2.1 Ground mount Solar
Owner’s Engineer; 570 MW Portfolio, North America

OST is appointed to provide engineering support for this solar PV portfolio that is being constructed
in North America. The scope of work includes the review of all applied technologies and systems
as they are presented by the Client or EPC’s for application into these portfolio projects.
Technologies under review include first-of-its-kind cabling systems, monitoring and management
systems, inverters and inverter skid packages, tracking and tracker control systems, and bi-
directional inverters for battery charge and discharge control.

OST was appointed by the equity investors in a portfolio of 32 ground mount PV projects totalling
approximately 350MW in the UK to advise on investment decisions and acceptance milestone
approvals.

A full due diligence and plant assessment scope was delivered following a phased and streamlined
reporting approach devised to meet the Client’s ambitious timeline.
Viability of the projects was verified at the initial investment stage and prior to EPC contract signing
with input from the IE on risk mitigation and contracting terms. Construction quality and requirement
for improvement were assessed and supervised at completion and through to successful project
acceptance.

OST was commissioned to provide technical advice to various South African banks and
development funds on a number of ground mounted tracked and fixed photovoltaic projects bidding
into the REIPPPP programme with a combined capacity of ~1.2 GW (average capacity 75MW).
OST provided an independent Technical Due Diligence of the projects highlighting potential risks
to the funders.
The reviews included a thorough examination of the proposed sites, projects design and technology
as well as yield estimation to ascertain the viability of the projects. Additionally, the suite of
permitting and environmental documents was reviewed to establish the compliance of the projects
with their requirements. These documents included the environmental impact assessment and
authorisation, all statutory consultations such as the Departments of Agriculture and Mineral
resources, the local Municipalities and Eskom’s grid connection documents. Development support
and a review of the EPC and O&M contract heads of terms were carried out to guarantee
performance of the plants and protection of the investment. The projects were also assessed
against Equator Principles and IFC requirements.

15.4 MWac single-axis tracking PV

PV project located within a US military base. OST conducted the Owner’s design review, prepared

informed decision about proceeding with its plans to develop and construct the project.

OST acted as LTA in the financing of a portfolio of 26 operational ground mounted PV projects in
the UK with a total capacity of 70MW. The scope was to provide due diligence review of the complex

highlight and quantify Lender protections and risks to the financial base case.
Analysis of plant construction quality in concert with Lender representation during acceptance
process to quantify outstanding cost liabilities.

OST Energy was appointed to provide independent technical and commercial advice on a ‘Solar
Boost’ plant, a 44MW linear Fresnel CSP addition to a 750MW super critical coal fired power station
located near South West Queensland, Australia. The purpose of the project was to initially conduct
a high level assessment of technical risks associated with the completion of the plant, followed by
a review of documentation and intellectual property in order to enable the completion of outstanding
works, and finally a high level risk assessment of receiver boiler tube and selective solar coating

alternatives in pursuance of a procurement decision making logic that addresses key technical and
financial criteria of alternative solutions.
Asset Management and operational monitoring – Wind and Solar portfolios, UK and Europe

OST is contracted by multiple clients for the provision of Asset Management and operational
monitoring services in Italy, Romania, and UK. OST uses monitoring systems to continuously
control and monitor PV plants from our offices in Brighton and Italy. Through daily analysis of
irradiation, wind and energy production data, technical problems with the plant are quickly flagged
up. Our analysis of Plant data results in faster O&M Contractor response times to technical issues.
Availability of the Plants are improved; maximising the annual energy yield and generation revenue
for the Owner. Ongoing on-site assessments detect maintenance requirements early and minimise
costs and failures.
Construction monitoring for a 61.4 MWp plant – Honduras

OST was appointed to undertake full time onsite construction monitoring and management
services, and back-office support for the 10 month construction, commissioning and testing periods
of a 61.48 MWp project covering an area of 145 hectares and comprised of more than 200,000 PV
modules in Honduras.

Services included independent monitoring of contractor performance, adherence with
specifications, quality assessment, schedule monitoring and engineering support.
The plant has since been classed as “the most efficient and best managed in the region” by the
Honduran Electricity Authority.

