GENERAL STRUCTURE
Periodicity of data collection: Monthly
Geographical coverage: Whole country
Population coverage: Non-institutional population
Age coverage: 15+ age for labour force 5+ age for education
Half panel design: There are 4 interviews (wave) in 1.5 year for the household which was taken the sample.
Data collection: Computer assisted personal interview (CAPI)
Definitions: In line with ILO norms and standarts (13. ICLS decisions)

Data dissemination: Every month tree-month result are published by moving average.It is taken average of related (last) tree-month results’ factors. The factors are calculated according to the non-institutional projekted population of the middle of the tree-month. Every month this moving averages are published by the name of the middle month of tree-month.

BACKGROUND Before 1985
Survey applied at different intervals. Because of the diffrences in the geographical area covered, definition, concept, variables and
classifications used, the results were not comparable within time.
1988-1999 Survey started to be applied in line with ILO norms and standards from 1988 (13th ICLS). Bi-annual (April and October) application Beginning from 1997 - CAPI
2000-2003 Monthly application (using a fixed week in each month) Quarterly and annual estimations
From 2004 Harmonization with EU Regulations
New questions added into the questionnaire Sample size was increased to produce NUTS2 level estimations
From 2005 results are published every month depending on the moving three months.

COVERAGE
• Geographical area covered: All settlements in Turkey have been covered in sample selection.
• Urban areas: Settlements with a population of 20 001 and over are defined as URBAN.
• Rural areas: Settlements with a population of 20 000 or less are defined as RURAL.

National Address Database and Address Based Population Registration System have been used since 2009.
All address changes are instantly updated at this system.

SEASONAL ADJUSTMENT Starting from February 2010, seasonally adjusted main labour force indicators are calculated and
published with the concerned press release. Time series start from 2005. Seasonal adjustment are made only for main labour force indicators;

DIFFERENCES of EU LABOUR FORCE SURVEY
Continuous survey Reference week, the first week of each month starting with Monday and ending with
Sunday. According to EU regulation, HLFS must be carried out as a continous survey covering every
week of the year as “reference week”. This means that annual sample size is distributed to 52 weeks. In the current situation, there is a fixed reference week for every month in Turkish LFS.
(Annual sample size is divided into twelve).
Definition of unemployed In related EU regulation; “4 weeks” criterion is used for the duration of job search. In Turkish LFS, questions on job search are asked both for “4 weeks” and “3 months”
Micro data are sent to Eurostat by 4 weeks criterion, National estimations are published by 3 months criterion.
For unemployment rates calculated by these two criteria, there is 1 to 2 percentage point differences.

It was decided to pass to the continuous LFS since 2014 January.
During the whole year of 2013 current LFS and continuous LFS will be applicated in parallel. For this parallel implimentation the continuous LFS started in January 2013. Data entry programme is Harzemli developed by TURKSTAT.
“4 weeks” criterion will use in LFS for the duration of job search in 2014.
Turkey, as a member of ILO’s Working Group for the “Advancement of Employment and Unemployment Statistics”, would like to support to review some definitions and coverages of labour market statistics in 19th International Conference of Labour Statisticians (ICLS) which will be held in October 2013.
