PRESIDENT'S MESSAGE

Dear Colleagues,

We are well into the last quarter of 2018, and as the year draws to a close, let us prioritise our goals, realign our tasks to our corporate objectives and focus on implementing our top deliverables. I am optimistic and confident that we can achieve the goals that we have set as our five year direction.

To review the progress made so far, we held an extensive strategy review update session in September where we measured the performance of various affairs and departments against the first and second quarters of 2018. Reviewing our business performance across all our operations helps us develop our capabilities and define our place on the map of progress and growth.

As part of the Expressway Programme, Ashghal opened a new tunnel at Al Gassar Interchange on Lusail Expressway, to accommodate more than 3500 vehicles per hour and provide free flow traffic from Lusail and the Pearl towards Katara Cultural Village and the surrounding areas. Adding to this feat, the project won the Engineering News Record Award for 2018 Global Best Projects in highway category.

Also, in preparation for the new academic year, Ashghal completed a number of projects that serve various schools and provide safe passage to the students. As part of our strategy for enhancing traffic safety and students’ safety in particular, Ashghal achieved 171 new schemes as part of School Zone Safety Programme.

To further develop Qatar’s health sector, Ashghal signed contracts for building six new health projects with a total cost of approximately QR 1 billion. As per the government directives, development of sub-division infrastructure continued to be a top priority. Work in this area progressed at an accelerated pace to achieve our plan for developing the roads and infrastructure for 10,400 citizens' land plots in different areas of the country between 2017 and 2021.

Our drainage programme Doha South Sewage Infrastructure won a gold achievement award from the Royal Society for the Prevention of Accidents (RoSPA), acknowledging the programme’s outstanding occupational health and safety performance during 2017, in addition to adopting the best risk management practices effective in all aspects of the programme implementation. This is a great feat for Ashghal and underlines the importance of occupational health and safety standards, we need to achieve across all our projects and services.

As part of our ongoing strategic initiatives, we signed MoUs with various government entities including the Civil Aviation Authority (CAA) to benefit from the capabilities of both parties in order to expand the CAA’s weather and climate monitoring network and enable it through Ashghal to install the monitoring system on more roads across Qatar.

We also continued to progress on the implementation of other initiatives across the business, progress details of which will be available within the pages of this edition.

Finally, I would urge all departments to ensure that the targets we set for our projects and services measure-up to the best practice in the region and throughout the world. Hence the importance of continuing to benchmark work that we have embarked upon as part of our corporate transformation.

I would like to thank you for your continuous hard work and commitment and I look forward to achieving more success together this year and onwards.

H.E. the Prime Minister & Minister of Interior Visits the Roads & Infrastructure Project for Citizens’ Sub-divisions in Al-Foroush & Al-Kharaitiyat

In July this year H.E. The Prime Minister and Minister of Interior, Sheikh Abdullah bin Nasser bin Khalifa Al-Thani, visited the Roads & Infrastructure Project for Citizens’ Sub-divisions in Al-Foroush and Al-Kharaitiyat, in order to review the progress of the project. The visit was attended by H.E. Dr. Eng. Saad bin Ahmad Al-Muhannadi, President of Ashghal, Eng. Saoud Al-Tamimi, Manager of Ashghal’s Roads Project Department, and project managers from Ashghal.

During the visit, H.E. The Prime Minister & Minister of Interior stressed the importance of completing projects that serve the residential areas and citizens’ sub-divisions in all parts of the country, and opening them as per schedule and according to the required quality. H.E. Ashghal President commented: “H.E. The Prime Minister’s visit to this project reflects His Excellency’s keenness to closely follow-up the progress of implementation in projects that affect citizens directly.”

Ashghal completed about 40% of the project, which will provide a safe roads network, drainage networks, drinking water, electricity and communications networks, among other services. It is expected to be completed in Q2, 2019.

Ashghal has developed a plan to implement the roads and infrastructure for 10,400 plots in new citizens’ sub-divisions, 1,819 of which were served during 2017. Four projects are being implemented for citizens' sub-divisions to serve 5,540 land plots, of which 1,637 will be delivered this year in the areas of Al-Foroush and Al-Kharaitiyat, Al-Nasiriyah North, Rawdat Egdaim and Ezghawa, and Al-Wukair South.

Ashghal Commits to Deliver the BestProgress Update of the First Half of 2018

H.E. Dr. Eng. Saad bin Ahmad Al Muhannadi, President of the Public Works Authority ‘Ashghal’, convened an extensive meeting with Ashghal's directors, managers and several other employees to review the performance of various affairs and departments against the first and second quarters of year 2018 of Ashghal Strategy 2018-2022. The meeting included the important plans to be completed in the remaining two quarters of the year.

Ashghal implements its corporate strategy considering it as the track of its journey for the next five years (2018-2022), and as the base of development to rely on in all its activities to achieve its vision of "excellence in delivering and managing efficient sustainable infrastructure" as envisioned in the Qatar National Vision 2030.

To achieve this vision, Ashghal's President is keen on reviewing the progress in implementing Ashghal’s strategy and in measuring the performance level consistent with the new vision, mission, themes and corporate objectives of Ashghal. In order to provide a clear framework for its corporate objectives for the period 2018-2022, Ashghal is eager to follow its four strategic themes represented in:

1. Health and safety 2. Deliver excellence 3. Develop capabilities 4. Customers and stakeholders

Addressing the progress update meeting, H.E Dr. Saad Al Muhannadi said, "Reviewing the level of our business performance and our way of implementing the corporate strategy in all our works helps us develop our capabilities and define our place on the map of progress and growth. It also plays as the major support for Ashghal in its transition from an authority entrusted with awarding and executing efficient sustainable infrastructure projects for the state, to an entity that focuses on the operation and

maintenance of the state’s road networks and drainage networks and delivering quality services and solutions in managing projects and assets”.

H.E. the President also said, “we will continue our works relying on our resources and ensuring that the corporate objectives we have set are up to the mark on par with best practices locally and internationally. Thus, it is important to continue our performance review that we have started as part of our corporate transition, so that we live up to the expectations of the state of Qatar and always deliver the best, as “Qatar deserves the best.”

Ashghal Advisory Team

With a view to ensure that all aspects are considered prior to key initiatives and action plans that have a significant impact on Ashghal, the Ashghal Advisory team analyses and provides a holistic view prior to any critical decision making. This would ensure that all changes and initiatives are evaluated from an Ashghal perspective, hence reduce the risk, and change fatigue. The Ashghal Advisory Team has representatives from across all Ashghal Departments and they meet on a fortnightly basis. As part of the recently held meetings, the team discussed competition of key processes such as “Manage Employee Onboarding”, “Manage Speaker and Media

Engagement” and “Implement Enterprise Risk Management”. They also discussed and finalised the business case for “Corporate Performance Management System”.

Celebration of Strategy Launch 2018-2022 with Strategy Champions

To applaud the successful launch event of Ashghal Strategy 2018-2022, which was hosted by the Strategy Champions, a small celebratory event was organized by the Planning and Quality Department (PQD).

Mr. Jamal Al Kaabi, Manager of PQD congratulated the champions, and encouraged them to keep up the momentum, and continue to raise the bar.