OST is appointed to provide full Owner’s Engineering support for these two projects, one a 7MWAC
facility tied into the local distribution system as well as a 40MWAC solar PV facility interconnected
to the transmission grid. Both are currently under design in Central Chile. The scope of work

includes engineering and data analysis through the development process, development and
management of the EPC and O&M RFP process, EPC award support, engineering review of all
design documentation, and an 11-month construction period from EPC mobilization through Final
Completion and Acceptance Testing. On site support includes the services of one full-time
engineering professional to witness the progress and quality of the construction providers.
Engineering support for all areas of the facility engineering and its’ interconnection are included
under this scope of work. In addition to the On-Site construction support efforts, Home Office
professionals provide part-time support to the project in the review of EPC design engineering and
calculations, field data, Change Order Management, document review and provision, and Schedule
development and Schedule oversight.
Due Diligence Services – 70 MW Portfolio, Chile

A leading Utility appointed OST Energy to undertake a technical due diligence of a PV portfolio in
Chile. The portfolio consisted of 7 ground mounted PV Plants in various stages, pre-construction,
under construction and in operation, at 4 separate sites located in the north of the country. The
Technical Advisor role consist in evaluate designs, construction, operation and other technical risks
associated with the projects. This involved a solar resource and yield study, site visits, a technical
review of the proposed PV projects both as components and as a system, review of both the EPC
and O&M contracts and analysis of the permits, financial model and grid connection as well as the
operation reports.

Owners Engineering Support – 143MW PV Project, Chile

OST Energy has been providing a comprehensive set of technical and commercial services for the
bid preparation and submission activities involved in the development of a 143 MW PV project in
North Chile. The assignment encompasses technical optimisation of the plant, EPC Request for

and construction of the PV Plant and assistance in bid compilation.

energy situation in both countries, the renewables policy context, renewables support mechanisms,
key market players (Including competitor SWAT analysis) and provided comparative pros and cons
of entry into either market so that the Client could have a more informed understanding of the actual
situation in each country upon which to base their investment decisions.

Owners Engineering Support Aura Solar II – 60 MWac PV Plant, Honduras

that is currently under construction in Honduras. The scope of work includes a 10-month
construction period from EPC mobilization through Final Completion and Acceptance Testing. On-
site support includes the services of one civil engineering professional and one electrical
professional (with Transmission and Distribution experience) to witness the progress and quality of
the construction. Engineering support for all areas of the facility engineering and its’ interconnection
were governed under this scope of work. In addition to the On-Site construction support efforts,
Home Office professionals provide part-time support to the project in the review of field data,
Change Order Management, document review and provision, and Schedule oversight.

systems, RFP packages and yield assessments for two locations in the northeast United States
totalling 30MWac. OST is also charged with evaluating the feasibility of additional sites as well as
managing the RFP process and evaluating the EPC bids for the Client. The Client already owns
and operates existing hydropower facilities on these sites and therefore is able to minimize the
development costs for these projects.

OST was appointed in 2012 to undertake a due diligence assessment of the technical detail of a
proposed novel floating PV plant design for installation on a UK reservoir and connection to the
existing infrastructure of a water utility. In addition to the typical due diligence scope, OST
undertook a number of inspection visits to existing small scale and pilot projects in France and
Japan in addition to carrying out a detailed review and providing input to revision of the structural
design. Financing of the project was successfully closed in 2016 making the plant the first European
bank financed floating PV project.

OST was appointed by various IPP Developers to provide detailed Forecast Energy Sales Reports
(FESRs) for their South African REIPP bid submissions.
To ensure credible yield numbers are submitted as part of the bidding process, REIPP rules
stipulate a range of stringent experience and qualifications that yield modellers must possess
before they can be appointed to the role. To date OST has provided FESRs for projects bidding
into the REIPP process with a combined capacity of over 900 MW.

Sales Reports (FESRs) for their South African Small Projects REIPPPP bid submissions.

before they can be appointed to the role. The plants modelled included fixed and tracking ground
mounted as well as fixed rooftop systems.

