From the Chairman's Desk ...

WELCOME to this third issue of our Hikayat which is an ongoing attempt to reach our manyfriends and supporters by going beyond a usually dry Annual Report. We hope that you will findthis publication worth reading while getting a better understanding on how CETDEM hasperformed in 2014.

May I draw your attention to a few highlights – the sustained organizing of Organic Days (HariOrganik) by the Organic Farming Project team and its volunteers as well as the Farmers’ Corner.SUDI's 2nd study on ECOTRANSFORMATION was facing funding and data-collectionproblems, but was completed nevertheless. The FiT & SAVE Roadshow which continued indifferent Malaysian towns has also come to a completion.

As you would notice we have managed all these activities with very few full-time staff (includingthose engaged in projects) as well as volunteers who were with us for short periods. Securefunding for basic allowances and overheads has still eluded us and fund-raising efforts have notbeen too successful.

Despite all these, I think that CETDEM has performed reasonably well and wish to thank allBoard members, the ED, OF Project Coordinator, staff, and volunteers for their efforts during theyear. I trust that you will continue to support CETDEM in whatever way possible and get yourfriends/colleagues to chip in as well.

The ED contemplates ...

'Sustainable Development' means different things to different people.

The work done by CETDEM in the year 2014 is highlighted in this edition of Hikayat / Chronicle.These include the conclusion of the FiT & SAVE Roadshow which was being managed on behalf ofSEDA Malaysia, the launch of the Report for SUDI's 2nd Study, CETDEM's signature Hari Organikand Climate Change events, the monthly CETDEM Farmer's Corner, Sustainable SelangorConference & Exhibition and a the introduction of the new project called PJ-EcoMobility.

Our Chairman of the Board and the Executive Director were well sought after by reporters andjournalists for their comments or reactions to environmental related incidents – the CameronHighlands situation being at the same time, one of the highlights and lowpoints of the 2014.. Waterrationing was a terrible reality for a majority of Selangoreans and KL-ites. Flooding made a horrificreturn to the East Coast of the Peninsula at the end of this year.

The Executive Director, in consultation with the Chairman, handles all the administrative andfinancial matters. Each of the projects has personnel for its specific duration.

CETDEM requires about RM100,000 per annum for general operating expenses (and non-projectstaff). We welcome financial support from generous persons, both Malaysians and visitors,individuals as well as from the Public & Private sectors.

SUDI 2nd Study – Elusive Urban Sustainability: Challenges in EntrenchingSustainability in Malaysian Towns

SUDI's 2nd Study looked into the 'Challenges in Entrenching Sustainability inMalaysian Towns'. The aim of this study (in the spirit of eco-transformation)was to define appropriate sustainability criteria for existing Malaysian towns,assess how these can be entrenched within the town administration andcommunity, examine the challenges faced in doing so in 3 Malaysian towns(George Town, Petaling Jaya and Malacca), and recommend actions toovercome these challenges.

SUDI Director, Engr. Gurmit Singh headed the Study Team comprising of 1 principal researcher, Dr.Hezri who was charged with evaluating Petaling Jaya, while Mr. Sathis a/l Venkitasamy was the studyResearch Assistant. Engr. Gurmit Singh had taken charge of both George Town and Malacca.

The Advisory Panel consisted of: Dato' Dr Leong Yueh Kwong, an

environmental scientist andconservationist;

Datuk Dr Goh Ban Lee, SUNcolumnist and former Penang IslandMunicipal Councilor,

Dr Lee Lit Meng, a Registered TownPlanner with interests in sustainabilityissues and planning law.

The 2nd Study Report 'Elusive Urban Sustainability: Challenges in Entrenching Sustainability inMalaysian Towns' was launched by Dato' Dr Leong Yueh Kwong on 28 May 2014 at Hotel ArmadaPetaling Jaya.

SUDI 3rd Study – Water in Malaysia: The Holistic Sustainable Path

This study will examine as to what needs to be done by various stakeholders from the top politicalleadership down to ordinary Malaysian to overcome various obstacles to move onto holistic sustainablepath in managing this vital resource. It will review relevant existing studies, legislation and documents inthe public domain. The study includes consultations with stakeholders from various states andbackgrounds such as government officers, NGOs, researchers, business people and even ordinarycitizens. Their valuable inputs will be consolidated into final recommendations which can be a practicalguide to be followed by the responsible authorities for the proper management of this important resource.