Embedding Ashghal Mission, Vision and Values

Following the launch of Ashghal’s new Mission, Vision, Values and the 2018-2022 Strategy, the PQD is working on embedding the core values in Ashghal, so that they become part of the way we work. Our core values together form the acronym ‘ASHGHAL’. They are Accountability, Service Oriented, Health & Safety, Growth focused, Honesty, Adaptability and Learning continuously. These core values are the building blocks of our

corporate culture and will guide the collective behaviour of Ashghal employees and form the basis of our work practices – what we do, how we operate, and how we satisfy our stakeholder and customers. The implementation plan for mission, vision embedding of values has been developed, and is currently being implemented over short, mid and long term phases.

Strategy Review

A Strategy Town Hall was held on the 19th September 2018, to review the performance for the 1st and 2nd Quarters of 2018, against Ashghal’s 10 corporate objectives.

As part of the overall Ashghal Excellence Roadmap, Ashghal successfully developed organisation wide business processes and corporate policies in 2017. The current focus is on improving business processes and measuring process usability and performance.

Below is a summary of progress update on the third quarter of 2018.

1. Process and Policy Usability Measurement

Process usability measurements have been helping us to identify the level of familiarity and understanding of Ashghal staff with the processes and corporate policies relevant to their work areas. Another area of interest for usability is to facilitate usage and engagement with IBM Blueworks by the concerned staff.

Planning and Quality Department has been conducting usability trainings across Ashghal to all employees to increase understanding and awareness to a common level across the organisation. The overall aim of usability measurement is to ensure our developed policies and processes are alive within Ashghal and are being followed by all employees.

2. Process Performance Measurement

To help us manage process performance effectively, Planning and Quality Department has developed in-house “Track It”, a process performance measurement system. Track It will ensure the performance of all Ashghal processes are tracked, measured and reported upon by

• Keeping Track of process KPI performance against process objectives

• Identifying opportunities for improvement

• Instil a culture of measuring performance not only for Strategic Objectives but also of Ashghal processes, which will together help us in achieving our corporate objectives

• Maintaining a single source of truth for process improvements based on process performance results

Track It works by collecting results process KPIs and data recorded by respective business process champions in each department.

Quality Update

These are thereafter segmented by departments and reported quarterly in a process KPI performance dashboard. The performance results areas are analysed to identify gaps between actual and target performance levels. Hence, improvement actions designed to ensure desired level of process performance is achieved.

Key lessons learned from the Q1 and Q2 process KPI performance measurement include the following:

• KPIs are to be refined to better suit process objective

• Use process performance data for the purpose of improving business processes

• Need to launch of Ashghal wide Performance Management System to link process performance to projects and process performance as well as performance of strategic objectives.

3. Ashghal becomes EFQM Licensed Training Organisation

Ashghal is coordinating with EFQM to launch a new project to authorize Ashghal as a Licensed EFQM Trainer Organisation, which is the first in Qatar in this field. This is a benefit

reserved only for those members of EFQM network who are viewed as committed to promoting and championing excellence within their own professional network. Obtaining this accreditation will help to promote a culture of quality and excellence across Ashghal as well as improving Ashghal reputation as a leading organisation in implementation of quality and excellence best practices.

4. Reviewing and Aligning Ashghal Policies and Processes to our Corporate Values

As part of embedding values, we are in the process of reviewing relevant corporate policies and processes with a view to identifying improvement opportunities and aligning them to our newly launched corporate mission, vision and values.

Expressway Programme

Ashghal opened a new 750 metre long tunnel at Al Gassar Interchange in Lusail Expressway in presence of Ashghal Highway Department Manager Youssef Al Emadi, Katara General Manager Dr. Khalid bin Ibrahim Al Sulaiti, Central Municipal Council member Jassim Al Malki along with a number of Ashghal officials and project engineers.

The new tunnel provides free traffic flow from Lusail and the Pearl towards Katara Cultural Village and the surrounding hotels and facilities.

The tunnel incorporates two one-way lanes to accommodate more than 3500 vehicles per hour along with a hard shoulder to prevent any traffic disruptions inside the underground passage.

The fresh milestone is one of a series that happened on Lusail Expressway which was opened to traffic in December 2017 to enhance traffic mobility in the areas around.

Lusail Expressway is one of the key projects of the Expressway Programme that the Public Works Authority is implementing. It is located in a vital area that connects Doha with Lusail City,

and covers many public destinations such as the Pearl in the north, via Katara and the Diplomatic Area, and a big number of residential areas, hotels, malls and other facilities.

The project work area stretches over 5.5 kilometre from Lusail City in the north to the West Bay area in the south. The project works include three main multi-level interchanges, which are the Pearl Interchange, Al Gassar Interchange, and 5/6 Interchange, in addition to two marine bridges over the South and North Canal Crossings near the Pearl and Lusail City.

5/6 InterchangeOne of the most prominent architectural monuments in Doha, the arches of Interchange 5/6, was launched on 16 December 2017 - a Qatari monument standing tall and with its height representing an icon of creativity and engineering achievements.

The arches at Interchange 5/6 are the biggest and tallest monument in Qatar with a height of 100 metres and width of 147 metres, and weighing more than 9300 tons of steel.

Lusail Expressway Implementation JourneyThe vast excavation and execution works of the multi-level tunnels and bridges in the project, as well as the construction of two marine bridges, was completely executed without interrupting traffic. This is in addition to the excavation works that took place at a depth of 30 metres below ground surface along six kilometres, for integrated infrastructure to allow for electricity and drainage networks, and to allow for maintenance works without the need for more excavations in the future. In addition to building

The Unique Architectural Character for Lusail ExpresswayThe architectural characteristic of the project is inspired by the old heritage Qatari vocabulary. It forms a combination of Qatar’s past and future, given that it is the main expressway on the sea front that stretches over the northern coast of Doha City.

Lusail Expressway Wins the ENR’s 2018 Global Best Project

Lusail Expressway has won the Engineering News Record (ENR) award for 2018 Global Best Project in the Roads / Highway category. The projects that have won the award are considered examples of innovation, safety performance, challenges overcome when designing and building the project and meeting the construction quality with a special emphasis on the diversity of global project teams and their collaboration. The judges also considered how the project benefits to the local community.

A panel of industry experts specialized in evaluating roads projects has selected the winners of ENR’s 6th annual Global Best Projects competition, out of 23 projects from 14 countries.

Eng. Youssef Al Emadi, Manager of the Highway Department received the award in a ceremony held in New York City. In attendance was a wide range of international organisations and companies that represent winning projects in other categories, including construction projects of metros, bridges and tunnels from countries and cities including Hong Kong, the United Kingdom, Brazil, Australia, Canada and the United States.

Eng. Youssef Al Emadi said: “I want to dedicate this achievement to our government, led by H.H. the Amir Sheikh Tamim bin Hamad Al Thani, H.H. the Deputy Amir Sheikh Abdullah bin Hamad Al Thani and H.E. the Prime Minister and Minister of Interior Sheikh Abdullah bin Nasser bin Khalifa Al Thani. I also want to thank them for their continuous support and directives that led us to win such a reputable global award.”

The Lusail Expressway project is marked by the 5/6 Interchange, which has the highest landmark in Qatar, 100 meters high arches. The arches consist of 54 large steel pieces, which created a great engineering challenge starting with the design of the unique intertwined and tilted arches that needed extreme accuracy to be installed correctly.