Quality assessment for 2 x 86 MW projects – South Africa

OST was appointed by the main equity investors in two Round 2 South African REIPPPP solar PV
projects to undertake module quality testing on modules delivered to the project from China.
Modules were subject to a number of tests including visual Inspections, maximum power
determination, insulation measurement, electroluminescence testing and thermographic inspection
at a local South African testing laboratory. OST provided feedback to the Owner on the results and
suggested mitigation measures where issues with the modules were identified.
33 MW solar project – Mozambique

OST was appointed by an international developer interested in building a 33 MWp plant in
Mozambique. As the first step of the site assessment process, we undertook an independent
irradiation analysis to assess the irradiation resource availability at a site under review to check
plant feasibility and provide initial numbers to feed into a financial model.

expertise to support to the Client through the ESIA process.

campaign, comparative energy yields achievable through various module and mounting technology
combinations, CAPEX and OPEX inputs into the financial model and a conceptual design package
including plant layouts, single line diagrams and specification of key equipment.

instrumentation), engineering coordination and construction monitoring for a cluster of four ground

of our scope we have also provided local support for the submission of authorisations and permits.

OST was commissioned to undertake an independent energy yield assessment at the 13 MWp

provide an independent technical evaluation of a large operating wind portfolio (approx. 500 MW)
in Greece, USA, Poland and Bulgaria and a wind project pipeline in Greece. OST’s role was to
assess the technical capabilities of the company’s operation and asset management team, the
project development team and the procurement and construction team. This included analysis of
operational performance (KPI and O&M reports), assessment of the economics of the portfolio and
the evaluation of the project schedule, and a review of the Country’s regulatory framework and
renewable energy supporting mechanisms.

OST was appointed as Owner’s Engineer, supporting the Client through the development of the 11
MW Melton Wind Farm. The wide ranging scope of work included technical and commercial project
management, the review of planning documentation and tendering and negotiation of construction
contracts. OST also provided an independent energy yield assessment based upon data measured
at an on-site 60 metre meteorological mast for the two turbine types under consideration.
The project is due to enter construction in May 2016, and OST will continue to provide full
construction monitoring services to the Client. The project is due to be commissioned by the end
of 2016.

OST Energy was commissioned as Technical Advisor for the due diligence process of a large scale
36 MW battery storage facility in Texas.
The assignment included the review of the proposed statement of work, testing schedules and
performance guarantees involved in upgrading a sub system of the facility’s lead acid batteries for
Samsung SDI’s lithium-ion batteries. The system needs to have sufficient operational storage
capacity to provide continuous frequency regulation dispatch energy to increase grid frequency or
absorb energy to decrease grid frequency. Within the review of the contractual schedules OST
focused on the proposed operational constraints for the lithium storage’s annual energy throughput,
allowable operational state of charge ranges and utilisation intensity (C-rate) in relation to the
system’s established operational requirements.

The Texas grid is the smallest of the grids in the United States, requiring a greater proportion of
stabilising capacity in relation to its size. The necessity to deliver high intensity energy release and
store responses naturally leads to thermal generation and dissipation requirements which OST also
reviewed as part of the operational warranty parameters.

Implementation of energy storage and PV Plants in the Sicilan grid

to increase the potential revenues obtainable from large scale PV plants located in the Italian region
of Sicily. The purpose of the project was to review the financial opportunities of implementing
energy storage systems into the PV plants on the island, in particular with a hydrogen battery
technology solution.

