Delhi, Haryana, Himachal Pradesh, Uttarakhand and TamilNadu are making payment through Banks/ECS.

Other States have informed that they have issuedinstructions for opening accounts in Bank/PO. Latestposition is awaited.

Payment of Scholarship is to be made through Banklinked to Aadhaar number.Memorandum of Understanding has to be signed by theStates of Northern Region. Draft MoU circulated duringthe meeting held on 18.04.2013.

COMMON ISSUES Release of funds is delayed due to late receipt andincomplete proposals.

Proposal to be sent in prescribed proforma withcomplete documents, viz:

• Details of physical and financial achievements for2012-13 and for previous years;

• Confirmation of availability of funds in the StateBudget to meet State’s contribution;

Aims at providing hostel facilities to pursue secondary and higher education.

Eligibility OBC boys & girls not covered under creamy layer criteria

Organizations eligible for assistance

• States/UTs• Institutions/organizations set up by the Central

Government as autonomous bodies or as societies under the Registration of Society Act, 1860, or otherwise; and

• well-established NGOs with track record in implementation of OBC development schemes and registered for at least last two years.

Reservation: • 5% of total seats reserved for disabled students.• If 3 or more hostels are proposed, then provision forgirls hostel to extent of 1/3rd has to be made.

State Govt. hasbeen requested to adjust an amount of Rs.87.17 lakhs released against their proposalfor 2012-13. A suitable proposal has notbeen received.

• Once a hostel is sanctioned, the State needs toensure:

Indicative physical norms as per guidelines adheredto.

Essential features like good quality of construction,economical construction, energy efficiency, waterharvestation and water-use efficiency, earthquakedesign and fire fighting arrangements, adequateopen space etc to be taken care of.