The project extends 5.5 kilometers and includes three major intersections as well as two marine bridges on the southern and northern canals near the Pearl and Lusail City. Lusail Expressway reduced the travel time between West Bay and the Pearl by 65%.

Ashghal Starts East Industrial Street Extension Upgrade Project

Ashghal started implementing the East Industrial Street Extension Upgrade Project, located between East 33 Street Interchange on Industrial Area Road and Aba Al Saleel Interchange on G-Ring Road for a distance of 2.5 km. The new project is planned to be completed by Q1, 2020 at a cost of QR 730 million.

The construction will incorporate revamping of the main road, expanding the carriageway from two to three lanes in each direction besides converting three roundabouts into three at-grade intersections along with two cycling and pedestrian underpasses

The upgrade will increase road capacity up to 6000 vehicles per hour, shortening travel time at a rate of approximately 50%.

The road provides an access point for key expressways around which receive thousands of leading to the Industrial Area from Hamad Port via Hamad Port Road and from Doha via Industrial Area Road and G-Ring Road. It will also create better access for traffic movement from Al Furousiya Street and Salwa Road towards Hamad Port and Mesaieed Road.

Opening of a New Flyover on Bani Hajer Interchange in Khalifa Avenue

The new flyover provides free flow traffic coming from Doha towards Al Rayyan.

The new overpass is 1.15 Kilometres long and comprises two lanes that will alleviate traffic pressure and improve movement in the surrounding streets and congested areas like Bani Hajer, Al Gharrafa, Al Rayyan and Qatar Foundation’s Education City which is visited by thousands of students everyday.

Ashghal’s Highway Department Project Engineer Abdullah Qassim stressed that accomplishing the flyover was part of several openings that happened on Khalifa Avenue project, indicating that up to now Ashghal had opened 6 kilometres, Gharrafat Al Rayyan Roundabout along with major parts of Bani Hajer Interchange.

Khalifa Avenue project runs from the Al-Wajbah Palace Interchange (west) to the Tilted Interchange (east) and along Al-Gharrafa Road from Al-Rayyan Street (south) to Thani bin Jassim Street (north).

About 70% of Khalifa Avenue construction works have been accomplished, and the whole project is due to be completed by Q1, 2020.

Khalifa Avenue MilestonesBani Hajer Interchange BenefitsAshghal converted Bani Hajer Roundabout into a three-level interchange that created free movement

to approximately 1500 vehicles per hour. The junction has become a key access point for three major arteries of Khalifa Avenue, Dukhan Road, and Al Rayyan Road.

Ashghal had opened sections of Bani Hajer Interchange, involving an underpass, which links Bani Hajer with Al Rayyan and a 1.3 km Link Bridge between Al Rayyan and Dukhan.

Khalifa AvenuesIn December Ashghal opened a 3.1 kilometre-long section of the main carriageway of Khalifa Avenue that stretches from west of the Tilted Interchange to the east of Bani Hajer Interchange.

Ashghal also opened Al Wajba Bridge after upgrading the old bridge from two lanes to three lanes, allowing for better traffic flow.

Benefits of Khalifa Avenue Partial Opening of a New Interchange on F-Ring Road

Ashghal opened sections of a new interchange on F-Ring Road in presence of Eng. Youssef Al Emadi, Highway Dept. Manager, Saoud Al Ansari, Al Thumama Stadium project manager, Brigadier Mohamed Maarifiya, Traffic safety and Engineering Dept, and Sheikha Al Jifeeri, CMC member.

The new interchange will provide free traffic flow between Doha, the North and the South, and will directly serve Al Thumama Stadium.

It consists of two levels including a main bridge, four loop bridges and four underpasses for vehicles as well as two pedestrian bridges and six tunnels for pedestrians and bicycles.

The opening included accesses from the F-Ring Road to the G-Ring Road in both directions, as well as a 1.5 km road linking the new interchange to the Umm Bisher Interchange. In addition to opening two loop bridges, two carriageways and a 3 km service road along the F-Ring road.

Roads and Integrated Infrastructure for Local Areas

As part of its commitment to develop the roads and infrastructure for 10,400 citizens' land plots in different areas of the country between 2017 and 2021, Ashghal continues to implement a number of roads and infrastructure projects for new citizens' lands in the areas of Al-Nasiriyah North, Al-Foroush, Al-Kharaitiyat, Rawdat Egdaim, Ezghawa and Al-Wukair South.

As part of Ashghal’s efforts to develop the roads and infrastructure within Doha Industrial Area (DIA), Ashghal opened the last phase of the West Industrial Street to traffic, which stretches from Street 33 in the Industrial Area to the G-Ring Road.

Eng. Ahmed Al-Obaidly, Head of Southern Areas Projects Section at Ashghal’s Roads Projects Department, stated that completing the final phase works took place one month prior to the planned opening date. With this completion, the West Industrial Street has become the connection between North and South Doha, linking the north of Doha from Salwa Road to the G-Ring Road which leads to the Orbital Highway.

The West Industrial Street will also serve traffic heading to the new Industrial Area through Street 41, as well as facilitating access to more than 1030 commercial plots and 400 residential plots in the Industrial Area.

The last phase of the street included the construction of a 2.5 km road with 4 lanes in each direction, making the total length of the road developed under phases 1 & 2 around 5.8 km.

This is in addition to constructing a signal-controlled intersection at the West Industrial Street’s intersection, a roundabout at the street’s intersection, and 3 pedestrian crossings with traffic lights. 110 parking spaces were provided within this part of the project.

It’s worth mentioning that the development of West Industrial Street is part of the first and second packages of the Roads and Infrastructure Development Project in Doha Industrial Area, which has been divided into seven packages. Package 2 is 91% complete, and the roads within this package are planned to be opened for traffic by Q4, 2018.

Rawdat Rashed Road Fully Open to Traffic and 3rd Phase of the Project Completed

Ashghal announced the completion of the third phase of Rawdat Rashed Road Development Project, which aimed to provide a safe, highly-developed road to link Salwa Road with Dukhan Highway. The road is now fully open to traffic.

Ahmed Al-Obaidly, Head of Southern Areas Section at the Roads Projects Department in Ashghal, pointed out that phase 3 of the project involved the construction of a 14-km-long road, extending north from the end of Phase 2 at the new roundabout located north of Rawdat Rashed Village, till Lebsayyer Interchange at Dukhan Highway. The road includes three lanes in each direction, and is constructed as per the highest engineering standards. In addition, a 3-km long road with two lanes in each direction has been constructed, heading eastward to an existing road that ultimately leads to Al-Sheehaniya area.

Eng. Al-Obaidly added that this phase included the provision of street lighting systems, safety barriers, road signs, pavements and all other services and utilities, which include 29-km long water lines, 31-km long electric cables, 100-km long telecommunications lines, and intelligent transport systems (ITS).

The scope of works also involved the construction of 3.6 km of surface water lines, an emergency flooding pond, in addition to new substations.

The 3rd Phase of Rawdat Rashed Road Development Project was implemented by Boom Construction Co. and Lotus Trading and Contracting Co. JV, at a total cost of QAR 384.5 million.

Roads and Infrastructure Project in Bani Hajer North - Rawdat Egdaim (Package 2) Progresses

Ashghal continues to implement its Roads and Infrastructure Development Project in Bani Hajer North (Rawdat Egdaim) - Package 2. The project covers a total area of 170,000 square metres, and serves 380 land plots and a number of schools, mosques and commercial buildings. The project is 94% complete.