This study will try to address questions like – What is water sustainability in the context of Malaysia?

– Is it financial sustainability – raise enough revenue to pay for the cost?– Is it economic sustainability where development objectives are maximized? – Is it one that can withstand disasters such as droughts and floods and yet provide for the

needs of the people?

Study Team comprises of Engr. Gurmit Singh – SUDI Director, CETDEM Chairman (StudyCoordinator) and 2 part-time researchers to be appointed by the time funds are received.

The Study is budgeted at RM212,000. CETDEM welcomes contributions and pledges fromorganisations and individuals. To start the ball rolling, a donation was received from PejabatADUN Damansara Utama during the period covered.

CETDEM Hari Organik

CETDEM Hari Organik is essentially a blend of an Organic Marketplaceincorporating Talks and Demonstations. The visitors (customers) andexhibitors (providers) are encouraged to interact beyond the usual buyer-seller framework. CETDEM Hari Organik fulfills the need to furtherspread the awareness of Organic and Healthy Living and SustainableLifestyle while creating a platform for organic farmers, retailers and allthose involved in the organic industry to promote their services, produceand products.

The 14th CETDEM Hari Organik eventwas held at Klang Centro Mall on 24April with a total of 23 booths.

Mr Peter Wong shared his 'experience on how he walked through ajourney to recovery from cancer’. As usual, the demo on making ecoenzyme delivered by Mr Tan Yew Leong of RA19, PJ was muchawaited and appreciated.

The 15th CETDEM Hari Organik returned to Taman Bandar SS2 on 21June successfully gathered 21 vendors consisting of organic farmers,retailers and people who involved in the organic industry.

The wide variety of produce, products and services from the vendorsfor example fresh vegetables, fruits, goat milk, lamb, homemade soap,organic beauty care, as well as the health care products.

16th CETDEM Hari Organik was successfully organised by CETDEM in collaboration with PersatuanPenduduk Bukit Bandaraya (BBRAYA) and through the support of Dewan Bandaraya Kuala Lumpur(DBKL), Majlis Perwakilan Penduduk Sub Zon 2 Parlimen Lembah Pantai (MPP) and WellnessConcept (M) Malaysia. The event held on 29 November 2014 at Bangsar Community Centre and was asofficially launched by En. Nurazizi Mokhtar, Director of Physical Planning Department DBKL. The 20or so exhibitors participated in this event. CETDEM reserves the sole discretionary right to accept or reject potential exhibitors based ontheir ability to provide proof to authenticate their claim of being organic (or on the way to beingorganic). We only accept produce from farmers who farm organically.

Public Forum: What is Happening to Organic Farming in Malaysia?

Today, consumers show increased interest in consuming organic food is increased due to the concern ofhigh synthetic pesticides residues in food and how our food is produced. The Public Forum on OrganicFarming was held on 25 May as a follow-up to the Organic Agriculture Seminar held in July 2012. Thethree speakers were Dr. Anni Mitin from Federation ofMalaysian Consumers Associations (FOMCA), Mr. TaiSeng Yee from Zenxin Organic Food Sdn Bhd andCETDEM Chairman, Engr. Gurmit Singh.

The Forum discussed the authenticity of products andthe justification for a premium being paid for organicproducts. Other related issues include land availabilityfor potential organic farmers, land ownership, the role ofthe Government and its agencies. Mr Tai, Dr Anni, Puan Aini (Moderator) & Engr Gurmit

The Forum attracted 100 participants. At the end of the forum, there were several questions, suggestionsand opinion given by the participants, showing their concern on what is happening to organic farming inMalaysia. CETDEM believes that organic farming will move forwards if all sectors, especially therelated government agencies play their roles.

Farmer's Corner, Bin Composting & Kitchen Gardening

Farmer's Corner

This is a small scale market with a few farmers invited to takepart. Objectives of this “Corner”:

to provide a platform for the SMALL farmers who areeither ‘fresh’ or in need of another outlet to markettheir produce;

to build solidarity among these small farmers; to mobilize and foster the community spirit among the

small farmers.