Review of the financial modelling centred on the potential investment returns of providing ancillary
market electricity balancing services to Terna who are responsible for national electricity
transmission management and development in Italy.
The analysis included the IRR impact of variations to the value of spinning reserve in Sicily, capacity
payments for the service and varying Capex cost considerations including development costs. The
study also highlighted matters of warranty requirement, distribution network charges and O&M
consideration.
OST Energy also highlighted the opportunity of integrating the energy intensive hydrogen battery
solution’s open architecture with other power intensive technologies such as lithium-ion. This would
enable the system to deliver other potential revenue streams such as grid frequency and voltage
stabilisation services.

specifications for 40 stand-alone PV and energy storage systems for Primary Healthcare Centres
across Kaduna State, Nigeria. EM-ONE is a Canadian energy and utility solutions company with
offices in Nigeria; they are focused on bringing sustainable power to rural and urban communities
in Africa. OST Energy delivered a complete set of technical specifications for the procurement of
the systems and their integral components, within which commissioning and testing process
documentation and guidance was provided, along with technical advice to support the individual
component technical specifications, including the PV solar arrays, integrated battery banks,
inverters, charge controllers, distribution equipment and enclosures.
Funded by the UK Government’s Department for International Development, as part of their
‘SolarNigeria’ Programme, the systems are designed to provide 100% of the power needs of the
Primary Healthcare Centres, 24 hours a day.

Daniel Farmer
Director, OST Americas
Daniel has over 30 years of engineering experience supporting large and complex projects
around the globe in the areas of Chemicals and Plastics, Water and Wastewater, Automotive,
Petrochemical, Food/Beverage, Pharmaceuticals, Manufacturing, and Energy.
Daniel first supported Solar PV in 1988 and has more recently focused on Utility-Scale Solar PV
which he has contributed to over 8,000MW of projects. Daniel has also supported fossil fuel,
landfill gas, and biofuel generation projects in excess of 4,000MW. He has assisted developers,
investors and lenders with technology reviews, contract negotiations, technical specification
development, RFP process management, technical due diligence, site evaluation and selection,
facility design, facility construction monitoring and PV facility commissioning. Daniel developed
and established the foremost Solar PV construction monitoring service practices in the industry,
supporting the design, construction and commissioning or some of the largest as well as first-of-
their-kind facilities globally. In 2014, Daniel joined OST Energy and established their Americas
business unit, which has, to date, provided engineering support to over 2,000MW of solar PV
projects, working with some of the largest Utilities, Developers, and IPP’s.
Sion Haswell

Sion holds an MSc in Sustainable Energy Systems and a BSc in Environmental Risk
Management. He has worked as a consultant advising on project and transactional risks in the
energy and environment sector for over 9 years. Sion has extensive experience advising lenders,
investors and developers on over 250 PV and solar thermal projects totalling more than 2GW of

Pacific. Sion’s expertise extends to solar plant design, modelling and testing, irradiation resource

Alfonso Tovar
Country Manager - Mexico
Alfonso has over ten years of engineering and business experience in the solar industry. He has
expertise in PV systems from green-field development and proposal stage, to project execution
and commission. Core competencies include business and project development, project
management, economic analysis of PV projects, solar policy assessment, project costs, analysis,
planning and design of large-scale PV systems, solar constriction management, performance
analysis, and technical evaluation of solar technologies. Alfonso lives and works in Mexico City
and is fluent in both Spanish and English. He is skilled in communicating investment opportunities
as well as project development progress, report findings and technical topics to investors,
developers, management, colleagues, and public audiences.
Mike Buday
Senior Consultant
Mike has worked in the solar industry for nearly a decade, most recently as a Project Manager
and Construction Monitoring Specialist for utility-scale PV projects after several years of supporting
the sale, permitting, design, installation and interconnection of residential rooftop systems. He
has also taught renewable energy courses and conducted PV performance testing for a thin-film
manufacturer. Buday holds dual masters’ in Sustainable Systems and Business Administration
as well as a BS in Management Information Systems.