The project aims at providing main and local roads with an integrated infrastructure including surface water drainage network, drainage network, and TSE network to serve the project area.

Eng. Ali Ibrahim Ashkanani, Head of Northern Areas Projects at Ashghal's Roads Projects Department, said that the project will offer many benefits for the residents and visitors of Bani Hajer North.

The project includes the construction of a 21 km internal roads network to facilitate residents' access to their houses and to the neighbouring roads network in Doha.

The project provides several advantages including parking bays to serve schools in the area, and ITS systems to ensure the safety of students and area visitors. This is in addition to the provision of interlock, pedestrian crossings, 32 km of shared cyclist and pedestrian lanes, speed humps, road markings, directional signs, around 605 lighting poles and green spaces on the sides of the road.

Package 2 of the project is implemented by Hamad bin Khaled Contracting Company with a value of over QR 662 million. It is expected to be completed in Q4, 2018.

Ashghal Starts Implementing Phase 1 of Converting Immigration R/A to an Intersection & Developing Parts of Service Roads on 22 February Road

As part of its efforts to develop the roads network and enhance the traffic flow in all parts of the country, Ashghal started implementing phase 1 of a project to convert the Immigration Roundabout to an intersection and develop parts of the service roads of 22-February Road.

Eng. Mohammed Arqoub Al-Khaldi, Head of Doha City Section at the Roads Projects Department at Ashghal, said that the project will contribute significantly to enhancing the traffic flow and improving movement between the areas surrounding the Immigration Interchange, in addition to facilitating access to the 22-February

Road from nearby residential and commercial areas, through improving the entrances and exits to the road and developing the service roads on both of its sides.

The project consists of five phases, and Ashghal started implementing its first phase which will convert the Immigration Roundabout into a signal-controlled intersection.

The project is being implemented by the Joint Venture of “Urbacon Trading & Contracting” and “InfraRoad Trading & Contracting”, and it’s expected to be completed in Q3, 2019.

Development Works Commence on Tihama and Al-Mansour Streets in Old AirportAs part of a series of projects implemented to improve the roads network across the country, Ashghal started the development works on Tihama Street and Al-Mansour Street in the Old Airport (Area 45).

Eng. Mohammed Arqoub Al-Khaldi, Head of Doha City Section at the Roads Projects Department at Ashghal, said that the works include developing the area’s infrastructure, such as developing the main drainage networks and connecting homes to this network, constructing permanent stormwater and groundwater networks, wastewater treatment network, and protecting the underground utility lines for Ooredoo and KAHRAMAA. Works also include providing pedestrian paths and new parking bays, as well as constructing an additional roundabout on Al-Mansour Street to enhance the traffic flow.

It should be noted that Ashghal has completed over the past two years the development of a number of streets in Old Airport to convert them into permanent streets, including Al-Hurriya, Al-Ameen, Al-Salah, Al-Tabarani, Al-Karama, Al-Hussain bin Ali Streets, and parts of Al-Mansour Street.

Ashghal Commences the A-Ring Road Development Project

Ashghal announced last July the commencement of the A-Ring Road Development Project.

Eng. Mohammed Arqoub Al-Khaldi, Head of Doha City Projects in Ashghal’s Roads Projects Department, said: "The importance of the project is that it will develop a vital road that connects many commercial and residential areas as well as development projects in Doha such as the Msheireb Downtown Doha project.”

The project aims to enhance the capacity of A-Ring Road by increasing the number of its lanes from two to four lanes in each direction. This is in addition to developing some of the streets perpendicular to the A-Ring Road, and developing

service roads on both sides of the road.

The A-Ring Road project includes the development of 9 intersections, in addition to providing safety elements to enhance the traffic safety in the area.

Infrastructure services will also be developed as part of the project, such as upgrading the stormwater drainage system, and developing the existing potable water network, irrigation network, and drainage network.

Ashghal has started implementing the first phase of the project which has been divided into five phases. All phases of the project will be completed by the end of 2019.

Preparing for Academic Year 2018 / 2019, Ashghal Fulfills a Number of Key ProjectsIn light of government’s directives and Qatar National Vision 2030, focusing on delivery of integrated infrastructure and public buildings that serve all sectors in Qatar, including the educational field; Ashghal fulfilled some projects in preparation for the new academic year 2018/2019. Ashghal accelerated the works of the projects that serve a number of schools and provide safe passage to the students. It partially opened Al Maadeed Street in Al Maamoura Area and Al Qattara Street in Al Wakra.

Ashghal completed four projects under the Local Areas Infrastructure Programme in 2018, including Rawdat Rashid, Bani Hajer North, Al Aziziya East and Rawdat Aba Al Hayran, rising the total number of projects completed so far under this programme to 28 projects.

External AreasThe completion of new highways such as Dukhan Road serve students from areas west of Qatar such as Al Sheehaniya, Lejmiliya, Leatooriya and Rawdat Rashed. The opening of the G-Ring Road and the southern part of the Doha Expressway are a breakthrough for students in the southern areas where students living in Al Wakrah and Al Wukair can access Qatar University or Education City in record time.

This included serving 18,807 land plot in existing areas and 1,829 land plot in new citizens' sub-divisions Ashghal has accomplished up to 500 kilometres of expressways till August 2018 which links the students living in the external areas to Doha and provides better traffic movement in Doha as well.

As part of its strategy to ensure traffic safety and students' safety in particular, Ashghal completed 171 new projects within the School Zone Safety Programme.

As for educational facilities, Ashghal implemented new fire protection requirements in 33 schools in 2018.

Ashghal had built 73 school and 37 kindergartens in and around Doha since 2013 and constructed research and educational facilities such as the Aquatic Research Centre that serve Qatar University and the Ministry of Municipality and Environment as well as the Medical Simulation Centre “Itqan” that grants a realistic environment for research and training for surgeries which will serve QU's College of Medicine students and other medical staff.

Qatar UniversityThree different sectors have benefited the most from the recent openings, namely Qatar University, North Atlantic College and the Community College in Qatar, as well as many schools; as Ashghal opened roads which serve thousands of students, including Lusail Expressway, which connects traffic coming from heart of Doha towards Qatar University and shortens the travel time by more than 70%.

Education CityAshghal opened a number of projects to provide a smooth traffic to and from the Education City, which receives thousands of students everyday. These include Khalifa Avenue (4 lanes from the main road), Gharrafat Al Rayyan Interchange, and Bani Hajer Interchange which connects Doha and Al Rayyan through its connection to Al Rayyan Road, of which the first phase was opened.

Al-Maadeed StreetParts of the project have been opened to facilitate safe entry and exit for students to schools in the area. Many parking spaces have been provided. Al Maadeed street project aims to increase the capacity of the street, which includes a large number of public and private schools in addition to a driving school.

Al Qattara Street in Al Wakra Ashghal has developed and opened Al Qattara Street with a length of 1.4 km and one lane in each direction, linking it to Wakra Hospital Street

to facilitate access to Qatar Academy which is part of Qatar Foundation.

Al Shura IntersectionAshghal is currently working on the development of Al Shura intersection, which aims at increasing the number of lanes at the intersection in all directions from three to four lanes.

