Measure Overview
• Plan to go through each measure individually• Seeking decision on methodology of 3 measures
presented– Need to be updated with finalized EER results
• If 15% lower EER value, then ~5% increase in savings
• Staff working with PECI to obtain updates to other five grocery measures
• Will request sunset extension on measures not presented today

Measure Overview
• What does it do?– Replaces existing Shaded Pole motor with a more
efficient Electrically Commutated Motor (ECM)– Savings occur from:
• Direct motor wattage reduction• Waste heat reduction to refrigeration system

The Average EER parameter is based on proprietary DOE 2.2-R simulations of Northwest grocery environments. This parameter needs to be derived transparently from publically available data.
Done Limited remaining potential and classification as a Small Saver alleviates the need to collect data. Used PECI modeling analysis to derive value.
The sources for the Fan Input Power parameter are not published. Provide a summary of the analyses performed on the raw data to obtain the referenced values.
Done Online check of motor sources confirms wattages used are sufficient.
Further documentation is needed for Annual Fan Runtime Hours. If documentation is not available, use the suggested value of 8,322 sourced from Pacific Gas and Electric (PGE) and Southern California Edison (SCE) work papers.
Done Used recommended source of SCE 2012 workpaper for defrost cycle time of 72 minutes per day.
The sources noted for the Mix of Rated Fan Power and Mix of Low and Medium Temperature Walk-ins parameters should be more thoroughly documented.
Done PECI has provided weightings based on site audit data. Weightings match ECM for Reach-in case measure.

Staff Highlighted Areas• Weighting of motors into one category have large
variation for smaller sized motors• Measure is retrofit, therefore a pre-conditions
baseline– Unsure of current market practice for motor replacement
![Page 9: Out-Of-Compliance Grocery UES Measure Recommendations](https://reader035.fdocuments.net/reader035/viewer/2022062520/568161ae550346895dd16f91/html5/thumbnails/9.jpg)

10
Motor Weighting
• Ok to leave as 1 measure based on PECI weighting of expected program conditions?
• Split into two measures? – One for 1/15 & 1/20– One for 16-23 Watt
• Staff Recommendation: Split into two measures to account for savings variation
![Page 11: Out-Of-Compliance Grocery UES Measure Recommendations](https://reader035.fdocuments.net/reader035/viewer/2022062520/568161ae550346895dd16f91/html5/thumbnails/11.jpg)
11
Pre-conditions
• RUL needs to be estimated for pre-conditions– DEER provides estimate of 5 years
• What is current practice at end of RUL?– If shaded pole motors only, then RUL=EUL– If combination of shaded pole and ECM, then:
• Full savings and cost assigned during RUL period• Reduced savings and cost assigned for remaining EUL period
• Do we want to do this for small savers?• Staff Recommendation: Assume current practice is
100% Shaded Pole and assign savings accordingly
![Page 12: Out-Of-Compliance Grocery UES Measure Recommendations](https://reader035.fdocuments.net/reader035/viewer/2022062520/568161ae550346895dd16f91/html5/thumbnails/12.jpg)

15
RTF Staff Recommendation• Approve the ‘ECMs for Walk-ins’ UES measure
as a “Small Saver”– Update EER values with finalized numbers once
analysis is complete (~4% increase in savings)• Split measure into two identifiers• Assume current practice = all Shaded Pole• Set the measure status to “Active”• Set the sunset date to March, 2019
![Page 16: Out-Of-Compliance Grocery UES Measure Recommendations](https://reader035.fdocuments.net/reader035/viewer/2022062520/568161ae550346895dd16f91/html5/thumbnails/16.jpg)
16
Proposed Decision
“I _______________ move that the RTF:
Pick one of each:• [Split into two measures / weight into one measure]; and• Assume current practice is [all Shaded Pole / x.x % is
ECM];
and• Approve the ‘ECM for Walk-ins’ measure as a “Small
Saver” UES;• Set the measure status to ‘Active;’ and• Set the sunset date to March, 2019.”

Measure Overview
• What does it do?– Installs a motor controller on Evap. systems
already equipped with ECMs– Provides 2-speed operation of fans
• High when cooling; low when not– Savings occur from:
• Direct motor wattage reduction due to full speed runtime hours reduction
• Waste heat reduction to refrigeration system
![Page 19: Out-Of-Compliance Grocery UES Measure Recommendations](https://reader035.fdocuments.net/reader035/viewer/2022062520/568161ae550346895dd16f91/html5/thumbnails/19.jpg)

Recommend collecting primary meter data or use a sufficiently reliable secondary data source to establish the Full Speed Fan Motor Input Power for the 16 to 23 watt motor size category.
Done Used fan motor power from ECM replacement analysis. Derived from manufacturer data.
Recommend collecting primary meter data or use a sufficiently reliable secondary data source to establish the Low Speed Fan Motor Input Power.
Done Used fan laws to ratio high/low power consumption based off full speed input power. Exponent set at 2.5 (Professional Judgment).
Further documentation is needed for Annual Fan Runtime Hours.
Done Relied on NRM metering study for this parameter and provided documentation on study when possible.

Provide data sources with metered data to justify baseline and efficient Input Motor Wattage assumptions.
Done Online check of motor sources confirms wattages used are sufficient.
Revise annual run time to apply Duty Cycle of 70% instead of 75%, based on revised values reported in Navigant Consulting’s “Energy Savings Potential and R&D Opportunities for Commercial Refrigeration Equipment.”
Done Updated assumption with more recent data as per recommendation memo.
Additional data should be collected for the Fan Motor Size Population Weighting which was supplied by one grocery chain based on a review of its own refrigeration equipment.
Done No additional data available. Uptake has been minimal, and Kroger is primary target of measure. Propose to keep weighting as-is using grocery store values.