Dr John Thomas, P.E.
Senior Electrical and Civil Engineer
John is a licensed Professional Civil Engineer (in California) with an MS in Electrical Engineering
specializing in substation design with 23 years of experience in engineering, construction, and
construction management. His experience includes renewable energy construction, project
management, high voltage transmission and substation construction, cellular telecommunications
systems installation, inspection, and site surveying, working both at international consultancies,
EPCs. His publications include guidelines on design, installation and inspections of sub stations
and civil works, fields in which he has contributed expertise to airport and space program
development.
Josh Berkow, P.E.
Principal Power Systems Engineer
Josh is a Professional Electrical Engineer with 9 years’ experience in planning, developing,
designing, project managing, procuring, cost estimating, and constructing wind plants, solar PV
plants, battery storage systems, and substations. His background includes experience both at
Independent Power Producers, Utility Consultants, and Research Laboratories giving him a
broad base to draw upon and a feel for the big-picture. With respect to substations, he has
competency in both the physical and protection & control design and has executed multiple
projects under EPC contracts. Josh has worked with renewable energy, natural gas plant, and
transmission line developers to analyze the transmission system and identify points of
interconnect that minimize cost and maximize reliability. He has acted as project manager or
consulting engineer on 50 substations, 100 miles of transmission line, 120MW of energy storage,
100MW of solar PV, 500MW of onshore and offshore wind, and 3GW of natural gas combined
cycle. Project experience is primarily in the United States applying codes from the NEC, ANSI,
IEEE, and NETA.
Prior to joining OST, Josh worked as in-house engineer for developers of wind, solar, energy
storage, and coal gasification projects. In his role as project developer he gained core competency
in generator interconnection, power purchase agreements, site development, environmental

and geospatial constraints analysis.
Dr Ghassan Sudani, P.E.
Senior Structural Engineer
Dr. Sudani is a Professional Civil / Structural and Geotechnical Engineer of 15 years’ experience
with managerial skills gained through several years of working in diverse projects. He is the
Owner's and Independent Engineering Manager and Consultant for solar PV power projects and
renewable energy on over 40 solar projects in the Americas. He has Bachelor's, Master's, and
Doctorate Degrees in Civil, Geotechnical, and Structural Engineering. He is a Licensed
Professional Engineer P.E. in USA. He is also proficient in finite element analysis, expert in
designing economical projects, and experienced in retrofitting and upgrading existing structures
contributing to design improvements resulting millions of dollars time and material efficiency
savings.
Nathan Matthyse
Senior Electrical Engineer
Nathan is experienced in all areas of Electrical Design, Construction and Commissioning
associated with Power Generating facilities with a primary focus in Aux. Power Design, creation of
One-lines, Three-lines, Relaying, Schematic and Wiring Diagrams, as well as commissioning and
construction management. Experiences include Renewables (primarily solar PV), Combined cycles,
Simple Cycles, Coal, and Nuclear Power Generation with additional experience in AQCS projects
consisting of both dry and wet scrubber systems. Nathan has contributed in over 5 GW of new
power generation, has been active in existing plant modifications to allow more than 5.5 GW of

Civil Engineer
Luis has 3 years of technical advisor experience in the construction sector and has expertise in

Central American and U.K. PV plant portfolios to design, build and construction monitoring of PV
systems in these same regions. Luis is based in Honduras and he is fluent in both Spanish and
English.
Jay Marx
Construction Manager
Jay is an experienced project and construction management professional with over 20 years’
experience including more than 10 in the renewable energy industry. He has been engaged on
over 750MW of solar PV projects. He has acted as Director of Operations for a residential &
commercial rooftop solar company, which installed over 35 megawatts of solar in the company’s
first year of operation, an engineering design firm and manufacturer of solar photovoltaic racking
and foundation solutions servicing the solar industry.
Jay’s strong background in project/construction management includes working with zoning,
permitting, civil, structural, mechanical and electrical development, while managing liaison with the
local regulatory authorities and the electrical network operators. He has completed projects in a
timely manner for companies such as SunEdison and SunEnergy1.
As part of the OST team, Jay has been involved in all aspects of projects from the initial company
and technical reviews, site assessments, reporting and contract reviews through to site

Scott Farmer
Construction/Commissioning Monitor
Scott has over 20 years’ experience performing start-up, commissioning, troubleshooting and
repair of low and medium voltage electrical infrastructure including switchgear, factory automation
systems and industrial instrumentation. Since joining OST he has been responsible for inspection,
diagnosis, punch listing and construction project management support of over 250MW of PV and
battery storage capacity in the US and Europe.