Fareej Kulaib Intersection The intersection serves several schools, including Al Bayan Primary School, Doha English-Speaking School and Amna Bent Wahab High School. The project includes converting Fareej Kulaib roundabout and the old traffic roundabout into traffic signals and increasing the capacity of the road with the development of Al Jazeera intersection.

Beach Development Projects

Completion of the First Zone of Al Wakrah Beach Development Project

In May, Ashghal completed the main works of the first zone of Al Wakrah Beach Development Project, which is composed of three zones. The opening of this zone is part of an integrated plan developed by Ashghal for the development of the Corniche areas in Doha City, Al Wakrah City, Al Khor and Al Shamal.

Mr. Abdul Aziz Al Mansoori, Technical Affairs Manager at Al Wakrah Municipality, expressed his contentment with Ashghal's achievement and stressed on the importance of Al Wakrah Beach Development Project to serve the area residents. Al Wakrah beach is composed of three zones covering an area of 335 km2, and is designed to become a leisure destination suitable for families.

Eng. Khalid Abdulla Al Najjar, Project Engineer at Buildings Project Management Department, stated that around 2 km of the pedestrian walkway's interlock was completed, and 120 pergolas will be implemented to provide shaded areas for families. Currently, all the pergolas for zone 1 are installed.

The project also includes three green areas covering 25 km2. In addition to the development of 98 solar lighting poles to preserve the environment and reduce electricity consumption. The lightening poles will be distributed along the beach to enable the beach users to use it at night. Also a 2,500-meter-long metal fence along the beach will be built with three entrances.

The Project also includes 12 buildings for public toilets distributed among the three beach areas, and three equipped buildings to be used as a cafeteria in the future as well as three guard rooms. The project also includes 600 parking spaces.

Opening of Al Shamal Corniche Development Project

In May, Ashghal announced the completion of the main works of Al Shamal Corniche Development Project and opening it to public after being renovated to become a leisure destination.

On this occasion, Engineer Hamad bin Jumaa Al-Mannai, Director of Al Shamal Municipality praised Ashghal’s efforts for implementing several projects that contribute to the development of the North Area and provide benefits to its residents. He stressed the importance of Al Shamal Corniche Development Project as a recreational destination that promotes healthy lifestyle.

Engineer Hassan Al Kubaisi, Project Engineer at Buildings Project Management Department said that 26 Pergolas are provided along the beach, and 55 seats are distributed between the pedestrian walkway and children’s area.

The interlock works of the pedestrian walkways has been completed with a length of 2570 meters. In addition, 120 parking spaces have been paved with asphalt, as they are more robust and easier to maintain in the future, covering 20 km2. The irrigation works for the plants and green areas are also done as part of the project.

Opening of Al Khor Corniche Development Project

Ashghal opened the first and second zones of Al Khor Corniche Development Project after the completion of main works in May this year. The opening took place in the presence of Mr. Nasser Bin Ibrahim Al-Muhannadi, Member of the Municipal Council for Al Khor Constituency.

He praised Ashghal's efforts to renovate the Corniche and open it to the public in record time, and added that Al Khor Corniche will provide many benefits to the residents of all the surrounding areas and will also be a leisure destination suitable for all people at Qatar.

Mr. Hamad Ali Al Muraikhi, Department of Public Services Manager at Al Khor Municipality, said that Al Khor Corniche is an important outlet for all Al Khor residents and visitors as well, he thanked Ashghal for completing the work in a short time. The project includes the

maintenance, renovation and construction of the entire corniche that is composed of three zones with an area of about 28 km2. The project started in November 2017.

Engineer Hend Al Mahmeid, Project Engineer at Ashghal Buildings Projects Department, stated that the project includes replacing the pedestrian walkway floor, which was made of concrete, with around 23 km2 of Granite and Interlock that contains different designs, shapes and colors. This will contributes to give Al Khor Corniche a distinctive aesthetic character.

Al Khor Corniche project considered the importance of providing an appropriate healthy environment through planting trees and providing 6 km2 of Green spaces.

Completion of Doha Corniche Development

Ashghal announced the completion of the Doha Corniche Development project implemented along a distance of 9 km from Dafna area to Ras Abu Abboud Bridge. The opening was held in the presence of CMC members Mr. Jassem Abdulla Al-Maliki, and Mrs. Shaikha Al-Jufairi, Member of CMC Member and Eng. Abdulla Ibrahim Al Sada, Director of Technical Affairs Department in Doha Municipality along with a number of Ashghal staff and project engineers.

The Doha Corniche Development project included extended expansion and maintenance including flooring, parking lots and toilets. All pedestrian

walkways between the parking lots and the main walkway of Doha Corniche are also renovated using new interlock with a variety of designs, shapes and colors. This is in addition to replacing the floor of the public yard in the Corniche with new interlocks having seven squares of different sizes.

The concrete parts of the seawater were repaired and 24 public toilets were completely refurbished, along with installation of 10 facilities within a span from Sheraton Park to Al-Shuyoukh Port opposite Souq Waqif. The 2006 Asian games oryx mascot will also be renovated.

Roads Maintenance

RMD Safety News

Ashghal’s Assets Affairs HSE (Health, Safety and Environment) team held an in-house training programme to create awareness on the HSE measures to both Roads Maintenance and Drainage Operations Networks and Maintenance Departments. The topics were selected specifically to enhance the staff’s knowledge on the ongoing issues faced at the work site and about the mandatory safety requirements that have to be implemented in the on-going projects. Also during the meeting the team discussed projects that are currently being implemented with Ashghal’s contractors.

The HSE team also highlighted that new Ashghal Asset Affairs objectives which are aligned with our Vision, Mission, Values and our agreed Strategic Themes.

Strategic themes discussed were:

1. Continuously improve our Health & Safety performance across our operational areas.

2. Close out of raised non conformances/hazards for H&S across operational areas within the time frame.

3. Welfare Compliance inspection for the all contractors in order to verify the contractors' compliance with the Ashghal standard requirements.

The awareness training programme will continue to take place through the coming period where participants from different sections will be in attendance.

Qatar Road Safety Action Plan 2018 - 2022

The National Traffic Safety Committee (NTSC) has been established in 2012 to develop the National Road Safety Strategy and oversee the implementation of the supporting Action Plan with multiple stakeholders and government departments. The Strategy and Action Plan provide the long-term objectives for achieving the Qatar National Vision 2030.

The first Action Plan (2013-2017) comprised 198 actions and managed to achieve a reduction in

Road Traffic Fatalities from 235 in 2013, and 227 in 2015, to 177 in 2017.

The second Action Plan is for a five-year period from 2018 to 2022, and it has 394 actions, each one is allocated to a stakeholder.

Ashghal has been identified as a key stakeholder for the delivery of the National Road Safety Plan and has been assigned 25 actions. The responsible departments leading on these actions are the

Tunnels & ITS Frameworks Contracts

Ashghal’s RMD is now progressing to execute its work through three Framework Contracts. The first Zonal Framework is already up and running with teams from Qatar North and Qatar South having already awarded, or in the process of awarding over the last 8 months, plus work orders are in various stages of procurement.

As part of setting up the last two Frameworks, one for Tunnels and another for ITS, a major

The National Road Safety targets for 2022 are: to reduce the annual number of road fatalities to 130, the annual number of serious injuries to 400, the rate of fatalities from 14 to 6 per 100,000 people, the rate of seriously injured from 33 to 15 per 100,000, the percentage of pedestrian fatalities to 17% (32% in 2016), as well as to implement a Bespoke Qatar Safe System at an agency and national level.

