcom County
provides free workshops and technical assistance to help owners of private stormwater facilities properly inspect
and maintain their stormwater system.
Lake Whatcom Management Program - Whatcom County collaborates with the City of Bellingham to jointly
implement outreach programs in the Lake Whatcom watershed. Current programs include the Lake Whatcom
Homeowner Incentive Program and maintaining the Lake Whatcom Management Program website. In 2019, the
city and county plan to develop and send a "welcome to the watershed" style educational mailer to all residents
in the Lake Whatcom watershed.

Brief Overview of 2018-2019 Outreach Programs
We provide education to the general public emphasizing NOAA’s “Share the Shore” policies at various events
throughout Whatcom county. In addition, we have developed an educational curriculum for local schools
which includes our portable hands on exhibit of whale bones, baleen, seal skulls etc.

Outreach to landowners in the Chuckanut Village area around septic maintenance, issues with feeding wildlife,
and the importance of picking up dog waste - all part of the WCPW PIC Program. General outreach at community
events. Participation in Whatcom Water Week (beach clean-up, "meet your underwater neighbors", etc). North
Sound Stewards Citizen Science Program offered in partnership with ReSources for Sustainable Communities -
offer a wide range of opportunities to be involved with citizen science.

Brief Overview of 2018-2019 Outreach Programs
In addition to the regional efforts of both WSU and WSG, our local focus in 2018/2019 is on residential low
impact development, completion of the statewide Master Naturalist Program, outreach associated with bringing
the latest science/research to managers and stakeholders, and support/participation in various education and
outreach efforts associated with the Whatcom Watershed Information Network. This includes activities
associated with Whatcom Water Week including education/outreach associated with the 3rd annual Bellingham
SeaFeast.