8 Farmer's Corner events were held at the CETDEM Organic Farming Community Centre (OFCC) inSection 19, Petaling Jaya – 16 Feb., 16 March, 18 May. 20 July, 17 Aug., 21 Sept., 19 Oct. and 21 Dec. .

The Farmer’s Corner is the right place for you to buy fresh, affordable organic vegetables and somedelicious bread, 'affordable' being the operative word. This event usually takes place on the 3rd Sundayof each month, unless another major event such as Hari Organik is taking place close to that date.

Bin Composting & Kitchen Gardening

CETDEM is concerned that the organic waste from the kitchen and garden make up about 47% of totalwaste generated by the Malaysian household which will usually end up in a landfill.

As these organic materials rot in the landfill, the greenhouse gas methane is released. CETDEM is doingits best to promote a sustainable way to manage the household organic wastes through composting.

The first Bin Composting Talk for the year was held on 12 Jan. 2014.

Then on 23 Feb., in collaboration with Friends of PenangBotanical Gardens Society, a talk was held in George Town topromote ‘Go Green through Organic Gardening’ to theirmembers and the public.

A talk was held for the senior citizens of YWCA of PetalingJaya on 10 Sept. The Bin Composting class held on 12 Oct.attracted the participation of a group of 9 participants. Anothertalk was given at the invitation of SS20 Residents Associationon 8 Nov.

The final talk of the year was arranged by Majlis Bandaraya Petaling Jaya during the 'BengkelPengenalan Low Carbon Green City Framework' which was held in Bukit Tinggi for Teachers /Principals of Kindergarten in Petaling Jaya area on 9 Dec. Overall, the participants of the above talks and workshops showed great interest to start kitchencomposting and plant their own vegetables.

Other Organic Farming Activities

STAR Health Fair: CETDEM OFP participated in the STARHealth Fair from 11-13 April which was held in Mid ValleyExhibition Centre. With the consent of the organiser, ourmembers Biococo and Legenda Madu shared thecomplimentary booths which were assigned to CETDEM.

FAMEX Family Expo: At the invitation of My Event Concept,CETDEM OFP participated in the event that was held at theMelaka International Trade Centre from 29-31 August.

Luncheon Talk: A group of 15 Project Managers gathered atOFCC on 23 Aug. for a luncheon talk on organic gardening andcomposting organized by MSCPMP Circle. They were servedwith multi-grain rice with mainly raw ulam / vegetables, papayapickle, and seaweeds. After lunch, the OFP coordinator, Ms Tanbriefed them on the CETDEM Organic Farming Project andfollowed with tips on organic gardening & composting

Community Wok: Community Wok is a session for thosewanting to share and learn new recipes. Special thanks to MsKhadijah who on 7 Sept shared her grandmother’s recipe ofNasi Pencuk, a traditional dish from Kuala Kangsar with 7 ofour KGG members. If you are willing to share your 'secret'recipe, then you are most welcome to conduct a session ofCommunity Wok at the OFCC.

Purelife Society Medical Camp: At the invitation of the PurelifeSociety, CETDEM OFP together with Origin Living, Legenda Madu,Ho Organic Farm and Wellness Concept participated in the MedicalCamp which was held on 28 Sept. The visitors loved the ulam madefrom nuts, jam and herbs from OFCC garden.

Outreach program – Training in Christian Care Centre, Ulu Langat: Organic Farming ProjectCoordinator, has been providing training on organic vegetable cultivation to the residents of ChristianCare Centre in Ulu Langat.

These are just a sample of the numorous activities conducted by CETDEM OrganicFarming Project. CETDEM OFP continues to evolve, with the Coordinator continueouslyfinding innovative ways that cater to the needs of the farmers, consumers and public atlarge.

FIT & SAVE Roadshow

In 2012, Sustainable Energy Development Authority (SEDAMalaysia) appointed CETDEM to manage a RM350,000project titled 'An Awareness, Capacity Building & ResultMonitoring Project Related to Sustainable Energy', whosemain objective was to promote Feed-in-Tariff for solar PVand SAVE Program voucher for 5-star EE refrigerators andair-conditioners. The Sustainable Energy or FiT & SAVERoadshow comprised of a 1 day exhibition followed by ½ dayworkshop,

Mr Anthony Tan, CETDEM Executive Director was theProject Coordinator, and Ms Barbara Bakanjim the ProjectOutreach & Promotions Coordinator. Engr Gurmit Singh,CETDEM Chairman, acted as an alternative resource personfor the workshops.