The National Traffic Safety Office was established to monitor and evaluate the implementation of the actions allocated to each stakeholder by

the collection of Quarterly Reports submitted to the NTSC to review the progress and ensure the implementation is successful.

The quarterly reports allow the NSTC to measure the progress of each action against the set of “SMART” KPI’s, and to apply an evidence based evaluation, as well as to monitor and evaluate the stakeholder success. It will also introduce a new electronic website for the submission of the quarterly reports and data analysis (not yet available). The NTSC holds regular “stakeholder coordinators” meetings to provide updates and advice to ensure progress of the project.

An internal reporting system has been developed to collect data and evidence in a consistent way.

Ashghal Commences Construction Works of the Mesaimeer Pump Station and Outfall Project

Ashghal started the construction works of the Mesaimeer Pump Station and outfall Tunnel projects, which will provide a sustainable solution to discharge surface and storm water.

Dr. Eng. Saad bin Ahmad Al Muhannadi, President of the Public Works Authority inaugurated the project’s works in the presence of officials from the Drainage Networks Projects Department, and representatives of the supervision consultants and contractor.

The pumping station will be located at the end of Mesaimeer Tunnel south of Hamad International Airport. The project also includes the construction of a 10 kilometre outfall tunnel with a 3.7 metres diatmeter. The outfall will be excavated 15 metres below the seabed.

The pumping station will operate at a capacity of 19.7 cubic metres per second.

its function is to pump water from Mesaimeer Tunnel, which was completed in 2016, to the new outfall tunnel.

The project is designed to ensure the preservation of the marine environment, as the water which will be pumped complies with the environmental assessment standards, and it is discharged ten kilometres off-shore to reduce the effect on the marine environment.

Mesaimeer Tunnel was completed in late 2016 and it is one of the projects implemented by Ashghal in the development of drainage networks. Gold Achievement Award for Doha South Sewage Infrastructure Project

Ashghal has received a gold achievement award from the Royal Society for the Prevention of Accidents (RoSPA) for Doha South Sewage Infrastructure Programme. The award acknowledges the programme’s outstanding occupational health and safety performance during 2017, in addition to adopting the best risk management practices effective in all aspects of the programme implementation.

The award was received by Eng. Khalid Saif Al-Khayareen, Drainage Networks Projects Department Manager at the Public Works Authority ‘Ashghal’ as part of a ceremony held in Glasgow, UK.

Since its start, the programme achieved outstanding occupational health and safety performance, through adopting a successful strategy that requires constant vigilance and commitment from top leadership at Ashghal,

the Management and Supervision Consultant, Contractors down to the construction workers on-site. This award recognises the tireless efforts of the entire team to plan for and ensure that all the works are executed safely.

The strong safety performance and alignment is supported by a committed leadership team, weekly Health, Safety and Environment (HES) site tours, ongoing positive working relationships and collaborative between supervisors and contractors, and supervisory staff empowered to step in and stop unsafe works on-site.

Doha South Sewage Infrastructure ProjectThe project includes the construction of a 16-kilometre main trunk sewer project, divided into three segments, Eastern, Northern and Western, which will be excavated using 11 shafts. In addition, the project comprises of approximately 24 kilometres of lateral sewer

tunnels project. The lateral tunnels are being completed using 170 shafts at different locations within Doha South. The flows from these lateral sewers will be conveyed to three segments of the main tunnels, which will then convey these flows to the existing Doha South Sewage Treatment Plant through a 40m deep foul sewerage pumping station.

An important feature of the project is the gravity main trunk sewer that will link a number of areas in the south of Doha to the sewage network, it will reduce the environmental impacts by fully controlling the odours at the sewage treatment works and conveying system, and reduce other environmental problems arising from sewage overflow due to excess hydraulic pressure on the existing drainage network.

The project is designed to serve areas in the south of Doha and the expected population growth. It will be completed in stages starting from Q1, 2019.

Drainage Networks Operationsand Maintenance (DNO&M)

Drainage Networks Operations and Maintenance (DNO&M) Department recently launched a social media campaign to create awareness on the house connections application process and on the benefits of applying early for a house connection when building a new property.

Over the last decade, Ashghal has seen a significant increase in the number of new homes built as the population of Qatar continues to grow, therefore, the demand for new house connections has increased. In order to meet customers’ expectations, the DNO&M's House Connection Section is working on a series of enhanced measures and updates which includes the use of a public awareness media campaign.

The aim of the media awareness campaign is to

inform Ashghal’s customers about the various steps required to apply for a house connection onto the public drainage network, as well as to equip them with the necessary information needed when going through this process.

“In line with Ashghal’s mission we seek to continuously enhance customer satisfaction, and we have created this public awareness campaign which will help encourage consultants, developers, and customers who have an already existing network available to them, to apply for a new house connection at an early stage, and as soon as they receive the building permit from Baladiya, to ensure proper planning and installation of the house connection on time." said Hamad Al Hajri, House Connections Section Head.

DNO&M Department Launches Social Media Public Awareness Campaign

DNO&M recently held a workshop at Salwa Road offices to present its future Procurement Strategy to the Commercial Attachés of 15 different embassies. The event which provided further details on the 2019+ Framework Procurement Strategy, saw the participation of representatives from international embassies based in Qatar, such as, the UK, Turkey, Spain, and China.

The workshop was an opportunity for the Embassy Commercial Attachés to gain an early insight into the future framework procurement strategy, which is based upon a catchment zone approach to support the Department’s drive for improvements in cost efficiency, capability and customer service.

Also, during the workshop participants were briefed on the goals and objectives of this evolved procurement strategy through a question and answer session, followed by a networking session.

“The DNO&M Procurement Strategy workshop is part of our ongoing commitment to support the local and international business community in Qatar and to encourage them to become part of Ashghal’s supply chain,” said Khalid Al-Obaidli, DNO&M Manager.

“We hope contractors take advantage of each and every opportunity to consolidate existing relationships, and to build new ones, by participating in DNO&M’s upcoming tender (due to be released in Q1 2019) to provide operation

and maintenance services to its assets,” he added.

The future Procurement Strategy provides local and international contractors with the opportunity to become part of Ashghal’s supply chain. Exclusive framework agreements for a 10-year duration are proposed to support the delivery of high quality and cost effective solutions and fences to the benefit of our customers and society in the run up to the 2022 FIFA World Cup QatarTM and beyond.

“This is the first time we have had an opportunity to participate so early in the release of a future tender and this will enable us to start engaging with our business communities to prepare our respective contractors in participating,” said a representative from the UK embassy in Qatar.

The early release of the Department’s strategy and anticipated scope will enable embassy Commercial Attachés to encourage its business community / relevant contractors to participate in this great opportunity, and significantly opens up the opportunities for collaboration and integration with local businesses.

Following the success of this workshop, DNO&M will hold another presentation in the near future to provide further and in-depth information to a bigger audience in preparation for the issue of the tender to the market.

