OUDE MOLEN ECO VILLAGE
Initiated in 1997 - RDP Initial impetus behind the vision to revitalise a derelict and abandoned hospital complex into a micro-enterprise village.
The RDP emphasised the need to mobilise all our people and our countries resources towards addressing socio-economic challenges in essence 'people-driven', not about the delivery of goods to a passive citizenry, but about active citizen involvement.

Jobs – affordable space for small enterprises. (50 enterprises - 300 fulltime employment opportunities)
Land – responsible custodianship of public assets ensuring benefits to local communities and region.
Housing – mixed income and affordable housing.
Environment – renewable energy, healthy lifestyles and reducing carbon footprint.
Food – urban agriculture / food security.
Education and training – (Robin Trust, Waldorf, Montessori, Leap Foundation)
Arts and culture – accessible amenities.
Sport and recreation - recreational facilities that are accessible and affordable. (Pool & braai, Sport & Jazz Foundation)
Youth development – training, job shadowing and employment.
Tourism – attractive destination for local and international tourism contributing to regional economy.
Upgrading infrastructure – Social capital - innovative way to ensure public assets benefit local communities.
Civil society – showcase and promote proactive citizen involvement in partnership with local government.

waste from Oude Molen Eco Village residence and

Produces methane gas and electricity for domestic
use and grey water for gardens.
Reducing the bulk service demand and providing the
City with additional capacity for other infrastructure
development in the area.
The bio-digester can be located underground under
the parking area

CUMULATIVE CONTRIBUTION TO THE LOCAL ECONOMY
Based on an adaptation of a study done on the economic contribution of Table Mountain NationalPark / Kirstenbosch Botanical Gardens together with local and international tourism spend (takinginto account associated spinoffs and the multiplier effect).
OMEV as envisaged in the WDC 2014 proposal, based on projected expenditure and estimatedlocal and international visitors, has the potential to contribute:
From projected expenditure - R145 million towards the Gross Domestic Product (GDP) over fiveyears
From estimated tourist visitors - R63 million per year direct spend in the local economy
PARADIGM SHIFT REQUIRED FOR THE OMEV PROPERTY
Abandon a conventional rates based profit driven approach with finite income opportunities andadopt a more imaginative vision which seeks to optimise the properties unique location, heritage,social, recreational, environmental, educational and tourism potential with far more socio-economic benefits to the entire region, similar to Kirstenbosch Botanical Gardens.

Secure support from elected custodians (Provincial / City) and citizens as co-
custodians for a ninety year lease based on the WDC 2014 project vision
Pursue an inclusive public participation process to ensure more participation
from key stakeholders, effected parties and citizens in the region to determine
the final development outcome for the OMEV precinct
Establishment of a Social Enterprise management entity with key stakeholder
involvement and oversight mandated to secure Corporate Social Investment
funding for capital development
Implementation (construction, infrastructure development &
improvements / management)