The Roadshow, originally planned for 12 months, wasextended to 19 months due to prudent spending by CETDEM.The coverage was also expanded from 8 to 14 major towns:

– Kuantan (2), George Town (2), Johor Bahru, Kota Bahru, Melaka, Kuala Terengganu, Ipoh,Seremban, Sungai Petani and Petaling Jaya in Peninsular Malaysia;

– Kuching and Miri, Sarawak; and – Kota Kinabalu (2) and Sandakan, Sabah.

The 3 phases were completed – Phase 1 (September 2012-February 2013), Phase 2 (March-August 2013)and Phase 3 (September 2013- March 2014). The final 4 events, which were held in 2014 were:

Each workshop participant who successfullycompleted the energy audit received aCompact Flourescent Lamp (CFL) or LEDLamp as a souvenir.

Data from these energy audits was used tohave an overall view of the energyconsumption patterns of households.Refrigerators & air-conditioners continue tobe the equipment with highest ratio ofelectricity consumption.

CETDEM has submitted a proposal to SEDA Malaysia as follow-up on this project. The proposedproject will focus on 2nd tier towns in Peninsula, Sabah and Sarawak and will continue to employ the 1day exhibition and ½ day workshop formula.

PJ-EcoMobility Project

The primary objective of the Petaling JayaEcoMobility Recreation Park Project or PJ-EcoMobility is 'to re-establish the meaning ofGood Mobility by Creating People CentricEcomobility Recreational Park, giving Preferenceto Sustainable Transport Options'. This 16 monthproject is supported with a co-financing grant ofUSD50,000 the UNDP GEF Small Grants

Programme and in partnership with Majlis Bandaraya Petaling Jaya.

This project will raise the awareness and build capacity of various categories of urban Malaysians toassess their respective energy usage for transport in order to motivate them to reduce their use oftransport to sustainable levels, thereby also lowering their greenhouse gas [GHG] emissions and theirclimate change ecological footprints. It is important that this message be brought to adults as well aschildren.

This is a pilot project focused on promoting EcoMobilityby a 2 pronged approach, creating:

– a permanent showcase of EcoMobility withinTaman Jaya Recreation Park which can beexperienced by park users and visitors; and

– pedestrian and cycling paths which will connectSection 10 and Section 5 to the Taman Jaya LRTStation via the Recreation Park.

Why Taman Jaya Recreation Park?– High visability – next to the Federal Highway; Schematic of Taman Jaya Recreation Park

– High patronage – used daily by people of all ages, mostly on weekends;– Next to residential area – Sections 5, 9 and 10;– Close to public transport – Taman Jaya LRT Station, RapidKL and PJ Free Green Bus route; and– Relatively easy access by both CETDEM and MBPJ.

The Local Agenda 21 approach is being used to engage Stakeholders in a bottom-up approach throughsurveys, Stakeholder Meetings, and Awareness Briefings. The Stakeholders include:

– Taman Jaya Recreational Park users;– Residents of Section 5, 9 and 10;– Those associated with public facilities, business operators;– Other Petaling Jaya based NGOs;– CETDEM: technical support to develop educational materials

and manage the project activities;– MBPJ: technical and infrastructure support; and– UNDP GEF SGP: co-financing

There are 4 main elements which are used repeatedly throughout the education materials:

Survey park usage, EcoMobility awareness The survey process began on 9 August. Approximately 950 forms have beencompleted.

Stakeholder Meetings Stakeholders have met at least once a month since August 2014.

Stakeholder Briefings Walk-a-bouts

Four Briefing were held on 2 & 24 Nov., 7 & 9 Dec.

In the pipe line for 2015: – Redesign EcoMobility Recreation Park. CETDEM is working with MPBJ to redesign the

current recreational part to incorporate EcoMobility features both on land and for the lake. Aground survey is necessary to map terrain and existing trees & facilities;

– Creation of dedicated pedestrian and bicycle lanes connecting Section 10 residential andbusiness areas as well as Section 5 & 9 residential areas to Taman Jaya LRT Station via TamanJaya Recreation Park, water EcoMobility usage within the lake;

– Official Opening Ceremony for PJ-EcoMobility Park and Conference.