Mobilisation of Drainage Network Management Centre (DNMC) System Integrator

Ashghal continues to further develop its drainage networks management capabilities through the mobilisation of the Drainage Network Management Centre (DNMC) System Integrator. The System Integrator is tasked with implementing a single IT system which will integrate all the information from the existing systems and display it via a single user interface. The evolved and integrated IT system will provide staff throughout the business with access to live operational information and insights enabling them to make well-informed and faster decisions to provide enhanced customer services for the citizens of Qatar.

The System Integrator is being tasked to use their experience of past implementations to analysing the information gathered by DNO&M and, where relevant and appropriate, advise on how they believe the department can improve its response to certain incidents. This expert advice will support DNO&M in its overall objective of improving the overall reliability and availability of its services, providing faster and appropriate responses to the arising needs, as well as helping lower costs associated with operational failures.

“We believe that the evolved and integrated IT system that the System Integrator will deliver will act as a key enabler to help us improve and effectively manage the delivery of our services, by moving away from being reactive to proactive while preventing issues from happening in the first place. In addition, the system will provide real-time and long-term information that is needed to help us provide efficient and effective services that meet the expectations of our customers,” said Abdullah Shamsan, Head of Centralised Control Section.

Since its establishment, staff in the DNMC have utilised the centre’s systems to monitor the drainage networks over four key perspectives:

The Customer Perspective:• Using CRMS to understand customers’

complaints and service requests.

The Asset Perspective:• Using EAMS to monitor data related to the

assets, for example: type, manufacturer, location, and condition, etc.

• Using SCADA to monitor the status of the assets, for example, its levels and flows.

The Operational Perspective:• Using EAMS to monitor the jobs/services

which are being done.

• Using the vehicle tracking system to monitor the location of vehicles and crews to allocate the most appropriate vehicle to each job.

The Environment Perspective:• Using Qatar Meteorology Department’s

forecasts to monitor the weather and to anticipate potential rainfall events and storms

The overall DNMC System Integration project is scheduled to spread over a five-year period (as described below).

• In the first year, the System Integrator will securely integrate the currently existing systems.

• In the second year, the System Integrator will integrate Ashghal’s treatment plants and any additional new assets.

• In the third year, the System Integrator will provide warranty services during the defect liability period.

• Then, in years 4 and 5, the System Integrator will provide maintenance and support services, through to the 2022 FIFA World Cup and beyond.

H.E. Dr. Eng. Saad bin Ahmad Al-Muhannadi, President of the Public Works Authority, thanked H.E. Sheikh Abdullah bin Nasser bin Khalifa Al-Thani, The Prime Minister and Minister of Interior, for his unlimited support and for providing budgets for the new projects. He expressed his pride that all contractors who have been awarded the new contracts are local contractors, noting that Ashghal encourages local and national companies to implement their projects in line with the directives of the wise leadership.

During the last five years, Ashghal implemented double the number of health centres that were implemented in the past. Four other health centres are under design and will be located in Madinat Khalifa South, Umm Ghuwailina, Al-Thamid and Nuaija. Implementation of these centres will commence in coordination with the Ministry of Public Health.

In line with the directives of the government, H.E. Dr. Eng. Saad bin Ahmad Al-Muhannadi, President of the Public Works Authority signed contracts for building six new health projects in the attendance of Dr. Musallam Al-Nabit, Assistant General

Manager for Administration and Financial Affairs in the Primary Health Care Corporation, along with a number of officials from the Ministry of Public Health and the contractors.

Ashghal Signs Six New Health Projects

The new projects include five new health centres, namely Al-Khor Health Centre, Al-Wakra South Health Centre, Al-Sadd Health Centre, Al-Mashaf Health Centre, and Ain Khalid Health Centre, which will serve around 3,500 visitors per day. This is in addition to constructing the National Health Laboratories building, bringing the total value of the six projects to approximately QR 1 billion.

The new projects come as part of achieving the Qatar National Vision 2030, which comes at the top of Ashghal’s strategy. Ashghal is keen to provide integrated infrastructure and public facilities to serve all sectors in the country, particularly the health sector. Ashghal has implemented 24 health buildings between 2004 and 2018.

As part of the government plans for the development of Qatar’s health sector, Ashghal announced the completion of Qatar University Health Centre and started the process of handover to the Ministry of Public Health.

The accomplishment heralds the conclusion of a package of four healthcare projects, including Muaither Health Centre, Al Wajba Health Centre, Al Waab Health Centre and Qatar University Health Centre.

The new centre cost total of over QR 150 million, since it was built on an area of 23,300 m2, comprising a four-level main building with a two-level basement designed as a car parking as well as a ground and upper level dedicated for

clinics, laboratories, administrative offices and other annexes.

The centre incorporates 36 clinics: 22 for general check-ups, eight for dentistry, two for maternity and two for pre-marriage tests along with other medical specialised services, including emergency, and physiotherapy that comprises a lounge, sports hall, in addition to a meeting hall, a library, a lab, a radiology and a pharmacy.

Ashghal has taken into consideration the handicapped special needs: signage messaging with illustrations and Braille writing style, comfortable toilets, wide walkways for easy movement, auto-doors, and reception desks with convenient height.

Over 3 million man-hoursProject Engineer Ahmad Saleh stressed that Ashghal fulfilled the project according to the local and international specifications and standards, achieving 3 million man-hours without lost time injury.

“Qatar University Health Centre, is the fourth clinic delivered since the start of the unfair blockade on Qatar. The health projects have not been affected by the siege, notably, Ashghal was able to accomplish the works in harmony with the criteria submitted by the Ministry of Public Health”, he said.

Know How Transfer with Constructing ExcellenceConstructing Excellence in Qatar held three introductory events over the summer with professional bodies the RICS (Royal Institution of Chartered Surveyors), the CIOB and CIArb (Chartered Institute of Building and Chartered Institute of Arbitrators) and the Institution of Civil Engineers.

Around 400 people in total attended these events, covering a wide spectrum of Ashghal, other Qatar clients and a wide spread of industry representatives. Speakers included Ahmad Al Ansari, Head of the Ashghal Technical Office, Don Ward of Constructing Excellence and Jenefer Alam of Parsons Brinkerhoff. They spoke about Ashghal’s commitment to best practice, how the new Constructing Excellence in Qatar initiative (CEQ) will capture and share best practices and innovation for the improvement of the sector, and the results of the LRPD (Local Roads and Drainage Programme) Construction Task Force in 2017 which provided the foundation and early case studies for the launch of Constructing Excellence in Qatar.

The events all featured extended discussion on topics such as collaboration, risk management, new contract forms and project KPIs, BIM, lean project delivery, waste and recycling, health safety and worker welfare, and procurement for value and whole life performance not just lowest initial tender price.

In addition, KBR put on the first two of a series of share-and-learn knowledge transfer sessions for Ashghal staff on Tuesday lunchtimes in September. Entitled “how did they do that?” the focus was the delivery of Ashghal’s Expressways programme, and the sessions covered an overview of the programme and then in-depth lessons learned on the procurement process.

Building Information Modelling (BIM)

In line with the Ashghal Corporate strategy 2018-2022, Technical Office is contributing to the achievement of Ashghal’s Vision and Mission through implementing various organization wide initiatives including Building Information Modeling (BIM).

What is BIM? BIM is a digital representation of physical and functional characteristics of an asset. It describes a collaborative process of designing a building or facility using multiple models and tools.

BIM serves as a digital platform and knowledge resource for information about a facility forming a reliable basis for decisions during its life-cycle from earliest conception to demolition.