The Project began in July 2014. Ms Ooi May Chen joined CETDEM as the Project Officer in August.PJ-EcoMobility is scheduled to be completed in Sept. 2015.

Sustainable Selangor Conference & Exhibition 2014

Sustainable Selangor Conference & Exhibition 2014 with the theme 'Sustainability – Selangor'sExperience' was held on Tuesday 24 June at Hotel Armada Petaling Jaya. YB Puan Elizabeth WongKeat Ping (Selangor State EXCO and Chairman of the Permanent Committee for Tourism, ConsumerAffairs and Environment) officiated at the Opening Ceremony. The event was jointly organised byCETDEM and the Selangor State Government, with ROXUL as the Silver Sponsor.

YB Elizabeth Wong stated that although allLocal Authorities in Selangor are in the forefront of sustainable development but thegood work done by them are not publicisedsufficiently. One example is the GreenRebate which is being offered by MBPJ.MBPJ is the first Local Authority in Asiaand second in the world to offer such aninnovative rebate scheme. YB Elizabethalso brought attention to the issue of landusage – new housing developmentscropping up next to pre-existing industrialzones, giving rise to requests from homeowners for relocation of the industrial sites. The Conference concluded with a Panel Discussion ''Whatnext, how can Selangor move forward?' moderated by TuanHaji Zulkifli Zahari, CETDEM Director. The panelists were:

YB Dato' Teng gave his commitment to managing solid waste in a sustainable manner. Meanwhile,PKNS GM Tuan Haji Alzan stated that sustainability elements were already being incorporated innewer PKNS development projects. Engr Gurmit Singh strongly asserted that sustainability beapproached holistically, and prior development plans such as Agenda 21 Selangor be revisited.

The Conference also proposed that focus be given to redevelopment of the more matured towns inSelangor. A Sustainability Unit is needed within the sturcture of the Selangor State Government. ThisUnit should report directly to YAB Menteri Besar, and be responsible to coordinate all existingsustainability initiatives together with collection of data which will be the basis for a monitoringsystem to confirm the effectiveness of these activities. It is of utmost importance that this data isaccessible in the public domain. An Annual Sustainability Report should also be published.

Climate Change Forum 2014

The CETDEM Climate Change Forum 2014 was held on Monday, 22 Sept. 2014 at Hotel ArmadaPetaling Jaya. This was the 7th in a series of seminars which started in 2007, with CETDEM as thesole organiser. This event is one of the annual fund raising activities for CETDEM. Planning for thisevent began in July 2014. For the first time, the Climate Change event was held as a half day forum.

'Climate Change Water Nexus: What is Malaysia doing about it?' is an urgent call to review and acton the issue of water management and Climate Change, matters of great importance that have longterm repercussions for indivudials and organisations, as well as both the private and public sectors.

The moderator for the Forum was Dato' Dr Yap Kok-Seng, the former Director-General of theMalaysian Meteorological Department (MMD) (2005 - 2012). He was an executive council memberof the World Meteorological Organization (WMO) (2006 – 2012) and Yap was one of the leadnegotiators for G77 and China during the United Nations Framework Convention on Climate ChangeConference (2004/2005).

The earlier part of the programme consisted of 4 presentations:

1 – Water-Climate Change Nexus: JPS PerspectiveYBhg Dato' Dr Hj Hanapi bin Mohamad Noor, Pengarah Bahagian Pengurusan Lembangan Sungai, Jabatan Pengairan dan Saliran

4 – Water in Malaysia: The Holistic Sustainable PathEngr Gurmit Singh, Chairman, CETDEM

After these presentations, a panel discussion was held with a healthy participation by the participants.It was however quite apparent that the participants were more focused towards the current waterissues in Selangor and less on the long term effects of Climate Change on water resources.

Participants came from a variety of organisations. These represented: – Government (State Assemblyman YB Puan Yeo Bee Yin & MBPJ Councillors);– Federal & State Agencies (Jabatan Perhutanan Semenanjung Malaysia, Maritime Institute of

Malaysia, Department of Agriculture & Badan Kawalan Selia Air);– Research Institutions (UM, SIRIM, MARDI);– NGOs (WWF Malaysia, Blue Life Ecoservices Bhd, Eco-Knights); and– Private Sector (DHI Water & Environment (M) Sdn Bhd)

Registration fee was fixed at RM200, with 24 participants attending.

Malaysian Climate Change Group (MCCG)

The Malaysian Climate Change Group (MCCG) comprises of CETDEM, Environmental ProtectionSociety Malaysia, Malaysian Nature Society, Perak Consumers Association, WWF-Malaysia and GlobalEnvirontment Centre. MCCG is the only NGO grouping in Malaysia that focuses on Climate Change.The Secretariat is rotated amongst the member organisations on a 2-year basis. CETDEM hosted theSecretariat from mid-2012 until September 2014 during which CETDEM Executive Director was theMCCG Coordinator. The MCCG Secretariat is currently hosted by WWF-Malaysia with Ms LavanyaRama Iyer as the Coordinator.

Climate Action Network Southeast Asia (CANSEA)

Climate Change Network Southeast Asia (CANSEA) is made up of 4 national NGO groupings namelyMalaysian Climate Change Group (MCCG), Philippine Network on Climate Change (PNCC),Indonesian CAN (ICAN) and CAN Thailand (CANT). CANSEA is affiliated as a regional grouping toClimate Action Network (CAN), a worldwide network of over 700 Non-Governmental Organizations(NGOs) in more than 90 countries. Ms Wanun Permpibul from Thailand is the current CANSEARegional Coordinator.

CETDEM Staff

These are the CETDEM staff who are managing the day to day activities of our organisation:

Mr Anthony Tan Kee Huat is the Exective Director. He became CETDEMExecutive Director in Jan 2007. He has a Bachelor of Computer Science fromUniversiti Sains Malaysia (USM). Anthony was with the electronicsmanufacturing industry for 14 years before he joined CETDEM in 2006 as theProject Officer for the WCPJ Project. He considers himself a practicalEnvironmentalist. Anthony's family comprises of his wife, their 2 teenaged childrenand a canine.

Ms Tan Siew Luang is CETDEM Organic Farming Project Coordinator. Shejoined CETDEM in 1986, started and managed the first Organic Farm inMalaysia with educational activities. Ms Tan is the driving force behind thislongest running CETDEM Project. She continues to map out CETDEM's OrganicFarming Project activities such as the National Organic Agriculture Seminar &Exhibition, the signature Hari Organik and Farmer's Corner events.

Mrs Neo (nee Tan Siew Luan) is CETDEM Organic Farming Project Officercurrently based in the CETDEM Organic Farming Community Centre (OFCC).Mrs Neo is an avid organic gardener. She oversees the management of the OFCC,and is in charge of the OFCC Slow Food Kitchen as well as the vegetable garden.Mrs Neo is a fantastic cook and a great baker as well. You can take our word forthis.

Ms Ng Yuen Fern is CETDEM Organic Farming Project Officer. She joinedCETDEM in mid-August 2014. Yuen Fern is from Teluk Intan and obtained aBachelor of Forestry Science from Universiti Malaysia Sabah. Prior toCETDEM, she worked in Singapore for a year. Yuen Fern has travelled to severalcountries within ASEAN region, including Brunei and a backpacking trip throughThailand, Laos, Vietnam and Cambodia. She has volunteered in organic farms inboth Malaysia and Thailand.

Ms Ooi May Chen is CETDEM PJ-EcoMobility Project Officer. She joinedCETDEM in August 2014. She hails from Penang and graduated from UniversitiSains Malaysia (USM) with a Bachelor of Environmental Technology. Shebelieves that her participation in sports has imparted in her many values and skillssuch as teamwork, time management and communication. These complement theknowledge from books. Before joining CETDEM, she was in the manufacturingsector as a Safety and Health Executive.

CETDEM is a member of the Malaysian Climate Change Group (and through it CANSEA) aswell as the International Forum on Sustainable Energy. It is a member of the Working Group onPublic Transportation for Malaysia.

Since early 1997, we have been a member of the National Climate Change Committee.CETDEM continued as a member of the National CDM Committee, GEF SGP SteeringCommittee, Steering Comm. for Economics of Climate Change Study and SIRIM ISCZ & TCs(Technical Comm.). We have just been been appointed to the Steering Committee for BUR(Biennial Update Reports) and NC3 (3rd National Communication).