Ashghal’s strategy is perfectly supported by BIM which is becoming a standard delivery method in many companies, projects, and countries, mandated by their governments.

BIM Implementation Project The project “Implementation of Building Information Modeling (BIM) Programme” has been awarded to Qatar Project Management (QPM) with Commencement Date 23rd September 2018.

The Consultant has started with the current state assessment stage and is in preparation of the BIM Implementation strategy for Ashghal.

Winning Students in the Concrete Excellence Competition Held with ACI Qatar Chapter

Ashghal an International Accreditation Centre for ISO 17025 Certification

Ashghal announced winners of Student’s Competition that was held in collaboration with the American Concrete Institute (ACI) Qatar Chapter, in the presence of H.E. Dr. Eng. Saad Bin Ahmad Al Muhannadi, President of Ashghal; Eng. Khaled Al Emadi, Manager of Quality and Safety Department, and the supervising faculty members of the Engineering College of Qatar University.

Mr. Mohammed Khairi Abdussalam and Mr. Khaled Al-Sayed Adam were declared as winners and were awarded with air tickets to Las Vegas, the United States for attending the ACI Conference.

The competition, which was held in March 2018, aims to encourage students to participate in the International Concrete Excellence Award under

As part of the competition, Ashghal President launched a link named “Ashghal Certification Programme”, which combines the works of Ashghal’s Quality and Safety Department and Information Systems Department. The link is an initiative to provide international training to the technicians who work with Ashghal projects, including contractors, consultants or lab technicians.

ILAC accreditation to Ashghal’s centre gives it the authority to accredit international laboratories in 13 different countries: UK, Italy, Malaysia, India, Kuwait, Oman, Yemen, Turkey and other Arab countries.

ISO 17025 certificate is granted to a limited number of entities, which must be ISO 17011 certified and fully recognised by ILAC. In addition, the accredited entity has to be already signing on the International Mutual Recognition Agreement (MRA) and the Multi-Lateral mutual recognition Agreement (MLA).

Ashghal’s Centre for Research and development has been accredited ISO 17025 from the UKAS five years ago.

Ashghal and the Civil Aviation Authority Sign a Memorandum of Understanding

Ashghal and the Civil Aviation Authority signed a Memorandum of Understanding (MoU) in September 2018 in the presence of Dr. Eng. Saad bin Ahmad Al Muhannadi, President of Ashghal, and Mr. Abdulla Nasser Turki Al-Subaey, Chairman of the Civil Aviation Authority, as well as a number of officials from Ashghal and the Civil Aviation Authority (CAA).

The MoU aims at enhancing cooperation and benefiting from the capabilities of both parties in order to expand the CAA’s weather and climate monitoring network and enable it through Ashghal to install the monitoring system on more roads, as part of the early warning project initiated by the State of Qatar in allocated sites.

The MoU enables Ashghal to access any data that is monitored within the geographical borders of

the country, and gives it a direct access to the official website of CAA to view and benefit from all its images, satellite images, radar and earthquakes, in addition to a network of meteorological stations and other information available.

The two authorities also aim to develop staff and raise their competence through training courses and workshops.

H.E. Ashghal President said: “The MoU will benefit both parties, especially with Ashghal's ability to see weather forecasts that contribute to Ashghal's readiness to deal with any weather conditions that may occur and to implement appropriate plans to maintain the roads and drainage networks in the country.”

In an aim to streamline and ease all employee HR services, Ashghal announced the launch of Ashghal HR Mobile Self Services Application.

The application will allow employees to conveniently request/approve/follow up on all HR services from wherever they are. The application includes new features in addition to those available in the conventional ERP.

The application can be downloaded on both android and iOS devices.

The employee of the month programme is an initiative aimed at encouraging employees to improve their job performance and create a competitive work environment, through recognising distinctive employees who provide substantial contributions while maintaining exemplary job performance.

Since its launch in April 2016, every month performance driven employees are nominated by department managers and directors.

GSD Mobile Application

Sports Facilities at Omar bin Khatab Secondary Independent School

As part of its commitment to provide the best services to the organisation, the General Services Department will only accept employee requests through GSD mobile application to ensure your requests are tracked.

The application will cover most GSD services, and

Encouraging employees to follow a healthy lifestyle and encourage them to practice sports, the PR department at Ashghal announced opening of registration for employees to utilise the sports facilities at Omar bin Khatab Secondary Independent School. The allotted facilities include Football pitch, Table tennis court and basketball court.

Facilities can be booked for the following schedule

• Sunday (6:00pm to 7:30pm, 7:30pm to 9:00pm, 9:00pm to 10:30pm)

the objective is to make it as easy as possible for employees to submit their requests and notes to the general services department.

Ashghal participated as a strategic project management partner in the first edition of “Big 5 Qatar”, an International Building & Construction Show held in Doha. The exhibition showcasing the latest technologies of construction and innovation in Qatar was organised under the patronage of H.E Sheikh Abdullah bin Nasser bin Khalifa Al Thani, the Prime Minister and Minister of Interior.

As a strategic partner of the Big 5 Qatar exhibition, Ashghal presented the latest technologies used in the construction sector. Eng. Amal Al Mulla, from the Technical Office, gave a presentation about Ashghal initiative “Construction Excellence” which she considered as Ashghal’s legacy, of

creating a better industry that is working more collaboratively to improve construction and project delivery by demonstrating and sharing best practices and innovation.

Al Mulla added: “Adopting lean methods in construction, health and safety, construction waste recycling are examples of the commitment already made to meet the Qatar Vision 2030 utilising latest technology in Project Management, recycling, and BIM (Building Information Modeling), which all have important contributions to create and improve productivity and also disrupt the current delivery model through innovation to deliver superior performance.”

Ashghal’s Participation in Big 5 Qatar Exhibition

In recognition of Ashghal’s efforts and achievements during a year of resilience, the United Media Center honoured Ashghal during Qatar Strategic Partnership Forum.

During this year, Ashghal successfully implemented several national projects and overcame challenges that Qatar faced during this period.

The forum was attended by a number of representatives of government and private sectors, businessmen and investors, in addition

to a number of international organisations and ambassadors of some countries that supported Qatari market during the year of resilience.

It is worth mentioning that the forum, entitled “Year of Resilience and Achievements”, addressed many of the strategic partnerships between the government sector, private companies, and industrial and agricultural institutions, and how that Qatari market transformed from a consumer to a manufacturer.

Social Responsibility

Blood Donation Drive

In cooperation with the Blood Donation Centre of Hamad General Hospital, Ashghal organised a blood donation campaign in August.

The organisation of this camp comes from Ashghal’s keenness to participate in community service initiatives and its commitment to

social responsibility, instilling the principles of volunteering and assisting individuals.

The campaign witnessed a wide interaction from Ashghal's employees who came to donate blood.

Visit to the Elderly Home Before Eid Al Adha

As part of Ashghal's public and human responsibility initiatives, Ashghal in collaboration with Qatar Charity distributed a number of gifts to the elderly on the occasion of Eid Al Adha Al Mubarak.

This came during Ashghal’s visit to the Qatar

Foundation for Elderly Care “Ehsan”, which resonated nicely with the elderly, who in return expressed their happiness with this nice gesture that brought them joy. The visit was warmly welcomed by Ehsan’s officials who thanked Ashghal for its initiative.
